Chairman Paul Yarossi of
HNTB in the March 5 “Born
to Be an Engineer” feature in the “New York
Times.” Other interview excerpts:
“When I graduated from Manhattan
College in New York in 1973 with a degree
in civil engineering, my grandfather offered
me $4.50 an hour. HNTB offered me $5, so I
took the higher-paying job…
“This is my 38th year with HNTB. I’ve
learned that you shouldn’t limit yourself
to one area in a company. I’ve worked
on highways, airports and bridges. I also
learned to volunteer when someone needed
help, even if there was no glory in it…
“We have a great transportation system in
our country, but it needs some work. In the
1950s, legislation accelerated the creation
of our highway system, which in turn
became an economic driver for the country.
We need to find the same sense of urgency
today about surface transportation, to keep
our country competitive and to improve our
quality of life.”

Nominate an individual or a family from the public or private sectors who has made extraordinary contributions to U.S. transportation development or demonstrated exceptional leadership over their lifetime to the ARTBA Foundation’s Hall of Fame. 13.8 percent in December 2010
over December 2009. These
data document the direct linkage
between a growing economy
an effective transportation
infrastructure network.
Recovery Act Funds Tapering Off
The American Recovery and
Reinvestment Act (ARRA)
supported 6,669 completed
highway and intermodal
infrastructure projects as of
February 28. Another 5,773
projects are under construction
and 943 are yet to begin with
just under $9 billion of ARRA
highway work remaining to
be reimbursed, a clear sign
that this source of support for
U.S. highway improvements
is tapering off. Read a full

As well, any financing mechanism should include a formula of fairness to commerce and commuters alike—from our most rural corners to our most urban cities.”

Clearinghouse Unveils New Work Zone Awareness Week Poster
The National Work Zone Safety
Information Clearinghouse
is a key supporter of National
Work Zone Awareness Week,
April 4-8. This year’s theme
is “Safer Driving. Safer Work
Zones. For Everyone.” The
national “Kickoff Event” will be
hosted by the Maryland State
Highway Administration. As in
previous years, the Clearinghouse
will sponsor printing of the
officialposter,whichwillbe
sent to thousands of people and
organizations across the country.

LaHood Hits Hill to Defend Reauthorization ProposalContinued from page 1
Committees, the Secretary
said the Administration’s four
reauthorization goals are:
building the future; spurring
innovation; ensuring safety;
and improving the efficiency
of the federal transportation
programs.
Although senators
generally agreed with the
Administration’s desire and
rationale to increase federal
transportation investment,
LaHood drew heavy fire from
both parties for the lack of
specificity on how to pay for the
Administration’s $551 billion
plan. According to the White
HouseOfficeofManagement
and Budget, $231 billion
in new revenues would be
necessary to prevent this level
of investment from adding to
the deficit. While repeatedly
stressing the President did
not support raising the federal
motor fuels user fees during a
recovering economy, LaHood
said the nation needs to
look at alternative financing
methods, such as tolling, public-
private partnerships, and an
infrastructure bank to aid in
generating the revenue. In a
clear sign the Administration
does not want singular
ownership of the revenue
challenge, LaHood deflected
many of the criticisms by saying
he “wants to work with Congress
to come up with a solution.”

Data shows Uptick in Trade, Freight Transport, VMT
Two key indicators tracked
by the U.S. Department
of Transportation show
increased usage of the nation’s
transportation network this
winter as the economy continued
its recovery. The Freight
Transportation Services Index
(TSI)—which measures month-
to-month changes in freight
shipments across trucking, rail,
inland waterways, and air freight—
rose 0.9 percent from December
to January and 6.4 percent from
