Before commencement of the meeting, Board observed two minutes silence to pay homage
to the soldiers, who have sacrificed their lives for the country in the recent happenings at
India-China border.
01 CIVIL AREA COMMITTEE.
To consider and approve the proceedings of Civil Area Committee held on
15.06.2020.
The proceedings are attached herewith.
01 RESOLUTION : Considered and approved.
During discussion on this issue, Mr SS Thakre- Elected Member raised the issue
relating to the transfer of shop on GLRS No. 28/10-3, Wadner Road, Deolali in the
names of heirs of Late Shri Mangesh R. Takalkar and requested to expedite the
matter, to which the CEO explained that action is under progress.

Shri BN Mojad & Shri DW Adhav - Elected Members raised the issue of recruitment
of new staff and demanded that recruitment should be done at the earliest.
CEO further stated that due to present state of Corona virus, the issue is being
delayed.
The President, Cantt Board further asked CEO to expedite the recruitment, as raised
by Elected Members relating to filling of vacancies.
02 HEALTH COMMITTEE.
To consider and approve the proceedings of Health Committee held on 15.06.2020.
The proceedings are attached herewith.
02 RESOLUTION : Considered and approved.
Mr SS Thakre- Elected member raised the issue of difficulties caused in slaughtering
of chicken and measures required to be taken in r/o piggery also so that it should be
slaughtered in a hygienic way.
Mr SS Thakre- Elected Member further stated that also as per rule of Cantonment
Board, Deolali, chicken should be slaughtered only in butchery and then should be
stored in individual shops in refrigerator.
CEO stated that notices have been issued by the Cantt Board office and fine will be
imposed, however, the matter is being looked into by him. Further he stated that
licence has not been issued to any one for slaughtering of pigs.
During discussion on the issue of requirement of tipper for spray purpose, Shri SS
Thakre & Shri BN Mojad- Elected Members stated that there should be proper
vehicle for spray and further added that tractor may be tried for this purpose by hiring
the same from private parties/ farmers. It was further stated by Mr BN Mojad that in
each ward for two days in a week the spraying may be carried out, which was agreed.
03 BUILDING COMMITTEE.
To consider and approve the proceedings of Building Committee meeting held on
15.06.2020.
The proceedings of Building Committee dtd 15.06.2020 are attached herewith.

03 RESOLUTION : Considered and approved with following modifications :-
BCR No. 15 : Approved.
BCR No.17 : The President, Cantt Board stated that there is security issue.
Shri BN Mojad-Elected Member requested President, Cantt Board to
pend the matter till next meeting in order to get opportunity of site visit
to Elected Members also, before arriving any decision on the issue,
which was agreed to and it was resolved to pend the matter till next
Board meeting.
04 IMPOSITION OF CHARGES FOR CHANGE OF PURPOSE : RESIDENTIAL
TO COMMERCIAL.
To consider the matter of imposition of charges for change of purpose i.e. from
residential to commercial use of buildings situated on private lands, which are
authorisedly constructed within the limits of Deolali Cantonment. During the
survey by the Revenue Dept. officials of the Board recently, it was observed that
many house-owners have started commercial activities though the sanction is given
to them for residential purpose only. It is therefore proposed to impose the charges
@ 20% of the construction cost involved for the area actually used by such house
owners for commercial activities along with levy of property tax at commercial rate
w.e.from the date from which the purpose has been changed. The charges will be
worked out by the Engg. Dept. of the Board on the basis of rates so received from the
Garrison Engineer(S), MES, Deolali.

04 RESOLUTION : Considered and discussed in detail.
Shri BN Mojad- Elected Member stated that the survey is to be carried out of houses
located in each ward to ascertain the facts relating to commercial use of residential
buildings, also existing measurements and tax being imposed for such houses to be
taken into consideration, further the work may be given to private agency to expedite
this proposal for imposition of charges for change of purpose @ 20% of construction
cost of involved area is approved by the Board.
Shri SS Thakre- Elected Member stated to frame the rules in this respect.
After deliberations, it was resolved that the matter will be studied within a period of
one month and rules will be framed about type of commercial activities allowed in
particular area.

CEO, Cantt Board clarified that it will be one time fine i.e. the imposition of the
charges @ 20% of the construction cost involved and afterwards tax at commercial
rate will be charged. Further commercial establishments where change of purpose is
involved will be required to pay the difference of taxes from the time change of
purpose has been done.
Shri DW Adhav- Elected Member raised the issue of slum development.
Shri BN Mojad- Elected Member stated that Prime Minister’s Scheme of Slum
Development may be studied for its implementation in Deolali Cantt area i.e.
Gharkul Yojana on Collecgor land.
The President, Cantt Board stated that it is not the issue taken on present agenda, to
which Shri DW Adhav-Elected Member stated that though it is not a subject on
Agenda, suggestion from his side may be noted.
05 REVISION OF GARBAGE COLLECTION CHARGES.
Ref : CBR No. 25 dtd. 03.06.2016.
Cantonment Board vide ibid CBR resolved to revise the garbage collection charges
as per the details given below. As the period of FOUR years has been lapsed and it
is necessary to revise the said charges suitably to increase revenue of the Board. The
income from collection of garbage for the financial year 2020-2021 is
Rs 33,67,329/- and expenditure incurred during the said period is Rs. 1,66,32,000/-.

