PATNA Prime Minister Narendra Modi's response to the fierce attack on him two days ago by Bihar Chief Minister Nitish Kumar, Congress President Sonia Gandhi and the RJD's Lalu Yadav, was a jibe. At a 'Parivartan rally' in Bihar's Bhagalpur today, PM Modi scoffed, "Such big leaders came together at Patna's Gandhi maidan and could only chant Modi, Modi, Modi, Modi." That he thought happened only at NDA rallies and his trips abroad, the PM quipped. He said not only the people of Bihar but also those in the rest of the country were disappoint- ed that the rival alliance "uttered not a word on the plans it has for Bihar's development." Every sane individual —both in India and Pakistan— is convinced that it

spite of the acrimony anddecades of mistrust, it is in thestrategic interest of both thesenations to live in peace andfriendship. With a commongeography, heritage, culture andlanguage, good relations andharmony should come naturallyto the two neighbours but itseems that the baggage ofPartition continues to dominateour thinking and actions.

Over the decades, there havebeen numerous efforts to hold a‘meaningful dialogue and dis-cuss all outstanding issues’ butwith almost zero results. Evenduring the most recent meetingbetween the two Prime Ministersat Ufa in Russia, emphasis wasagain on discussing all outstand-ing issues but the so called dia-logue collapsed even before itbegan.

What is the reason for the fail-ure of the so-called dialogueprocess, even though in almostall such attempts in the past,each dialogue process was basedon a common understandingabout the broad objectives to beachieved?

At Ufa, the broad objectiveswere jointly agreed to andspelled out in the Joint Statementat the conclusion of the meetingbetween the two leaders.Unfortunately this latest dia-logue process beat all previousrecords and collapsed evenbefore it was begun, just a daybefore the scheduled meeting ofthe National Security Advisers(NSAs) of the two countries.

The main components of theUfa Joint Statement issued onJuly 10, as presented in the pressare:

I) The Prime Ministers ofPakistan and India met today onthe sidelines of the ShanghaiCooperation Organisation (SCO)

Summit in Ufa. The meeting washeld in a cordial atmosphere.The two leaders exchangedviews on issues of bilateral andregional interest.

II) They agreed that India andPakistan have a collectiveresponsibility to ensure peaceand promote development. To doso, they are prepared to discussall outstanding issues.

III) Both leaders condemnedterrorism in all its forms andagreed to cooperate with eachother to eliminate this menacefrom South Asia. [emphasisadded]

IV) They also agreed on thefollowing steps to be taken bythe two sides:

1. A meeting in New Delhibetween the two NSAs to dis-cuss all issues connected to ter-rorism. [emphasis added]

2. Early meetings of DirectorGeneral Border Security Force(BSF) and Director GeneralPakistan Rangers followed bythat of Directors General ofMilitary Operation (DGMOs).

3. Decision for release of fish-ermen in each other’s custody,along with their boats, within aperiod of 15 days.

4. Mechanism for facilitatingreligious tourism.

5. Both sides agreed to discussways and means to expedite theMumbai case trial, includingadditional information like pro-viding voice samples.

V) Prime Minister NawazSharif reiterated his invitation toPrime Minister Modi to visitPakistan for the South AsianAssociation for RegionalCooperation (SAARC) Summitin 2016. Prime Minister Modiaccepted the invitation.

Twin objectives

There were two principalobjectives expressed in the jointstatement. The first objective is‘to ensure peace and promotedevelopment, for which bothsides are prepared to discuss alloutstanding issues’. The secondobjective expressed in the jointstatement is to cooperate witheach other to eliminate the men-ace of terrorism from SouthAsia.

The Joint Statement proposeda proper follow-up plan for theelimination of terrorism (NSAmeeting, expediting Mumbaitrial) but no follow up action wasenvisioned on how the two coun-tries would proceed on the firstobjective, which is, ‘discussionof all outstanding issues’.Besides including the NSAmeeting, there was a need toinclude another paragraph in thejoint statement, to define someaction, for example, like thenomination of either the ForeignMinisters or the ForeignSecretaries of the two countriesto “explore modalities for dis-cussing all other outstandingissues like Kashmir, Siachen,etc.”From my perspective, theagreement at Ufa was flawed; itwas in fact loaded againstPakistan. While addressing theIndian concern of terrorism, itwas very silent on Pakistan’sconcerns of discussing all out-standing issues (especially the‘K’ issue).

