FOREWORD:

Passenger information system is an important aspect of passenger amenity. Information about train location, next halting station, late running status of train and alarm system will help in enhancing passenger comfort especially during night hours. The GPS based Passenger Information System is a cost effective solution to provide this information to passengers on a moving train.

1.0 SCOPE 1.1 This specification covers the requirement of design construction, pre-wiring, performance, tests,

supply, commissioning and after sales service of Global Positioning System (GPS) based Passenger Information System (PIS) .

1.2 The system shall operate on 110 V ± 30 % V AC/DC supply. It shall receive its position data of the

current station location from satellites through GPS receiver module attached with antenna. Necessary electronics shall be built inside the unit to communicate with GPS receiver, driving high intensity Light Emitting Diode (LED) panels and Liquid Crystal Diode (LCD) based display points, power supply required for LEDs & other boards.

System software shall be an embedded part of the unit. The unit shall also incorporate data base of multiple train routes. The units shall be capable of operating in a standalone mode, however, if networked the units shall be capable of displaying information from a centralized system like RTIS(Real Time Train Information System) whenever such a system becomes available.

1.3 The GPS receiver module shall receive the co-ordinates (longitude and latitude) information of the

current location from GPS satellites through GPS antenna which shall be mounted on the coach roof and attached with the GPS receiver. The information is transmitted to the Coach Processing Unit (CPU) which in turn decodes this position information received and fetches the index code of the location name from the stored data.

1.4 Display units shall be provided inside the coaches for displaying scrolling/ fixed

message/icons/images. 1.5 The systems shall incorporate a digital audio announcement unit having a Digital Signal Processor

(DSP) and solid state memory. The Audio Announcement Unit (AAU) shall be capable of generating voice messages based on voice segments stored in its memory in a compressed data format. Speakers if connected to audio announcement unit shall provide voice based information which is on display.

1.6 An external GSM/GPRS module shall be able to communicate with master display unit so that

train route updation can be made centrally from divisional control room. This Module should also have capability for interfacing future requirement of other coach equipments like Air-conditioning system , ERRU, Inverter etc.

1.7 Antitheft cover to protect GPS antenna mounted on roof of coach shall be of fibre glass or moulded

transparent plastic material and SMA connector shall be provided with antenna so that

interchangeability of antenna can be achieved. Antenna shall be mounted on roof of coach just above power panel.

1.8 An external RF trans receiver module along with signal processing unit shall be provided to transmit and receive data stream from RTIS provided in locomotive/SLR. Railway shall provide format for data stream which shall be available from RTIS. In such case, master unit and all the slave units shall work as dumb terminals which shall display the information obtained from RTIS.

1.9 Female voice of good pitch shall be used for announcing all types of messages and slogans in Hindi, English and the required regional language.

1.10 Vendor shall provide front end PC software to generate train route given by purchaser for new train routes and if the equipment is equipped with GSM/GPRS module , access to be made available to purchaser to do train route configuration from internet system.

2.0 SCOPE OF SUPPLY

The scope of supply will include the following items:-

4.0 OPERATING AND SERVICE CONDITIONS The equipment shall be sturdy and suitable for the following service conditions normally to be met

in service:

4.1 Ambient Temperature

-5 to +55 deg C

4.2 Temperature under sun inside stable coach

70 deg C.

4.3 Train speed 200 Kmph

4.4 Humidity Relative humidity : Maximum up to 98%

4.5 Altitude Max 1200 meters above sea level

4.6 Rainfall Annual rainfall ranging between 1750 to 6250 mm

4.7 Atmosphere

i) The equipment shall be designed to work in saline atmosphere in coastal areas having continued exposure to salt laden airborne contaminants like smoke and chemical vapors and also in industrially polluted zones. Max. pH value : 8.5 Sulphate : 7 mg/liters Max. Concentration of : 6 mg/liters Chlorine Max. Conductivity : 130 micro Siemens/cm ii) Extremely dusty and arid climate /desert terrain in certain areas. The dust content in air may attain values up to 1.6 mg/m3

4.8 Vibration The equipment, system and their mounting arrangement shall be designed to withstand satisfactorily the vibration and shocks encountered in service as specified below:- (a) Maximum vertical acceleration : 3.0 g (b) Maximum lateral acceleration : 3.0 g (c) Maximum longitudinal acceleration : 3.0 g (‘g’ being the value of acceleration due to gravity)

4.9 Operating Train/Electrical Environment

The equipment should function satisfactorily near 25 kV AC electric traction. It should not be susceptible to malfunction due to interference from overhead traction power supply lines or under abnormal conditions such as overloads and faults in the electrical circuits of the coach.

5.0 DESCRIPTION OF SYSTEM:

The system shall be designed as a standalone unit but capable of being integrated with a centralized system like RTIS. It shall operate on 110V DC/AC + 30% (77 V to 143 AC/DC) power supply. DC supply shall be from 110V DC battery in coaches. AC supply shall be either from DG set through step down transformer or from coach inverter through step down transformer.AC supply in SG coach is from PMW inverter. In Self Generating coaches the PIS unit shall be subjected to voltage waveform as per “Annexure D”.

