TECHNICAL SPECIFICATION
- for -
REPLACEMENT OF DAMAGED SPARE FLARES OF COANDA HP FLARE AND MF/ X
LP FLARE
PART I - GENERAL
1.0 INTRODUCTION
1.1 The Technical Specifications relate to detailed design and engineering, procurement
and supply, installation , testing and commissioning by the Contractor of new
Multipoint Smokeless Low Pressure (LP) burn of Pit Flares at manifold ‘X’ (M/F’X’)
and COANDA high pressure (HP) flare at manifold COANDA (M/F COANDA). The
Contractor’s Scope shall include integration of new HP and LP flare systems and their
auxiliaries with the existing system at the mentioned manifolds
1.2 The description of the Works to be executed in these Technical Specification is given
by amplification of the details shown on the drawings and the relevant clauses in the
Company’s General Specifications (latest Edition) and the Standards (latest Edition)..
The whole of the Works shall be carried out in strict conformity with the Technical
Specifications. In case of any conflict between these specifications, codes, standards,
drawings, etc., the most stringent shall apply.
1.3 The Contractor shall employ sound & proven engineering judgments/ techniques and
deliver a functionally efficient and trouble free system. The Contractor shall ensure
total integration with the existing facilities.
1.4 Within these specifications, where it is indicated that work, or provision of materials,
labor or equipment is required, but no statement is made as to which party to the
Contract is to supply such items, then in all cases, the Contractor is deemed to be the
party to supply such items.
1.5 The compliance by the Contractor with the provisions of this Specification does not
relieve him of the responsibility of furnishing equipment, material and accessories of
proper and suitable design to meet the specified service conditions and duty
requirements.
1.6 This Technical Specification comprises eight (8) parts as follows: -

2.0 SCOPE OF WORK
The Works to be carried out by the Contractor shall comprise the following:
2.1 Dismantling of Existing Flares / Flare Pits and Piping Works
2.1.1 The Contractor shall demolish and dismantle the existing two(2) Low Pressure(LP)
Burn off Pit Flares at manifold ‘ X ‘ ( MF/X) and damaged existing excess COANDA
high pressure(HP) excess flare ( North) at manifold COANDA ( M/F COANDA) in a
phased manner after successful commissioning and stable operation of the new HP
Coanda and LP Pit Flares. “KOC.SA.023 Demolition Work Procedure’ shall be
complied for all demolition and dismantling works.
2.2 Provision of New Flares & Associated Facilities
The Work to be carried out by the Contractor includes the complete detailed
engineering design, specification, procurement & supply of material, testing, shipping,
construction, site inspection, pre-commissioning and commissioning of all the Works
described in the Technical Specification and/or shown on drawings. This shall
include but not be limited to the following:
2.2.1 COANDA HP Flare at M/F COANDA and 2 Nos. Smokeless LP Flare at M/F ‘X’
One (1) HP COANDA type flare at M/F COANDA South Kuwait, capacity of 300
MMSCFD for Fuel gas and two (2) Smokeless Burn Pit flares at M/F ‘X’ East Kuwait,
each with capacity of 150 MMSCFD for Fuel gas. New flares shall be fully equipped
with all the necessary attachments, appurtenances & accessories and shall be
constructed, tested & inspected in accordance with API STD521, API 537, ASME B
31.3 (latest edition) and relevant KOC Standard. Painting & Internal lining/coating shall
be as per relevant KOC Standards.
New HP Coanda & LP Flares shall comprise Flame Front Generator panel (FFG Panel),
Radiation shield, Back-up electronic spark ignition system, flare staging control system,
flare line and valves and all other equipment as shown in the P&IDs and mechanical
layout drawings. The Contractor shall perform all the existing system checks, site
surveys, verifications, slit trenching works, check for the existing above ground and
underground utilities and services and shall prepare its detailed drawings based on the
above in addition to the information provided on the project drawings.
The drawings and data sheets provide information related to the minimum requirements
of the Contract and information from existing drawings and documentation available
with the Company. The correctness of all information provided by the Company shall
be checked / verified by the Contractor through site visits and collection of information
from the project sites. The Contractor shall during its detailed design and engineering
ensure that all drawings and data sheets are technically complete with all vendor
information and its design input and submit the same for Company review / approval.

