INTRODUCTION

1.1 About Kokrajhar

Kokrajhar town, located in the so called chicken’s neck in the eastern part of the map of India (Elevation=34 metres, 26024/ 18.3//N latitude and 900 16/ 33.3// E longitude), is the district headquarters of Kokrajhar district and Bodoland Territorial Council (BTC). The bustling Kokrajhar town of today happened to be a sleepy and insignificant place in the past. The early inhabitants of this place recount how the place has grown rapidly from a Sub-divisional headquarter of Goalpara district to the headquarter of a district after its bifurcation from Goalpara district in 1983. Later in 1993 it became headquarter of the erstwhile Bodoland Autonomous Council. Thereafter, with the creation of Bodoland Territorial Council (BTC) in 2003, Kokrajhar was made headquarter of this new Territorial Council.

After the creation of Bodoland Territorial Council, its importance has grown rapidly. It is an emerging place in lower Assam with many higher educational institutions coming up in and around the town. It is now host to a number of higher educational institutions such as Bodoland University, Central Institute of Technology, BB Engineering College, Girls’ College, Science College, Commerce College and Kokrajhar Govt. College. Besides, a Medical College is soon coming up.

(1)

Although Kokrajhar town has a humble beginning, the rustic people living in and around the town have always played a unique role of leadership in the lower Assam, especially among the Bodo people. There has been some sort of inborn desire in the mind of the educated people of this area to lead the people towards development in the field of education and also in other spheres of life. The strategic location of the place, perhaps, has been a key factor for the growth of this characteristic trait. The place may be called a confluence of Assamese and Bengali cultures with the Bodos in between them; the Bodos had the advantage to learn from their immediate neighbours and then in turn to apply the experience internalized for the welfare of their community. For example, the name of KalicharanGurudev, who brought the Brahma religious movement from West Bengal, on one hand, and the renowned and influential Bodo leader Rupnath Brahma, whose position as a Cabinet Minister in the State Government of that time is a case in point—clearly speak of the astuteness of the educated people of this area.BodofaUpendraNath Brahma, the architect of new Bodo generation, is another example of this trait.

1.2 About Kokrajhar Govt. College

Kokrajhar Govt. College (then Kokrajhar College) was established in 1959 at the heart of the town with a noble vision of bringing higher education to common people in general and the tribal people in particular. When Kokrajhar Govt. College was established, there were only three colleges in lower Assam: they were B.N. College at Dhubri, Abhayapuri College near Bongaigaon and Goalpara College at Goalpara. So Kokrajhar College played a vital role in imparting higher education to the socio-economically backward tribal people as well as other communities in the area. Like any other backward places of the country, people of this area had various social evils, superstitions, crude social practices, prejudices, etc. The economic system of this region was based on the pattern of landlord’s dominance and exploitation. Tied to the old method of cultivation without any alternative means of livelihood, the poor people could not dream of many things—not even the education of their children. Despite the availability of land, the poor could not rise for many factors. What looks obvious in hindsight for such socio-economic backwardness was owing to lack of good communication system, education and government incentive for enterprise and farmer-friendly economic policies. Only a small number of children of the landlords and moneyed people had access to education.

The founding fathers of Kokrajhar Govt. College had the vision of providing sustainable development to the society through education. They knew that for a backward society like the Bodos, education should receive priority to circumvent the state of great social disability. They realized that education would empower the poor people, thereby enhancing the local human resources. Education empowers and enlightens the weak section of the society. To participate in a democratic polity people,

(2)

need education and maturity; the pioneering leaders rightly thought that without access to higher education the region would remain as a backward place for ever and would be vulnerable to exploitation and other social abuses by the dominant section of the society.

Since its establishment, Kokrajhar Govt. College (then Kokrajhar College) has catered to the urgent need of the people of this area. The college has always laid emphasis on value based and job orientated education, although it has got little scope to alter course materials and the teaching method. The college started with arts faculty with a few subjects namely English, Assamese, Bengali, History, Political Science and Economics. In the course of time it has grown in size and strength and has attained the present status of being one of the important colleges in the state. At present the college offers higher secondary and graduate courses in arts and science. With the introduction of some more subjects like Education, Bodo MIL, Elective Bodo, Elective Assamese, Alternative English, Philosophy, Statistics and Geography, the arts faculty now offers Honours almost in all the important subjects of arts. In arts faculty Honours course is offered in English, Bodo, Assamese, History, Economics, Education, Political Science and Geography. Recently Honours courses were introduced in five additional subjects viz., Hindi, Bengali, Computer Science, Philosophy and Statistics.