(B) It is further proposed to revise the garbage collection charges for the areas as

05 RESOLUTION : Considered and discussed in detail.
With regards to Sr.No.4 i.e. collection of garbage of Mutton/Chicken Shops, Fish
shops & Pig shops, Shri SS Thakre- Elected Member stated that a special vehicle for
this purpose may be arranged to avoid awful smell and that it is to be collected at
specific timings. It was resolved that a covered small vehicle should be engaged for
this separately.
The issue of collection of bio-medical waste was also discussed and Shri SS Thakre
& Shri BN Mojad- Elected Members stated for survey in this respect.
Hon’ble MLA –Smt. Saroj Ahire agreed to provide funds amounting to Rs. 10 Lakhs
for this purpose from her MLA funds. After deliberations, it was resolved to place
the matter before the Board in next meeting.
Shri SS Thakre- Elected Member raised the issue of Garbage collection charges for
Sanatoriums & Well Formed Housing Societies i.e.Sr.No. 6(b) of the item further
stating thart garbge quantity of such societies and Sanatoriums is to be seen and that
separate charges for lifting of garbage relating to cutting of trees / trees located in
their areas, which are required to lifted separately.
The matter was discussed and it was resolved to put up the same before the Board in
the next Board meeting.
After deliberations the Board resolved to revise the Garbage collection charges as

06 RENEWAL OF CONTRACT OF TEACHING STAFF FOR ACADEMIC YEAR
2020-2021.
The Principal, Cantt Board High School, Deolali and the Headmistress, Cantt Board
Marathi Pry. School informed vide their Office Report dtd. 04/05 May, 2020 that the
staff as detailed below was working on contract basis during the last academic year
and their work was found to be satisfactory hence they have requested that the said
staff may be re-engaged for this year’s academic period i.e. for the year 2020-
2021(for 11 months or to be decided as per requirement) for smooth functioning of
schools. The details regarding existing payment and proposed payment are also

06 RESOLUTION : Considered and approved. The CEO is authorised to engage the
staff as per requirement considering the schedule of education for the year 2020-21.
During discussion on this issue, Shri SS Thakre-Elected Member stated that the
funds for School playground, school building maintenance may be explored from
State Govt. authorities.
Shri BN Mojad- Elected member stated that maintenance cost towards school
buildings is being provided by the State Govt. to Zilla Parishad Schools. The State
Govt. authorities may be approached to provide the same to Cantonment Board
Schools also.

(ii) This office letter No. 1309/BLD/E-8/2193 on dated 06.05.2019 &

Vide ibid CBR, the matter was considered and discussed. After deliberations, the
PCB stated that the item be considered in the next Board meeting, to which Board
agreed. Accordingly, the matter is placed before the Board for consideration and
decision.
This office has received the letter under reference at Sr. No. (i) & (iii) from Bharti
Airtel Ltd. (Formerly Bharti Telesonic Limited), it has been intimated that they have
been awarded license to install, operate & maintain National Long Distance Service
within territorial boundaries of India, vide license agreement No. 10-25/2001-BS-I-
(01) dated 29.11.2001 by Govt. of India, Ministry of Communications, Dept. of
Telecommunication, copy for the same is enclosed for ready reference.
They propose to lay underground telecom cables through an open trench of the depth
of 1.65 mtr. & width 30cms from Ram Mandir to Sansari Naka & road crossing will
be done by HDD method (Trenchless method).
They have submitted required documents as per this office letter under reference at
Sr. No. (ii).
Bharti Airtel Ltd. has requested this office to issue necessary permission at the
earliest.

08 RESOLUTION : Considered.
The CEO clarified that one time administrative fee plus charges for damage of road
can be recovered from concerned Telecom Agency.
Hon’ble MLA – Smt. Saroj Ahire stated that monitoring of work should be done by
the Cantt Board.
After deliberations, it was resolved to charge one time administrative charges of
Rs. 11 lakh (Rupees eleven lakh) from M/s Bharti Airtel Ltd and all future telecom
related agencies / companies towards permission in the subject matter along with
demurrage charges, as applicable.
During discussion, Shri SS Thakre- elected member raised the issue of debris lying
near Umrao Vihar boundary/ Vidya Vinay Society, which is required to be lifted as
the same is causing inconvenience to the residents nearby and that tree cutting as the
trees are heavily grown up.
The President, Cantt Board stated that he will make a site visit in this respect.

