Annexure-1
STRUCTURAL WORKS
This tender is meant for carrying out Design, Procurement of Raw Materials, Shop
Fabrication, Inspection, Supply and Erection of Steel Structures & allied Civil works at the Test
Facility in ISRO Propulsion Complex (IPRC), Mahendragiri as per technical specifications and
conditions detailed hereunder.
1. Key Words:
Some of the key words used in this document are defined as follows:
1.1. “Department” shall mean and include President of India acting through Director, IPRC and
representative(s) of Department duly authorized on his behalf.
1.2. “Bidder” shall mean the individual or firm or company, whether incorporated or not,
submitting the bids/ offers to undertake the works and shall include the legal personal
representatives of such individuals or the persons composing such firm or company or the
successors of such firm or company and the permitted assignee of such individual or firm(s) or
company.
1.3. “Site” shall mean the land and or places at IPRC, Mahendragiri where the work under this
tender is to be executed, which may be allotted by the Department for the purpose of carrying
out the work.

A. Article Access Platform
Establishment of Article Access Platform as per the requirements given in
Drawings: IPRC-SIET-AAP-01. The work has to be carried out at site
underneath the existing Super Structure and above the Flame Deflector Pit
(Depth of pit is -30m below ground level) wherein access by material handling
equipment is limited and Safety is significant.
Scope of work shall include Design of Steel Structure & Civil Foundations in
Staad Pro, Preparation of Detailed Fabrication/Construction drawings,
Procurement of raw material, Civil Works at Site, Structural Fabrication
works at Shop, Inspection, Supply, Erection at site and Painting.

B. Structural Fabrication/Modification works at site
Some of the beams in the platforms of Super Structure needs to be
strengthened by adding additional Beams or Plates as per the typical
requirements given in Drawing No.: IPRC-SIET-SS-PLBMOD-01 and as per

typical list given in Table-1. Also in few locations, Local working platforms
and local staircase structures are to be realized. End caps are to be welded to
staircase posts as shown in the drawing.
The work has to be executed at various levels from 0 m to 51 m
elevation of the Super Structure and sporadic in nature. The pre-
fabrication works shall be done at ground to the extent possible. Platforms
area available in the structure at 16m, 20m, 24m, 28m, 32m, 36m, 40m & 44m
and access to the platform is available through staircase. For works on the
bottom side of 16m platform, scaffolding arrangements shall be provided by
Bidder. The nature of job is special which involves less structural
material and more weld length / man hours / preparatory works.
Scope of work shall include Preparation of Detailed Fabrication drawings,
Procurement of raw material, Fabrication at shop if required, Inspection,
Supply, Erection at site and Painting.
C. Providing Lateral Supporting Structure for EOT Crane Girder Extension
Additional Beams & Bracings are required for the EOT Crane Girder Extension
Structure. These structures are to be provided at an elevation of 26m and 46m
as given in Typical Drawing No.: IPRC-SIET-CGLS-01 and 02.
The work has to be executed in the external portion of Super
Structure where only limited access is available. Structures can be
fabricated at ground and same can be lifted using mobile cranes and
erected in position. Tentatively, Bidder may have to mobilize 200t &
80 t capacity Mobile Cranes for four days to complete the work.
Scope of work shall include Preparation of Detailed Fabrication drawings,
Procurement of raw material, Fabrication works at Shop/Site, Inspection,
Supply, Erection at site and Painting.

D. Structural Shed for the Drain Tank Pit
A structural shed of size 12m x 7.5m x 3m (height) covered with galvalume
sheets is required for shielding Drain Tank pit. Details shall be as per Drawing
No.: IPRC-SIET-DTS-01. Sides of the shed shall have louver arrangement for
free flow air conical roof arrangement with gutters. The drain pit at site is
surrounded by field piping hence access by material handling equipment is
limited.
Scope of work shall include Design of Steel Structure & Civil Foundations in
Staad Pro, Preparation Detailed Fabrication/Construction drawings, Civil
Works at Site, Procurement of raw material, Fabrication works at Shop,
Inspection, Supply, Erection at site, Painting of structures and cladding with
galvalume sheeting.

E. Structural Shed for the Chiller Unit
A structural shed of size 8m x 5.5m x 4m (height) covered with galvalume
sheets is required for shielding Chiller Unit. Details shall be as per Drawing
No.: IPRC-SIET-CUS-01. Sides and Roof of the shed shall have louver
arrangement for free flow air and conical roof arrangement with gutters.
Scope of work shall include Design of Steel Structure & Civil Foundations in
Staad Pro, Preparation Detailed Fabrication/Construction drawings, Civil
Works at Site, Procurement of raw material, Fabrication works at Shop,
Inspection, Supply, Erection at site, Painting of structures and cladding with
galvalume sheeting.

F. Handrails around Flame Deflector Pit
Handrails of height 1.2m is to be provided around the periphery of Flame
Deflector Pit by anchoring it in the prevailing concrete wall as per the typical
requirements given in Drawing: IPRC-SIET-HR-01 & IPRC-SIET-HR-02.
Running meter requirement is 500m and unit weight of hand rails, toe guard
& base plate would be 15 kg/m.
Scope of work shall include Procurement of raw material, Fabrication works at
Shop, Inspection, Supply, Painting and Erection at site including civil works
such as breaking of concrete for exposing of RCC Bars, removal of debris,
welding of support brackets and Concreting.

G. Sheeting works
Some areas in Super Structure needs to be covered with galvalume sheets as
per typical requirements given in Drawing No.: IPRC-SIET-GS-01. Galvalume
sheets shall be of total thickness 0.5mm and color Pale eucalypt. All
Galvalume Sheets shall be fixed with wind ties using MS GI flats (25mm x
3mm) and U bolts. In the overlap region self-tapping screws shall be used.
Flashing shall be done at corners & ridges and gutters shall also be provided in
the roof region.
Scope of work shall include Procurement of raw material including strips, U
bolts, screws, etc., Supply and Erection at site.

