New Delhi: The growing India-Austra-lia bonhomie under PM Narendra Modiand his counterpart Tony Abbott is setto bring an end to an international artscandal which saw the surfacing of aKushan Buddha statue in Canberra’sNational Gallery of Art (NGA) sevenyears ago.

Australia has informed Indian au-thorities that it will soon return thesculpture, dating back to second centu-ry BC, realizing that it had been stolenfrom an archaeological site in India.Abbott has on several occasions statedthat improving relations with Indiawas high on his priority list and one ofthe ways he has reached out to the Modigovernment is by returning stolen arti-facts illegally taken out of India.

During his summit meet with Modilast year in September, Abbott returnedstatues of 11th century Shiva Natarajaand Ardhanariswara to India. Accord-

ing to a report in The Australian earlierthis year, the artifact was purchased bybillionaire philanthropist Ros Packerfor NGA. After Indian authorities tookup the issue with Australia, NGAlaunched a probe into how the statue

was bought from a New York antiqui-ties dealer and found that the dealer hadtricked Australian authorities into be-lieving that the red sandstone marvelhad been purchased from a British col-lector in Hong Kong. The investigationsrevealed that the New York based dealerhad travelled to India and acquired twoKushan Buddhas from a trafficker.

“The Department of Culture andthe Archaeological Survey of India areworking with the National Museum inDelhi to affect the handover. The Budd-ha statue of the Kushan period datingback to 2nd century BC is made of redsandstone and is from the Mathura re-gion of Uttar Pradesh,” said a seniorgovernment official.

Government sources here claimedthere was a growing personal bonho-mie between Modi and Abbott follow-ing their bilateral meetings last year.Modi last year became the first IndianPM to visit Australia after Rajiv Gandhiin 1985.

tral and state governments,will have 7-8 full-time mem-bers and two part-time mem-bers, while four Union minis-ters would serve as ex-officiomembers. The two part-timemembers would be from lead-ing universities and researchorganizations; the number offull-time members has notbeen specified as yet.

Experts, specialists andpractitioners with relevantdomain knowledge would al-so be part of Niti Aayog as“special invitees nominatedby the PM”. Modi, who an-nounced the dismantling ofPlanning Commission in hismaiden Independence Dayspeech last year, hailed the re-placement in a series oftweets, saying the inclusionof CMs and LGs will “foster aspirit of cooperative federal-ism”. “Through Niti Aayog,

we bid farewell to a ‘one sizefits all’ approach towards de-velopment. The body cele-brates India’s diversity andplurality,” Modi tweeted.

The scrapping of the Plan-ning Commission addressesthe long-held view that thebody, which was conceived at atime when the Centre was sup-posed to occupy “command-ing heights of economy”, hadoutlived its relevance becauseof diminished role of the stateand the emergence of the pri-vate sector and also due to the

foci of economic activitiesshifting to states.

Beginning with formerPrime Minister Rajiv Gand-hi’s dismissing the body as a“bunch of jokers”, the Com-mission’s utility had been in-creasingly called into ques-tion, with state governmentsprotesting against their limit-ed role in the planning processdespite Congress’s protestsagainst what it has called theassault on Nehruvian policies.

The Modi government fo-cused on the lament of the

states and an important evolu-tionary change from the pastwill replace a centre-to-stateone-way flow of policy by agenuine and continuing part-nership with the states. Thedeclared intent to empowerstates has played well as non-NDA chief ministers have al-so supported the dissolutionof Planning Commission.

Significantly, Modi andthe official statement alsostressed that the Niti Aayogwill pay special attention tothe poor who have not bene-fited from development proc-ess. “A pro-people, pro-activeand participatory develop-ment agenda stressing on em-powerment and equality isthe guiding principle behindNiti Aayog”, Modi said in oneof his tweets. It also said thatthe new institution “has toprovide at the Centre andstate levels with relevantstrategic and technical ad-vice” on key policy issues.