10 UNAUTHORISED CONSTRUCTION
Shri Ashok Sakharam Tillure has constructed a Kitchen and Bed Room admeasuring-
33.20m x 3.00m to the H.No 934/B-6 Navjeevan Society Anand Road Deolali,
without obtaining prior permission from the Competent Authority, hence it is an
unauthorized construction of a Kitchen and Bed room.
A Show Cause Notice was issued to Shri Ashok Sakharam Tillure, vide this office
Notice No.1309/BLD/E-8/1292 dated 03.03.2020. He has replied to the Show Cause
Notice issued to him on dated 16/03/2020. In which he has stated that he has too
many members in his family and also one of the wall was damaged due to which he
has constructed new kitchen and Bed room. It is therefore recommended that a
Notice under Section 248 & 320 of the Cantonments Act 2006 may be issued to Shri
Ashok Sakharam Tillure to the H.No 934/B-6 Navjeevan Society Anand Road
Deolali.

In the premises of Leelawati Hindu Arogya Kendra, Lam Road Deolali, without
obtaining prior permission from the Competent Authority, hence it is an unauthorized

A Show Cause Notice was issued to Shri Dharamdas Shamdas Mathuradas, vide this
office Notice No.1309/BLD/E-8/1291 dated 04.03.2020. He has not replied to the
Show Cause Notice issued to him. It is therefore recommended that a Notice under
Section 248 & 320 of the Cantonments Act 2006 may be issued to Shri Dharamdas
Shamdas Mathuradas in the premises of Leelawati Hindu Arogya Kendra, Lam Road
Deolali.

No.1309/BLD/E-8/1308 dated 03.03.2020. He has replied to the Show Cause Notice
issued to him. In which he has stated that his house was 100 years old and was in
very bad condition, due to which he has constructed a house. It is therefore
recommended that a Notice under Section 248 & 320 of the Cantonments Act 2006
may be issued to Shri Vishnu Bahiru Nisal to the H.No 2090/B Shigwe Bahulla
Deolali.

A Show Cause Notice was issued to Shri Vishal Laxman Patole,, vide this office
Notice No.1309/BLD/E-8/98 dated 31.12.2019. He has not replied to the Show
Cause Notice issued to him. It is therefore recommended that a Notice under Section
248 & 320 of the Cantonments Act 2006 may be issued to Shri Vishal Laxman patole
to H.No 113 Ambadwadi, Shigwe Bahulla Deolali.

Shri BN Mojad-Elected Member stated that the individual has encroached on Govt.
land also by way of constructing ottas in front of his holding and the said
unauthorised construction needs to be removed immediately, to which CEO stated
that the same will be looked into.
14 UNAUTHORISED CONSTRUCTION
Shri Laxman Namdeo Shinde has constructed the two rooms with RCC slab, other
one room and toilet/bathroom with CGI sheet roof admeasuring- 8.30m x 10.00m on
the first floor to the H.No 260/8 at Satyavinayak Housing Society on Sainaik society
road Vijay nagar Deolali, without obtaining prior permission from the Competent
Authority, hence it is an unauthorized construction.
A Show Cause Notice was issued to Shri Laxman Namdeo Shinde, vide this office
Notice No.1309/BLD/E-8/372 dated 20.01.2020. He has replied to the Show Cause
Notice issued to him on dated 28/01/2020. In which he has stated that his house was
45 years old, the slab was having leakage in the rainy season, due to which he has
constructed a room on first floor. It is therefore recommended that a Notice under
Section 248 & 320 of the Cantonments Act 2006 may be issued to Shri Laxman
Namdeo Shinde to the H.No 260/8 Satyavinayak Housing Society Sainaik society
road vijay nagar Deolali.

No.1309/BLD/E-8/376 dated 20.01.2020. He has replied to the Show Cause Notice
issued to him on dated 31/01/2020. In which he has stated that his house was made
with mud mortar, due to which he has constructed a House. It is therefore
recommended that a Notice under Section 248 & 320 of the Cantonments Act 2006
may be issued to Shri Kailas Palde, Palde Mala, Deolali.

16 UNAUTHORISED CONSTRUCTION
Shri Valu Laxman Gandhe and Shri Pradip Valu Gandhe have constructed a Room
on the open terrace admeasuring- 3.30m x 5.00m and 6.70m x 6.30m with RCC
columns and Brick masonry wall and roof covered with CGI Sheet to the H.No.14 I-
2 Type building in arrk Residency, Vijay Nagar, Deolali, without obtaining prior
permission from the Competent Authority, hence it is an unauthorized construction
of a Room.
A Show Cause Notice was issued to Shri Valu Laxman Gandhe and Shri Pradip Valu
Gandhe, vide this office Notice No.1309/BLD/E-8/1045 dated 27.02.2020. They
have replied to the Show Cause Notice issued to them on dated 02/03/2020 &
13/03/2020 in which they have stated to protect from rain water and the sunlight due
to which they have constructed a Room. It is therefore recommended that a Notice
under Section 248 & 320 of the Cantonments Act 2006 may be issued to Shri Valu
Laxman Gandhe and Shri Pradip Valu Gandhe, to the H.No.14, I-2 type building
Arrk Residency, Vijay Nagar, Deolali.