LED Master display board, LED slave display board and LCD slave display board shall take independent power supply. Position data of the current station location shall be received from GPS Satellites through GPS receiver module attached with antenna. The location data received from the GPS unit shall be

processed by the Coach Processor Unit and message/icons/images of passenger interest shall be generated. The CPU shall possess RS485 port with the slave LED & LCD display devices and outside destination boards for communicating with various kinds of display devices like Slave LED display, Slave LCD displays (for first class coupes) and to Audio Announcement Unit.The CPU shall possess another RS485 port for communicating with the RTIS system through RF trans receiver module. Wherever required, the CPU shall also be integrated with a Digital Signal Processor (DSP) based Audio Announcement Unit for generating voice messages.

5.1 System configuration: 5.1.1 The general schematic of the system shall be as per “Annexure B”.

5.1.2 The system shall have the following major components:

a. GPS receiver affixed in the CPU with antenna mounted on coach roof with protective cover. b. LED Master Display board consisting of following items:

i. Coach Processor Unit with requisite embedded software and having:

GPS receiver as per this specification.

RS485 port for communicating with the slave LED and LCD display devices and outside destination boards.

RS485 port for communicating with RF trans receiver for obtaining data from RTIS system provided in locomotive

USB 2.0 compliant port for data transfer device.

Interface for alphanumeric Keypad and RC 5 protocol based Infra red remote control unit.

On-board non-volatile memory for storing the route related data and for message/icons/images to be displayed on the LED and LCD display panel,

Adequate RAM for system functioning.

ii. Audio Announcement Unit, if required.

iii. Power Supply Unit along with DC-DC converter, if required.

iv. LED display modules and Driver circuitry for LED panels. v. Menu-operation Alphanumeric Keypad for configuring the system in a standalone manner.

c. Slave LED display Panel.

d. Slave LCD display Panel, wherever required.

e. Data transfer device.

f. Necessary interconnection cables and wire harnesses.

g. An external GSM/GPRS module shall be provided so that train route updation can be made

centrally from divisional control room. This module shall also be used for interfacing future requirement of communicating with other coach equipment like microcontroller of RMPU, Inverter, ERRU etc.

h. RF trans receiver module along with signal processing unit for transmitting and receiving data from RTIS system provided in locomotive/SLR.

5.1.3 All the above components (except GPS antenna and cables and harnesses) shall be enclosed in a

robust minimum 0.8 mm thick CRCA sheet to IS 513 Grade - O enclosures as specified. 5.1.4 System software shall be an embedded part of the unit. Route database for multiple routes along

with relevant voice segments shall be stored in the system on semiconductor reprogrammable memory forming a part of the CPU. The system shall also provide a menu driven program to select among several pre-stored routes using the menu operation keypad. The LED display unit of the Master Display Board of the PIS system shall also be used to display menu message/icons/images.

5.1.5 The GPS receiver module shall receive the co-ordinates (longitude and latitude) information of the

current location from GPS satellites through GPS antenna which shall be mounted on the coach- roof and attached with the GPS receiver. The information is transmitted to the CPU which in turn decodes this position information received and fetches the location name from the stored data. It then compiles message/icons/images pertinent to passenger interest and transmits them over an RS485 link for the Master and Slave display devices to repeat.

5.2 Technical Parameters for GPS: GPS system shall have i) L1 frequency, with CA code with 12 (or higher) independent tracking channels. ii) NMEA-0183 compatible output. iii) At least 1Hz update rate iv) Reacquisition sensitivity - better than - 160 dBm. v) Cold start better than 42 seconds. vi) Hot start better than 5 seconds. vii) Antenna-external, active with built in antenna bias circuitry. viii) Antenna short circuit protection. ix) Built in Antenna supervisory circuit for determination of active antenna open or short state, x) External Active Magnetic Antenna mounted on coach body with protective anti-theft cover. xi) Built-in Non-Volatile RTC with battery backup with a life of 4 years. 5.3 Master Display Board Unit (MDB)

MDB shall be mounted in gangway either with coach ceiling or wall above doorway. Its various subsystems are described as under:

5.3.1 Microprocessor Based Coach processor unit (CPU)

5.3.1.1 The Microprocessor based Coach Processor Unit consists of : a. A minimum 16-bit microprocessor based control unit. b. GPS receiver as per this specification. c. At least 8 MB (expandable to 24MB) of non-volatile on-board memory for storing the route related

data and for message/icons/images to be displayed on the display panel, d. Adequate RAM for system functioning. e. RS485 Interface for communicating with the slave display devices, LCD display points Digital

Destination Boards (for future provision) and GPRS/GSM module. f. RS485 interface port for communicating with the RTIS through RF transreceiver g. USB port for interfacing with a USB data transfer module for download and upload of data from the

unit. 5.3.1.2 The CPU module shall be within the Master display panel enclosure and shall draw its operating

power from the MDB power supply.