2.2.2 Piping Works
The Flares shall be complete with all new piping works that are to be tied-in with the existing facilities as shown in the P&ID and piping layout drawings. The requirements shown in the piping layout drawings complement the requirement shown in the P&IDs. The Design of the piping work shall be based on ASME B 31.3 with corrosion allowance as per applicable piping class to be added to the calculated wall thickness for steel piping. All underground piping work shall be coated and wrapped and aboveground piping shall be painted as per KOC Standards. Flexibility analysis shall be conducted. P&IDs reflect process parameters and general scope of work. The Contractor shall develop further the P&IDs during its detailed design and shall develop a coherent Tag Numbering system to be approved by Company. The P&IDs are then to be re-numbered for Tag Numbers in line with the approved coherent Tag Numbering system. Contractor shall be responsible for the entire implementation of pipeline instrumentation to fulfill the requirements of the Works
2.2.3 Electrical Works
The Electrical Scope of Works SCOW for the project shall be to provide power
supply to the equipment (viz. Lighting, HVAC system, Instruments thru UPS) related
to flare system. Also, provide power supply to the FFG panel and accessories for the
facilities near Manifold “X”. For detailed SCOW refer Technical Specification Part
IV-Electrical Works 2.2.4 Instrument Works
a) The instrumentation portion of the works consists of design, procurement, supply, installation, calibration/testing, pre-commissioning and commissioning of all instrumentation items and related materials for the new COANDA flare and New LP ground flare as described in Part V of Technical Specifications.
b) Supply and install new F&G detector as indicated in relevant drawings, configure the F&G system and connect the same to GMC SCADA and BS-150 F&G system through RTU/SCADA.
c) Modification of existing SCADA graphics at GMC, DCS graphics, F&G and H2S system graphics at BS-150 as per the new project requirement.
d) Install CCTV system at COANDA flare to monitor the flare status. All the flare signals, F&G signals and CCTV signal shall be connected to GMC via RTU/SCADA and the same shall be interfaced to BS-150 thorough OPC connection.
e) All pneumatic instruments at COANDA flare manifold shall be replaced with electronic instruments and shall be connected the new SSLS PLC installed in the new control room at COANDA flare manifold.
f) Replace existing obsolete control valve and air operated valve as indicated in the P&ID.
g) All the existing electronic instruments shall be reconnected to the new SSLS PLC. The replacement shall be carried out per train. UPS supply shall be provided for the FFG PLC, SSLS PLC, F&G system and RTU.

h) RTU at COANDA flare shall be connected to GMC via existing fiber optic
SDH node at BS-150 and RTU at LP ground flare area shall be connected to GMC via existing fiber optic node at GC-11.
i) All the work shall be as per KOC standard and technical specification. In the event of conflicting information, the most stringent requirements will apply
2.2.5 Civil and Structural Works
Design, construction and testing of complete Civil and Structural Works including
supply of materials, manpower, labor, tools, equipment, temporary facilities and
project scope and specifications described in Part VI of Technical Specifications and
further based on applicable codes, standards, approved process, mechanical, piping,
electrical, instrumentation layouts, drawings, documents, details, vendor information
and to the complete satisfaction of Company Superintendent
The Scope shall include but by no means be limited to complete detailed Engineering
including preparation and submission of design calculations, drawings, specifications
and obtaining Company approval, topographical survey, geotechnical investigations,
exploratory slit trenching, site preparation including identification, protection, re-
routing / re-location of existing facilities, complete earth works such as cutting,
filling, grading, excavation in all types of soils, backfilling, leveling, compaction,
hauling etc, complete drainage works, complete road works, complete concrete works,
complete structural steel works including painting, galvanizing and fire proofing and
all other works and activities of whatsoever nature required for completion of the
project.
A brief description of the Work involved is given below,
a) All Civil and Structural Works for construction of HP Flare Pits in at manifold
‘X’ (M/F’X’), each consisting of earth works, construction of bitumen sand
mix lined bund walls all around the flare pits, foundation for COANDA high
pressure (HP) flare at manifold COANDA (M/F COANDA), structural shelter
for piping and instruments, pipe supports, cross-overs, access stairs, fences,
drainage etc complete.
b) All civil and structural works for Construction of ‘’New Control Room”.
c) All other civil and structural works not covered above but required for the
completion of project. 2.2.6 Cathodic Protection Works The Cathodic Protection Works shall include site survey, design, inspection, supply,
installation, testing and commissioning of cathodic protection of underground pipelines as per Technical Specification Part VII – Cathodic Protection Works, Company standard KOC-L-019 and relevant standards referred there in.