3. General Instructions to Bidder
3.1. Bidder is advised to visit the site and acquaint themselves with the site conditions
before submission of bids. Bidder shall contact Purchase Division through email and
take prior appointment/permission for visiting the site.
3.2. Bidder shall consider in his offer only new raw materials & bought out Items.

3.3. Bidder shall be solely responsible for obtaining necessary clearances, if any, from various
statutory bodies including those of Central & State Government, as applicable, during the
course of manufacture/fabrication, transportation & installation of items at site. Bidder shall
also be solely responsible for observance of the guidelines and laws of Central and State
Governments along with the requirements of other statutory bodies and the Department.
3.4. Department will provide a water tapping point to the Bidder approximately 200m from the
work front for construction purpose. It shall be the bidder’s responsibility to make
arrangements for further distribution of water from the tapping point. The supply of water
shall be at free of cost.
3.5. Electrical Power Supply at site:
3.5.1. Department will provide electrical power at a fixed point approximately 200m from the work
front to the Bidder. Bidder shall arrange suitable temporary power distribution panel with
necessary power rating & safety and take further distribution from the fixed power point.
Power cables and welding cables shall be routed properly. Bidder shall have separate welding
return cable. Test stand structures/pipelines shall not be used as return cable. No electric cable
in use by the Department/other Contractors shall be disturbed without prior permission.
3.5.2. The power will be supplied from Tamil Nadu Electricity Board (TNEB) on chargeable basis at
the prevailing rate during the currency of the Work Order. Prevailing rate per unit is Rs.10.
3.6. Upon award of Purchase Order, Bidder shall prepare Execution methodology, Execution
schedule & Quality Assurance Plan and submit to Department for review & approval.
Approved procedure shall be followed during the course of realization. Execution methodology
shall bring out details such as vendor identification for raw material/bought out items,
Inspection agency, sequence of fabrication, out sourcing of works, etc.
3.7. Location of site:
3.7.1. Mahendragiri is situated in Tirunelveli district, Tamil Nadu state, India. The nearest major
towns are Nagercoil, which is 25 km southward and Valliyur, which is 15 km northward.
IPRC, Mahendragiri is aside of Kanyakumari-Madurai National Highway (NH7) at a distance of
25 km Northward from Kanyakumari. The nearest major railway station is at Nagercoil. The
nearest international airport is at Thiruvananthapuram (Trivandrum, in Kerala state), which is
90 km away in South-West direction.
3.7.2. The installation site in Mahendragiri is about ≈7 km from gate and it is connected with an
approach road of 5.5m wide. The climatic condition at Mahendragiri is tropical and windy with
gusts.
4. Design (only for work code A, D & E)
4.1. Upon placement of Purchase order, Bidder shall study the requirements and carryout complete
design of new structures to be established. The details of Super Structure, load details, design

inputs required will be furnished by Department upon award of contract. Bidder shall visit site
and take actual measurements wherever required upon award of contract.
4.2. Design & Analysis of Civil and Steel Structures shall be carried out by Bidder in compliance
with BIS Codes and good engineering practices. All structural analysis shall be done in STAAD
Pro software.
4.3. All structural connections shall be welded type connections unless otherwise specifically
mentioned. All structural member connections shall be designed for the full strength of
members. In general, all connections between Column & Beam shall be Moment connection
and all connection between Beam & Beam shall be Shear connection.
4.4. Design reports detailing the inputs considered, methodology, results of design & analysis
carried out by Bidder shall be submitted to a Third Party Design Review Agency having prior
experience in reviewing and approving similar nature works. The corrections and
recommendations given by Third Party Design Review Agency shall be incorporated and
design reports shall be submitted to Department for review along with Design & Analysis
program files. Prior approval from Department shall be obtained for selection of Third Party
Design Review Agency by submitting their credentials. This is applicable for Work code: A, D
& E of clause 2.0.
4.5. Corrections & recommendations given by Department upon review of design reports shall be
incorporated & submitted for approval. Upon approval, Bidder shall proceed with preparation
of detailed fabrication drawings. However, approval of drawings /documents by Department
will not relieve Bidder of his responsibility towards ensuring correctness, adequacy of design,
acceptable workmanship and completeness of total scope of work as per order.
4.6. Detailed Fabrication Drawings shall contain all details such as section size, length of member,
sizes of gussets, joint details, interfaces, standards, geometrical tolerances, bolt & weld details,
bill of materials, inspection requirements and Painting.
4.7. Bill of materials shall be arrived in the Fabrication Drawings according to actual length and
actual shape of steel sections and plates required. Unit weights shall be as per BIS:808 for steel
sections / on the basis of Material density of 7850 kg/m3 for plates and 50 kg/m2 for Chequered
plates and Handrails on the basis of 15 kg/m.
4.8. Bill of materials for Handrails (only for work code: F) shall be on the basis of running meters
and galvalume sheets (only for work code: G) shall on the basis of area of sheets supplied to
site.
4.9. The fabrication drawings shall be submitted to Third Party Design Review Agency and
Department for review and approval. Upon clearance, Bidder shall proceed with procurement
and shop fabrication.
4.10. All the drawings and analysis case file of Staad Pro shall be submitted to Department. Metric
system of units and dimensions in millimeters shall be followed.

