On behalf of my colleagues and the Department, I would like to welcome all first year and returning students.
As a student in our Department, you will benefit from a wide choice of courses, state-of-the-art curricula, and caring academic staff who create a supportive learning environment. Whatever your future career plan may be in the area of Management Sciences or other business disciplines, you will find our programmes specially designed and tailored to suit your needs and interests.
Many of our graduates have already provided outstanding service as business managers specializing in Management Science, Managerial Statistics, and Service Operations Management in Hong Kong and beyond. Working together, we will continue to give you the means to join them.
The purpose of this handbook is to provide you useful information that you will need for your study here. Please read the handbook carefully. Further useful information can also be found in our department’s website (www.ms.cityu.edu.hk).

The Department of Management Sciences at the City University of Hong
Kong is noted for its strong academic programmes. Most of the staff obtained their doctoral degrees from prominent universities in USA, Canada, UK and Australia. Together, they have many years of local and overseas experience in teaching and consulting. The size and the activities of its staff have made the Department one of the largest departments of management sciences in the Asia-Pacific region. The Department has three main functions: teaching, research and professional services. In all three areas, the work carried out is business oriented, with an emphasis on practical application of quantitative skills.
The teaching and degree programmes offered by the Department are wide ranging, and emphasize the applications of quantitative techniques in a very broad sense. It produces graduates who are well received by local business organizations, testified by the positions held by past graduates. The staff’s superior teaching skills are well recognized and the Department has won three Teaching Excellence Awards presented by the University.
One of the major functions, and indeed strength, of the Department is its research capability. The Department has received funding for 169 research projects, with total grants of over HK$57.2 millions. Staff’s fields of interest are wide ranging, reflecting the mixture of research cultures and specializations in the Department. Research papers of members of the Department are published in such refereed journals of high international repute as Annals of Operations Research, Journal of the American Statistical Association, Journal of the Royal Statistical Society, Journal of Operational Research Society,
Management Science, Operations Research, Transportation Research, among others.
Our Department is dedicated to making significant contributions to the economic prosperity of Hong Kong, China and Southeast Asia. The development of the Hong Kong Consumer Satisfaction Index and the Centa-City Index, the joint partnership with SAS to establish the Knowledge Discovery Centre and the alliance programme with SAP to set up the e-Logistics laboratory strongly testify our commitment to serve the local community and to collaborate the industries in the region.
We also pride ourselves on our collaboration with industry in the search for relevant and useful solutions to the real life problems facing businesses and organizations in the present day. The Department’s staff bring in vast regional and international consultancy, executive training and work experience. In addition, the Deparment’s industrial contacts help students in their search for high quality employment. The list of client companies and consultancy tasks undertaken bears witness to this. In Hong Kong, members have carried out consultancy projects or executive training workshops for local organizations such as Mass Transit Railway Corporation, Cathay Pacific Airways and Kowloon Motor Bus (1933) Co. Ltd., etc. Internationally, the Department has worked for American Express, Eastman Kodak and AT&T.
About the Department of Management Sciences

SOM, the abbreviation of Service Operations Management, is a BBA degree program specially designed to educate and train its students to make
significant contribution to the improvement of the performance of service organizations in Hong Kong.
As the only such degree program in Hong Kong, it provides students with specialized knowledge and skills required for the effective management of service operations. A bundle of relevant concepts and methods in quality management, productivity management and customer relationship management are introduced to the students in different courses, in which they are also exposed to extensive knowledge about various functional areas and strategic issues in the service business enterprise.
The program also requires students to apply the latest concepts, techniques and information technology in operations management, human resources management, marketing, management information systems, strategic management and business statistics. Through report writing and oral presentation, students receive extensive training in written and verbal communication skills.

作為香港唯一針對服務業經營管理的學士課程,SOM為其學生提供了有效管理服務行業的運作所需要的專業知識和技能。透過不同的學科,學生除了學到一系列有關質素管理、生產力管理以及客戶關係管理的概念和技巧之外,更加接觸到有關服務機構內不同部門的知識和一些策略性的事項。

Our students start with a basic grounding in business knowledge, including accountancy, management science, economics, MIS, and English and
Chinese communication. They then move on to more specialized units, the core of which contains the unique combination of Service Operations Management topics outlined below.
Major Courses
Design of Service Delivery Systems
Introduces the role, nature and challenges of service industries, market segmentation, and the methods that are used to make decisions in location planning, facility design and layout, work system design, and technology adoption and management.
Managing Service Operations
Includes the major issues in managing and controlling service operations including the use of quantitative and qualitative methods to improve quality and productivity in service organizations.
Service Quality Management
Introduces the fundamental concepts and tools of quality management. Students are required to go through a Plan-Do-Check-Act cycle, experiencing the potential applications of continuous improvement and quality concepts in real life.
Customer Surveys
Uses common statistical packages and real life data to teach survey research methods in collecting customer information and customer voices. The course covers research design, data collection, data analysis and results interpretation.