It shall able to store 10 UP and 10 Down route information of trains appearing in "Trains at a glance" each identifiable through its train number/route number along with their voice related messages (if provided with Audio Announcement Unit).

5.3.1.3 It will also be able to store the following numbers of slogans ,messages images and icons: 256 characters x 20 text slogans /messages per route per language in at least 3 languages. Unicode Bold font (True type fonts available at www.ildc.in) to be used by all manufacturers.

5.3.1.4 It shall store route related data for multiple train routes. CPU shall provide a means to select

the train route on which the coach is to operate with the help of alpha numeric Keypad. The keys shall be provided on the lower side of Master Display Board. The CPU shall use the master display’s LED matrix as the display device for the user-interface. The CPU shall generally provide the following menu options:

a) Level 1: For route selection, selection of up and down menu etc by AC mechanic. b) Level 2: For servicing functions like testing of GPS device, communication links, display of route

data, management of system passwords, coach number modification etc by maintenance supervisor.

5.3.1.5 It shall provide a means to select Up and Down journey, either through route selection using

keypad or IR remote or automatically using GPS data or from central server kept in divisional control room through GSM/GPRS modem.

In this regard it shall be ensured that return journey train route shall be selectable by IR remote as well as keypad. Also, if the system is switched off once at destination station then the system should be able to identify return train route.

5.3.1.6 The route data pertaining to various routes shall be easily updatable using the Data Transfer

Device or remotely from the RTIS system, if connected or from central server through GSM/GPRS modem.

5.3.1.7 CPU shall process the GPS data (Latitude, Longitude, Speed and Time) and perform

calculation pertinent to system functioning. System shall use the GPS date and time with battery back up

5.3.1.8 The CPU shall detect its presence on the route and automatically indicate the next halting station

no matter where on the route it is powered up. 5.3.1.9 It shall provide an interface for uploading of route log into the memory and store the route log for

the Up and the Down direction. 5.3.1.10 It shall locate itself on the route so that the next halting station on the route can be identified from

the route log and its arrival announced on the display panels. The CPU shall also generate voice messages using the Audio Announcement Unit (AAU) (if asked for by purchaser) upon arrival of destination or departure station.

5.3.1.11 It shall calculate the distance from the next halting station, current time & speed etc. and compile

message/icons/images related to the same and periodically transmit them to the display devices for display. However only real time, the distance from next halting station and late running status of train should be displayed. The late running of the train should be shown only if train is running late by more than 1/2 hours. Date and time shall be taken from the GPS clock. Train departure date and time both should be logged to assess the late running of the train correctly.

. Real time data is required in all languages and welcome, farewell and safety messages are

required only in English and Hindi only.

5.3.1.12 It shall compile and transmit welcome and farewell messages on departure and arrival at source and destination stations in Hindi , English and regional language.

5.3.1.13 It shall also be capable of controlling up to 4 programmable display ports for displays fitted outside the coach in future. When the Coach Processing Unit (CPU) is changed /replaced from one coach to the other, the identity of the board can be changed using the key pad.

5.3.1.14 The CPU shall be capable of logging trip related data consisting of station name, date and time

of arrival for the last 10 journey in a FIFO order. The same shall be downloadable using the Data Transfer Device.

5.3.1.15 Maximum power consumption of Master display board, slave display boards and coach

processing unit shall not be more than 80 watts.

5.3.2 Audio Announcement Unit (AAU)

The Audio Announcement Unit shall be provided in master display board if purchaser specifically asks for it which shall have the following features and functions:

In train with AAU facility, the following message will be scrolled before switching off AAU in night “This train has audio announcement facility but to avoid in convenience to passengers this facility will not be provided in night hours”. Audio Messages shall get enable only whenever approaching next halt stations and it shall be around 2KM before train reaches halting station.

5.3.2.1 AAU shall be based on Digital Signal Processor (DSP) technology.

All voice segments shall be compressed prior to transmission / uploading to the AAU in a compressed digital format with at least 1:8 data compression to optimize the memory requirements. The AAU shall store these segments as such.

5.3.2.2 The AAU shall use non-volatile flash memory for storing the voice messages.

5.3.2.3 The AAU shall receive announcement triggers from the CPU and generate the requisite voice

messages after concatenating various voice segments stored in the AAU memory.

5.3.2.4 The AAU shall provide an audio-out port comprising a Codec and pre-amplifier circuit. with a rated power output greater than 1.2 W (Mono/BTL) or 250mW stereo. The audio output port shall be capable of being connected to an optimally powered amplifier for relaying the messages to the speakers installed inside the coaches.