5. Raw Materials
5.1. All the materials shall comply with the specifications given in approved drawings. All materials
used shall be new, unused and free from any defect. Make shall be as follows:
a. Cement Ramco/Ultratech/ACC/Ambuja/Birla/Chettinad/Sankar
b. Reinforcement Bars JSW/VIZAG/SAIL/TISCON
c. Structural steel SAIL / JINDAL / RINL / TISCO / ESSAR / VSL
d. Electrodes ADOR, D&H, ESAB
e. Galvalume Sheets TATA / JSW
f. Paint Berger, Asian Paints, Nerolac, Dulex
5.2. All raw materials shall be procured with Manufacturer Test Reports / Inspection Certificates.
Bought out items shall be procured as per the approved specifications & standards. All the
materials supplied or used shall be new and of first quality and manufactured and tested in
accordance with the latest editions of the relevant Indian/ International standards. Any
material or work, where no specific standard is applicable, shall be fabricated as per the
instructions and directions of the Department.
5.3. Raw material grades shall be as follows:

5.4. In case certain steel sections are not available in the market in the designed thickness, the next
higher thickness / size available shall be used after obtaining approval from Department.
6. Civil Work
6.1. Civil work for foundation shall include work such as breaking of existing RCC pavement, earth
excavation, laying of PCC, Centering & Shuttering, construction of foundation with M30
concrete & Fe500D reinforcement bars, Curing, back filling with excavated soil, consolidation
of filled soil, disposal of RCC debris & excess soil, relaying of RCC pavement as applicable.
6.2. The civil foundation for Article Access Platform shall be planned in conjunction with the
existing Civil Foundations available. Soil Bearing Capacity shall be considered as 7.5t/m2 at 2 m
depth.
6.3. Foundation bolts shall be properly anchored and casted along with civil foundation using
Templates.
6.4. Grouting of base plates shall be done with non-shrinkable cement after proper cleaning and
with proper shuttering works. Grouting shall be done to the top of Base Plate and with a cover
of minimum 200 mm from the Base Plate edges.
7. Fabrication
7.1. Bidder shall procure all Bought Out Items only from the suppliers approved by Department. In
case, Bidder proposes to procure item from any other vendor, credentials shall be submitted to
the satisfaction of Department. Bidder shall take prior approval from Department before
commencing with procurement process for such cases. In case Bidder’s proposal is not
acceptable, Department’s decision shall be final.
7.2. Bidder shall maintain records of all inspection and testing which shall be made available to the
Department whenever requested for.
7.3. Bidder shall not off-load the work or part thereof to any sub-contractor without written
permission of Department. In case, sub-letting of any part of the work is permitted by
Department, the fact that such permission has been accorded, neither shall establish any
contractual relationship between Sub-contractor and Department nor shall release the Bidder
from any of his obligations and liabilities under the specific and applicable contract.
Credentials of sub-Contractor and Documentary evidences proving his capability shall be
submitted to the satisfaction of Department. In case, Bidders proposal is not acceptable,
Department’s decision shall be final.
7.4. All workmanship and finish shall be of best quality and shall conform to the best method of
fabrication. All holes and edges shall be free of burrs. Shearing and chipping shall be neatly and
accurately done and all portions of work exposed to view shall be neatly finished. Material at
the shops shall be kept clean and protected from weather.

7.5. All materials shall be straight and, if necessary, before being worked shall be straightened
and/or flattened by pressure and shall be free from twists. Heating or forging shall not be
resorted to without the prior approval of the Department.
7.6. Number of splice joints shall be minimum. Maximum length of beams available in Market shall
be used in fabrication. Splice joints in Columns shall have base plates with permanent Bolts and
cover welds. All permanent bolts shall be tightened using torque wrenches as per standard.
7.7. Welding procedure shall be submitted to Department for approval. Welding shall be entrusted
to only qualified and experienced welders who shall be periodically tested and graded as per
BIS 817, BIS: 7310 (Part 1), BIS: 7318(Part 1), ASME Section VIII Division 1 and AWS 5.1
standard. Welder Qualification Reports shall be submitted to Department for approval.
Approval of the welding procedure by the Department shall not relieve the Bidder of his
responsibility for correct and sound welding without undue distortion in the finished
structure.
7.8. Welding electrodes shall be kept in electric oven during welding process. Welding process
shall be Shielded Metal Arc Welding or Flux Cored Arc Welding. Electrodes shall be E7018 for
IS2062 Materials.
7.9. All handrails shall be fabricated using 40NB, 32NB & 25NB (medium) tubes as per BIS:1239-
Part 1. The handrails shall have a minimum height of 1.2 m and shall also have at least two
horizontal levels of tubing as per Handrail Drawing. All handrails shall be painted in yellow
color.
7.10. It is preferred to carryout fabrication works at Bidders external factory to the extent practicable
to minimize fabrication works at site.
7.11. All Galvalume Sheets shall be fixed with wind ties using MS flats and U bolts. In the overlap
region self-tapping screws shall be used. Flashing shall be done at corners & ridges and gutters
shall also be provided in the roof region.
7.12. Bidder shall be responsible for giving packing plates or trimming of existing structures if nay
required to suit site conditions.
7.13. Bidder shall take adequate care to safeguard existing system/equipment of Department during
work to avoid any damage.
7.14. Bidder is responsible for scaffolding arrangements wherever required to carry out realization/
modification works.
7.15. If any Chequered plates are to be removed for carrying out, Bidder shall remove and lay that
back in place. In cases where existing structural members are to be replaced with new, bidder
is responsible for dismantling/removal of existing structural members.

