Identification of Thematic Areas to Update the Guidelines

Objective:

To propose thematic areas and suggest contributory professional(s) required to update the guideline, as well as to agree with the identified resource persons to undertake updates of specific thematic areas of the guideline based on their area of expertise, experience and interest.

Specific Objectives:

Reach consensus on: The Proposed Thematic Areas: Identified List of Infotech Technologies & Main Categories; The number and mix of professionals;

Officially request organizations to assign nominated and person(s) to engage in the process of the guideline update.

Prepare a ToR for the update processes.

Methods to Identify the Thematic Areas:

Review of the guidelines; Reinvestigate the identified gaps, on-hand technologies, e.g. Road rain water harvesting, Manual

tube well, Gabion activities, Livelihood interventions, etc. Using the workshop inputs; Review of other similar documents, e.g. CWM guidelines, WOCAT, CSA, CA, etc. Classify, summarize and propose thematic areas with the assumption of the volume; and Propose the required professional numbers.

Classification of Thematic Areas:The thematic areas are classified based on the content (body or chapter) the updated guidelines could have. The following areas are identified: 1. Scope and Main Elements:

Introduction & Background Policies and Strategies Related to Watershed Development Concepts and Principles Cross-cutting Issues: Gender, CSA, Environmental Screening, etc. Supporting formats & annexes What else....

I. CBPWD Guideline Update Existed Infotechs:

Seven Infotech Categories considered: Physical SWC, Flood Control and Improved Drainage, Water Harvesting, Soil Fertility Management and Biological SWC, Agro-forestry, Forage Development and Forestry, Gully Control, and Feeder Roads. Review Required (Low, Medium, High) and Proposed Actions (Accepted, Repositioned, Discarded and Merged) for each Infotech and Summary of Review Requirement preformed. In Summary:

'Soil Fertility Management and Biological SWC' category, split into 2 categories: 'Soil fertility Mgt. & Conservation Agriculture', and 'Agro-forestry, Forage Development and Biological SWC'.Proposed to exclude 'Forestry' from 'Agro-forestry, Forage Development and Forestry' category, and include 'Biological SWC' from 'Soil Fertility Management and Biological SWC' category, and renamed as: 'Agro-forestry, Forage Development and Biological SWC'. 'Feeder Road' Infotechs are proposed to be updated based on ERA new guideline. Summary of Proposed Actions:

Merged: 3 infotech under 'Water Harvesting' category - 'Bunds & Stone Lines related to Run-on and

Run-off area systems', proposed as one Infotech: 'Bunds & Stone Lines with Run-on and Run-off Areas'.

'Micro-trenches (MTRs)' under Agro-forestry, proposed to be illustrated as one type of 'Trenches' in the same category.

Reposition: In 'Water Harvesting' category, 'Conservation Bench Terraces' proposed to be

repositioned and described as part of 'Bench terracing' infotech under 'Physical SWC' category.

'Family Drip Irrigation System' under 'Water Harvesting', proposed to be listed under 'Small Scale Irrigation Water Management' Category (New).

'Conservation Tillage using Maresha and BBM' under Physical SWC, proposed as 'Soil fertility Mgt. & Conservation Agriculture' Infotech category groups.

II. Pastoral Guideline UpdateExisted Infotechs:

The Guideline was developed by the MoA/NRMD focusing on PSNP-PW.

Five Infotech Categories that focused on PW subprojects were covered in the Guideline.

The Infotechs are: Biological SWC, Gully Control, Water Development, Small Scale Irrigation, and

Community Road.

Some of the Technologies proposed to update the CBPWD guideline can be adopted in pastoral context.

However, the Guideline could need intensive review to make it holistic as a National Guideline than

focusing on specific programme: Categories may require revision, and some Technologies verification.

'Biophysical Soil & Water Conservation' main category is categorized into 2: 'Physical SWC', and 'Biological SWC' categories.

Accordingly, the 6 (5 + 1) existing Infotech categories and 4 new Infotech categories are considered.

Two infotechs 'Half-Moon Basins' and 'Percolation Pits', from the biophysical SWC are repositioned under

Water Harvesting main category.

Infotech format, illustration pics & diagrams', as well as work

norm revision should be considered in addition to the points indicated under Recommendations column.

Assuming the first two non-Infotech Thematic areas outlined in the CBPWD Guideline are applicable to the

Pastoral Guideline, the proposed Thematic Infotechs for the update are suggested.
