So when her eyesight started to decline drastically, it made a big difference in her lifestyle. "My eyes had been getting progressively worse," she says. "I'd been wearing contacts since I was 17 because I was very near- sighted, but for the last six months or so, they didn't help anymore. I couldn't see the performers at concerts and shows, even with binocu- lars, and I couldn't watch TV." Perhaps the most difficult change was how her poor eyesight af- fected her ability to drive. "I didn't drive on the highway for a year," says Alane, who has worked in sales for more than two decades. "And my night vision was bad, so I didn't drive in the dark, even on city streets." Alane lives in Hollywood with her husband, Michael, who is a CPA, and their dog Paisley, a Labrador retriever. The couple has three chil- dren; twin boys who are attending the University of Florida and a daughter, a UF graduate who lives and works in New Jersey. HALLANDALEBEACH - Last week Ishared with the Sun-Times readers a reportof the CRA visioningsession. While writingthe article I was remissin explaining what CRAstands for and what it is.I want to thank the read-ers that reached out tome to find out.

CRA is an acronymthat can stand for twoitems; Community Re-development Agency orCommunity Redevelop-ment Area. The agencyis the organization thatis set up to oversee thearea. State Statute 163is the enabling law thatprovides guidelines forestablishing CRA’s. TheCity and County had toapprove the CRAthrough ordinance. When establishing theCRA the city had to es-tablish geographicalboundaries that encom-pass an area that isdeemed to have “slumand blight” conditions asout lined in the statestatute. Slum and blightis not narrowly definedas one would picture inthe inner city housingcomplexes. The condi-tions also include, butare not limited to deteri-orated housing, de-pressed or deceasingproperty values, crime,antiquated infrastructureincluding street layout,parking deficiency andother physical attributesthat are lacking. TheCRA must have at leasttwo of these to qualify.

Hallandale BeachCRA encompasses allproperties west of 14thAvenue. When estab-lished there is a base-

line property value set atthe time the ordinance isadopted. The taxes thatare collected on theproperties within theCRA are locked in andbecome the base year.They are placed in atrust fund to be used toaddress the blightedconditions. This tax rev-enue is called Tax Incre-ment Funds TIF. OurCRA has TIF that in-clude contributions fromthe city, county andother taxing districts, in-cluding hospital districtand Children ServicesCouncil. School districtsare exempt.

The life of our CRATIF agreement is thirtyyears. Some CRA’shave extended theiragreements. These ex-tensions must be ratifiedby the taxing authoritiesthat contribute TIF. TheCRA is set up with theCity Commission serv-ing as the Board of Di-rectors. The Directorshire an Executive Direc-tor to run the day to dayoperations of the CRAand implement the CRAplan. The BOD alsoadopts an annualbudget to be used to im-

plement projects andprograms that addressslum and blight and payfor administration andoperating costs to runthe CRA. In 2003 theCounty fought the regu-lations requiring them tocontribute to CRA’s.Dania Beach CRA isone that does not re-ceive TIF Contributionsfrom the county.

The TIF has grownover the years since val-ues have gone up.When values drop theTIF goes down. Lastyear TIF reached 11 mil-lion dollars. CRA dollarscan only be spent withinthe CRA for projects thatfit the plan. When themoney is not spent orprojects are not com-pleted the money mustbe rolled over back intothe trust fund. During the vision Execu-tive Director Miller laidout an analysis of theCRA budget spendingby category. The largestcategory is program-matic service. This cate-gory included allservices and programsprovided by the CRAand the services pro-vided by the city to im-plement programs andrepresents 57 %( 6.7million) of the budget.Capital investments rep-resent 15.8% (1.8m) of

the budget, staff in CRArepresents 9.3 %( 1.0m)of the budget and thecurrent debt service rep-resents 17 %( 1.9m) ofthe budget.

Many CRAs imple-ment bonds to expediteprojects. To date ourCRA has borrowedmoney to purchase landand perform some facil-ity upgrades within theCRA. As I wrote in lastweek’s article the CRABOD has set up a longterm vision for the next13 years. To expeditethe plans the BOD setpriorities to invest inmore bricks and mortarprojects that will have amore tangible result.

This type of borrowingwill not increase taxes atall. The TIF is only forthe CRA and the bond isbased on projected fu-ture revenues from theCRA. Mrs. Miller evalu-ated the bond capacityof our CRA with thebond consultants andour CRA has a bondingcapacity of over 40 mil-lion dollars. The BOD di-rected her to moveforward in the budgetingprocess and work on es-tablishing RFP for engi-neering and design ofthe targeted infrastruc-ture projects. She willalso be working withbond counsel to work on

the borrowing plan sowe can take advantageof the current low inter-est rates. After the engi-neering is complete theBOD will be able to fur-ther redefine targetedprojects per quadrant.

