    observations

    in

    piezometers or observation

    wells

sealed from the inf luence of surface water

    are

    often required

    to

    define groundwater

    levels in

    soils of this type.

    Fluctuations

    of

    the

    groundwater

    level

    can

    occur due to

    seasonal

    variations

    in

    the

    amount

    of

    rainfall, runoff

    and

other factors not evident a t the time the borings were per formed. The

    possibility of groundwater

    level

    fluctuations

    should

be considered when developing the design

    a n d

    construction

    plans for the project.

    ANALYSES

    AND

    RECOMMENDATIONS

    Geotechnical

    Considerations

    The

    fa t

clay soils on this site have the potentia l to

    shrink

    and

    swell

    with moisture

    variation.

    Structural

    support o f the

    building

    and

    floor

    s labs on

    foundations

    extending below the

    fa t

    clay,

    or complete removal

    and

    replacement of the fa t

    clay

    soils

    would

    be

    necessary

    to eliminate

    risks

    associated w ith the expansive

    clays. Based

    on the limited

    depth

    of

    the

    fa t

    clay, w e

    recommend

    complete removal

    of the

    materials

    below

    the

    proposed new building.

I n addition, the subsurface exploration completed at the

    site

    generally encountered

    deep

    natural

    loess

    W ind-blown

    soils

    extending

    from

    below

    the

    fa t

    clay to the

    d r i e d depths

    of the

    borings.

    I n

gene ra l, loess soils are know n to be collapse-susceptible upon wetting,

    particularly

    when

the soils ex is t at relatively

    low

in situ dry densit ies and moisture contents.

    Low er-density, collapse-susceptible

    loess

    is more commonly encountered within

    the

    higher

    elevation Peorian

    loess

    deposits.

    The

    laboratory

    test data indicates

    that low -density

    loess

    dry

    density of

    about

    85

    pcf,

    or

    less is

    present throughout

    the site. Therefore,

    it

    appears

that areas or zones of low-density loess w ill be

    present

    at and below floor

    slab and

    foundation bearing elevations.

    These soils are

    susceptible t o

    strength l