7.16. In some cases, based on urgent requirement at site, Department may provide Structural raw
materials required for the work. In such cases, Bidder shall carryout the site fabrication &
erection works and payment will be made accordingly.
7.17. After completion of all the works at shop, all the inspection reports shall be consolidated and
submitted to Department for review and dispatch clearance. After obtaining Dispatch
Clearance from Department, the items shall be properly packed and arranged for
transportation.
7.18. During Packing and Forwarding at Bidder’s shop, the materials shall be grouped into bunches
and wooden planks shall be kept between the bunches so as to facilitate easy unloading of the
materials at site.
8. Inspection
8.1. Bidder shall be responsible for inspection and quality control of structures realized and related
documentation. In addition, Bidder shall employ a reputed Third Party Inspection (TPI) agency
for the work at shop and site for inspection of indented works. Inspection by TPI is applicable
only for Work Codes: A, B, C, D & E.
8.2. Bidder shall co-ordinate with TPI agency and carryout inspection. TPI agencies such as Lloyds
Register or Bureau Veritas or Det-Norske Veritas or Technischer Uberwachungs Verein or any
other reputed agency with the approval of Department shall be involved.
8.3. Detailed Quality Assurance Plan (QAP) is to be prepared by Bidder upon award of order clearly
identifying component wise stages of inspection and inspection roles of Bidder, Third Party
Inspector & Department for shop and site works. The minimum Inspection / Test requirements
to be followed by Bidder in the form of QAP are given in Annexure-2 and the detailed QAP
shall be prepared by the Bidder in line with the same. The QAP shall be submitted to the
Department for review and approval. Approved QAP shall be followed during the course of
realization.
8.4. The Department or any person nominated by it shall have access and right to inspect the work,
or any part thereof, at all times and places during the progress of the work. The inspection and
supervision is for the purposes of assuring the Department that the plans and specifications are
being properly executed and while the Department & its representative(s) will extend to the
Bidder all desired assistance in interpreting the plans and specifications, such assistance shall
not relieve the Bidder of any responsibility for the work. Any work which is proved faulty
shall be corrected by the Bidder without delay. The fact that faulty work or work which is not
in accordance with plan and specifications was not pointed out by the Department at a later
stage before acceptance will not relieve the Bidder from correcting such work as directed by
the Department without additional compensation.
8.5. The Bidder shall provide all the testing, inspection tools, services and facilities for inspection
by TPI & Department to enable them to carry out supervision, measurements, checks, etc. in a
satisfactory manner. All the measuring instruments used for inspection and testing shall be

calibrated and measuring instruments of appropriate accuracy class only shall be used. Valid
calibration certificate of all measuring instruments, used during inspection and testing shall be
available.
8.6. Welding Inspection
8.6.1. The Procedure for testing welded joints shall be as per relevant Indian Codes and standards or
other equivalents. All non-destructive tests shall be carried out by qualified operators.
8.6.2. All weld joints and its classification shall be distinctly identified through a numbering system
and incorporated in all inspection reports. The traceability of welds to the weld inspection
reports shall be ensured.
8.6.3. Extent of Testing:
In general weld inspection shall be as follows:
a. 100% visual inspection for all welds.
b. 100% Liquid dye-penetrant inspection test for all final joints.
8.7. The component shall be checked for conformity with the detailed drawings, dimensional
accuracy, surface finish, fitment & alignment and other related documents/specifications/codes.
Particular attention shall be given to material, fitment & installation, workmanship, cleanliness
and completeness. Following indications are unacceptable:
8.7.1. Cracks on external surface.
8.7.2. Undercut on surface, which is more than 1 mm deep.
8.7.3. Lack of fusion on surface of weldments.
Important note: None of components shall be painted prior to visual/dimension inspection.
8.8. Inspections at site: During unloading and receipt of items at site, Bidder shall ensure all items
as per Packing List are available and shall certify the same. During installation, fit-up and
alignment check including length of members being erected and location of connection/ gusset
plates, levelness of member etc. shall be carried out. Verticality of Columns and levelness of
platform/beams shall be ensured using Total Station measurements carried out stage-wise as per
the tolerances given in BIS standards/approved QAP. All welds shall be inspected visually and
using Liquid Dye Penetrant Test.
8.9. Painting and Inspection
8.9.1. All steel structures are to be thoroughly cleaned from all rust, dirt, grease etc, before painting.
After two coats of primer to a thickness of 65 microns, three coats of epoxy paint to a total
thickness of 140 microns (first coat 60 microns, second coat 40 microns and third coat 40
microns) are to be provided. Chequered plates shall be painted with two coats of quick drying
anti-corrosive black bituminous paint over two coats of red oxide primer after thoroughly
cleaning the surface. Painting shall be done immediately after completion of inspection

works/clearance at locations wherever structural modifications works on existing structures are
carried out.
8.9.2. Heat Resistant Paint suitable for service Temperature 600˚C shall be used for the Platform
portion of Article Access Platform. Berger make paint of grade Lumeros HR 650 shall be used.
8.9.3. Coloring scheme shall be proposed by Bidder and Department’s approval shall be taken before
commencement of Painting. The steel structures shall be dispatched from shop after applying
primer. Primer shall be applied at locations where hot works / damage to paint happened at site
and then paining to the fullest requirement shall be performed.
8.10. The inspection reports consisting of the following stages shall be submitted to Department. No
materials shall be painted without inspection and approval by the Department unless such
inspection is waived.
8.10.1. Determination of surface preparation.
8.10.2. Dry film thickness after completion of primer application
8.10.3. Dry film thickness after completion of final coat of paint
8.10.4. Necessary inspection equipment like paint thickness measuring gauges and other tools
required shall be provided by the Bidder.
9. Documentation
Following test certificates and documents, as applicable for each item shall be submitted. All
the reports shall be signed with date clearly indicating role of inspection viz.
witness/review/random witness (identifying the witnessed items), etc. performed by each
agency
9.1. Physical and chemical test certificates for all materials from the Mill/ manufacturer & NABL
Accredited Lab.
9.2. Dimensional inspection before erection
9.3. Fit-up Inspection
9.4. Verification of erection tolerances. Verticality of Columns and levelness of platform/beams
shall be measured using Total Station measurements (TWS). TWS shall be deployed during fit-
up inspection of platform beams/columns and final inspection.
9.5. Weld inspection.
9.6. Surface preparation and painting inspection reports.
9.7. As Built Drawings & Documents
Three numbers of hard copies and soft copies of following documents incorporating approved
changes if any made during erection are to be furnished.