The arts stream was brought under deficit grant-in-aid system in 1963. Soon after the establishment of the college, considering demand of science studies, science stream was also introduced in 1964 with three subjects namely Physics, Chemistry and Mathematics. Later on Botany and Zoology were added. Some semi-science subjects such as Economics, Geography, Statistics and Computer Science are now open for science students as well. The government brought the science stream under deficit grant-in-aid system on 1 December 1972. Finally the state government declared the college as a government college on the 22nd of August 2006.

At present the college has got nineteen departments, Sociology being new addition, with a plan of introducing three more departments, viz, (1) Biotechnology, (2) BBA and (3) Psychology in near future. Now almost all the departments offer Honours course. At present there are seventy eight teaching staff including the guest faculty and one librarian. There are thirty seven non-teaching employees. The total strength of students at present is around two thousand.

The college has a grand master plan of different buildings: all the blocks of building are still incomplete. At present the college has got administrative block, science block, library block and two arts blocks apart from two old blocks of Assam type. The administrative block,on the ground floor, houses office room, Principal’s Chamber and Conference Hall and departmental rooms, Honours classrooms and the office room of IGNOU study centre on the first floor. The college canteen is located near the college road. The playground of the college is shared by the Kokrajhar District Sports Association. The college

(3)

has two Boys’ Hostels and one Girls’ Hostel. The botanical garden of Botany Department is situated in the north-east corner of the campus.

The College Library has a spacious building with all modern facilities. At present the library has got a collection of over 30,000 books, 30 journals and periodicals (29 National and International) and 10 National and local Newspapers. The library maintains book bank which consisting of 1552 essential books for financially disadvantaged students. The process of computerization of the library is going on. The Library tries to give open access to students for their maximum convenience. All the books are automated with barcode. The internet facility is attached to the library. Apart from the Central Library, each department has seminar library which remains under departmental head’s control.

The college has NCC and NSS training facilities. Students can enrol their names soon after admission. Recently the college authority has introduced the cell of Scouts and Guides to inculcate into the young minds the nobility of service to the society, to the nation, and to people in time of need. The extension education centre conducts programmes of community interest such as awareness on environmental pollution, epidemic and endemic diseases, the health hazard arising from unhealthy lifestyle, and basic education of modern living which includes empowerment of community as well as individual, literacy, quality education, civic responsibilities, etc. The career-counselling cell offers guidance for further studies and job hunting. The cell co-ordinator occasionally arranges motivation and counselling sessions by inviting experts. The college also maintains a grievance redressal cell which tries to solve students’ problems. The college has a Students’ Day Home.

Kokrajhar Govt. College has good reputation in cultural activities, music, sports and even in N.C.C. camping. The students’ union (KGCSU) exercises a good deal of power as enshrined in the college byelaw. The union body is a disciplined organization which is groomed by the principal and the professors-in-charge of different sections. The members of the students’ union body get plenty opportunities of leadership training for their future career under the guidance of the professors-in charge. Many ex-students of the union body have become important leaders, social workers and politicians of the area.

The number of students securing first class in both higher secondary and degree has increased in an impressive way since the time the college authority first started to lay emphasis on quality education during the time of Mukul Chandra Brahma, the former principal of the college. The trend clearly shows the healthy sign of quick recovery from the malaise brought on by the two protracted students’ movements in succession from the second half of the 70s through the end of 90s.

(4)

The track record of college sports team is encouraging. The college is in the front line of the University sports competitions. The college athletic team became champion in the inter-college sports festival held at Pandu College in 1999. The football team of the college was finalists in 2011 in the inter-college football tournament of Gauhati University held at Gossaigaon College. Many students of the college represented Gauhati University and the State in the national level football, athletic and volley-ball. Mr. Pradip Brahma, Mr. Babul Basumatary and Mr. Bidhan Das, all of them NIS football coach, were the students of Kokrajhar Govt. College. The college sprinter Mrs. Subhra Chatterjee won two gold medals in the inter-college sports festival held at Nalbari in 1979. She represented the State several times in the national level. The NCC troupe has won several prizes both in camping and in the drills performed during Independence and Republic Day celebrations. The National Service Scheme has been active in the college. The NSS volunteers have conducted both normal and special camps in interior places of the neighbourhood of different programmes.

The college has a Bodo Students’ Literary Society which was established in 1968. Since its inception the Society has been working in its own capacity to contribute something to the development of Bodo literature. The Society publishes the writings of students and teachers in its annual magazine, the Onzima, Many pieces published in this magazine have found place in the anthologies of Bodo poetry, essays and short stories. The popular short story writer Nilkamal Brahma was once an editor of the journal. Since the 80s the Society has been conducting seminars on literary topics by organizing Memorial Day celebration of Ishan Mushahary, the great Bodo romantic poet.

The college has a unit of World Society of Mathematical Sciences, which is working towards combating the downward trend of interest in the field of Mathematical Sciences, not only locally, but also globally. It may be mentioned that the society was formed at the initiative of the Mathematics Department of the college.