2.2.7 HVAC Works
The Contractor shall carry out the complete detail engineering design, procurement of
material, supply, construction, testing, pre-commissioning and commissioning of all
the works described in Technical Specifications Part VIII – HVAC Works and/or
shown on drawings. This shall include but not be limited to the following:
(a) Works at Control Room
The Control room shall be air-conditioned by air cooled direct expansion central
ducted split unit. The air handling unit with two cooling coils rated for 100% of
cooling duty shall be located on the roof level. Air handling unit shall include supply
fan with spare motor, flat and bag filter sections, inspection section and mixing box.
The cooling coils shall be connected to two condensing units located on the roof with
dual compressor of equal capacity and with a holding charge of R-22 from the factory
and field installed refrigerant piping(s) to the associated direct expansion cooling
coil(s).
(b) Adequate quantity of filtered outdoor air shall be introduced in the system to meet the
ventilation standards. The fresh air system shall include intake louver, filter,
motorized damper, H2S and combustible gas detectors. The quantity of outdoor air
introduced in the system shall maintain a positive pressure in the zone and minimize
the ingress of dust.
(c) The battery room shall be cooled by conditioned air from the main air handling unit
with “once through” arrangement. i.e. supply with no return. Supply air to the battery
room shall be 100% exhausted by two wall mounted exhaust fans (One working and
one stand by) fitted with explosion proof motor suitable for ambient temp. of 50 C,
EExd Zone 1 Group IIC (Hydrogen),T4 classification.
2.3 The Contractor’s Design Endorsement Report:
The Contractor on commencement of the Contract shall review all the specifications, drawings and data sheets and carryout complete site checks / verifications of the same and submit its Design Endorsement Report for the complete works within 30 days of commencement of the Contract, for review and approval of the Company. Any deviations and improvements to that specified in the Contract shall be highlighted with adequate technical justification. However no deviation shall be allowed unless prior approval of the Superintendent is obtained.
2.4 Piping Stress Analysis:
a. The Contractor shall carry out detail piping stress analysis of all new pipe work as per
ASME B 31.3 and submit a summary report along with detailed computer print outs,
for Company’s verification, review, comments and approval.”

b. The Contractor shall finalize the locations, types, details of pipe supports, racks,
guides & anchor points, number of expansion loops based on its approved pipe stress and flexibility analysis report.
c. The Contractor shall note that the number and location of expansion loops and pipe
supports as shown in the Company Drawings are preliminary and only for guidance.
However the exact number, type and location of expansion loops for both the H.P &
L.P Flare system shall be based on Contractor’s detail engineering, stress/flexibility
analysis report and Company’s review & approval of the same. Contractor shall be
deemed to have considered in his quoted price, all costs related to the same.
2.5 Contractor’s Design and Engineering Work 2.5.1 The Contractor shall be responsible for the design and detailed engineering of the
Facilities to ensure compliance with the design requirements stated in the Technical Specification and drawings included in the Contract. The Contractor shall appoint a sub-Contractor to carry out detail design and engineering, design endorsement for all piping and Equipment including vendor equipment & selection of all material, in compliance with relevant specifications, drawings & data sheets.
2.5.2 For safe distances criteria, KOC Standards and API STD 521 shall be used.
Accordingly the radiation profiles and H2S dispersion calculations shall be specified and carried out.
3.0 MISCELLANEOUS REQUIREMENTS
3.1 The Contractor shall not open or disconnect or cut any valve or line by unbolting or unscrewing or cutting piping components until the Superintendent’s Representative has identified it as available and has advised on the depressurizing and draining procedure
3.2 The Contractor shall restore all existing facilities back to their original condition upon
completion of the Works executed by him under approval and advice of the Superintendent’s Representative.
3.3 All the equipment Nos. for the new facilities shall be pre-fixed in accordance with the
exact identification numbers as per prior approval of the Superintendent.
3.4 All redundant materials shall be transported and transferred to a location identified by the Superintendent’s Representative.
3.5 The Contractor shall investigate the site, the associated facilities and shall survey,
identify and locate all services crossing the area of the works. 3.6 The Contractor shall make good, relocate or re-instate all facilities affected by the new
works, like existing CP systems, firefighting facilities, fencing, lighting, pits, roads, gatch roads, access paths & points disrupted by the works to permit free access, during and after dismantling and reconstruction works for the Company’s operating and maintenance personnel.