d. Detailed Fabrication Drawings
e. Erection drawings / specification, sequence and erection instructions.
10. Instructions for Unloading, Safe Storage of items and Site installation
10.1. The Bidder shall identify a Resident Construction Manager (RCM), Resident Quality Engineer
and Resident Safety Officer. The names of identified persons shall be communicated in writing
to the Department and approved by the Department to supervise the work under the Tender.
10.2. The Resident Construction Manager (RCM) shall have full technical capability and complete
administrative and financial powers to expeditiously & efficiently execute the work under the
Tender. Any written orders or instructions which the Department may give to the Bidder’s
RCM or his/ her representative shall be deemed to have been given to the Bidder.
10.3. Bidder shall mobilize all the required skilled man power, Construction Equipment, Material
Handling Equipment, Shuttering Works, Temporary Access Platforms, Mobile crane, Welding
Equipment, Electrodes, Tools, scaffolding, Inspection Equipment, Total Station, Personnel
Protective Equipment, consumables like Grinding Wheels, Welding Electrodes, hacksaw
blades etc. for site works.
10.4. Bidder shall mobilize all items to site with proper permission/gate pass for entry/exit from
Department and shall maintain proper records.
10.5. The Bidder’s personnel shall not be permitted to reside inside the Department’s premises.
Bidder shall make their own arrangement for transportation, accommodation, food, health
care, communication, etc. for their personnel.
10.6. Bidder shall make own arrangement for receiving & unloading items at site including Crane,
slings, shackles, tools, etc. for unloading/Erection of items at site. Department will provide
open yard for storing the items. Bidder shall be responsible for safe storage and custody of
items until final acceptance by Department. Bidder shall make his own arrangement to
safeguard his items. Department will not be responsible for damage or loss of any items of
Bidder.
10.7. The Bidder shall also furnish all necessary expendable materials like wire brushes, necessary
scaffolding, ladders, wooden planks, timbers, sleepers, temporary supports and all other
miscellaneous supplies of every kind required for carrying out the work.
10.8. The Bidder shall dispose, transport or withdraw any tools, tackles, equipment and materials
used by them for the work only with prior written approval from the Department. The
Department at all times shall have right to refuse permission for disposal, transport or
withdrawal of tools, tackles, equipment and material if in their opinion, the same will
adversely affect the efficient and expeditious completion of the work.

10.9. At site other erection works are also progressing. Bidder has to work in parallel with necessary
safety measures and complete the work. Bidder shall apply and take Work Permit and Safety
permit from Department before commencement of work at site.
10.10. Normal working time for Department is between 09:00 Hours to 17:00 Hours on working days.
If Bidder has to work beyond normal working hours or on holidays for completing the work on
schedule, prior permission from Department needs to be obtained by Bidder. The Bidder’s
personnel shall not be permitted to reside inside the Department’s premises after the work.
10.11. Bidder shall work out detailed manpower deployment plan required to complete the erection
works at site as per schedule and submit to Department for approval. Upon approval, same shall
be followed. Additional manpower if any required to complete the work in time shall be
deployed by Bidder as per instructions by Department. Bidder shall take up all activities
parallel in order to expedite the works. Separate teams shall be engaged in each work front so
as to minimize the completion time of the work package.
10.12. Bidder shall be responsible for the safety of persons deployed to site and shall insure all persons
working at site. Department will not be responsible for any type of accident caused to the
Bidder’s personnel.
10.13. During the execution of the work, if Bidder causes any damage to Department property in any
form, necessary charges for repair / replacement of the same will be recovered from Bidder by
Department.
10.14. Bidder shall abide the statutory rules, laws, acts like minimum wages, Labor license,
insurance/ESI, GST, Income Tax, etc. applicable as per Government of India/Government of
Tamil Nadu in force during work execution.
10.15. Before commencement of erection works, Bidder shall submit a detailed erection plan/ erection
sequence and Quality Assurance Plan for site erection to the Department and obtain approval.
10.16. Stage-wise verticality and level readings shall be taken for columns and platforms using Total
Station and submitted to Department and clearance shall be obtained from Department before
proceeding.
10.17. Erection tolerances
10.17.1. Verticality of erected structures of height up to 3 m: ±3 mm
10.17.2. Verticality of erected structures of height up to 12 m: ±5 mm
10.17.3. Dimensional variation of erected structures: ±5 mm
10.17.4. Level variation in the platform structures: ±5 mm
10.18. Bidder shall deploy minimum one Resident Quality Engineer (Level II) at site during entire
execution period for ensuring quality of work. All the site works shall also be monitored and
inspected by TPI agency.

10.19. Bidder shall cover the Flame Deflector Pit with safety net while carrying out erection works of
Article Access Platform (Work Code : A) for safety.
11. Guarantee
Bidder shall submit a Guarantee Certificate for the items supplied for a period of 12 months
from the date of final acceptance of system at Department’s site against fabrication,
manufacturing and workmanship defects. In case any defect develops in the work due to bad
material and / or bad workmanship before the expiry of guarantee period, the Bidder, on
notification by Department, shall rectify or remedy the defect at their own cost and shall make
their own arrangements to provide materials, labour, equipment and any other appliances
required in this regard.
12. Execution period:
12.1. Execution schedule shall be 9 months from the date of award of Purchase Order and the work
shall be deemed to have been executed after final acceptance of systems by Department at
IPRC, Mahendragiri. Bidder shall note this urgent delivery requirement and submit bid
accordingly. Bidder complying with this important requirement will only be considered for
processing.
12.2. Upon placement of order, Bidder shall follow the following execution schedule. Detailed
schedule listing micro level activities involved to complete the whole work within the above
delivery period shall be prepared by Bidder. The agreed schedule shall be the basis for progress
monitoring and corrective measures during the execution period. The successful Bidder shall
furnish monthly progress reports with the following minimum information.

13. Security Deposit
The Bidder shall submit Security Deposit in the form of an unconditional bank guarantee from
any nationalized/scheduled bank approved by RBI for 10% of the Purchase/ Work Order value
to the Department within 30 days upon award of Purchase/ Work Order. This deposit is meant
to compensate, the department, for any loss due to failure of the supplier to complete his
obligations as per the purchase order. The Security Deposit shall be valid for a period of 60 days
beyond the date of final acceptance of the system.
14. Liquidated Damages
Due to reasons not attributable to Department, if the Bidder fails to complete the work or fails
to meet delivery period within the time specified in the Purchase Order or any extension
thereof, the Department will recover liquidated damages (LD) from the Bidder a sum of 0.5%
of undelivered / incomplete works for each calendar week of delay or part thereof. The total
value of liquidated damages shall not exceed 10% of the order value.