Operational Risk Management
Equips students with modelling and computing skills to solve operational risk management problems in financial institutions and other relevant sectors.
Statistics for Service Operations Management
Provides an opportunity for students to practice quantitative research skills with real business cases related to service operations management and builds students’ competence in using standard statistical software to analyze business data.
Managing Customer Service Operations
Provides students with the latest knowledge and practices in managing customer service operations using different service channels.
Process Management for Service System
Provides students with knowledge of design and management of business process and develops students’ analytical ability to diagnose and improve service operations for servicing organizations.
Hospitality ManagementPrepares students to equip the comprehensive knowledge and to understand the key trends for managing the service operations in the hospitality industry.
Customer Relationship Management with Data Mining
Enables students use the SAS Enterprise Miner software to develop practical data mining skills. The course also covers concepts and practical applications of CRM.
Contemporary Topics in Service Operations Management
Includes special techniques such as productivity measurement and efficiency comparison; statistical methods for quality improvement; market shares analysis and market segmentation.

Electives Courses
Our students also choose three electives, some of which are detailed below:
Fundamentals of Business Logistics Management
Deals with e-commerce and e-business, new essential areas in meeting customer service goals. Typical logistic activities include transportation, inventory maintenance, order processing, purchasing, warehousing, and product scheduling.
Information Systems for Service Operations
Focuses on the specialized application of information systems to service operations. Students will develop an understanding of the special information systems requirements of the selected service sectors, and contrast these against requirements of other industrial sectors.
Pension Planning
Introduces to students the features of pension planning. Students will develop an understanding of the retirement plan features, costs, investment opportunities, and regulatory issues, and assisting in evaluation of various types of plans.
Project
An honours graduate should attain a high level of intellectural and imaginative development, show innovative abilities and initiative in his/her independent treatment of problems, and be able to integrate and apply the knowledge and quantitative skills gained in the programme to practical situations. The aim of the project is to give the student ample opportunity for these qualities to be demonstrated and further developed by completing a significant piece of work related to the objectives of the programme.

Project ManagementCovers the basic concepts and systematic approaches for effective project management including quantitative techniques such as scheduling, cost control and estimation, trade-off and risk analysis, concurrent engineering and merging total quality management techniques with effective project planning.
Services Marketing
Introduces the service sector and its environment including the importance of customers expectations, the management and measurement of service quality, alignment of strategy, service design and standards, delivering and performing service as well as online service marketing.
Statistics for Economic and Finance
Provides the students the statistical techniques needed for economic and financial analysis, including transfer function models, intervention analysis, spurious regression, cointegration, ARCH and GARCH models, and option pricing models.
Training and Development
Develops students’ knowledge of learning theories and approaches, and their skills in facilitating effective training activities, and introduces the training techniques and methods, the factors which contribute to successful training, and the criteria and methods in assessing the mulitple objectives of staff development activities.
Transportation Logistics
Focuses on the transportation and physical distribution logistics of commodities, including studies of local logistics and physical distribution industry, their practices, markets and the application of information technology.

BBA (Hons) graduates in Service Operations Management have actively participated in a number of assessed projects during the three years of
study.
Shing Hin Group
SOM students took up the challenge of conducting a full-scale research survey on customer satisfaction for a canteen run by the Shing Hin Group.
In this project they needed to go through a series of processes, starting with research design and going on to focus groups, questionnaire design, pilot testing, and revision of questionnaire. They then collected, processed and analyzed the data, and finally wrote a report.
Learning from Practice
A group of 46 BBASOM year 2 and 3 students participated a study tour to Macau. They have visited a number of companies in the hospitality field which includes the Macau Tower Convention and Entertainment Centre, Sofitel Hotel Macau At Ponte 16, Banyan Tree Macau and Hotel Okura Macau. The visits consisted of observations of front and back office operations; guided facility tours; discussions and interviews with panel of field professional.
Senior executives from the hotels and casino were invited to deliver guest talks to students.