5.3.2.5 Main amplifier unit and distribution amplifier unit shall require input voltage signal of 1.8+/- 0.2

volts and input impedance of 10 K Ohm. 5.3.3 Display Modules and LED driver circuitry

The Master Display Board shall have within the same enclosure, LED display modules as described in the Display Board Unit requirements along with the driver circuitry for displaying of menu option messages to operator when in programming mode and passenger messages when in normal mode.

The Alphanumeric keypad shall be provided on the lower side wall of the Master Display Board for executing menu operations of the CPU.

5.3.5 Slave Display Unit

5.3.6 Slave Display Units shall display some information as appearing in Master Display Board.

5.3.7 Two LED display board shall be provided at both end of pathway inside the coach. Master LED

Display Board Unit shall serve as the first display unit on the PP side while the second board on the NPP side shall be a separate Slave LED Display Board Unit.

5.3.8 In 1st AC coaches coupe, in addition to the LED boards in the pathway, backlit LCD monochrome

display unit meeting the following specification may be provided wherever required by purchaser: a) Display Format - 240 x 128 b) View Area size (minimum): 114mm X64mm. c) Enclosure Size: 200 mm (max)x125mm (max) x90 mm (max) d) Mounting dimensions: 175mmX60mm. The LCD display Units shall be networked to the RS485 bus of the CPU meant for Slave display

devices. 5.3.9 The LED Display Boards shall meet the following requirements:-

a) 16 bit Microprocessor based controlled unit. b) Data communication via RS-485 data bus. c) Software controlled multiplexed data for LED driving. d) Multilingual (Hindi & English and regional language) alphanumeric display for journey messages. e) Display size: 16 Rows x 112 SMD type LED at 5 mm pitch. f) Display Area 560mm X 80mm and max character - height of 80mm. g) Enclosure and fixing to meet vehicle interior requirements. h) Enclosure Dimensions: 600 mm(length)x125 mm(maximum height) X 90mm(maximum depth). i) Enclosure Fixing Dimensions: 585mm X 105mm with 6mm holes. j) Tinted toughened glass shall be provided to protect LED display..

5.3.10 The master and slave display units shall display the following types of messages in alternately

scrolling / fixed mode. a) Welcome message. b) Current time. c) Next halting station. d) Approximate distance remaining from next halting station with accuracy of less than 1 km e) Slogan for passenger safety. f) Late running status of train

5.3.11 The information on display boards shall be displayed in turn in English, Hindi and in regional language of state /area through which train is passing. All fonts shall be implemented using Unicode in the display panel itself. The display panel shall have a facility for auto-dimming by real time clock calculation. auto dimming function during night hours from 10 P.M. to 6 A.M. (whereby display brightness to be reduced to 20 % or programmable of original) shall be available. No audio announcement should be made between 10 P.M. to 6 A.M. hrs and can be altered

through menu. The altered time shall be stored in the memory. To reduce inconvenience to the passengers at night hours , the display of the safety slogan and welcome message should be stopped and the train running status should be displayed at the interval of 10 minutes during this period.

5.3.12 The Specification of the LED used shall generally be as below.

Firm shall use only AVAGO, Nichia, Lumiled, Osram, Seoul Semiconductor and CREE make LED or any other make with prior approval of RDSO.

5.4 Data Transfer Device a. The Data transfer device will be a standard USB based pen drive compliant to USB2.0. The data

transfer device will be able to connect to a Personal computer through the USB port. Route Logs compiled using the PC application software shall be transferred using the Data Transfer device.

b. The device shall be connected to the CPU and data will be transferred into the CPU data base

memory with the help of the CPU keypad. c. The device shall have no requirement for external power source and shall draw its power from the

communication interface of the PC and the CPU. 5.4.1 The communication between the different units of the coach is termed as Intra-Coach Network,

which will operate in the following way: a. Each Coach Processing Unit fitted in the Master Display Board shall act as the Master Unit. b. There will be one or more LED/LCD display panels in a single coach. c. The CPU will communicate with all display devices over RS485 communication link. All

communication within the coach shall happen over 2 wire serial RS485 connection. d. The communication cabling shall be of 3 core or 5 core shielded wire. 5.5 Computer Application for Compilation of the Route Log

A compilation of the longitude, latitude data pertaining to each station of a particular route along with the voice segment for the station name is defined as the Route Log. Route log shall be compiled by recording the latitude, longitude of each halt station on the route by using a logging device. Route log data of at least 10 routes (5 up and 5 down) shall be necessary before offering prototype test.

5.6 Wake up alarm system

In first AC coupe , if required , Slave LCD unit shall be provided with soft touch key pad with keys (Menu ,

up , down and Enter) to select the destination station. When the destination station arrives, the alarm shall be

generated before 2KM of arrival of the destination station.