15. Quantity Variation:
15.1. The quantity given in the technical specifications are only indicative / preliminary estimate.
The actual quantities shall be arrived based on the Detailed Fabrication Drawings prepared by
Bidder wherever applicable upon award of order.
15.2. Quantity variation to the extent of ±20% shall be admissible without amendment of Purchase
order.
15.3. The unit rates quoted by Bidder shall remain valid for the actual quantity of work executed by
the Bidder till completion of work regardless of variation from the estimated quantity.
16. Payment
16.1. Bidder shall understand the complete scope of work and quote firm and fixed price for
executing entire scope of work as per terms & conditions specified in the tender.
16.2. No extra claim shall be entertained from the Bidder, if the actual weight fabricated differ from
those indicated in drawings.
16.3. Payment will be made only for actual quantity of items supplied to the site and actual quantity
of items erected at site.
16.4. Milestone Payment shall be considered as follows:
16.4.1. Upon completion of delivery of materials to site: 80% of Material Cost shall be paid on
pro-rata basis against submission of proforma invoice and delivery receipts.
16.4.2. Upon completion of erection at site: 80% of Erection Cost shall be paid on pro-rata
basis against satisfactory completion of erection of materials at site and submission of
inspection documents & proforma invoice.
16.4.3. Upon completion of entire erection works and acceptance of system by Department:
20% of total order value shall be paid against submission of proforma invoice and
Performance Bank Guarantee for 10% of order value (valid for 12 months from the
date of final acceptance of the system by Department).
16.5. All bank guarantees shall be unconditional and issued by any nationalized/scheduled bank
approved by RBI.
16.6. Department shall reimburse all taxes as per the prevailing rates at actuals.
16.7. Department is entitled for concessional GST @ 5% (for material supply) as per Ministry of
Finance, Department of Revenue, Notification No. 45/2017-Central Tax (Rate) and 47/2017-
Integrated Tax (Rate) dated 14.11.2017. Department will issue necessary concessional GST
certificate for claiming Concessional GST in favor of Bidder & Vendor only for items directly
consigned to Department. It is the responsibility of Bidder to obtain concessional certificates
from Department by providing necessary details & documents well in advance.

17. Pre-Qualification criteria
The Bidder’s capability will be evaluated based on the following Pre-Qualification (PQ)
criteria. The Bidders shall submit all the information solicited as part of Techno-commercial
Bid along with supporting documentary evidences. Bidders who fulfil all PQ criteria will be
screened-in for opening and evaluation of Price Bid. Any lack of information or incomplete
information or information non-compliant with the PQ criteria shall be treated as sufficient
cause to summarily reject such Bids.
17.1. Average annual financial turnover of Bidder during the last 3 years, ending 31/03/2019, shall be
at least Rs.100 Lakhs. Audited annual turnover document for the last 3 years shall be
submitted.
17.2. The Bidder must have successfully completed erection of Steel Structure of height ≥10m during
the last 7 years. Bidder shall submit purchase order and corresponding client/TPI approved
drawing as documentary evidence.
17.3. The Bidder must have successfully completed similar Structural works for the following Work
Order quantities during the last 7 years. Bidder shall submit work order and corresponding
work completion certificate from client as documentary evidence:
One Work Order involving structural erection works equal to or more than 100 tonnes
Or
Two Work Orders each involving structural erection works equal to or more than 60 tonnes
Or
Three Work Orders each involving structural erection works equal to or more than 50 tonnes
18. Bid Submission:
18.1. Bidder shall quote for the entire scope defined for the particular work given in tender. Offer
will be rejected, if any part of scope is excluded in the offer for that particular work.
18.2. All the works given in clause 2.0 are independent. The Bidder must confirm their willingness
to accept part order irrespective of price or quantity or the work enquired.
18.3. Bid shall be submitted online in Two Parts viz.
18.3.1. Part-1: Techno-Commercial Bid
18.3.2. Part-2: Price Bid
18.4. Bidder shall not mention or indicate any element of price whatsoever, as sum or percentage, in
the Techno-commercial bid. Such information is to be given in the Price bid only. Bid will be
summarily rejected, if Bidder mentions any information on price in Techno-Commercial bid.
18.5. Offer shall be valid for a minimum period of six months from tender due date.

18.6. Bidder shall quote for the entire scope of work as per terms & conditions specified in the
tender. Prices quoted shall be inclusive of all required to accomplish / complete entire scope of
work and shall be quoted only under heads given in the price bid form. All other components
of supply and service shall be appropriately loaded in the given head. No extra claim will be
entertained from the Bidder under any other heads.
18.7. Unit cost for Supply of items shall be inclusive of all costs involved in design, procurement of
raw materials (steel sections, plates, galvalume sheets, fasteners, foundation bolts, paint, etc. as
applicable), shop fabrication, testing & inspection, supply, unloading at site, TPI, etc. as
applicable for completing the work.
18.8. Unit cost for Erection shall be inclusive of all costs involved in site fabrication, material
handling equipment, shifting of materials, testing & inspection, manpower, TPI, etc. as
applicable for completing the work.
18.9. Unit cost for Civil works shall be inclusive of all costs involved in design, procurement of raw
materials, construction of civil foundations, Testing & Inspection, filling and consolidation of
soil, TPI, breaking of flooring if required, disposal of debris, etc. as applicable for completing
the work.
19. General Conditions
19.1. Assignment:
Upon placement of Purchase/ Work Order for the works given in this tender, the work shall be
binding upon the successors and the assignees of the Bidders. It shall not be assigned in whole
or in part by the Bidder, without prior written consent of the Department. If the Bidder
becomes insolvent or being a firm or a company whether incorporated or not is dissolved or
goes into bankruptcy or is caused to be wound up except for reconstruction purposes or carried
on its business under a receiver, the representatives in law of estate of the Bidder or any such
receiver, liquidator or any person in whom the agreement may be vested shall forthwith give
notice thereof in writing to the Department and shall remain liable for the successful
performance of the Bidder or the successors of their obligations under this Tender enquiry/
Purchase/ Work Order under any circumstances.
19.2. Secrecy
The technical information, drawings, specification and other related documents forming part of
this tender enquiry are the property of the Department and shall not be used for any other
purpose, except for execution of the Purchase/ Work Order. All rights, including the rights in
the event of grant of a patent and registration of designs are reserved. The technical
information, drawings, specifications, records and other documents shall not be copied,
transcribed, traced or reproduced in any other form or otherwise in whole and/ or duplicated,
modified and/or disclosed to a third party and/or not misused in any other form whatsoever
without the Department’s consent in writing except to the extent required for the execution of
the work.