Cause Notice issued to him on dated 13/03/2020 in which he has stated that his house
was 100 years old and was in very bad condition, due to which he has constructed a
House. It is therefore recommended that a Notice under Section 248 & 320 of the
Cantonments Act 2006 may be issued to Shri Raghunath Dhondiram Mojad to
H.No.117 Shigwe Bahulla Deolali.

248 & 320 of the Cantonments Act 2006 may be issued to Smt Sarika Govind Medhe
to the H.No 391 Shigwe Bahulla Deolali.

Notice issued to him on dated 04/06/2020. In which he has stated that he is ready to
regularize the Unauthorized Construction carried out by him. It is therefore
recommended that a Notice under Section 248 & 320 of the Cantonments Act 2006
may be issued to Shri Mahesh Prakash Chaudhari to the H.No.975 Malahari Baba
Nagar on Barnes School Road Deolali.

A Show Cause Notice was issued to Shri K.Raghvan, vide this office Notice
No.1309/BLD/E-8/1916 dated 05.06.2020. He has not replied to the Show Cause
Notice issued to him. It is therefore recommended that a Notice under Section 248 &
320 of the Cantonments Act 2006 may be issued to Shri K.Raghvan to Row House
No 24 Sai Sahawas Society, Naka No 4 near Dhurjad Estates Wadner Dhumala Road
Deolali.

is an unauthorized construction of a House, shed & shop.

he has 3 sons and for their future requirement of the family he has constructed the

hence it is an unauthorized construction of a House.

Cause Notice issued to her. It is therefore recommended that a Notice under Section
248 & 320 of the Cantonments Act 2006 may be issued to Smt Meerabai Namdev

Floor, of H.No 496/42, Rajgruhi Housing Society on Lam road Deolali, without
obtaining prior permission from the Competent Authority, hence it is an unauthorized
construction.
A Show Cause Notice was issued to stop the work to Smt Prathibha J Kamdaar and
others, vide this office Notice No.1309/BLD/E-8/5071 dated 24.10.2019. She have
replied to the Show Cause Notice issued to her on dated 13.11.2019. In which she
has stated that the shed on stair case and the balcony are temporary and no extra
construction has been done. It is therefore recommended that, A Notice under
Section 248 & 320 of the Cantonments Act 2006 may be issued to Smt Prathibha J
Kamdaar and others to the H.No 496/42 Rajgruhi Housing Society Lam road Deolali.

remove the shed erected at H. No. 1139, Now the applicant vide letter dt. 28.01.2020
informed this office that he has removed the shed. It is therefore recommended that
the Notice issued to Lt. Col. Sukhwant Singh, H.No.1139, Hill Range Colony,
Lawrence Road, Deolali may be withdrawn.

31 COMPOSITION BUILDING PLAN:-
Ref: CBR No. 61 dated 31.08.2018.
The Board vide ibid resolution considered and sanctioned the proposed building plan
and recommended the composition building plan for sanction GOC-in-Chief, SC,
Pune under Section 248 of Cantonments Act, 2006. Accordingly, the proposal was
forwarded to the PDDE, SC, Pune vide this office letter No. 3403/BLD/E-8/1486
dated 20.03.2019. The PDDE, SC, Pune vide letter No. 21662/DE/SC/L/Deolali/I
dated 20.08.2019 asked to furnish the separate Board resolution for composition
building plan only.
The Asstt. Engr. (R&B) has confirmed that the composition buildingconstruction in
the name of MrDhiraj P Mandeis in Yellow zone as decided by the Board vide CBR
No. 06 dated 27.01.2011 and CBR No. 12 dated 04.12.2017. Further, the FSI, height
and marginal spaces of the composition building are as per the orders of the GOC-in-
Chief, SC, Pune dated 26.06.1984, and Cantonment Board Resolution passed and it
conforms to the building bye laws of Deolali Cantonment. The plot area on which the
instant building application has been submitted, has not been used for FSI calculation
for any other building construction in past. The buildings which are to be
compounded are situated on Revenue Survey No. 34/1B of Vihitgaon for the
construction of Commercial building as per the plan submitted by the applicant. The
land in question is a private land and under the management of Collector, Nashik.
The total area of the plot is 13400Sq.mtrs. as per 7/12 extract and the total built up
area to be compounded is 894.7434 Sq.Mtrs.
The cost of unauthorized construction for commercial building has been calculated
by the Asstt. Engr. (R&B) on the basis of Current Market Rates (CMR) for load
bearing structure which is Rs. 12056/- and the composition fee on the value of
unauthorized construction is 20% of Rs. 1,07,87,026/- = Rs. 21,57,406/-.
All the documents and records have been checked by the legal council who has
certified that all the documents/records submitted by the applicant are correct and in
order.
The concerned file along with letter received from PDDE, SC, Pune are placed on the
table.