5.7 RF trans receiver module:

RF trans receiver module shall consist of RF antennae along with signal processing unit connected to RS 485 port of master display unit. It shall have the following specification: a) Operating Frequency : 2.4 GHz

b) Protocol : IEEE 802.15.4

c) Minimum Transmit Power Output: 100 m W(20 dBm)

d) Permitted Maximum Power: 1 Watt in spread of 10 MHz or higher

e) Receiver Sensitivity : 100 dBm (1% packet error rate)

f) RF Data-Rate: 250,000 bps

g) Serial Interface Data Rate: 1200-115200 bps

h) Supported Network Topologies: Point-to-Point, Point-to -Multipoint & Peer-to Peer.

6.0 HARDWARE REQUIREMENTS : 6.1 All material used in equipment shall have fire retardant property. 6.2 The housing for inside the coach shall be of robust and reliable construction duly made from 0.8

mm thick CRCA sheet to IS:513, Grade O. Processes like machining, bending, spot welding etc., shall be adopted to ensure geometry of the enclosure and the aesthetic look. The enclosure shall have no sharp edges and tapered corner board shall be used.

6.3 The enclosure shall be given suitable powder coating of thickness of minimum 60 microns.

6.4 All the units shall be provided with mounting holes for fixing in the coach. The minimum size of the

fixing screws shall be M6 hexagonal head screw. 6.5 All mild steel hardware shall be cadmium plated and passivated to IS 1572-68 “Specification for

electroplated coatings of cadmium on iron and steel”. To the extent practicable the screws shall work on tapped hole i.e. provision of loose nuts to be avoided. The screw heads shall be preferably accessible from the front. The depth of the tapped hole shall be more than the diameter of the screw.

6.6 All the control connections, wherever necessary, shall be terminated in a cage clamp type

connector and numbered for easy maintenance as per the scheme. 6.7 The power connections to the terminal board for various units shall be terminated properly taking

into consideration the creepage, clearances, safety etc. 6.8 All the terminal boards in the unit shall be of FRP/SMC with 25 % glass content self extinguish

grade and properly screwed to rigid members of the bottom base. 6.9 Earthing lug shall be provided on the enclosure of the units for external coach earthing connection. 6.10 The power supply cable used should be of 1.5 sq mm e-beam cable of RDSO approved make. 6.11 The control wiring shall be with PTFE cable. 6.12 The wiring shall be such that to facilitate easy maintenance and safety of the operator. 6.13 All the cards should be suitably protected and mounted so that entire assembly is capable of

withstanding shocks, vibrations, electromagnetic induction and electrical surges and spikes etc. Interconnections between sub-cards shall be with the help of lockable connectors of approved make.

6.14 All the above units in PIS shall be inter-connected by means of WAGO 261-411 & 261-410 series or equivalent of PHOENIX connectors or any other make with prior approval of RDSO.

6.15 Material of PCB should be Copper clad glass epoxy of grade FR-4 or equivalent. 6.16 No electrical wires/jumpers shall be used on PCB of various cards and connectivity of components

shall be provided through track only. 6.17 Isolation of power supply to prevent accident shall be provided. 6.18 The solder masks shall be applied on the solder side and component side of the card. 6.19 Conformal coatings : Assembled and tested printed boards should be given a conformal coating to

enable them for functioning under adverse environmental conditions. The coating material should be properly chosen to protect the assembly from the following hazards.

a. Humidity; b. Dust and dirt; c. Airborne contaminants like smoke and chemical vapors; d. Conducting particles like metal clips and filings; e. Accidental short circuit by dropped tools, fasteners etc.; f. Abrasion damage and g. Vibration and shock 6.20 Electronic components used in the PIS shall be as under:- (i) IC (Integrated Circuits) shall be of Industrial or mil Grade. (ii) Electrolytic capacitors shall be rated for minimum temperature of 105ºC. (iii) The resistance shall be preferably made of metal film of adequate rating. (iv) Switching devices such as transistors shall have maximum junction temperature 150ºC. (v) Devices shall have the adequate thermal margin at the ambient of 55ºC. 6.21 The entire hardware, RAM, EPROM, Input/output ports and opto-isolation etc. is optimized so that

the component count is kept low without sacrificing the overall system performance and reliability.

6.22 System shall have auto reset facility through a separate watch dog / supervisor circuit. In case the microprocessor is stuck due to EMI, surges or spikes or software stuck fault, it should be able to restart by the separate hardware watch dog / supervisor circuit.

6.23 The power supply circuit of the PIS light unit should have a provision of auto reset in case of the

following faults :

a) Power supply output over current fault b) Power supply short circuit fault c) Input over voltage fault ( over 200 volts)

6.24 The design shall ensure interchangeability of Passenger Information system of a particular make. 6.25 The rating to loading ratio of various active/passive components to the worst working conditions

shall be more than two. Firm shall submit a chart indicating rating to loading ratio at the time of design approval.

6.26 All incoming electronic components and incoming ICs used shall be selected after proper burn -in

and screening tests and shall be adequately rated to withstand the service requirements.