19.3. Cancellation of Work
19.3.1. The Department will have the right, at any time, to cancel the Purchase/ Work Order awarded
on the basis of this tender enquiry either wholly or in part by giving written notice one month
in advance. The Bidder shall undertake to observe the instructions of the Department as to the
winding up of the Purchase/ Work Order.
19.3.2. In the case of cancellation of the Purchase/ Work Order by the Department without any fault
of the Bidder, the Bidder shall forthwith take the necessary steps to implement the
Department’s instructions. Department will take over from the Bidder at a fair and reasonable
price all finished parts not yet delivered to the Department, all unused and undamaged
materials, bought-out components and articles in course of fabrication in the possession of the
Bidder for the performance of the work, except such material, the Bidder shall, with the
agreement of the Department, elect to retain.
19.3.3. The Department will, in no circumstances, be liable to pay any sum which, when added to the
other sums paid, due or becoming due to the Bidder under the Purchase/ Work Order and its
amendments, if any, exceeds the Purchase/ Work Order payment for the work set forth in the
Purchase/ Work Order and its amendments, if any.
19.4. The ownership of all materials, part and unfinished work paid for by the Department under the
provisions of this Section shall be vested in or transferred to the Department as soon as they
have been paid for.
19.5. Indemnity to Department against infringement of Laws:
The Bidder shall indemnify the Department against any action, claim or proceedings relating to
infringement of all or any of the prevailing laws of India including Lobaour Laws, Workmen’s
Compensation Act 1923, Work Labour (Regulation and Abolition), Central Rules 1971,
Employees Liability Act 1938, Industrial Disputes Act 1947, Employees Provident Funds and
Miscellaneous Act 1952 as amended from time to time during erection/ installation works at
Department’s site.
19.6. Jurisdiction and Applicable Law:
This tender and the works awarded thereof shall be governed by the laws of India for the time
being in force. The courts of the state only shall have jurisdiction to deal with and decide any
legal matters or dispute whatsoever arising out of the work.
19.7. Force Majeure:
Neither party shall bear responsibility for the complete or partial non-performance of any of
his obligations (except for failure to pay any sum which has become due on account of receipt
of goods under the provisions of the present Purchase Order) if the non-performance results
from such force majeure circumstances such as, but not restricted to, flood, fire, earthquake,
civil commotion, sabotage, explosion, epidemic, quarantine restriction, strike, lock-out, freight
embargo, acts of the Government either in its sovereign or Contractual capacity, hostility, acts

of public enemy and other acts of God as well as war or revolution, military operation,
blockade, acts or actions of State authorities or any other circumstance beyond the control of
the parties that have arisen after the conclusion of the present Purchase Order.
19.8. Arbitration:
In the event of any question, dispute or difference arising under these conditions or any
conditions contained in the Purchase Order or in connection with this Contract (except as to
any matter the decision of which is specially provided for by these conditions), the same shall
be referred to the sole arbitration of the Head of the Purchase office or some other person
appointed by him. It will be no objection that the arbitrator is a Government servant, that he
had to deal with matter to which the Contract relates or that in the course of his duties as
Government servant he has expressed views on all or any other matters in dispute or
difference. The award of the arbitrator shall be final and binding on the parties of this
Contract.
If the arbitrator be the Head of the Unit
(i) In the event of his being transferred or vacating his office by resignation or otherwise, it
shall be lawful for his successor-in-office either to proceed with reference himself, or to
appoint another person as arbitrator, or
(ii) In the event of his being unwilling or unable to act for any reason, it shall be lawful for the
Head of the Centre/Unit to appoint another person as arbitrator.
If the arbitrator be a person appointed by the Head of the Purchase Office –
In the event of his dying, neglecting or refusing to act or resigning or being unable to act, for
any reason, it shall be lawful for the Head of the Centre/Unit either to proceed with the
reference himself or appoint another person as arbitrator in place of the outgoing arbitrator.
Subject as aforesaid the Arbitration & Conciliation Act 1996 and the rules thereunder and any
statutory modifications thereof for the time being in force shall be deemed to apply to the
arbitration proceedings under this Clause. The Arbitrator shall have the power to extend with
the consent of the purchaser and the Contractor the time for making and publishing the award.
The venue of arbitration shall be the place as purchaser in his absolute discretion may
determine. Work under the Contract shall, if reasonably possible, continue during arbitration
proceedings.
In the event of any dispute or difference relating to the interpretation and application for the
provisions of the Contracts, such dispute or difference shall be referred by either party to
Arbitration of one of the Arbitrations in the Department of Public Enterprises. The Arbitration
Act 1996 shall not be applicable to arbitration under this clause. The award of the Arbitrator
shall be binding upon the parties to the dispute provided however any party aggrieved by such
award may make a further reference for setting aside or revision of the award to the Law