For this, I blame PrimeMinister Nawaz Sharif’s team,which failed to recognise thesmart manoeuvre by the Indianteam. No wonder all hell brokeloose in Pakistan on the PrimeMinister’s return to Islamabad.After that the Pakistani foreignpolicy establishment went intooverdrive to minimise the nega-tive domestic fallout. An effortwas made by Pakistan to expandthe mandate of the NSAs’ dia-logue by trying to insert Kashmirinto that meeting. Inviting theHurriyat leaders for a cuppa withthe Pakistani NSA in Delhi wasalso geared to squeeze in the

Kashmir issue. Naturally theIndian establishment was unwill-ing to give up their gains at Ufa.Thus, the talks were doomed tofail.

The Pakistani leadership andthe establishment need to realisethat with the arrival of PrimeMinister Narendra Modi on thescene, they need to revise theirforeign policy template towardsIndia. Mr. Modi is committed tobreaking away from the past andplacing his personal stamp onIndia’s foreign policy. His stylewill certainly be more aggressivethan the style of his predeces-sors. I certainly do not proposean equally aggressive style byPakistan but certainly encouragea more intelligent and measuredapproach. I do believe Mr. Modiwants peace with Pakistan but onhis own terms. I foresee moredifficult times ahead but also seesome windows of opportunity.

Status quoist establishment

For a dialogue to succeedbetween two sovereign states,the only formulation which willnormally work is a win-win out-come based on compromise inthe spirit of give and take.Unfortunately, in the case ofIndia and Pakistan, though theprocess is called a dialogue, inessence it is posturing and tryingto outsmart each other. A secondproblem with the dialoguebetween India and Pakistan isthe dominant role of the estab-lishment, which is a status quoistentity. This attitude from bothsides often results in a stalemate.No wonder not a single majorissue like Kashmir, Siachen, SirCreek or even on trade has beenresolved.

Surprisingly in 1960, India andPakistan did manage to resolveone major issue to the satisfac-tion of both parties. This is thefamous Indus Water Treaty1960, which has survived all theyears, in spite of the two nationsfighting a number of wars.However, the successful conclu-

sion of this treaty was essential-ly due to the presence of a thirdparty, the World Bank.Unfortunately, today India hasvirtually ruled out the involve-ment of a third party to resolvebilateral issues between the twoneighbours.

Before Ufa, the CompositeDialogue too failed to resolveeven a single serious issue.However, I am not totally pes-simistic and take hope from asecret backchannel dialogue ini-tiated during the Musharraf-Vajpayee era, when impressiveground was covered towardsresolving the Kashmir issue. Buttoday we are back to square one.The media in both countries hasbecome very powerful and is theproverbial tail that wags the dog.Presently, the media and not thepolitical leadership mould publicopinion. I believe there is anurgent need to launch a secretbackchannel, away from theglare of publicity.

As I write this article, news ispouring in on an hourly basis ofthe destructive firing continuingalong what Pakistan calls theWorking Boundary and Indiacalls the International Border. InPakistan, it is almost an article offaith that all this firing is a resultof the Indian coercive strategy,while the Indian media and pub-lic is convinced that this destruc-tive activity is because of theaggressive designs of thePakistan Army. It is pathetic thatin this time and age, the truth islost while innocent people aredying and private property isbeing destroyed. Why are theflag meetings and hotlinesbetween the DGMOs ineffec-tive?

This situation can very easilyspin out of control and create awar-like environment. In realitysuch a crisis is usually created bya minor incident on the borderbetween the border securityforces of both countries and nota deliberate policy decision byeither country.

