Summary of Position: The Executive Director serves at the pleasure of the Nuvista Board of Directors, with intention to help Nuvista achieve its mission to implement energy solutions throughout the Yukon- Kuskokwim Delta. The position is principal lead for the non-profit cooperative, and is responsible for day-to-day operations, fiscal oversight and management, strategic partnerships and development, coordination with and reporting to government agencies and regional stakeholders, board coordination, and public relations. A successful candidate will have a background in public administration/policy, business management, community planning, or have experience managing a start-up non-profit organization. Energy expertise is a plus. Responsibilities & Duties: Day-to-day oversight of grant-directed deliverables and strategic approaches to implementation, resulting in advocacy for related policy advocacy and funding. Conduct planning, public engagement to gain input, and perform project management activities associated with organizational project and regionally indicated priorities. Incorporate input of organizations, stakeholder groups, and agencies; develop balanced and objective proposal analysis; establish goals and metrics; and communicate facts, strategies and tactics with diverse multicultural groups. Supervise work of consultants, contractors, and Nuvista staff on approach and objectives of studies, feasibility assessments, projects, and engineering reports; review work products for accuracy, professionalism and acceptability within industry standards.

• Develop priorities and formulate short- or long-term objectives with accompanying milestones and backup, monitor progress, and adjust resources to accomplish objectives; manage a wide range of technical contractors; prioritize multiple responsibilities and demands; and motivate, direct, review, and evaluate the work of others constructively.

• Identify, research, and present advantages and disadvantages of issues as directed by the

Board; plan, schedule, and coordinate meetings; prepare travel authorizations and arrangements; publish public notices; ensure reports & other documents are prepared, distributed, and filed; prepare budget, track expenditures, procure goods and services as directed in the procurement policy, and administer cooperative agreements.

• Collaborate with other non-profits, agencies, the public, and federal, state and local

governments. Coordinate with, meet, and correspond with utility representatives, agencies, and public to discuss licensing applications, permits, projects, and answer technical questions.

• Prepare reports, plans, and testimony for public meetings, and regulatory proceedings by

coordinating with industry, government, and the public to solicit comment, analyze complex regulatory issues, and prepare written and oral recommendations.

• Advise the Board on policy, legislative, and related projects to carry out Nuvista’s

mission. Coordinate policy, legislative proposals, and regulatory recommendations in coordination with the Board and implement as instructed.

• Represent Nuvista at legislative hearings, conferences, media, and public meetings,

explaining and justifying programs, projects, and budget; respond to inquiries concerning policy matters, program operations, legislative proposals, administrative reviews, and quality control.

• Develop scopes of work; negotiate services, contracts, licenses, and permits; draft,

prepare, and review annual report, technical studies and reports, position papers; and prepare communications on status of work, pamphlets concerning projects, and Nuvista programs and services.

Knowledge, Skills and Abilities:

• Bachelor’s degree required, Master’s degree preferred, in Public Administration/Policy, Natural Resources, Communications, Rural Development, or other related field.

• Knowledge of, and work experience within, rural Alaska is required. • Ability to manage several time-sensitive, high-pressure tasks with limited resources or

minimal direction. • Ability to organize, analyze, and present information on behalf of Nuvista in a highly

professional and credible manner in writing, and orally, to a wide variety of individuals under sometimes adverse or stressful conditions. Proven skill in synthesizing technical information and tailoring communications for intended audiences.

• Skills to facilitate, mediate, and negotiate agreement(s) with diverse organizations, consultants, and small businesses.

• Knowledge of strategic planning processes, financial management, and community engagement critical to the success of project development and construction.

• Ability to exercise authority and instill confidence managing a program subject to scrutiny by agencies and/or the public.

• Familiarity with energy technology, forecasting and statistics, licensing and permitting, methods of construction, maintenance operations, engineering standards, and public utility regulations.

• Skilled at researching and analyzing problems and issues, developing alternative courses of action, identifying costs and benefits, determining feasibility of proposed options, and building support for preferred options within diverse groups that can often have conflicting ideas.

Work Environment: As a young non-profit, Nuvista is comprised of a tight-knit team that must be flexible and agile to needs identified by the Executive Director and Board of Directors.