Secretary, Department of Legal Affairs. Ministry of Law & Justice, Govt. of India. The parties to
the dispute will share equally, the cost of arbitration as intimated by Arbitrator.
19.9. Execution of Work:
The specifications of the work are intended to describe and provide for a finished system. It is
to be understood and agreed by the Bidder that the work described shall be complete in every
detail, even though every item necessarily involved is not particularly mentioned. The Bidder
shall be required to provide all labour, materials and equipments necessary for the completion
of the work described and shall not avail themselves of any manifesting unintentional error,
omission or inconsistency that may exist. The Bidder shall carry out and complete the work in
every respect in accordance with the Tender and the directions and to the satisfaction of the
Department.
19.10. Rights of the Department:
If at any time the Bidder’s methods, materials or equipment appear to the Department to be
unsafe, inefficient or inadequate for securing the safety of the workmen or the public, the
quality of the work or the rate of progress required, the Department may order the Bidder to
ensure their safety and increase the efficiency and adequacy and the Bidder shall promptly
comply with such orders. If at any time the Bidder’s work-force and equipment are in the
opinion of the Department, inadequate for securing the necessary progress, as herein
stipulated, the Bidder shall, if so directed, increase the work-force and equipment to such an
extent as to give reasonable assurance of compliance with the schedule of completion. The
absence of such demands from the Department will not relieve the Bidder of their obligations
to secure the quality, the safe conducting of the work and the rate of progress required by the
work and the Bidder alone shall be and remain liable and responsible for the safety, efficiency
and adequacy of their methods, materials, work-force and equipment, irrespective of whether
or not they make any change as a result of any order or orders received from the Department.
19.11. Bidder’s Functions:
19.11.1. The Bidder shall provide everything necessary for proper execution of the work according to
the intent and meaning of the specifications whether the same may or may not be particularly
shown or described therein, provided that the same can reasonably be inferred there-from and
if the Bidder finds any discrepancy there-in, they shall immediately and in writing refer the
same to the Department whose decision shall be final and binding on the Bidder.
19.11.2. Bidder shall not sell, assign, mortgage, hypothecate or remove equipment or materials which
have been erected or which may be necessary for the completion of the work without the
written consent of the Department.
19.11.3. In the execution of the work, no person other than the Bidder, or their duly appointed
representatives, and their workmen, shall be allowed to work at the site except by special
permission, in writing by the Department.

19.11.4. The Bidder shall proceed with the work to be performed under this Tender and each and every
part and detail thereof, in the best and most workmen-like manner by engaging qualified,
careful and efficient workers and to the several parts thereof at such time and in such order as
the Department directs and finish such work in strict conformance with the plans, drawings
and/or specifications and any changes, modifications or amplifications thereof made by the
Department.
19.12. Protection of Work:
19.12.1. The Department will not be responsible or held liable for any damage to person or property
consequent upon the use, misuse or failure of any construction/ fabrication tools and
equipment used by the Bidder, even though such construction tools and equipment may be
furnished, rented, or loaned to the Bidder. The acceptance and/ or use of any such construction
tools and equipment by the Bidder shall be construed to mean that Bidder accepts all
responsibilities for and agree to indemnify and save the harmless Department from any and all
claims for said damages resulting from said use, misuse or failure of such construction tools and
equipment.
19.12.2. All other works completed or in progress as well as machinery and equipment that are liable to
be damaged by Bidder’s work shall be protected by the Bidder and such protection shall remain
and be maintained until its removal is directed by the Department.
19.12.3. The Bidder shall effectively protect all the works from action of weather and from damages or
defacement and shall cover finished parts wherever required for their thorough protection.
19.13. First Aid:
The Bidder shall provide a first aid kit at the work site to meet the requirements of minor
injuries. Bidder shall make his own medical and transport arrangements to take care of his
employees in case of accident. The Bidder may have access to the Departments’ qualified first
aid personnel and ambulance in case of accidents, subject to the availability of the same.
19.14. Working and Safety Regulations:
The Bidder shall observe all statutory and legal requirements enforced by Central and State
Government applicable to the work as well as any local regulations applying to the site issued
by Department or any other authority. Particular attention is drawn to the following:
19.14.1. Bidder shall comply with all the security regulations of Department.
19.14.2. Smoking/ use of other tobacco products, use of mobile phone, camera, matchbox, lighter and
any other source of ignition is strictly prohibited inside IPRC Campus.
19.14.3. Bidder shall establish a safe work procedure and strictly comply with all electricity rules and
regulations. Standard safety procedures to be followed in scaffolding, operating hoisting
equipment, welding & gas cutting, grinding, painting. Statutory requirements for inspection
and test of all lifting appliances and auxiliary lifting gear.

19.14.4. Bidder shall ensure that all persons employed at site use necessary standard Personal Protective
Equipment.
19.14.5. The Bidder shall strictly follow the regulations laid down by the Factory Inspector, Central and
State Government authorities in regard of safety of all personnel employed at site.
19.14.6. In case of occurrence of accidents/ near miss incidents during execution of work at site, Bidder
shall promptly investigate and report in writing the same as soon as possible to the Department
and take adequate preventive measures to avoid similar incidents in the future.
19.15. Clean-Up of Work Site:
The Bidder shall not store or place the equipment, materials or erection equipment on the
drive ways and streets and shall take care that their work in no way restricts or impedes traffic
or passage of men and material. During erection, the Bidder shall without any additional
payment, at all times keep the working and storage area used by him free from accumulation of
loose and combustible material, waste materials generated or rubbish to avoid fire hazard and
hindrance to other works of the Department. The materials dismantled for the work shall also
be shifted to nearby place at site as instructed by Department. If the Bidder fails to comply
with these requirements, the Department will proceed to clear those areas and the expenses
incurred by the Department in this regard shall be payable by the Bidder. Before completion of
the work, the Bidder shall remove or dispose in satisfactory manner all scaffolding, temporary
structures, sheds, buildings, stores, waste and debris and leave the premises in a condition
satisfactory to the Department.
