This scheme will bring many benefits to both our learners and the local community. We expect the design to facilitate a broad range of stimulation and relevant activities which should certainly reduce the number of incidents of learners leaving the site during the school day. The new design will also significantly reduce the number of entrance and exit points that currently need to remain accessible to other users of the site. In the future some of the facilities of the campus may be made available for public use. It is important to know that both schemes will not result in any increase over the pupil admission number (PAN) of 170 that has been in place since our move to the site in 2002. During that time we have utilised a number of alternative providers, work placements, apprenticeships etc., to ensure that the number of learners actually attending the site on a daily basis is manageable and compliant with safeguarding expectations. We fully expect to see a significant reduction in anti-social behaviour in the locality as these schemes progress. 01 INTRODUCTION TBAP Trust working in partnership with the London Borough of Hammersmith and Fulham and the Education Funding Authority are planning to develop a scheme for the new TBAP Campus, an Alternative Provision educational facility in Finlay Street, Fulham.

02 CONCEPT AND MASSING

TBAP 2020 VISION

TBAP Trust was established in 2013 to deliver alternative provision education in West London. Over the last three years it has undergone rapid and impressive growth to become the leading Multi-Academy Trust of its type in the country, providing both transformational leadership and innovation.

TBAP staff, Trust board members, learners and external partners spent 2015 working together to formulate a vision for 2020. TBAP 2020 vision is built on TBAP’s belief that all children have the potential to become successful adults and the three principles that underpin everything we do are:

Success by any means - We design and adapt so that success for young people is a non-negotiable

Precise Inclusion - We listen to our learners, seeking to understand their ‘journey’ and any difficulties in their lives that make engagement a challenge.

Starting at Great - For our learners there is no ‘good enough’, we are committed to being exceptional in every respect

It is with these three principals in mind that the architecture has been and will continue to develop.

SITE APPRAISAL When we analyse the Bridge Academy complex of buildings, the more successful spaces and constructions are the elements of the original architecture. Some of the more difficult spaces and physical constraints occur where later additions have been added; lower ceilings, inferior appearance, compromised and meaner spaces.

The main Bridge AP Academy building, former caretaker’s cottage and the Greswell Centre are all included on the Local Register of Buildings of Merit. It is proposed that main Bridge Buildings and the Greswell Centre are retained in the new development. The caretakers cottage however is of poor condition and unsuited to use as an educational building due to its residential scale. It is therefore proposed that the cottage be demolished to allow the redevelopment of the site to be unlocked.

The site currently utilises several entrance from all surrounding streets. Pupils and visitors enter to the South Western corner of the site which provides access directly onto the western playground. This entrance has no direct visual link with the reception area. The corner of Woodlawn Road and Finlay Street is currently used as car parking that underplays the view on approach from Finlay Street. We have highlighted this area as an opportunity for a new building extension.

Working with the site analysis shown previously LSI Architects and Lyall Bills & Young have developed an adjacencies diagram highlighting the schools accommodation needs. This was then ‘workshopped’ with the school and design team members to develop the concept arrangement with new build location as illustrated.

03 PROPOSED SCHEME

SITE ARRANGEMENT

With the new brief, we believe it is a precious opportunity to “de-clutter” the whole site inside and out, and re-define the academy more clearly by fresh ways of linking the learning hubs. This means re-defining the way students, staff and visitors move around the academy, making it a more pleasant experience.

The proposal will take advantage of the opportunity to improve the security of the site, improving the experience of our learners and neighbours. including:

• An expectation that learners will not leave site during the school unless specifically attending an off-site activity with a teacher

• A single, secure, entrance and exit for learners

• A secure perimeter without the permeability of the current situation

BUILDING LAYOUT

The arrangement of the Campus into the four zones as previously highlighted allows for much greater internal circulation between the zones and for the introduction of the zone ‘Hub’ spaces.

These Hubs will give the enhanced facilities and a direct link between activity and learning that will further promote the engagement of learners during the course of the academic day, reducing the impact of our operation on the local community.

The relocation of the Academy teaching spaces to the north of the site reduces pressure on the existing link corridor and ensures that movements between lesson can all take place through the link space / pupil entrance.

Lunch time will see learners move through the dining link gallery space to access the refurbished high quality dedicated dining facility in the Finlay Street building of the original site.

04 EXTERNAL MASSING

FORM & MATERIALS

The new Post 16 AP Academy and sports hall will create a welcoming addition to the corner of Finlay Street and Woodlawn Road. The architecture of the new build will contrast but compliment the existing buildings.

By placing a new build hall at the corner of Woodlawn Road and Finlay Street, this element addresses the prominence of this location by providing a confident and contemporary addition that gives the school a new identity, yet is contextual and not overbearing. The material choice will be a robust and emphasise presence and longevity, to match the existing. The spirit behind the new design changes are to create architecture which has a less institutional feel, more like a business HQ or a university. The new Post 16 building is connected to the original centre building, by a light link space, in such a way that it allows the historic architecture to be read as distinct and authentic.

LANDSCAPE

The outdoor areas are arranged to maximise the space available for outdoor games and learning and to improve the visual amenity of the site to the surrounding properties with improved planting throughout and particular attention given to the boundaries.

05 CONSTRUCTION AND PHASING

PROPOSED KEY DATES

It is anticipated that works on site will commence at the beginning of 2017 and last for 12 months, with the new facilities fully operational by the start of the 2017/18 academic year. During the next few months’ work will continue on the design development of the scheme. As the project is further developed we will continue to share our plans with the local community.