The service industry is going to lead the way in Hong Kong’s economic recovery, says Mrs. Au Yeung Tsoi C.K., Assistant Vice President of American International Assurance. Being a good service provider means possessing excellent interpersonal skills, absolute patience and a sense of responsibility.
The service industry is definitely heading to a bright future and will eventually take the key role in the Hong Kong economy, says hotel manager Mr. S.C. Dai. Over the next few years you’ll see the opening of Disney and as things continue to grow in Mainland China, there’s going to be more pressure for better service and more hotels in Hong Kong.
Many fresh graduates question why, being a degree holder, they still have to start from the bottom of the ladder with all the basic skills in service delivery, says Mr. Tsui S. C., a Human Resource Executive in the Hotel industry. Service managers should be absolutely familiar with every little part of the service delivery system before being able to manage a group of subordinates.
A graduating student says that the curriculum is really demanding, but that’s why she learnt so much within the last 3 years. Besides knowledge in Service Excellence and Customer Relationship Management, the program also provides a variety of business courses, such as Accounting, Marketing, Human Resources Management and Information System, to equip its students in all aspects of Service Operations Management.

On admission to a programme in the Department of Management Sciences, each student is assigned a personal tutor for the entire duration
of the programme. The student is encouraged to discuss any personal problems related to his/her studies with his/her personal tutor. On the other hand, the Department wishes to see that the student is marking proper progress and personal development. It is therefore of great importance that the student should meet his/her personal tutor about once every semester.
Any problems of a personal nature connected with the student’s studies is within the scope of personal tutoring, Other channels of communication are also in existence to help the student:
1. Programme Leader academic problems connected with the programme as a whole.
2. Course Lecturer and Tutor academic problems connected with a particular course in the programme.
3. Staff-Student Committee problems, suggestions and complaints of a more general nature at departmental level.

Academic Standing
The grade points for the course grades are given as follows:

Based on the grade point awarded and the credit units earned for a course, Grade Point Average (GPA) is calculated and used as an indicator of a student’s academic performance. To have good academic standing, your GPA must attain a minimum level of 1.7. Otherwise you will be given either of the following: (1) academic warning, (2) probation, (3) academic

Whole Person Development
A slogan of our department is “Be friendly, be confident, be proud of being student of CityU”.

Student Exchange Programme
Aimed at broadening the horizons of our students, each year since 1996 the Student Exchange Programme
has enabled outstanding students to study abroad for a semester or a year. Our partners include universities in Asia, the Mainland, the United States, Canada, the United Kingdom, and other countries in Europe. The programme helps students to develop their personal qualities and to experience international education.

Peer-Assisted Learning Supplemental Instruction (PALSI) Scheme
Supplemental Instruction (SI) is a cooperative learning model designed to enhance students’
understanding in course materials and improve students’ overall learning and reasoning skills. The Scheme is intended to run for 9 weeks, from week 4 to week 12 (Semester B).
Senior students who have performed well in the department core courses are invited to play the role of SI leaders. They meet with junior students (SI student), studying in the same course, to discuss academic work and share tips on effective learning strategies.
SI students meet with SI leaders 2 hours per week in groups, SI leaders will assist the SI students to better prepare for classes, formulate study plans and review of class materials. This will help them to master the course’s content and improve their learning and thinking skills. SI students prepare for the weekly meeting by studying the course materials beforehand, formulating relevant questions, and identifying the focus of the meeting. The primary roles of SI leaders are facilitation and sharing.

“A” Project: Student Ambassadors Programme
The Student Ambassadors Programme (“A” Project) is a student development programme launched by the Student Leadership and
Development Teams, SDS in 1997. The objective of this programme is to foster students’ whole person development, such as positive attitude, leadership, problem solving abilities, communication and interpersonal skills as well as broadening students’ social exposure, international outlook and life experience; enhance students’ knowledge of and sense of belonging to CityU through the practical experience of serving the University and develop a pool of Student Ambassadors to help promote the University’s image.

The Student ambassadors are required to attend a comprehensive training programme and to offer service to the University. The training programme includes training camps, feature talks, visits, workshops, group projects and a high table dinner. A partially sponsored non-local interflow tour is also included in the training programme for those Student Ambassadors with excellent participation and performance in training and services to the University.