The mission of ourCRA is to enhance thequality of life by eliminat-ing and preventingblighted conditionsthrough the facilitation ofcommunity partnerships,business growth, jobcreation and neighbor-hood rehabilitation topromote economic de-velopment. We are

committed to fulfill thegoals of CRA throughstrategies that createand preserve our neigh-borhoods and are shift-ing in high gear withimprovements.

Last Friday, the Hal-landale Beach Fire Res-cue hosted atremendous event tokick-start the 2013Relay For Life weekendthat will be held in April.The first ever AmericanCancer Society PizzaWar took place at Gulf-stream Park, and whenthe evening was over,pizza, fun and raisingmoney was on every-one's mind.

Supporting this com-munity is what it's allabout, and nobody doesit better than the SouthFlorida Sun Times. Asusual, we were the onlymedia agency on handto watch those who workand live in HallandaleBeach take part in thisfun and delicious way toraise money and bringawareness to the RelayFor Life, which hasstarted to pick up somemomentum.

The Relay For Lifeevents are for thosecancer survivors, theirmany caregivers andfamily members to comeout and celebrate life.The relays, which havebeen held for nearly adecade, bring out manyto continue to raisemoney and support forthose who continue thefight against cancer.

In the past, I havequestioned the City ofHallandale Beach whenit comes to getting to-tally involved with thisevent. From the pizzawar that took place atthe Gulfstream RaceTrack and Casino Jame-son Tiki Bar, it looks likethe city is certainly offand running toward avery productive 2013.

The teams that willraise money have goneabout it in differentways. For the police, fireand several differentother teams such asTeam Tropical Develop-ment, Friday's pizza warthat included localrestaurants AmericanPie Pizzeria, Carini’sPizza & Pasta, DairyBites, Domino’s, ElTamarindo Coal FiredPizza, and Piola, therewas a sense of competi-tion and plenty of fun.

"This is a tremendousway to get this eventgoing," said YvonneFeijoo, Fire Safety In-spector HallandaleBeach Fire Rescue. "Iam very impressed atthe people who cameout here to get this thinggoing."

Indeed, everywhereyou looked, there wascommunity spirit as po-lice and fire were frontand center with FireChief Daniel Sullivanand Police ChiefDwayne Flournoy com-ing out to take part andhave something good to

eat.Along with the tremen-

dous pizza, the outdoorevent also attracted alive band, Bushwood(www.bushwoodband.com ), as well as othercommunity troops thatcame out to take part.From the HallandaleBeach PAL to CERT anddozens of other agen-cies, the objective onthis night was to get to-gether in a city centersurrounding, eat pizza,listen to music and startto raise money.

"This is a great way toget this thing rolling,"said Gulfstream Middle

School teacher StevenDeCarlo, who hasserved as the Chair thepast two years andworked extremely hardat shining the spotlighton the community. "Youcan see by the manywho showed for thisevent that this year isgoing to be a record-breaking year for theRelay For Life."

In raising $2,147.00from last Friday's pizzawars, three teams got abig jump on the race tobring in the most moneythis year. Fire RescueTeam ($1,767.00), Gulf-stream Middle School

($160.00) and TeamTropical Development($250.00) will have theadvantage over the nextfew months as moniesare brought in from allover.

The Relay itself is agreat event, but themoney that is going di-rectly to research to findcures for cancers isbeing collected now. Themonths leading up to theactual event - like lastFriday's pizza wars - iswhat the total will be formany of these teams, in-volved.

In addition to thoseteams that brought inthe money, others onhand to make a differ-ence included Gulf-stream Middle School,KEY Club – HallandaleHigh School and TeamCamero.

John Edward Renner passed away peacefully at his home with his wife of sixty years by his side. He moved from NJ to Florida in 1957. He has been a resident of Hallandale for 56

years. He served on the Police Force in the City of Hallandale for 17 years. He retired in 1980 as a Lieutenant. He was a devoted husband, a wonderful and loving father. He is survived by his wife Madeleine. His three children Jack, MaryLou & Renee. He has seven grandchildren and six great grandchildren. aracts. Because she was so nearsighted, Dr. Braverman was able tochange the power of the lens implant that he used, to get rid of her se-vere myopia, and actually give her un-aided 20/20 vision in each eye. Af-terward, she literally couldn't believe her eyes.