Time to move from posturing to dialogue

All history is geographi-cally located and influ-enced. Similarly, all

geography is shaped, definedand redefined by history. Thisis evident not only from worldhistory but also from the histo-ry of Asia — the glory of oldAsia, its decline in colonialtimes, and its more recent riseagain.

The dialectic between historyand geography manifests itselfthrough the interplay of threefactors — geopolitical, geo-economic and geo-cultural/civilisational. In thecase of Asia, for nearly threecenturies, the geopolitical andgeo-economic realities werenegatively impacted by Europeand the West in general.However, that is largely a thingof the past. Asia has begun towrite its own destiny now. The20th century was marked byAsia’s liberation from colonialrule and imperialist subjuga-tion. The history of the 21stcentury will chiefly be the storyof Asia’s rise, a process that isalready underway in some partsof the continent. The otherunderdeveloped parts of Asia,especially in South Asia andSouth-East Asia, are craving tobecome a part of this story.

Geography as ally of historyUntil now, the political

boundaries carved out on thegeography of South Asia andSouth-East Asia had becomebarriers for the countries in thisvast region to overcome socio-economic underdevelopmentcaused by history. Now, thanksto advances in trade, transportand technology, the geographyof this region can be made anally to create a new history ofshared prosperity, progress andpeace, in addition to a revitali-sation of age-old, cultural-spir-itual-civilisational ties.

This is what has been envis-aged, on a broader expanse ofAsia-Europe-Africa connectiv-ity, by the super-ambitious‘Silk Road Economic Belt’ andthe ‘21st Century Maritime SilkRoad’ plans that have beenunveiled by China’s PresidentXi Jinping. India also has beenevolving its own regionalcooperation initiativessuch as ‘Mausam’and the ‘Spice‘Route’ inthe IndianO c e a nr e g i o na n dbeyond,althoughthese aren o w h e r eas compre-hensively pro-jected, norbacked with requisiteinvestments yet, as Chinais doing in the case of its ‘OneBelt One Road’ vision. [The‘Mausam’ project envisages there-establishment of India’sancient maritime routes with itstraditional trade partners alongthe Indian Ocean. It waslaunched in June 2014. The‘Spice Route of India’ visualis-es the India-centered link-up ofhistoric sea routes in Asia,Europe and Africa.]

Be it China’s strategy orIndia’s, neither can fully orsmoothly become a reality inSouth Asia without a strongpartnership between theworld’s two most populous andcivilisationally rich nations.Thekey to the success of this strat-egy is the early implementationof the Bangladesh-China-India-Myanmar (BCIM) corridor,which envisages a network ofmodern road, railway, port andcommunication and trade con-nectivities in a region stretch-ing from Kolkata to Kunmingin southern China. Even thoughBCIM is one of the richest

regions in the world — in termsof natural and human resourcesand home to nearly 500 millionpeople — it is also one of theleast integrated areas, economi-cally as well as socially.

B e f o r ehistory changed its mapin the last century, the people ofthis region not only shared ageography without rigid bor-ders, but also close racial, lin-guistic, cultural and spiritualinterconnections. Sadly, whilethe neighbouring Associationof South East Asian Nationscommunity has become a zoneof prosperity, the BCIM region(barring southern China) ismostly underdeveloped, India’sseven north-eastern States pro-viding a stark example.

The potential of BCIMIndia will benefit from

BCIM, which was conceptu-alised 16 years ago, in manyself-evident ways. For instance,Agartala is 1,650 kilometresfrom Kolkata when one travelsthrough the ‘Chicken’s Neck’,the narrow strip of land north ofWest Bengal, which is only 23km wide. In contrast, the dis-tance gets reduced to just 350

km if the journey passesthrough Bangladesh. Similarly,India’s north-eastern Stateshave no access to the sea, eventhough Tripura’s southernmostborder town, Sabroom, is only

72 km

from Chittagong, an interna-tional port in Bangladesh. Atleast one major reason behindKolkata’s economic declineafter India’s independence is itsunnatural isolation from its nat-ural eastern neighbourhood.Apart from denting the devel-opment of West Bengal andIndia’s north-east, this has hurtBangladesh too. Landlockedfrom three sides, and with onlysea access to the rest of theworld, this potential economicpowerhouse (its population of160 million is greater than thatof Germany and France com-bined) is facing severe con-straints in its overall develop-ment.