3.7 The Contractor shall carry out all necessary modifications, re-installation, re-routing,
testing and commissioning of the existing services & facilities crossing the area of the Works, as shown in relevant Technical Specification and Project drawings & reference drawings.
3.8 The Contractor shall submit proposal for the re-routing, relocation & making good of
all existing services in the proposed work area, to the Company, for review and approval.
3.9 Waste Disposal
3.9.1 Wastes: Produced during construction, pre-commissioning and commissioning of the project should be disposed outside the KOC area either at Shuaiba Wastes Facilities or Municipality dumping area. Therefore the following are included in the Contractor’ Scope of Works:
a. The Contractor shall be required to prepare a detailed estimation of waste (type and quantity) that will be generated during construction through commissioning.
b. The Contractor shall clearly give his written plan & intention for disposing of
wastes (hazardous / Non hazardous) within sixty (60) calendar days of date of commencement of the Contract.
c. The Contractor shall submit to the Company for the waste disposal documents
duly authenticated and endorsed at Shuaiba & Municipality dumping area receiving authority.
d. The Contractor shall submit his monthly waste disposal record to the company
along with his monthly HSE report.
e. Contractor shall ensure safe disposal of demolished material complying with
KOC Waste Management Procedure Standard KOC.EV.008.
3.9.2 The Contractor shall follow all relevant requirements of Kuwait Environmental Public Authority (KEPA) as given in Bylaw 210/2001 and Company’s guidelines as given in Waste Information System for proper management of all wastes generated during the project activities. Based on type and category of waste generated, waste shall be sent for disposal / recycle as per KEPA / Company’s guidelines to the approved sites / recyclers. It is the Contractor’s responsibility to fill up all waste data formats and appropriate waste manifests, obtain necessary signature from the waste transporter and waste recipient on the waste manifests and submit the documents on a regular basis to the Company.
3.9.3 The Contractor shall prepare HSE Execution Plan and this Plan shall be submitted and approved by the Company prior to any Execution Work

4.0 DESIGN DATA AND SERVICE CONDITIONS 4.1 Design Parameters Refer to Technical Specification, Part II- Process Design Basis. 4.2 Electrical Supplies - Ref. Part IV-Electrical Works 4.3 Climatic and Environmental Conditions Site fabricated storage flares shall be suitable for continuous operation at a desert
location under high ambient temperatures and humidity. The atmosphere at the site is generally dusty and corrosive and may contain traces of hydrogen sulfide.
For ambient and site condition details, refer to KOC Standard No. KOC-G-007
entitled Basic Design Data. (Latest edition).
5.0 UNITS AND DIMENSIONS
5.1 Regardless of the units used by the Company in stating the requirements or providing
information, the Contractor shall present all calculations, documents, drawings in
accordance with the following table for the entire works:

5.3 Exceptions to this procedure must be agreed upon with the Company.
6.0 GENERAL SITE INFORMATION, HAZARDOUS AREA CLASSIFICATION
AND MISCELLANEOUS REQUIREMENTS:
6.1 The areas related to the Works are classified as Hazardous and restricted. The
Contractor’s Compliance to updated HSEMS procedures shall be ensured.
6.2 The Contractor shall comply with the Work/Excavation Permit system including, but
not limited to clearly stating on the Work Permit Requests, the extent of Work to be
carried out such as, the opening of existing process lines, etc., and the Contractor shall
obtain the Superintendent’s clearance to proceed after depressurizing, draining and
isolating any line by blinding off, etc.
6.3 The Contractor shall not open or disconnect or cut any valve or line by unbolting or
unscrewing or cutting piping components until the Superintendent’s Representative
has identified it as available and has advised on the depressurizing and draining
procedure.
6.4 The Company’s HSEMS procedures shall be strictly applied during the work, and
Permits shall be signed-off by the Contractor and the Company upon completion of
the Works.
6.5 The Contractor shall restore all facilities upon completion of the works at all
locations.

6.6 The Contractor personnel shall thoroughly manage and implement all HSE site
requirements in order to comprehensively comply with updated KOC HSEMS
Policies and Procedures.
6.6 Work Permits
6.6.1 The appropriate permit shall be obtained before any work commences. A copy of
valid permits shall be available on Site with the Contractor’s supervisor at all times
during execution of the Works. Adherence to KOC.SA.004 permit to work procedure
shall be ensured.
6.6.2 Work Permits shall be valid for the duration mentioned therein.
6.6.3 If work has not started or has stopped for any period, due to safety considerations, the
Work Permit must be re-validated by the issuing authority before work is started or
resumed.
6.6.4 If work has not started or has stopped for over two (2) hours for other than safety
consideration, the person in charge of the work must surrender the Work Permit and
take out a fresh Work Permit before the work shall be resumed.
6.6.5 If work is not completed during the time for which the Work Permit was issued, the
person responsible for performing the work must have it revalidated.
6.6.6 Non-compliance with the requirement of protective equipment specified in Section 5
C of the Work Permit shall render the Work Permit null and void.
6.7 Excavation Notification Within a hazardous area, an excavation permit is required for all excavations regardless of depth. For excavations, outside a hazardous area, an excavation permit is required for excavations deeper than 500 mm. Other appropriate work permits shall be obtained prior to start of excavation.
6.8 Cold Work Permit A cold Work Permit must be obtained for all general work of a maintenance nature on plant and equipment that does not involve activities related to Hot Work as described in 7.6.9.
6.9 Hot Work Permit A Hot Work Permit shall be required for any work to be carried out in a restricted or hazardous area involving the use of a local source of ignition capable of igniting flammable gases, liquids or any other materials. Examples are welding, burning, grinding, blasting, soldering, any open fire work, use of certain non-explosion proof equipment, vehicle entry, opening up of electrical equipment in gaseous

7.0 SIGNBOARD In accordance with clause 15.6 of the General Conditions of Contract, the Contractor shall
provide and erect a temporary Signboard at Site, which shall give the following information in Arabic and English:
Company name and logo
Project title and Contract number
KOC Superintendent of Contract & Telephone number of the office of the
Superintendent
Contractor’s name and telephone number
Contract Commencement date
Contract Completion date
Prior to the provision of the Signboard, the Contractor shall submit for the approval of the Superintendent’s Representative the proposed detailed design including layout, colours, size, foundation and support details, materials to be used and proposed location on Site for the same. The design of the Signboard shall be in general as per the relevant KOC Standard Drawing (Dwg. No. 55-02-5 attached in Annexure 1 to Technical Specification Part I). The Signboard shall not be erected until the Superintendent’s Representative has given the written approval of the design. The Contractor shall maintain the signboard in good condition during the execution of the Works and until the issue of the certificate of completion. Upon completion of the Works, the Contractor shall promptly remove the signboard from the Site.
8.0 GENERAL REQUIREMENTS
8.1 The Contractor shall make good, relocate and/or reinstate roads and access points
disrupted by the work to permit free access during and after construction, to the
company’s personnel. Any such work shall be carried out with prior approval of the
Superintendent’s Representative. The Contractor shall ensure that for the duration of the
Contract, his method of construction shall permit unrestricted operational access for the
Company Personnel to the existing valves, pipeline systems and facilities at all times
and priority to the said personnel, on their request, over his own construction activities.
The contractor shall provide access roads in and around the flare bund wall & flare
fencing so as to provide proper & safe access from the main Approach access road. Prior
approval for such access road shall be obtained.
8.2 The routes of the new pipelines shown on the drawings are having service crossings
(Aboveground and underground). The Contractor is deemed to have allowed in its
tender for circumventing all such services/crossings. The Contractor shall ensure that the
pipelines are laid with least disturbance to any of the above-referred installations, while
maintaining the required separation/adequate cover as noted on the relevant drawings/
specifications/ codes/ standards.