6.27 The PIS should not require any regular maintenance. Any maintenance requirement for unit, if recommended by the firm should be submitted to RDSO and Railways along with design details and operating, maintenance and troubleshooting manual of the unit while offering the prototype.

6.28 Detailed wiring scheme will be issued by RDSO for different types of coaches. 6.29 Dome key/allen key is to be provided for locking the keypad at bottom side of LED Master display

board unit of PIS. 7.0 SOFTWARE REQUIREMNT: 7.1 Manufacture shall provide the following at the time of prototype testing: a. Setup files of application software on a CD. b. Control flow chart and algorithm for the control logic. c. Operating manual of the software. d. External facility to modify the program and change parameters through Laptop. 7.2 The system shall be user friendly to the maximum extent so that addition and alterations can be

done by the Railway Engineer without the help of suppliers and programmer. 7.3 The system has to provide selection mechanism for the display of language i.e. Hindi, English and

regional language shall be selected as per regional language of next station. 7.4 EVENT RECORDING SYSTEM & FAULT STORAGE SYSTEM The system shall log event data as per following format every 5 minutes and also whenever the

following events occur. 1. System Start, 2. Route Selection 3. Arrival within station periphery. 4. Departure from Station,

The system shall record 1500 events sufficient for 10 journey of the train.

The fault storage system shall record at least 200 faults to be stored on FIFO basis (First in first out) of various tripping and faults of the PIS. When the PIS is switched on, system shall do self diagnostic test to check that its all sub- systems

are working satisfactorily. 8.0 LED FOR DISPLAY UNIT: 8.1 Manufacturer shall maintain proper account of LEDs being used. The record shall include various

details like source of supply, procurement invoice no. and date, quantity, incoming rejection, lot-wise consumption etc. which may be verified by the inspecting officials.

8.2 LEDs used in LED display units shall be of high performance quality and shall be procured from

reputed manufacturers as stipulated by RDSO.

8.3 Manufacturer shall advise RDSO if the make and model of LED is changed to another model/ make approved by RDSO.

8.4 Number of LEDs and their part number shall not be changed without prior approval of RDSO. 9.0 SUPPLIER’S RESPONSIBILITY The supplier's responsibility will extend to the following: 9.1 The supplier shall supply detailed instructions for proper installation of the equipment on AC

coaches. 9.2 The supplier shall be responsible for commissioning, testing and field trials of the equipment in

service and depute team of engineers/supervisors for this purpose during developmental stage. 9.3 The supplier shall arrange required instrumentation and carry out detailed tests and field trials jointly

with RDSO. 9.4 The supplier shall provide “In the field” service support during the Warranty period. 9.5 Consumable materials, electrical energy for testing and commissioning of the microprocessor

based system will be provided by the purchaser free of cost. 9.6 The supplier shall supply special tools or equipment that may be necessary for the correct

operation, servicing, testing or installation of the PIS. The supplier will also offer special tools and instruments separately which may be required for maintenance.

9.7 The supplier will supply the user's manual for maintenance and trouble shooting. 9.8 The supplier shall be responsible for carrying out improvements and modifications at his own

expense on all the equipments supplied, provided such modifications/improvements are decided to be necessary for meeting the requirements of reliability, performance and safety etc, jointly between contractor and purchaser.

9.9 For the purpose of technical decisions on improvements/ modifications etc. on equipment, the final

authority from the purchaser’s side will be RDSO.

9.10 The supplier shall be fully responsible for ensuring that all components forming part of the supply is entirely fit for the purpose and no part of this specification shall in any way remove or reduce this obligation in this respect.

9.11 If PIS fails to achieve these requirements, the same shall be modified at the supplier’s expense

and within a time scale to be agreed with purchaser/consignee/RDSO. Under these

circumstances, manufacturer shall carry out proper technical investigation and shall submit detailed investigation report with remedial measures to RDSO.

9.12 The firm should have facilities for in-house testing facilities for checking/routine test of the PIS, so

that in any circumstance, the defective PIS could not enter into the service of Indian railways. Firm shall keep all the record of internal/routine test carried out by the firm.

9.13 Before type test, the supplier will submit the detailed design manual for the system containing the

following details:-

a) Write up on the working of Passenger Information system. b) The Bill of material and detail functioning of each card. c) Block diagram, Circuit diagram & PCB layout of each card. d) Details of GPS coordinates of 10 routes. e) Drawings of enclosure of various units indicating fixing & overall dimension in mm and

Weight of each unit in kg f) Connection and Wiring scheme.

9.14 The manufacturer shall indicate their compliance or otherwise against each clause and sub-clause

of the technical specification. The manufacturer shall enclose a separate statement for this purpose, if necessary, indicating the Annexure and clause reference and compliance or otherwise. The above shall be furnished before offering prototype testing.