BCIM also benefits India andBangladesh in other ways. Withnatural gas reserves of about200 trillion cubic feet, thelargest in the Asia-Pacific,Bangladesh could become one

of the major energy exportingcountries. Yet, today it imports500 MW of electricity fromIndia and is planning to importan equal amount fromMyanmar. Tourism too will geta boost. Bangladesh attracts

less than one million foreigntourists in a year. For

India’s north-e a s t e r n

States,the figure is

less than 2,00,000.Contrast this to the fact

that Vietnam attracts 8 million,Cambodia 5 million, andThailand 26 million foreigntourists annually.

Prime Minister NarendraModi should prioritise BCIMbecause it can not only be agame-changer for this region inAsia, but is also pivotal for his‘Act East’ Policy.

Cooperation possible, essen-tial

In the last week of August, Iparticipated in a conference inBeijing on BCIM and its inter-connection with “One Belt OneRoad”, organised by theInstitute of World Economicsand Politics (IWEP). Besidesarguing for BCIM’s expedi-tious implementation, Iemphatically said that the logicof India-China regional cooper-ation needs to be extendedwestwards through India by

connecting BCIM with theambitious China-PakistanEconomic Corridor (CPEC).During Mr. Xi’s visit toIslamabad in April 2015, Chinapledged to invest $46 billion onCPEC — roughly one-fifth ofPakistan’s annual GDP.CPEC’s main infrastructuralcorridor, running over 3,000km, will connect Kashgar inChina’s Xinjiang province tothe Gwadar port in Pakistan’sBalochistan province. Indiashould welcome this initiative.CPEC will no doubt boostPakistan’s progress and pros-perity. It will also helpPakistan tackle many socialand other internal problems,including the menace of reli-gious extremism and terrorism.It is in India’s vital interest tosee a stable, prosperous, pro-gressive, united and democraticPakistan, which is at peace withitself and also at peace with allits neighbours.

However, CPEC in its presentform, unlike BCIM, does notcomprehensively capture thebenefits of regional coopera-tion. It needs to be extendedinto landlocked Afghanistan,which is in urgent need ofnational reconstruction afterseveral decades of war. Itshould also be extended intoIndia through Kashmir andPunjab, the two provinceswhich are today dividedbetween India and Pakistan. Itslinkage with the Indian side ofKashmir is especially impor-tant. At present, many in Indiahave objected to CPEC passingthrough a part of PakistanOccupied Kashmir (PoK), onthe ground that it is disputedterritory. We should know thatIndia is in no position to stopCPEC. A better strategy wouldbe to turn this reality into anadvantage by proposing theconstruction of a sub-corridorbringing CPEC into the Indianside of Kashmir and beyond.

This will help make the disput-ed India-Pakistan border inKashmir largely irrelevant, asolution that India under PrimeMinister Manmohan Singh hadbeen actively pursuing withPakistan. Simultaneously,extending CPEC into Indiathrough Punjab and Sindh willmake the remaining stretches ofthe India-Pakistan borderporous with modern transportand trade connectivities. Inaddition, sea transport linkingPakistan, the western coast ofIndia, Sri Lanka, the easterncoast of India, Bangladesh andMyanmar should be strength-ened.

Enhancing security

Interconnecting CPEC, withits extensions into Afghanistanand India, and BCIM is notreally a novel idea. It is simplya 21st century version of the16th century road, built byShershah Suri, the Afghanemperor, connecting what laterbecame the capitals of fourcountries — Bangladesh, India,Pakistan and Afghanistan. As anew component of this regionalcooperation architecture, theIran-Pakistan gas pipeline,which is already a part ofCPEC, should be extended intoIndia. New Delhi has until nowremained cool to this flagshipproposal by Tehran, partly dueto perceived security issues andpartly on account of Americanpressure. However, with thelikely thaw in relations betweenIran and the United States afterthe Iran nuclear deal, and withChina playing the driver’s rolein CPEC (and hence in a posi-tion to exert pressure onIslamabad), the Iran-Pakistan-India gas pipeline can indeedbecome a reality. Thus, theCPEC-BCIM interconnectionhas the potential to immenselybolster India’s energy securityboth on the western and easternflanks.