31 RESOLUTION:- : Considered and it was resolved to forward a proposal to
compound the offence by charging composition fee on the value of unauthorized
construction i.e. 20% of Rs. 1,07,87,026/- = Rs. 21,57,406/-. The proposal be
forwarded to the PDDE, SC, Pune for necessary sanction.
32 COMPOSITION BUILDING PLAN:-

The Board vide ibid resolution considered and sanctioned the proposed building plan

Pune under Section 248 of Cantonments Act, 2006. Accordingly, the proposal was
forwarded to the PDDE, SC, Pune vide this office letter No. 3476/BLD/E-8/1487
dated 20.03.2019. The PDDE, SC, Pune vide letter No. 21664/DE/SC/L/Deolali/I
dated 27.08.2019 asked to furnish the separate Board resolution for composition
building plan only.
The Asstt. Engr. (R&B) has confirmed that the composition building construction in
the name of Smt. Nilima Vasant Pawar, Sarchitnis N.D.V.P. Samaj is in Yellow zone
as decided by the Board vide CBR No. 06 dated 27.01.2011 and CBR No. 12 dated
04.12.2017. Further, the FSI, height and marginal spaces of the composition building
are as per the orders of the GOC-in-Chief, SC, Pune dated 26.06.1984, and
Cantonment Board Resolution passed and it conforms to the building bye laws of
Deolali Cantonment. The plot area on which the instant building application has been
submitted, has not been used for FSI calculation for any other building construction
in past. The building which is to be compounded is situated on Revenue Survey No.
43/1A+43/1B+41/A/1A+6B1 of Belatgaon for the construction of educational
building as per the plan submitted by the applicant. The land in question is a private
land and under the management of Collector, Nashik. The total area of the plot is
2824.47 Sq. Mtrs. as per 7/12 extract and the total built up area to be compounded is
894.7434 Sq. Mtrs. (composition = 2144.86SqMtrs + proposed = 679.61
Sq.Mtrs).
Previously, the Cantonment Board, Deolali vide CBR No. 02 dated 11.09.2003 was
recommended that the unauthorized construction be compounded by charging 5% on
the value of unauthorized construction i.e. 5% of Rs 72,33,946/- = Rs. 3,61,697/- for
1883.83 Sq.Mtrs. built up area. Accordingly, this office vide letter No. 1585/BLD/E-
8/3598 dated 14.10.2003 was forwarded the proposal for approval.

Now the cost of unauthorized construction for educational building has been
calculated by the Asstt. Engr. (R&B) and the additional unauthorized built up area of
261.03 Sq. Mtrs.on the basis of Current Market Rates (CMR) for RCC structure
which is Rs. 15070/- and the composition fee on the value of unauthorized
construction is 10% of Rs. 39,33,722/- = Rs. 3,93,372 /-.Therefore, the total amount
of composition fee is Rs. 3,61,697/- + Rs.3,93,372/- = Rs. 7,55,069/-

certified that all the documents/records submitted by the applicant are correct and in

32 RESOLUTION:- : Considered and it was resolved to forward a proposal to

33 PROVISIONS OF FUNDS FOR CANTONMENT BOARD EMPLOYEES AS A
WELFARE MEASURE : GROUP INSURANCE SCHEME.
Ref: PDDE SC Pune letter No. 19648/COVID-19/Cantt/DE dt. 19.06.2020.
Vide ibid letter, it has been informed that as per para 4(e) of PDDE Western
Command, Chandigarh letter, LIC shall enter into agreement and furnish group
policy to one Cantonment Board which shall be designated as Nodal Cantonment
Board which will be Delhi Cantonment Board. For this each Board shall have Board
Resolution passed.
Salient features of the Scheme are :-
i. The scheme of LIC is covering employees of the Board, both regular and
contractual, involved in Covid prevention/ related activities.
ii. Average premium per beneficiary per annum comes in the range of
Rs. 2500-2700 for Rs. 5 Lac, sum assured (exact amount shall be fixed once number
and details of each employee are finalised).
iii. In case of unfortunate death, because of any cause (includes disease, infection,
accident etc.) the beneficiary family shall get Rs. 5 Lac relief.

