You need some sort of simulation to show the destructive force of the water and how each country relies on each other. Include population, rain water, evaporation, irrigation, flooding, drought, use dice.
When assigning countires, don't fill out roster. Simply write down the name of the country on a postcard and then pick it up later. Also, dont put the blue arrows down until you start discussing pros/cons, have a warm up about it.
Have groups read pros and cons and decide if they want support or against the dam. Dont have lower classes or groups worry about labeling the documents/issues.

I would recommend that you organize your room to mirror the flow of the Nile River. Make a blue Nile with painters tape. This will help students understand which countries have/control their access to water.

Prompts need to be more specific, what type of impact. Take out wording about Lake Victoria. Possible create a map of the region that shows standard of living. Offer groups opportunity to raise the standard of living through different plans. Possibly use this as differentiation between groups.

An ambassador is someone who represents another country. Anytime leaders need to communicate important messages with another country, they contact an ambassador and make sure that they a deliver message. Ambassadors can also be viewed as team leaders and Chief Executive Officers for the amount of responsibility trusted to them.
Civil Engineer
A civil engineer is responsible for creating and maintaining a countrys infrastructure. Civil engineers are extraordinarily smart; they went to college for more than eight years. Their job can be extremely difficult.

Even though most countries deny it, a critical part of any ambassadors staff is an intelligence officer. The intelligence officer needs to advise the ambassador about security issues. These issues are primarily on securing natural resources and keeping other countries happy.

My name is Malak Salim; Im the chief civil engineer at the Aswan Dam.
The recent 8.0 earthquake, and its subsequent aftershocks, severely damaged the foundation of the Aswan Dam. My team and I are working around the clock to hold the dam together. With a combination of rubber cement and duct tape, we should be able to make an emergency repair; however, this quick fix will only last for a year.
I know that the African Union has jurisdiction (power) over the Nile River. You will need to have a conference to discuss what should happen with the dam. The African Union must act soon if the Aswan Dam is going to be rebuilt.

As Im sure you are aware, recently there has been a massive natural disaster in Northern Africa. In two weeks time, we will convene an emergency meeting of African Union ambassadors to discuss how best to protect the Nile River, a vital natural resource, from future disasters. At this conference we will decide whether or not Egypts Aswan Dam should be rebuilt, among other issues important to the regions stability.
You, and a two person delegation, will represent your African country at the African Union conference. In the span of two short weeks, your team will need to become experts of recent North African history, along with brushing up on your analytical map skills.

Per the African Union Constitution (plan), each delegation will be provided with a conference schedule that will outline expectations step by step. The moderator, the person running the meeting, will make it clear to each ambassador what step the conference is currently on.
*Steps 1-4 will be repeated for every issue examined during the conference.

Research Prompt
Delegations (groups) are presented with a problem, they will need to read and decide how their country wants to respond to the prompt. They will need to find and organize evidence to support their stance so during the debate they can justify their position to the other delegations.
Delegate Discussion
During the delegate discussion process delegates representing their countries will try and get other countries to agree with their way of thinking. The easiest way to get other countries to get to agree with your position is to provide research/evidence that backs up your opinion. It is also okay to make alliances at this time with other countries.
Voting Process/Rules
Each country present at the conference will vote during this step. For votes to count, each country must clearly label their ballot with a yes or no and explain why they are voting that way. Votes will be submitted, the moderator will count the votes, and show who voted for which side and why.
For a vote to pass, the following requirements need to be met.
A majority of countries need to vote yes.
Egypt must vote yes
Tally of Votes/Outcome
The moderator will lead a discussion about what countries won and which countries lost. Delegates will write an email to the leader of their country explaining what happened during the debate and whether or not their countries goals were met. Delegates will then wait to hear back from their country leaders to see whether or not their performance was adequate.

Directions: In a couple of weeks, you will be attending an emergency summit (meeting) of the African Union. It will be extremely important for you to know the strengths and weaknesses of your country. Therefore you should use the remainder of the day to find the answers to the following questions. Work together as group. If you finish early (which would be incredibly difficult because there are books written on these question), start researching other countries attending the conference. Bullet point your answers on the back of this paper.

The African Union is convening (meeting) an emergency session to decide whether or not the Aswan Dam should be rebuilt after a massive earthquake.

Eritrea, Ethiopia and Rwanda each plan on building a fertilizer plant to help their farmers be more productive. They will use a large amount of water from the Nile to clean out the plant on a regular basis. The water will then be dumped back into without being purified. By creating this plant, it will help these countries raise the standard of living of their people.
Should these countries be able to build these plants? What other information do you need to gather to before voting yes or no? Who will these plants positively or negatively impact?

Uganda also want to help their farmers. They want to build a new series of new water ways that will take away 15% of the flow of the Nile River for use in farming. Should they be able to do this?

Last year, Facebook announced that they will build a new data collection center in Altoona, Iowa. When the data center opens, it will create over thirty high paying jobs. These jobs, along with taxes brought in by the data center, will bring in millions of dollars to the community.

Since the Facebook deal was finalized, the mayor of Des Moines has been trying to get other high profile tech companies to invest in central Iowa. The social media company Twitter has been extremely receptive to the mayors outreach. One incentive that the mayor is offering to potential investors is something called the Twitter Housing Grant. The Twitter Housing Grant states that the city of Des Moines will help pay for housing for employees for tech companies that invest in Iowa.
However, the Twitter Housing Grant will cost the tax payers a lot of money and as a result could prove to be quite controversial. That is where you come in; the mayor has had me collect thematic maps of Des Moines that Im attaching to this email. He needs you to analyze the thematic maps and develop a proposal that meets the specifications below. The mayors reelection hangs in the balance, so he will need your proposal to be based on cited evidence gathered from the thematic maps. I can assure you that your hard work will be amply rewarded.
Identify which neighborhood best meets the following requirements:
Ethnically diverse (the grant needs to help a diverse community)
Relative balance between females to males (when there is a male imbalance, there is usually a higher crime rate)
Emphasis on a high median income (high average earning in a neighborhood)

Emphasis on less amount of nuisances (times police were called for people being too loud)