Charting a new Asian history

In letting the land acquisition ordinance lapse, theUnion government must have hoped to come across asan administration that is responsive to public criticism

and acknowledges key stakeholders’ concerns on impor-tant issues. But after having tried hard to sell the amend-ments as a pro-reforms measure, and to paint the opposi-tion as a misinformed and obstructionist lot, the Modi gov-ernment may find it difficult to gain any political mileagefrom the decision. Indeed, opposition parties are alreadyclaiming credit for having forced the government’s hand.And, in contrast, attempts by Union Ministers and leadersof the Bharatiya Janata Party to present the decision asbeing in the interest of farmers appear to be insincere andhollow. Too much had already been invested in the growthand reforms agenda for the government to now portray thedecision as pro-farmer. The confusion in the government’smind over the legislation showed up in more ways thanone. Finance Minister Arun Jaitley and BJP president AmitShah described the decision as pro-farmer, in partacknowledging that some of the provisions were indeedanti-farmer. On the other hand, Prime Minister NarendraModi insisted that “rumours” had been spread on the landbill, indicating that there was nothing fundamentallywrong with it. The decision to let the ordinance lapse wasthe culmination of a series of measures to salvage at leastparts of the legislation. The government diluted it in somerespects before getting the amendments passed in the LokSabha in March 2015. Originally, it had exempted fivetypes of projects — involving defence, rural infrastructure,affordable housing, industrial corridors and infrastructureand social infrastructure — from the consent clause in the2013 Act brought forward by the UPA regime. It thendropped the ‘social infrastructure’ component. After seek-ing to exempt the five categories from the social impactassessment requirement, the Modi regime added a condi-tion that it should first be ensured that only the minimumextent of land was being acquired before applying theexemption. It sought to make the Bill more acceptable byintroducing a norm that one person in every affected fam-ily be given employment. It dropped a controversialamendment that would have enabled the acquisition ofland for private hospitals and educational institutions.Later, it considered giving State governments the flexibil-ity to have their own acquisition laws. Even the idea ofextending the benefits of the Act to 13 laws — pertainingto railways, highways and such other projects — throughan executive order is only in consonance with the originallaw that held back their inclusion till January 1, 2015.Thus, from the beginning the government, which on otherissues was tough and determined, appeared unsure anddefensive on the land ordinance. It was inevitable that inthe end it had to give in.

The campaign for Bihar has so far beenmarked by a high-voltage exchange of wordsbetween Mr Kumar, who hopes to win a thirdterm as chief minister and PM Modi, aroundwhom the BJP has built its campaign for thestate.

Two years ago, Nitish Kumar had thrownthe BJP out of their 17-year alliance as itbecame clear that it would project Mr Modifor PM. He now takes the party on with newallies the RJD and the Congress.

Stop Chest-Thumping...are not selfless. Mr Kumar wants a third

back-to-back term as Chief Minister of Bihar.That's wishful thinking, said the PM, whoseParivartan rally in Bhagalpur is the fourth inhis election campaign. "Modi-Modi-Modi -even my opponents said only this," the PMsaid, referring to a rally held on Sunday inPatna by Mr Kumar and his allies. Congresschief Sonia Gandhi and regional powerhouseLalu Prasad shared top billing with MrKumar.

At his rallies, the PM has committed to spe-cial financial packages to assist Bihar, one ofthe most under-developed parts of the coun-try. Mr Kumar dared him today to acknowl-edge that the money on offer has already beenaccounted for in earlier schemes given to thestate by the Centre.

Mr Kumar also has not gotten over the PMsaying a few weeks ago that "deceit andbetrayal" are in the DNA of the ChiefMinister. Extrapolating that as an insult to allBiharis, he has sought an apology, a demandhe reiterated today.