Further the Board may consider following :-
1. To approve this welfare measure proposal for the specified no. of employees
enganged in Covid related activities.
2. Basic criteria of providing this one time welfare measure, to the employees
involved in Covid Combat/ relief related activities, thereby vulnerable to the threat of
Covid virus infection.
3. Based on the list of employees, each Board to approve the payment of
premium to the LIC through Nodal Board.
4. To make appropriate provision in the relevant heads of Budget for 2020-21®.
5. Relief to the family of the deceased beneficiary shall be provided through
Nodal Cantonment Board, which in turn will transfer it to the Cantonment Board of
the deceased and thereafter to the family of the deceased employees.
The total number of employees of Cantonment Board Deolali to be covered
under the scheme, which are involved in Covid prevention/ related activities are

34 EXEMPTION OF MONTHLY INSTALLMENT IN RESPECT OF COLLECTION OF
MARKET FEES FROM M/S K.V. ENTERPRISES DURING THE PERIOD OF
LOCKDOWN.

S.R. Nagarkar dated 19/06/2020.
As resolved wide CBR No. 05 dated 22/05/2020 that matter of exemption of monthly
installment in respect of collection of market fees from M/s K.V. Enterprises during
the period of lockdown was referred to Shri. S.R.Nagarkar, Legal Council of
Cantonment Board Deolali, vide letter No. 207/Rev/E-3/1904 dated 09/06/2020.
In reply to above letter, Shri. S.R.Nagarkar opined that the matter to be referred to
the General Officer Commanding-in-Chief for sanction and compliance thereof as
per Rule 204(2) Proviso – 2, which speaks as under
Licence fees which have been ascertained to be irrecoverable may be written off by
the Board:
Provided that where the sum written off in favour of any one person exceeds five
thousand rupees, the sanction of the Board shall be first obtained, after obtaining
final audit report from Principal Controller of Defence Accounts.
Provided further that where the sum written off in favour of any one person exceeds
twenty-five thousand rupees, the sanction of the General Officer Commanding-in-
Chief, the Command shall be first obtained after obtaining final audit report from
Principal Controller of Defence Accounts.

35 CANCELLATION OF REBATE ON PROPERTY TAX
Ref: Cantt. Board Resolution No. 08 dated 01/08/2017.
It is submitted that, the Board wide CBR No. 08 dated 01/08/2017 resolved to grant
5% rebate on Property Tax to those Property holders who have installed Solar
System on their Property. However, the Cantonment Board Deolali has switched
over to new accounting system that is Cantonment Board Accounting Rules, 2020
with effect from 01/04/2020, after notification of Cantonment Board Accounting
Rules.
The Property Tax bills will now be generated through ABAS (Accrual Based
Accounting System), the provision of giving 5% rebate to the Property holders who
have installed Solar System is not possible now. As there is no such program in
ABAS Software to issue 5% rebate hence the said rebate provided to the Property
holders is required to be withdrawal.
So also 1% discount given to the Property holders who pays the Property Tax bill
within 30 days from receipt of the said bill. This 1% rebate is also cannot be given in
this financial year, since issue of bills has been delayed due to administrative reasons.

36 PROVISION OF GARBAGE VEHICLE TO STATION HQS. FOR THE YEAR
2020-2021.
The e-tenders were invited for provision of Garbage Vehicle (without driver) for
collection of garbage from specified Military areas of Deolali Cantonment and The
Arty Centre, Nashik Road Camp, and its Transportation up to the Trenching Ground
for the year 2020-21 by publishing an advertisement in local newspapers i.e.
hDeshdoot, Divya Marathi & The Navbharat Times, website of this office and on
official website of procurement on 29.05.2020. On opening the Technical bid by the
Technical Evaluation Committee of this office on 22.06.2020 at 1100 hrs, it was
observed that 03 nos. of tenders were received as under. Thereafter financial bids of
all 03 tenderers have been opened on 24.06.2020 at 1130 hrs and found that
M/s. N H Patel, Nashik Road, quoted the lowest rate of Rs. 1,02,700.00/- for the
subject purpose.

36 RESOLUTION:- : Considered.
The CEO apprised the Board that the vehicles are being provided to Local Army
Authorities @ Rs. 99900/- per vehicle per month, as approved by the Local Purchase
Committee. However, lowest rate received in the tender is Rs. 102700/- per vehicle
per month, which seems to be on higher side. Therefore, the said rate is required to
be negotiated.
Therefore the Board resolved that the CEO is authorised to negotiate the rate and
finalise the same.
The services provided to the Local Army Authorities will be continued at the rate
approved by the Local Purchase Committee i.e Rs. 99900/- per vehicle per month till
the supply of new vehicle by contractor finalised through this resolution.
Further it was resolved that since the contractor is providing new vehicles, the
contract be allotted for a period of three years from the date of commencement of
contract, as provided under Clause 22 of the Terms and Conditions of the Tender
documents, which will be beneficial in the interest of the Board and will also
minimise the administrative procedure.
37 BUILDING COMMITTEE.

Vide ibid CBR, the Board considered and approved the building plans in r/o of
Building Committee meeting held on 16.12.2019, at Sr.No. 12, 13, 16, 17, 18, 19, 21,

Col. Atul Bisht, Nominated Member stated that there is no restriction on any
building plan except security point.
Shri BN Mojad & Shri SS Thakre- elected members stated that inordinate delay has
already occurred and people are suffered causing inconvenience.

