Program Background:

Provide program(s) description to give bidders background for the work they will do.

Part of IRI’s work in Mongolia focuses on civic education and advocacy initiatives to inform voters on pertinent issues in order to encourage citizen engagement in the political process and public oversight of campaign finance, the inclusion of women in elections and governance. This component of IRI’s broader program seeks to facilitate civil society-driven advocacy campaigns that broadly leverage information communications technologies (ICT) in order to achieve these goals.

IRI is seeking bids from qualified domestic, non-partisan civic engagement and women’s political participation organizations with experience engaging potential voters nationwide.

Scope of Work and Deliverables:

Write out the full scope of the work to be completed and any specific results or proof of results to be delivered. If you would like to include options in the contract (see the procurement policy), it should be noted here. If using options, include separate written justification for use of options (see the procurement policy)

This will become the Scope of Work and Deliverables in the Agreement.

In support of IRI’s program, Applicant will conceive, develop and implement civic advocacy campaigns that use one or more ICT tools to reach a broad audience of potential voters on one of the key issue areas identified:

1. women’s inclusion in the political process;2. campaign finance oversight3. civic education initiatives; -4. Other types of public monitoring of governance processes.

Campaigns will use one or more ICT tools to engage with potential voters while encouraging and facilitating discussion about aforementioned issues. Using coordinated branding and marketing, Applicants will attract users from all demographic groups, especially women and youth, to encourage citizen participation in the political process, including but not limited to voting, attending campaign events, engaging in political debate with fellow potential voters and querying governmental bodies and political parties about electoral processes, their inclusion and their safeguards against corruption.

An illustrative, but not exhaustive, list of potential civic advocacy campaigns includes:

highlighting specific actions parties or governmental bodies have taken to seek inclusivity

monitoring campaign finance tracking campaign promises/platforms aggregating potential voter input to present to parties or

governmental bodies voter education projects election-related corruption reporting

While the intent of this Solicitation is to leverage the high level of internet, social media and smart phone connectivity that exists in Mongolia, applicants may suggest in-person events that correspond with ICT campaigns.

Applicants will be expected to publicize the ICT initiatives through social media, word-of-mouth and printed/television/radio advertisements as deemed appropriate by the Applicant.

At no time may ICT campaigns only address or attack potential members as a result of their political affiliation or support any individual candidate or political party. IRI reserves the right to conduct unannounced spot checks and to follow up via phone, email or social media with those who participate in the initiatives.

Milestones/deliverables will include: ICT tool/platform is conceived and developed in conjunction

with IRI. Detailed technical description and presentation of the

applicant’s methodology and technology used in the campaign is outlined, including details about any proposed proprietary or off-the-shelf ICT resource

Utilization plan for ICT tool/platform is developed Advocacy plan that will leverage the ICT tool/platform to

accomplish the objectives of the applicants/organization’s priorities

Weekly reports of usage of ICT tools or platforms, including disaggregation by gender, location and, where appropriate, political party affiliation

Applicants can propose to target certain geographical areas of Mongolia based on its experience and current reach, preference will be given to those organizations that can demonstrate capacity rather than those that simply offer to cover the entire country without demonstrating this capacity.

Evaluation Criteria:

If the winner will be the lowest price bid that is technically acceptable, state only that here.

Otherwise, assign values to each proposal requirement that must be met. Values should total 100 points. List under each requirement the indicators that will be used in ranking the bid (in the form of statements).