9.15 OPERATION & MAINTENANCE MANNUAL The manufacturer shall submit operating & maintenance manual to RDSO and the user Railway

containing: a) Bilingual (Hindi and English) instructions for operation, maintenance and troubleshooting b) Power & control electrical diagrams showing various connections to PIS unit and its sub units. c) Write- up on the working of Passenger Information system. 10.0 INSPECTION AND TESTING 10.1.1 Only after the detail drawings and the design have been approved and the clearance given to this

effect, the manufacturer shall take up the manufacture of the prototype. It is to be clearly understood that any changes, required to be done in the prototype or any additional tests other than specified herein are required to be conducted on the prototype unit or its components, they shall be done expeditiously. During the process of manufacture of the equipment, if the purchaser so desires, he may conduct/repeat any of the routine or additional tests to satisfy himself that the quality of the module being manufactured is of the required standards.

10.1.2 Subject to agreement between user and manufacturer, RDSO/purchaser shall repeat some or all

type tests once in three years on sample basis, so as to confirm the quality of the product to meet the specified requirements.

10.1.3 The type tests shall be carried out by RDSO representative on prototype unit either totally or in

part under the following conditions without any additional cost: a) A manufacturer undertakes to manufacture for the first time. b) An important change in design details of machines has been introduced. c) Specification is modified necessitating re-designing of equipment. d) Unsatisfactory performance reported from user Railways. e) Resumption of production after an interruption of more than two years.

10.1.4 Investigation tests are intended to obtain additional information regarding the performance of the production. They shall be specially requested either by the user or by the manufacturer.

10.1.5 RDSO may conduct surprise check on manufacturing process and quality control along with any of

the tests to ensure quality of product and its conformance to RDSO. 10.1.6 After prototype test, unit shall be put on field trial for three months before final approval is granted. 10.1.7 The tests shall be carried out at the works of the manufacturer in presence of Indian Railway

representative on the prototype unit of the PIS unit as per relevant governing specifications modified or amplified. The manufacture shall have all possible necessary arrangement for testing of PIS. Tests for which facilities are not available with the firm shall be conducted at NABL

accredited lab. 10.1.8 The test protocol indicating relevant clause of the test, condition of the test, specified value and

observed value of the parameter for PIS shall be submitted by the firm before offering the sample for type testing.

10.1.9 The system shall successfully pass all the type tests for proving conformity with this

specification. If any one of the equipment fails in any of the type tests, the inspecting agency at his discretion, may call for another equipment/card(s) of the same type and subject it to all tests or the test(s) in which failure occurred. No failure shall be permitted in the repeat test(s).

10.2 Routine test: 10.2.1 Routine test are to be carried out on each unit to verify that properties & design of the product

correspond to those measured during type test. Proper documentation of routine tests results should be available with the firm and should be produced before inspecting official on demand. Tests shall be conducted as per test schedule given.

10.3 Acceptance test: 10.3.1 Each offered lot of supply shall be subjected to acceptance tests as per RDSO approved sampling

plan or as per sampling plan specified in IS 2501, at manufacturer’s works. Acceptance test shall be witnessed by inspecting official nominated by purchaser/RDSO. Manufacturer on demand by inspecting official shall produce the internal/routine test report carried out by manufacturer.

10.5 TEST DESCRIPTIONS: 11.5.1 Visual test: During visual test general workmanship, connector, cable and wiring shall be

checked. Dimensions shall as per approved drawing. Powder coating thickness shall be minimum 60 micron.

11.5.2 Performance Test 11.5.2.1 The complete PIS unit shall be functional on 110 V AC/DC input supply and its audio visual

11.5.2.2 The input current, visibility of display, power consumption, etc. shall be recorded at input voltage of 110 V ± 30% V AC/DC.

11.5.2.3 The test set shall consist of a PC based testing jig for performance testing of CPU as per clause

5.3. Following checks/test shall be done at 90 V AC/DC, 110 V AC/DC& 135 V AC/DC.

i. Uploading of route data.

ii. Verification of automatic selection of up/down journey through alpha numeric keypad.

iii. Verification of automatic selection of up/down journey through RC 5 protocol based IR remote.

iv. Verification of automatic selection of updown journey through RTIS.

v. The system will also be placed with GPS antenna having a clear view of the sky and the ability of the system to show the GPS coordinate of testing venue which shall be verified with GPS coordinates obtained from satellite map.

vi. Data retention of the system including route logs and trip data logged by the CPU shall be checked by interrupting the power supply and resuming system function. There should be no corruption or loss of data after power interruption.

vii. Event logging of journey data and its downloading.

Please do not accept any eatable/beverages like food, biscuits, snacks, “Prasad”, fruits, tea, coffee, cold drinks, water etc. from the unknown passengers especially those who try to befriend you during journey. These eatables may be laced with sedatives/poison. Please be careful.

10.5.2.4 During routine and acceptance performance test, the system performance shall be verified at

90V, 110V, 135 V AC / DC and shall comprise the following: b. Uploading the data by data transfer device, c. Performance check using the computer test bench through train route selection, display of

characters/slogans on LED devices and data logging features of CPU. d. GPS connectivity check by putting the system in open view of the sky to check GPS system

performance.