8.3 The Contractor is required to carry out a detailed survey along the indicated routes to
investigate underground and above ground obstructions and existing services crossing or
encountered in the areas of work using metal detectors to determine locations of the
buried services in order to confirm the route. The Contractor shall be required to
undertake slit trenches to investigate the existence of possible underground services. The
Contractor shall submit the final established new pipeline route drawings and profile
drawings for the review and approval of Superintendent's Representative.
8.4 The Contractor shall be responsible for maintaining clearances and protections between
the new works and the existing services in accordance with the Company Standard
KOC-L-002. The exposed services shall be properly supported and protected during the
works and shall be restored to the original condition upon completion of works.
Necessary rerouting and providing sleeves for the existing services, whether shown on
the contract drawing or not, is Contractors responsibility. The Contractor shall be
deemed to have allowed in his Contract price for such rerouting and provision for
sleeves.
8.5 The Contractor shall take all necessary precautions against damage to the existing
services during the construction operations and shall repair any damage so incurred by
the action of his labour, at his own expense at the direction of the Superintendent’s
Representative.
8.6 The Contractor shall provide all labour, equipment and services to carry out detailed
survey, procurement, construction, installation, testing, de-watering, pre-commissioning
and commissioning the works described in the Scope of Work in accordance with the
Technical Specifications and the relevant International and Company Standards, listed in
this Technical Specification.
8.7 All the excavation and backfilling works inside the fenced areas shall be carried out in
accordance with the Company’s Standard KOC-C-005. Only hand excavation is
permitted inside the fenced areas. The Contractor shall submit excavation procedure for
Superintendent’s approval.
8.8 Areas around excavations shall be cordoned off and drums, safety lights and placards
etc. are to be provided as per updated HSEMS procedure to avoid accidents.
8.9 The Contractor shall arrange to obtain necessary permits and approvals that may be
required before and during the execution of the Works, from the concerned Ministries
and State Authorities for carrying out any road and/or cable crossings.
8.10 The Contractor shall not use oxy-acetylene cutting process during the construction
works unless he has obtained prior permission in writing from the Superintendent.
8.11 The pipeline route should have Explosive Ordinance Disposal (EOD) clearance
certificates. However, it is the Contractor's responsibility to exercise vigilance and
caution and to immediately report to the Superintendent's Representative any finding of
suspicious/ strange elements that may be unexploded ammunitions and/ or land mines.
The contractor HSE personnel shall thoroughly manage and implement all HSE site.