The BJP and its three allies have decidedthat the PM will ask for votes directly forhim, and not for a presumptive ChiefMinister. This has pitched the election inBihar to a full-blown confrontation betweenMr Kumar and Mr Modi, who have, for years,and through a lengthy alliance of their parties,made no secret of their disregard for eachother.

Mr Kumar has alleged that as Gujarat ChiefMinister, the PM failed to do enough to stopthe communal riots of 2002 (a Supreme Courtinquiry has concluded that is not correct).When the BJP decided to pick Mr Modi as itscandidate for PM, Mr Kumar exited an 18-year-long alliance.

India Prepared...General Singh also noted that the recent

instances of terrorist violence are "clearpointers to extend this arc of violence to otherareas".

Defence Minister Manohar Parrikar, whoalso spoke at the event, said the security situ-ation is more complex and nuanced than ear-lier.

"Therefore, we need to be vigilant takinginto account all dimension so that all emerg-ing challenges are suitably addressed," hesaid.

Agreeing with the Army Chief that the1965 war had dealt a heavy blow to Pakistan,the Defence Minister said Pakistan paid forits "misadventure" and India had clearly wonthe war even though sceptics maintained itwas a draw.

A cursory analysis of 1965 war highlightsthe fact that the entire military establishmentof the nation needs to "constantly refine itscapabilities in order to ensure counter to anyhostile environment," he added.

Mr Parrikar also praised the leadership ofthen Prime Minister Lal Bahadur Shastri. Onhis part, General Singh said the war displayed"bold leadership" at all levels.

The department has also reminded theemployees that government rules stop themfrom dragging in relatives into service mat-ters. "Representation by relatives of govern-ment servant is also treated as outside influ-ence," said the directive.

There are about 48 lakh central governmentemployees.

Sheena Bora...crack."Sheena Bora was allegedly killed by a trio

of her mother, her step-father SanjeevKhanna and a driver on April 24, 2012. Thethree are accused of strangling her in a hiredcar, burning the body and dumping it inRaigad, 84 km from Mumbai.

Ms Mukerjea has insisted to the police thatshe hated her daughter, whom she introducedto the world as her sister, but did not kill her.

For three years, the 43-year-old had toldfriends and family that her daughter had goneto the US. The police are collecting details ofpassengers who travelled to the US during thetime of the alleged killing to nail what theybelieve is a lie.

Ms Mukerjea allegedly kept up an elaboratecharade by using Ms Bora's phone for a year,forging letters in her name and also sending afake resignation letter to her office. Sourcessay the laptop used to prepare that letter hasbeen recovered.

Texts from Ms Bora's phone to her step-brother and fiance; Rahul Mukerjea askedhim to "stop following her" as she had foundanother man and was happy in the US.

Ms Bora, say the police, had been dead forthree years. Last week, the police claimed tohave found her remains.

All three accused were produced before thecourt yesterday, and now face two morecharges - attempting murder and poisoning.Ms Mukerjea is accused of trying to kill herson Mekhail Bora, Sheena Bora's youngerbrother.

Police sources say Ms Mukerjea has beenevasive during hours of questioning, and haseven blamed Sanjeev Khanna, her ex-hus-band with whom she has another daughter,Vidhie.

U.N. Confirms...world-renowned ruins in a week.As local activists and antiquities experts

scrambled Monday to determine what hadhappened, all agreed the blast had damaged thebest-preserved structure of the temple, a stonebuilding that included the altar.

Some experts had clung to optimism by say-ing the extent of the damage was still unclear,while residents and activists said reports indi-cated severe damage.

Maamoun Abdulkarim, the director ofSyria's antiquities department, had said hethought the main building had remained stand-ing, nonetheless calling any damage a loss.

"It's not a political battle, but this is a cultur-al battle, and everybody should participate indefending this heritage, this civilization," hesaid.

The damage to the nearly 2,000-year-oldTemple of Baal came just a week after the mil-itants, who have held the Palmyra ruins andthe modern city with the same name for threemonths, destroyed another important ancientbuilding there, the nearby Temple ofBaalshamin.