10.5.3 Reverse Polarity Test

The unit shall be functional after applying 200V DC for one minute in the correct polarity as well as in the reverse polarity. After completing this test functionality of PIS unit as per clause no 11.5.2.1 shall be checked.

10.5.4 Endurance Test:

Endurance test shall be conducted on one of the modules for continuous operation which shall be burning with all LEDs of the module in “on” condition using a test software. The lux level at a distance of 1m normal to the module shall be measured at the center normal position of the module 20 minutes after the beginning of the test. The Lux test shall be repeated at the end of the endurance cycle and reduction in lux level observed shall not be more than 5%. Unit shall be tested with a cycle of 10,000 operations of 2 minute “’on” and 1 minute “off”.

After completing this test functionality of PIS unit as per clause no 11.5.2.1 shall be checked.

10.5.5 Software burn- in/Upload test :

Correct burn-in/uploading of embedded software version shall be verified for each unit. After completing this test functionality of PIS unit as per clause no 11.5.2.1 shall be checked.

10.5.6 Burn -in Test On populated PCB

Burn-in test shall be done on populated PCB of the microprocessor controller unit in accordance with Burn In Cycle given in “Annexure D” of this specification. Temperature cycle shall be variable from -25 Deg C to 75 Deg C. There will be six cycle each of 7.5 hours.

At the end of this test IR shall be checked and functionality of PIS unit as per clause no 11.5.2.1 shall be checked.

10.5.7 Test for electromagnetic compatibility

The PIS unit shall be designed such that there will not be any Electromagnetic Interference and the test shall be conducted for EMI/EMC with relevant clauses of IEC 61000 as under:-

i) Electrical Fast Transient/Burst immunity test

checked. 10.5.8 Test for enclosure

This test shall be done as specified in IEC 60529 latest for IP54 class for display unit and IP 65 for antenna.

After completing this test functionality of PIS unit as per clause no 11.5.2.1 shall be checked.

10.5.9 Vibration, Shock and simulated long life test

The Equipment shall be subjected to vibration, shock and simulated long life testing as per IEC 61373-1999 or latest.

(a) Random vibration test as per clause 8 Table 1, category 1, Class B (b) Simulated long life and random vibration test as per clause-9, Table-2, category-1, Class-B (c) Shock test as per clause-10, Table-3, category-1, Class-B

After completing this test functionality of PIS unit as per clause no 11.5.2.1 shall be checked. 10.5.10 Checking of bill of material of test sample as per design document and QAP Inspecting authority shall check the bill of material of offered sample with the RDSO approved

design document and QAP. 11.0 MARKING & PACKING: 11.1 All the individual units shall be provided with a name/rating plate on the enclosure. The following

information shall be available either by etching process or by engraving or screen-printed.

11.2 The name/identification plates shall be of bright anodized aluminum with black letters embossed or etched on white background. These plates shall be fitted by riveting. The nameplate shall indicate the month and year of supply in addition to the usual information.

11.3 The following information shall be clearly marked at a suitable place on each equipment:

a) Name and Address of the manufacturer. b) Year of the manufacturer. c) Serial number of Equipment d) Specification number e) Software and hardware version f) Schematic diagram of the equipment on the side of the cover. The first two digits shall indicate the year of manufacture and next two digits shall indicate month. Further next three digits shall indicate manufacturing serial number.

11.4 Following description shall be etched on the component side of the PCB:

a) Component outline in the proximity of the component; b) PIS manufacturer’s name. c) Sub vendor’s name who has assembled SMD components on PCB . d) Version number of Hardware.

11.5 Following description shall be engraved on the PCB:

a) The manufacturing serial number. b) Month and year of manufacture

11.6 The equipment and its sub assemblies shall be packed in thermo Cole boxes and the empty

spaces shall be filled with suitable filling material. Before keeping in the thermo Cole box, the equipment shall be wrapped with bubble sheet. The equipment shall be finally packed in a wooden case of sufficient strength so that it can withstand bumps and jerks encountered in a road/rail journey.

12.0 TRAINING:

The supplier shall arrange for training to IR personnel as and when required in maintenance and trouble shooting of the system supplied. Firm shall arrange for training of Railway staff in maintenance and troubleshooting of the system..

13.0 INFRINGEMENT OF PATENT RIGHTS: Indian Railways shall not be responsible for infringement of patent rights arising due to

similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier. Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction with railways shall not be unilaterally used without the consent of RDSO and right of Railways / RDSO on such IP is acceptable to them.

14.0 SERVICE ENGINEERS The manufacturer shall be required to make available the services of his engineer/engineers free

of cost to watch performance of the equipment in service periodically and also carry necessary

repairs or replacement under warranty obligations. The necessary spares needed for replacement during service should be available with the service engineer at all possible places where these coaches are maintained.

15.0 GUARANTEE/WARRANTY