8.12 HSE RELATED WORKS AND STUDIES
The Contractor shall ensure compliance with all applicable regulations and HSEMS
procedures related to Company during project activities including Kuwait EPA,
Ministry of Oil, health and other obligatory requirements from Company. A
preliminary Project Execution HSE Plan in this regard is furnished as Annexure - IV
to Technical Specification Part 1 General along with FEED stage HSE study
recommendations and Kuwait Environmental Public Authority (KEPA) requirements.
The Contractor shall develop a detailed Project Execution HSE Plan based on this
document and submit for Company’s Review and approval during detailed
engineering stage. Contractor shall ensure that the project implementation meets the
requirements specified in approved Project execution HSE Plan. The
recommendations/requirements arising out of HSE studies during the
implementation of the project shall be considered as a part of the Project SCOW. In
addition, the Contractor shall take a note of the following specific requirements:
8.12.1 Contractor shall note that a detailed project execution HSE Plan shall be developed covering detailed engineering/construction/pre commissioning /commissioning phases of the project in accordance with Company procedure KOC-GE-048. Also Project HSE Reviews (PHSER) shall be conducted for various phases of the project as per KOC-GE-050.
8.12.2 Quantitative Risk Assessment (QRA)
The Contractor through an approved third party shall conduct Quantitative Risk Assessment (QRA) for the Scope of Work under the project. Summary of the QRA report as well as detailed report shall be submitted to the Company for review. The QRA shall be carried out by a company independent third party firm from KOC list of Approved Contractors under category 31 S. The Contractor shall comply with Safety Risk Assessment Procedure DOC. № KOC.SA.018 for QRA. The Contractor shall implement final recommendations arising out of the QRA report in accordance with the relevant clause of the Contract Specification.
8.12.3 Fire & Gas Detection System Study
The Contractor with the assistance of specialist from F&G system supplier shall carry out a study to verify adequacy of the F&G Detection requirements and locations as specified in the Technical Specification – Part IV – Instrumentation Works and relevant drawings. This study shall be carried out as per prevailing norms of the Company, International Standards and Best Practices adopted in the oil & gas industry. The relevant basis of the study shall be approved by the Company prior to the start of the study.

8.12.4 HAZOP Study
The Contractor shall perform a process system HAZOP analysis of the completed
design of the new facilities, demolition facilities including all significant vendor
packages. The analysis shall be in full compliance with the industry practice and shall
be performed by a team of knowledgeable personnel in process design, mechanical
design, engineering, operations, instrumentation and control systems, maintenance and
other specialties as deemed appropriate. Hazop Study and procedure shall comply to
Company Standards KOC.GE.021 (HAZOP Study Procedure) and KOC-L-017(KOC
RP for HAZOP Studies for guidelines).
The HAZOP Team leader shall be a third party independent of the Contractor’s
organization and he shall be an employee of KOC Approved Safety Consultancy
Services Company. Representatives of the Company, the Contractor’s project team
and where mandatory , vendor representatives shall be required to participate in the
HAZOP studies. CVs of the HAZOP Team Leader and Contractor’s key personnel
who will be participating in the HAZOP review shall be submitted to the Company for
approval.
The Contractor shall submit a detailed program of HAZOP review at least before 21
calendar days to enable the Company make necessary arrangements.
The HAZOP report shall contain the list of members, an overview of the technique,
HAZOP work sheets, all relevant P&IDs with nodes marked up and final
recommendations. Draft report of study along with editable HAZOP worksheets shall
be submitted to the Company for review and approval. The final report shall be
completed before of Approved for Construction issue of the drawings.
The Contractor shall implement all HAZOP report’s final recommendations in
accordance with the requirements of the Contract.
8.12.5 Environmental Impact Assessment (EIA)
Contractor shall provide to the Company a detailed Environmental Impact Assessment
regarding the proposed construction / commissioning activities for the Company’s
approval at the earliest and Contractor shall not commence Construction till KEPA
approval. The Environmental Impact Assessment (EIA) shall be performed by an
independent third party selected from the list of registered firms with State of Kuwait
Environment Public Authority (KEPA) / Company.
KEPA recommendations on EIA Report, as applicable for the project shall be
reviewed by the Company and if required shall be processed in accordance with
provisions in General Conditions of Contract and the Contract Specification.
Contractor shall note that site construction activities of the project scope cannot be
started without obtaining the approval from KEPA.