Col. Atul Bisht, Nominated Member stated that visit of site is required and to be
reassessed afresh.
After deliberations, the President, Cantt Board stated that the issue will be finalised
in a Special Board meeting to be held on 13th July, 2020, wherein all pending
cases will be taken up.
38 PROGRESS ON COVID CASES IN DEOLALI CANTT.
To note the progress about Covid-19 cases in Deolali Cantonment area and
measures being adopted by the Cantonment Board Administration in this regard.
38 RESOLUTION:- : CEO, Cantt Board briefed before the Board about the progress
relating to Covid Cases in Deolali Cantonment area and measures adopted by the
Cantt Board Administration in this respect.
During discussion, Shri SS Thakre- Elected Member stated that outside Covid
patients should be sent to hospitals outside Deolali Cantt. as Cantt Board Deolali is
carrying out this burden related to Covid patients outside Deolali Cantt. and State
Govt. should carry this burden in order to find out solution in this respect.
He further stated that since State Govt. has multiple hospitals under its control and
Collector, Nashik has option to make other hospitals, as Dedicated Covid Care
Centre, Collector, Nashik should be requested to exempt Cantonment General
Hospital, Deolali. Further, people of Deolali Cantonment and other nearby villages
are largely dependent on Cantonment General Hospital, Deolali for their medical
needs.
Shri BN Mojad-Elected member wanted that the President, Cantt. Board should
speak in this issue.
The President, Cantt Board stated that case is to be taken up relating to Cantt General
Hospital to function as non-Covid hospital, to which CEO, Cantt Board stated that
the case has already been taken up.
On behalf of Cantt Board, the President, Cantt Board requested the Hon’ble MLA-
Smt. Saroj Ahire to take up the case of Cantt General Hospital Deolali to be
converted into non-Covid hospital by State Govt. of Maharashtra. He further added
that Hon’ble Member of Parliament is also being requested to take up the case at his
level. Further he assured that he will speak to the District Collector, Nashik also in
this respect.
Mr BN Mojad- Elected Member further inquired about receipt of funds from Govt.of
Maharashtra for Covid purposes, to which CEO explained in brief, further stating
that Cantt Board office has already forwarded proposal for release of funds
amounting to Rs. 1.5 Crores for Covid purposes and so far Rs. 10 Lakhs has been
received from Collector, Nashik.

CEO further requested the Hon’ble MLA – Smt. Saroj Ahire, who was present in the
meeting, to kindly pursue the matter so that the Board can get funds from State Govt.
as asked for, as other Cantt Boards in Maharashtra viz. Cantt Board Pune & Kirkee
already received large funds on this account and also handed over a copy of proposal
to the Hon’ble MLA.
Hon’ble MLA –Smt. Saroj Ahire assured to look into the matter.
39 PROGRESS ON REVIEW POINTS.
To consider and note the progress made on review points pertaining to important
decisions taken in the last Board meetings dt. 11.09.2019, 06.11.2019, 05.12.2019,
21.12.2019, 30.01.2020, 12.02.2020, 27.02.2020, 21.03.2020, 21.04.2020,
22.05.2020 & 03.06.2020.
39 RESOLUTION:- : The CEO, Cantt Board briefed before the Board the progress
made on review points pertaining to important decisions taken in the last Board
meetings held during the period Sept. 2019 to June, 2020 and the Board noted the
same.
Shri DW Adhav-Elected Member raised the issue of construction of shopping
complex and stated that priority may be given on this issue.
After deliberations, it was resolved that the matter will be placed in the next Board
meeting.
During discussion Shri SS Thakre- Elected Member stated that a case of providing
land for community hall for old age people is pending for consideration with the
Board, which need to be resolved further as the Hon’ble MLA and Hon’ble MP is
going to provide funds for construction of Community Hall concerned.
It was resolved that the decision w.r.to appropriate land be taken up in the next Board
meeting, on priority.

40 CANCELLATION OF REGISTRATION OF NURSING HOMES IN R/O
SANT KRUPA MULTISPECIALITY AND ACCIDENT HOSPITAL, LAM
ROAD, DEOLALI.
Ref: CBR No. 63 dt. 28.06.2018.
Vide ibid CBR the Board considered and approved the matter of Registration of
Nursing Homes/ Hospitals including Sant Krupa Multispeciality & Accident
Hospital, Lam Road, Deolali for a period ending 31st March 2021 and accordingly,
the hospital concerned was issued Registration Certificate under Section 5 of the
Nursing Home Registration Act, 1949 vide Registration No.28, issued on
10.07.2018, valid up to 31.3.2021.
Now it has been noticed that the hospital authorities concerned have carried out
unauthorised construction/encroachment at the site, due to which it is required to
cancel the Registration of Sant Krupa Multispeciality & Accident Hospital, Lam
Road, Deolali, with immediate effect.