"When I opened them, I could see perfectly," she says. "I thought I wasdreaming. They had told me my vision would be improved, but I didn'texpect it to be this much."

Life for Alane is easier and more fun now. Gone are the messy contactsolutions and the daily hassle of dealing with the lenses. "I wake up inthe morning and I don't have to put in my contacts, which is a pleasure,"she says. "Sometimes I can still hardly believe it. I can see without myglasses or contact lenses for the first time in my life!"

Her excursions to the beach are more enjoyable than ever. "I can swimwithout contacts now," she says. "And when I go to Zumba class, I cansee the teacher again. It's like a whole new life."

She is also back to enjoying the concerts she loves to attend. "I cansee the performers again, even without binoculars," she says. "My visionis 20/20."

Driving is easy, regardless of the time of day. "I'm zipping around thehighway at night with no fear at all," she says.

The people at the Braverman Eye Center made her experience a posi-tive one by assuaging any concerns and making her feel at home. "Dr.Braverman and his whole office staff was wonderful," she says.

"This has enhanced my life and made a significant difference," sheadds. "I'm thrilled."

CATARACT SURGERY: WHAT TO EXPECTCataract surgery is the removal of your cloudy natural lens, which is

usually dissolved using high frequency ultrasound through a small (lessthan 3 millimeter) opening. An artificial lens is then placed inside theeye where the cloudy lens used to be. Cataract surgery continues toimprove. Recent developments include no-stitch surgery, topical anes-thesia, surgical correction of astigmatism, and new upgraded premiumlens designs. Eye drops are given to the patient to aid in the healing ofthe eye, which takes a few months, but the patient is able to return tonormal activity almost immediately after surgery and usually sees wellwithin just days. If the eye is otherwise healthy, cataract surgery is successful in morethan 98% of patients and they enjoy improved vision after the procedure.

Add inan appearance by Mayor Joy Cooper and a number of community pillars andyou have instant credibility.

For too long the one gripe by the citizens of Hallandale Beach is how the cityleaders hardly show up for anything, and when they do, it is not a united. Al-though things are getting better, you would certainly think that this commissionwould want to be visible, especially because the rest of the city is looking forthat leadership after a turbulent last three years.

AND, THE WINNER IS….If you had the chance to sample all the pizzas and were part of the voting, you

had a pretty good idea which ones were slightly above the rest. Those wetalked to, including the Mayor and Barbara Southwick, who does so much forthis community, thought that things were very close.

Since 2008, HollywoodBeach has been thebackdrop for the ProFootvolley Tour. In fact,the City of Hollywood iscredited as the ‘OfficialHome’ of the Tour host-ing the 1st ever ProFootvolley event whichwas won by celebrityformer World Cup Brazil-ian soccer star Romarioand broadcast nationallyon Univision. This year,The Pro Footvolley Touris once again takingplace on HollywoodBeach starting on Satur-day, February 23 from10:00 a.m. to 5:00 p.m.and continuing on Sun-day, February 24 from10:00 a.m. to 5:00 p.m.from Michigan Street toBuchanan Street.

The Pro FootvolleyTour continues to growwithin the sports com-munity both internation-ally and in the UnitedStates. The tour hasmaintained a nationaltelevision broadcastpartner and had 14events being producedaround the country, in2011 and 2012. Thepopularity of the sport isrising. Perhaps, it is thedynamic play that is cre-ated by the combining ofbeach volleyball withsoccer that makes thesport so interesting.Athletes play 2 per sidelike beach volleyball andmust kick or head a soc-cer ball over what es-sentially is a volleyballnet. This makes footvol-ley a sport that requires

tremendous athleticagility and skills.Footvolley players spe-cialize in amazing verti-cal jumps inverting theirbodies and using theirfeet to slam the ball overthe net. This play iscalled the ‘shark attack’and is one of the movesthat always gets thecrowd to their feet.

combines soccer and beach volleyball.

Artists Invited to SubmitWorks for 2013 All-Media

Juried BiennialHOLLYWOOD - All artists residing in Florida

are invited to submit entries for the 2013 All-Media Juried Biennial, which is sponsored bythe Art and Culture Center of Hollywood. Worksin all media, including original paintings, draw-ings, prints, sculpture, photography, video, com-puter-generated images, and site-specific installations, will be considered.Only work completed after Jan. 1, 2011, andsubmitted for consideration by Friday, March 8,is eligible. The entry fee is $45 per person. Each person cansubmit up to three artworks (images).