The Temple of Baal was an even granderstructure, with a towering altar building on aplatform of large stone blocks at the center ofa larger plaza encircled by columns and partialwalls.

"It is not as huge as the damage atBaalshamin," Abdulkarim said.

Khaled al-Homsi, an antigovernmentactivist and Palmyra native who recently fledto Turkey but remains in close contact withresidents of the city, accused Abdulkarim oftrying to play down the damage. Homsi saidthat much of the structure had been knockeddown, including a portico of eight columnsjust outside its walls and the altar inside.

Homsi's uncle, Khalid al-Asaad, 83, a for-mer antiquities director in Palmyra, was killedby the militants two weeks ago, his body sus-pended from a traffic light.

Consecrated in A.D. 32 to the Semitic godBaal, the temple - also known as the Temple ofBel, a different transliteration of the god'sname - is considered one of the most importantsites in Palmyra. It was a relatively intactexample of the fusion of Middle Eastern,Greek and Roman influences.

In modern times, the Temple of Baal has alsobeen a cultural touchstone for Syrians. It hasbeen a backdrop for concerts in the annual

Palmyra Music Festival, as the ancientamphitheater has been more recently forIslamic State executions.

The ancient city of Palmyra, which stands inthe desert about 150 miles northeast ofDamascus, is a UNESCO World Heritage site.

The Islamic State has widely publicizedimages of its fighters blowing up tombs anddestroying statues that it considers blasphe-mous under its extremist interpretation ofIslam. Archaeologists and antiquities expertsconsider the losses to be irreparable, leadingsome to feel, as Abdulkarim said last week,"very weak, very pessimistic."

On Monday, he added that among Syria'smany archaeological treasures, the Temple ofBaal had special significance for him.

"I visited the temple during the crisis," hesaid, "and I took many pictures with mydaughter, which is something I rarely do."

He added, "It was an honor to stand in frontof this great place."

they have enough infrastructure and capacityto serve customers effectively, sources said.

The move is part of DoT's efforts to curb themenace of call drops and also let people tomake a concerted decision while choosing anoperator.

According to sources, Telecom MinisterRavi Shankar Prasad has already spoken toTRAI Chairman RS Sharma asking him tocome out with guidelines which mandate tele-com operators to disclose such information tothe customers besides the government and theregulator.

The Prime Minister had last week voicedserious concern over the menace of call dropsand asked officials concerned to take urgentsteps to address it as it affects the commonpeople.

Mr Modi is believed to have told TelecomSecretary Rakesh Garg personally that peopleget irritated due to call drops and "curse thegovernment" and this needs to be addressed onwar-footing, the sources said.

The Prime Minister is worried that the prob-lem may even affect the data services in thefuture.

The problem of call drops has become ratherserious in the last 3-4 months and DoT hasasked the telecom operators last week fix itspeedily. The operators have sought 30-45days to address it.

DoT has already warned that if the operatorsfail to address the problem, the governmenthas the option of levying penalty under thelicence conditions.

According to the sources, Mr Prasad, in arecent internal DoT meeting, said that therewas lack of investment by operators toenhance their networks which was the mainreason for call drops.

A top DoT official said there has been a risein call drops in the last 5-7 months as operatorshave not yet optimised their spectrum after itwas allocated following the auction in March.

Also, operators are allocating more spectrumfor data, which has grown at a fast pace in thelast few months, leading to call drops.

Telecom operators have cited shutting downof mobile towers as also lack of spectrum asmajor reasons for call drops.

They have said that about 7,000-10,000 siteshave been locked or shut down across majorcities and have sought a uniform national pol-icy for installation of mobile towers.

A recent TRAI report found that most of thetelecom operators in Delhi and Mumbai werenot meeting the prescribed standards regardingcall drops.

Make sure thatyou regularly apply ice to the affected area— ice works wonders in giving you relieffrom the pain. Take painkillers if the painis unbearable but don't self-medicate. Askyour doctor to prescribe the suitable med-ication. You could also compress your legby tying a tight piece of cloth around yourleg. Try and stretch your legs every nowand then without straining yourself.