40 RESOLUTION:- : Considered. The CEO stated that the Registration of Sant Krupa
Multispeciality & Accident Hospital, Lam Road, Deolali is required to be cancelled
since they have carried out unauthorised construction and have not taken completion
certificate. So also have not intimated Cantt Board office that the property tax has not
been levied for their building.
Shri BN Mojad- Elected Member stated that the institution is giving services to the
general public at subsidised rates and hence the matter of cancellation of registration
may be dealt liberally.
The President, Cantt. Board stated that due principle of opportunity to Show Cause
should be followed before cancellation of Registration.
During discussion, the CEO Cantt Board informed the Board that based on a report
given by the Sectional Engineer(W/S) relating to unauthorised construction, the
Board had approved the issue of Registration of Nursing Home/ Hospital to Sant
Krupa Multispeciality & Accident Hospital, Lam Road, Deolali for a period ending
31st March 2021, at that time, but it has been noticed that there is unauthorised

construction already carried out by Hospital concerned, requiring to cancel their
registration.
Hon’ble MLA and PCB stated that the action should be initiated against the officer
who has given such wrong report to the Board.
Deliberate discussion took place over the issue and it was resolved to initiate
disciplinary action against the Sectional Engineer (W/S)-Shri RC Yadav for giving
improper and incorrect report.
Shri BN Mojad- Elected Member stated that the enquiry committee may be formed
and any one of the elected members may be incorporated in such a Committee.
41 SHOW CAUSE NOTICE UNDER SECTION 58(2)C) OF CANTONMENTS ACT,
2006 ON RESOLUTION NO. 1,3,4 & 6 DATED 06 NOV 2019 PASSED BY THE
CANTONMENT BOARD, DEOLALI.
Ref : Cantt Cell, OL Branch, HQ Southern Command, PIN 908541 letter No.
100444/Deolali/Gen/Q(L) dt. 20 Jun 2020 received in this office on 29.06.2020.
In the concluding para, it has been mentioned that “In view of the above, the
resolutions pertaining to Agenda points 1,3 & 4,6, which were passed on
06 Nov 2019 cannot be allowed to be carried through since all of them have a
bearing on security of Deolali Cantt and need to be commented upon by PCB. It is
therefore directed that Cantonment Board Deolali should conduct all meetings
bearing security implication in presence of PCB and adequate members.”

Shri SS Thakre-Elected Member stated that in r/o Agenda Point No.1 dt. 06 Nov.
2019, it is to be considered that the end user should not suffer further, which may be

to 100 M issue raised by LMA.

42 AUCTION OF SHOPS NEAR BUTCHERY
Ref: Cantt Board Resolution No. 08 dated 22/05/2020 and Legal Opinion obtained
from Shri S R Nagarkar dated 29/06/2020
As resolved vide CBR No. 08 dated 22/05/2020 that 10 Nos. Cantt Fund Skin Rooms
at Butchery on Anand Road, Deolali should be auctioned on the basis of daily licence
fee of Rs. 170/- per day per stall minimum.
The draft of the Public Auction Notice for the Sealed Auction was forwarded to Shri
S R Nagarkar, Legal Advisor, Cantt Board Deolali vide letter No. 207/Rev/E-3/2054
dated 24/06/2020 for obtaining his legal opinion in the matter. In reply to above
letter, Shri. S. R. Nagarkar opined that the draft of the Public Auction Notice is
correct and proper and it does not require to undergo any changes or amendments.

42 RESOLUTION:- : Considered and it was decided to take further necesary action in
the matter relating to auction of 10 Nos. Cantt Fund Skin Rooms at Butchery on
Anand Road, Deolali.

At the end, the issue of filling of potholes on Rest Camp Road was discussed in
detail and the President, Cantt Board informed the Board that the Garrison Engineer
has agreed for potholes filling but it requires some time as monsoon is going on.
The elected members felt urgent necessity of filling of potholes on the above said
MES road as the people in general are suffering heavily.
The Hon’ble MLA- Smt. Saroj Ahire stated that the said road is further connecting to
villages and the residents of said villages are suffering very badly as the current
situation of the road is worst. She further requested to handover the said road for
maintenance for a period of three months.
Shri SS Thakre- elected member stated that the maintenance of all roads belonging to
any agency like PWD, MES, which are widely used by general public should be
carried out by Cantt. Board.
The CEO, Cant Board stated that a proposal from LMA recommending conversion of
A-1 land to Class ‘C’ is needed so that Cantt Board can take up a proposal to the
PDDE SC Pune.
A leuer bearing No.25llMisclC/DB/2004 dt. 11.01.2018 has been shown to thePresident, Cantt Board regarding instruction from DGDE, New Delhi to pDDEs, allCommands, not to take up the work on roads which are not under the managementof Cantt Boards.