All works selected to be exhibited in the bien-nial will be on view Saturday, April 27 throughSunday, May 26, at the Art and Culture Center’sgalleries, located at 1650 Harrison St. in Holly-wood. WHAT IS ATOOTHACHE?

A toothache refers topain around the teethor jaws primarily as aresult of a dental con-dition. In most in-stances, toothachesare caused by toothproblems, such as adental cavity, acracked tooth, an ex-posed tooth root, orgum disease. How-ever, disorders of thejaw joint (temporo-mandibular joint) canalso cause pain that isreferred to as"toothache."Moreover, sinus infec-tion can mimic atoothache.

The severity of atoothache can rangefrom chronic and mildto sharp and excruciat-ing. The pain may beaggravated by chewingor temperature (cold orheat). A thorough oralexamination, which in-cludes dental X-rays,can help determine thecause of the pain andwhether it is comingfrom a tooth or othernon-dental problem.

WHAT ARE DENTALCAUSES OF

TOOTHACHES ANDHOW THEY ARETREATED?

Common dentalcauses of toothachesinclude: • dental cavities • dental abscess• gum disease • irritation of the toothroot• cracked tooth syn-drome

DENTAL CAVATIESAND DENTAL ABSCESSES

The most commoncause of a toothache isa dental cavity. Dentalcavities (caries) areholes in the two outerlayers of a tooth calledthe enamel and thedentin. The enamel isthe outermost whitehard surface and thedentin is the yellowlayer just beneath theenamel. Both layersserve to protect theinner living tooth tissuecalled the pulp, whereblood vessels andnerves reside. Bacteriain the mouth convertsugar into acid. Theacid softens and dis-solves the enamel anddentin, creating cavi-ties.

Small, shallow cavi-ties may not causepain and may go unno-ticed. The largerdeeper cavities can bepainful and collect fooddebris. The inner livingpulp of the affectedtooth can become irri-tated by bacterial tox-ins or by foods andliquids that are cold,hot, sour, or sweet,thereby causing severetoothaches. Severe in-jury to the pulp can

lead to the death ofpulp tissue, resulting ina tooth infection (den-tal abscess). Deepercavities can also leadto a small swelling or a"gum blister" whichforms near the affectedtooth. Toothaches fromthese larger cavitiesare the most commonreason for visits todentists.

Treatment for cavi-ties depends on theseverity. For a smalland shallow cavity,treatment usually in-volves a dental filling.For a larger cavity, afilling may be insuffi-cient, resulting in theneed for an onlay orcrown. For a cavity thathas penetrated and in-jured the pulp or for aninfected tooth, a rootcanal procedure of theaffected tooth is typi-cally required. In a fewinstances, an extrac-tion may be unavoid-able depending on thesize of the infection.The root canal proce-dure involves removingthe dying pulp tissue(thus avoiding or re-moving the tooth infec-tion) and replacing itwith an inert filling ma-terial. The procedure isused in an attempt tosave the dying toothfrom extraction. Oncea root canal procedureis completed, the toothis more prone to frac-ture and will oftentimesrequire a crown to pro-tect it.

Sometimes, a dentalabscess can be thecause of rapid swellingin the mouth that couldpotentially spread tonearby parts of theface such as the si-nuses, the floor of themouth, or the blood-stream. This rapidswelling is caused bythe spread of infectionand can be an emer-gency if the spreadingcannot be controlledand results in a com-promised airway or

more serious condition.Treatment at a hospitalemergency room maybe necessary.

GUM DISEASEThe second most

common cause oftoothache is gum dis-ease (periodontal dis-ease). Gum diseaserefers to infection ofthe soft tissue (gingiva)and abnormal loss ofbone that surroundsand holds the teeth inplace. Gum disease iscaused by toxins se-creted by oral bacteriain "plaque" that accu-mulates over time

along and under thegum line. This plaqueis a mixture of food,saliva, and bacteria. Anearly sign of gum dis-ease is gum bleeding.Pain is a symptom ofmore advanced gumdisease as the loss ofbone around the teethleads to the formationof deep gum pockets.Bacteria in these pock-ets cause gum infec-tion, swelling, pain,and further bone de-struction. Advancedgum disease cancause loss of other-wise healthy teeth.Gum disease is com-

plicated by such fac-tors as poor oral hy-giene, family history ofgum disease, smoking,

and family history of di-abetes.