The Contractor shall comply with KOC.EV.001, KOC.EV.002 & KOC.EV.003 for
carrying out EIA for the project. EIA shall also include the extent of Scope and agency
coordination with EPA (determines the appropriate level of study and identifies the
issues and concerns that will be the focus of the study effort).
8.12.6 PHSER (Project Health, Safety & Environmental Reviews)
The Contractor shall conduct Project Health, Safety & Environmental Reviews -
Stages 3, 4 and 5 according to KOC HSEMS Procedure KOC-GE-050 for the project.
The Contractor shall provide all relevant documents and participate with appropriate
specialists (including vendors and licensors) as required by the Company.
The PHSER Chairman shall be a third party independent of the Contractor’s organization and from KOC list of Approved Safety Consultancy Services Companies.
8.13 Medical Facilities The Contractor shall provide necessary qualified personnel with all necessary medical equipment and consumables necessary to manage, operate and maintain a first aid facility which shall be available at all times when employees are at work.
8.14 Other procedures and studies required as per Company’s Health, Safety, Environment
Management System (HSEMS) .The Contractor shall comply with all the requirements
of the Company’s HSEMS.
9.0 EQUIPMENT IDENTIFICATION
9.1 For the purpose of this clause, the word ‘equipment’ shall mean mechanical
equipment (including all valves), electrical equipment and all the instrument items.
Equipment tag numbering system shall be agreed with the Company. In addition, a
separate equipment identification system (UTC No.) shall be used by the Company
prior to “As-Built” documentation stage. The Company’s allocated UTC number will
be incorporated by the Contractor into important project documents prior to as-built
stage.
9.2 A fully comprehensive equipment register of the Works shall be made available to the
Company at commencement of construction. A provisional equipment list with
technical specifications and P&I diagrams shall be issued to the Company on
completion and approval of design stage. This list will be used for establishing the
required Company UTC Numbers (UTC) and Site Number (SN), which the
Contractor must indicate on all equipment. Both equipment register and equipment
list shall be updated and resubmitted as soon as possible incorporating manufacturer’s
name, model number, serial number, capacities, location installed after all such details
are available.

9.3 The Contractor shall undertake stamping and stenciling the UTC No. as intimated to
the Contractor by the Company. This shall be done in line with the following
requirements:
9.3.1 KOC UTC Number
The UTC No. shall be properly and permanently stamped on the equipment name
plate (or a separate stainless steel plate) as specified in KOC-G-012.
9.3.2 KOC Site Number
The SN shall be stenciled at a conspicuous and feasible place on the equipment
foundation to the extent possible or otherwise shall be stamped on a separate steel
plate and shall be tied to the equipment or to a pad, bracket or structure which is
attached directly to the equipment, by a suitable stainless steel wire as specified in
KOC-G-012.
9.3.3 Name Plate
All Name plate for equipment shall be provided as per KOC-G-012
9.3.4 Name plates for all new valves shall be provided as per KOC-G-012 and location and
fixing of the nameplate shall be approved by the Company. All name plates shall be
fixed to the valve / equipment by means of stainless steel screws and fixing by adhesive,
welding is not permitted.
10.0 INSPECTION, TESTING AND COMMISSIONING OF THE WORKS 10.1 The Contractor shall be responsible for all inspection and testing required by the
Contract, Kuwaiti law, appropriate codes, Standards, Specifications and sound engineering practice. All materials and equipments shall be inspected and certified by the Contractor or its nominated Inspection Agency at the source as per the project specification requirements. The Company reserves its right to send a Company representative or a nominated Third Party Inspection Agency to witness stage wise and final inspection of materials / equipment at source. Positive Material Identification (PMI) test shall be conducted at manufacturer’s shop and at job site to ensure the material identity and same to be reflected in the Manufacturer’s Inspection and Test Plan (ITP). In addition, the Contractor shall provide at the Site all necessary inspection and testing facilities/assistance required by the Contract. The Company may reasonably require from the Contractor to remedy all defects in equipment, materials or workmanship at no additional cost to the Company. The Contractor shall co-operate with the Company to ensure that all such inspections(s) and testing take place as per agreed schedule in order to avoid delay(s) in the completion of any part of the Works.

10.2 At the discretion of the Superintendent, part or parts of the Works on Site may be
tested separately by a third party without prejudice to the final overall testing of the
completed works provided that this does not result in any unreasonable delay to the
progress of the Works.
10.3 Prior to the commissioning the Works, the Contractor shall carry out all final checking,
testing and inspection of the Works and rectify any fault(s). The Contractor shall notify
in writing to the Superintendent fourteen (14) calendar days in advance of the proposed
commissioning date.