Whole Person Development Scheme (WPD)
The Whole Person Development Award Scheme is established to encourage students to take positive and systematic steps to pursue whole
person development. Students’ participation and involvement in student activities or extra-curricular training programmes will add scores leading towards the Award.
On joining the Scheme, students are expected to participate in programmes grouped under the following areas of development according to your own interest:

Student will obtain points after attending the programme you choose and points are earned from the time you spend in a programme. The more time you spend, the more points you can obtain. Certificates and souvenirs will be awarded to you once you have fulfilled the requirements of the Scheme in a ceremony held in June each year. The certificate gained may serve as useful reference for you in application for jobs or scholarships.

Student Mentoring Scheme (SMS)
The purposes of SMS are:
• Tohelpfirst-yearstudentsadjusttouniversityeducation;
• To develop a supportive personal network amongst first-year students and senior students;
• To create a warm atmosphere and positive academic culture in the campus;
• To assist first-year students in enhancing their educational experience and development as a person and as a professional in their chosen fields of study.
The scopes of SMS are:
• The range of activities can be very comprehensive, from educational to entertaining, personal to professional;
• The student mentors can assume very flexibly the roles of big brother / sister, adviser, information- provider, counselor, coach or private tutor, or simply friend;
• Thetypesofactivitiesandrelationshipreallydependontheneedsofthe first-year students and their chemistry with the mentors.
MS Summer Jobs/Internship Programme
The Programme is designed to provide students with real-life working experience in local contexts for a period of time. With placements in
international businesses, banking, financial services, insurance, accountancy firms, etc., students are expected to gain in-depth, ample and practical understanding of business operations and the professional contexts in which they are expected to apply the theory and skills they have learned in the university.

CB3800 Business Practice Internship
The internship is designed to provide students with real life working experience in local contexts for a period of time. With placements in
international businesses, banking, financial services, insurance, accountancy firms, etc., students are expected to gain in-depth and practical understanding of business operations and the professional contexts in which they are expected to apply the theory and skills they have learned in the formal curriculum.
Students will be placed into a multi-national corporation for six weeks full-time internship during the summer. Before the internship, students shall participate in a 2-day workshop on business ethics, business etiquette and interpersonal communication skills. At the end of the internship, students are required to prepare and submit a report.

Disney International College Programme
Every year, year-two students have the chance to participate in the International College Programme (ICP) at Walt Disney World at Florida,
US for three months. Students are well-prepared before the internship through a two-day preparatory training workshop on business ethics, business etiquette and interpersonal communication skills. ICP offers students from any academic discipline outstanding learning opportunities through different courses, and all students are evaluated on their performance and a report from their immediate supervisor. Students are assigned jobs in Character, Operations, Custodial, Merchandise, and Quick Service Food & Beverage. They are involved in the Disney magic by sharing and interacting with guests, learning important business philosophies, and making friends with people all over the world.

Career Development Workshops
The Department is pleased to launch a series of comprehensive career training programmes aiming at helping year 2 and 3 students who

Industrial Mentoring Scheme
Aims at establishing a caring and supportive relationship between City University alumni, business executives (mentors) and undergraduates
(mentees) to achieve the following objectives:

- To enhance mentees’ future professional and career development

Statistical Consulting Unit (SCU)
The Statistical Consulting Unit (SCU) in the Department of Management Sciences enhances the quality of statistical aspects of research. It provides
statistical consultation to support university research and administration, and conducts plenty of survey projects for external organizations and companies. SCU offers part-time employment opportunities to students as interviewer, fieldwork supervisor, data entry staff, administrative assistant and analyst.

Outstanding MS Students Scholarship
MS Student Development Scholarship
Six awards, each of value HKD 2500 are given to oustanding second and final year undergraduate students from each Programmes of the MS Depart-ment annually. The selection criteria are based on the students’ academic achievement and participation in organizing activites and functions at the University. The scholarships are presented at the annual University Scholar-ship and Prize Presentation Ceremony. A commemorative plaque is also presented to each awardee.
The Department of Management Sciences offers three scholarships, known as MS Student Development Scholarship, each year to exceptional under-graduate students from each Program who are performing to a high stand-ard in their extra-curricular activities, have aspirations to compete locally and internationally in approved competitions.
The value of this award is HKD 5000 and is awarded on the basis of extra-curricular merit.