Treatment of gumdisease always in-volves meticulous oralhygiene by an individ-ual as well as removalof bacterial plaque andtartar (hardened, calci-fied plaque) by a den-tal professional.Moderate to advancedgum disease usuallyrequires a thoroughcleaning of the teethand teeth roots called"scaling and root plan-ing" and "subgingivalcurettage." Scaling androot planing is the re-moval of plaque andtartar from exposedteeth roots while sub-gingival curettagerefers to the removal ofthe surface of the in-flamed layer of gumtissue. Both of theseprocedures are usuallyperformed under localanesthesia and may beaccompanied by theuse of oral antibioticsto overcome gum in-fection or abscess. Fol-low-up treatment, ifnecessary, may in-clude various types ofgum operations. In ad-vanced gum diseasewith significant bonedestruction and loos-ening of teeth, teethsplinting or teeth ex-tractions may be nec-essary. Frequent visitsto the dentist are rec-ommended for peri-odontal maintenance(dental cleanings) andmonitoring of the teethand gums.

HEART SHAPED PANCAKES

2.5 cups of flour A table spoon of bak-ing powder 1 and ¾ cups of milk Half a teaspoon of salt 1/3 cups of brownsugar 1/3 cups of vegetableoil 2 eggs ¼ to ½ cup of pow-dered sugar

Combine together thedry ingredients in a bigbowl. Then mix up thewet ingredients in an-other bowl, then add tothe dry ingredients. Stirup the ingredients untileverything is well mois-tened, but the battermay be a bit on thelumpy side, which is to-tally fine.

Heat up a griddle onmedium and brush a bitof oil on it or use somecooking spray. You canuse cookie cutters toshape your batter oryou may want to justuse ¼ cup of batter andthen shape it into aheart yourself. Cook thepancakes until you startseeing bubbles on topand they start to break.Then turn them andcook for another minuteor two on the other

side. Take the pancakesout and sprinkle themwith powdered sugarwhile they are warm.You may want to addsome chocolate chipsor some blueberries tothe batter for a tastytwist on the heartshaped pancakes. 

PIZZA HEARTSpizza dough that ispre made a couple jars of pizzasauce some type of pizzacheese (8 ounces) slices of pepperoni a large and smallheart cookie cutter

The preparation of thepizzas should only takeabout 15-20 minutes. Itsounds harder than itreally is. If you wantsome help, get the kidsworking too. The pizzadough should be cutwith the larger heartshaped cookie cutter.Place the cut out doughon a greased bakingsheet. You’ll need touse the smaller cookiecutter to cut out heartsfrom the pepperoni.This is a great job forthe kids to do while youare dealing with thedough.Then you are ready to

take the sauce andspread it evenly on theheart dough pieces. Topthe sauce with a sprin-kle of pizza cheese.Then top them off withthe pepperoni. Bakethem on 400 until thecheese melts. Once thecheese has melted,then they are probablydone.

SPECIAL RICECRISPY TREATS FOR VALENTINE’S DAY

10 cups of ricecrispies ( get 2 boxesjust in case) Half a cup of real but-ter ( don’t substitute) 9 cups of the mini

marshmallows ¾ cups of mini choco-late chips A few drops of redfood coloring

Valentine’s Day candyhearts (that have themessages on them) Red spice mini hearts

Start out by meltingthe marshmallows andthe butter in a pan, butmelt on low to mediumso you don’t burn it.Keep stirring until yourmixture is totallysmooth. In a big bowl,mix together the ricecrispies, the mini redhearts, and the choco-

late chips. Add about 2drops of the red foodcoloring into yourmarshmallow mixture.You can add a bit moreif you want a darkershade of red. Then mixthe marshmallow mix-ture into the cereal.Quickly stir it all up tomake sure you get itcombined before it be-gins to harden up.Spread out the mixturein a pan that has beenbuttered. Butter yourhands and press in themixture. Then press thehearts with messagesonto the top of the mix-ture while it is stillwarm.

Refrigerate the ricecrispy treats for a cou-ple hours. Then cutthem up into squares.They will look great andtaste great. They’re def-initely a nice twist onregular rice crispytreats.

RED VELVET CAKE1/2 cup shortening1 1/2 cups sugar2 eggs2 tablespoons cocoa1 1/2 oz red food col-oring1 teaspoon salt2 1/2 cups flour1 teaspoon vanilla1 cup buttermilk1 teaspoon soda1 tablespoons vinegar

Cream shortening;beat in sugar gradually.Add eggs, one at atime; beat well aftereach addition. Makepaste of cocoa and foodcoloring; add tocreamed mixture. Addsalt, flour and vanilla al-ternately with butter-milk, beating well aftereach addition. Sprinklesoda over vinegar; pourvinegar over batter. Stiruntil thoroughly mixed.Bake in 3 8-inch pansor 2 9-inch pans for 30minutes at 350°.