Kokrajhar Govt. College also formed an association of its alumnus on 22nd September, 2003 with Sri Prafulla Kumar Hazoari ACS and Dr.Shickna John Wary Ph.D. as the President and Secretary of the Association respectively. Soon after its formation, the association started to mobilize membership and fund collection. The Association prepared a constitution reflecting the vision and mission of the organization. “Friendship, discipline and excellence” became the motto of the Association. The Association has also created a trust fund for the welfare of some talented students who are poor. The Association gives Best Student Alumni Award to the students who secure the highest marks in secondary and degree courses.

1.3 Vision of the College

1. Quality Education: The necessity of quality has increasingly become important in this era of globalization, competition and specialization. Kokrajhar Govt. College believes that it is its bounden duty to improve the quality of the institution in every aspect in order to produce competent and successful students. The College has decided to lay special emphasis on the following points in relation to quality improvement:

(i) Effective organization and management.(ii) Appointment of competent and eligible teachers with good academic career.(iii) Entrance test for the students.(iv) Regular supervision of the classes.(v) Assessment of students’ performance and remedial measures.(vi) Teachers’ self-appraisal for remedial measures.(vii) Students’ supportive measures etc.

2. To extend help towards the promotion and development of a progressive society: Development of a society can be realized only through effective and strategic development planning. Effective and strategic development planning can be possible only through proper understanding of the society and its problems. In order to find out the root cause of a social problem and apply remedy to this, we have to adopt scientific approach which can yield best result.

The College has a vision to execute research projects in both science and arts faculties, which are relevant and beneficial to the interest of the society.

Kokrajhar area is rich in natural resources and full of flora and fauna. The faculty of science hasample scope for carrying out both minor and Honours research projects on nature and environment in this region with an objective of protecting the environment which is rich in bio-diversity. Establishment of sustainable relationship between man and nature, promotion of agro-based industries, increasing forest products, study on herbal medicine, etc. can be made.Minor research projects can also be carried out by the faculties of social science in various socio-economic, political and educational problems of the region. The execution of these minor projects will transform this College into a centre of intellectual excellence promoting educational and regional development.

The College is trying to devote its resources for the maximum benefit of students and the society. The College has introduced Career CounsellingCell, Extension Education Centre, Grievance Redressal Cell and Quality Assurance Cell; NCC, NSS and Scouts and Guides are already there. Through all these units, the college will take the leadership of society in all aspects of life i.e. social, economic, cultural and civic life and encourage the society to cope with changing

(6)

values and ideas of the world in all respects. The same will also encourage the learner to be self-reliant rather than reliance on other.

3. Transforming the College into a Centre of Excellence: - Transforming Kokrajhar Govt. College into a Centre of Excellence, i.e. a model college is a long cherished vision of the people of this backward part of the state. Now with the taking over of the College by the Govt., the objective is on the road of fulfilment.

As some of the educational issues cannot be settled without special care and attention from the Government, the College authority has time and again approached the Govt. for making necessary arrangements in order to introduce some pertinent courses and provide adequate infrastructure and man-power in this regard.

1.4 Mission of the College

The College was established in 1959 with a noble mission of providing higher education to the underprivileged people of this part of the Country when higher education was a distant dream for most of the people. It was set up with a missionary zeal and untiring efforts of some missionaries of the place. The mission underlying the foundation of Kokrajhar Govt. College reflects in the improvement of the socio economic, cultural and civic life of the people of this area in the subsequent years since the establishment of the College.

At the time of establishment of Kokrajhar Govt. College, the number of Colleges in the lower Assam was limited only to three; B.N.College, Dhubri, Abhayapuri College, Abhayapuri and Goalpara College, Goalpara. So Kokrajhar College covered a large catchment area which is predominantly inhabited by socio economically backward tribal people. Illiteracy was the primary feature of this locality at that time. One of the missions of Kokrajhar Govt. College was to provide the people an opportunity of higher education so that they could shoulder the responsibility of educating their people on large scale.

Like any other backward places of India, the society of this area had suffered from a variety of social evils, such as superstitions, crude social practices, prejudices, etc. Economic system was based on social inequality and exploitation and was of primitive nature. People suffered from poverty, misery, unemployment, diseases. The primary reason for such socio-economic backwardness was ignorance and

(7)

illiteracy of the People. Removal of socio- economic backwardness through education was also a mission of Kokrajhar Govt. College.

Modern education is rational and based on scientific outlook. The mission of this College was to promote scientific, rational and secular outlook among the people and to help people overcome superstition and evil social practices and to inculcate a rational behaviour.

Gradual progression to higher studies was another mission of this College, so that after completion of College education, successful students would have the opportunity to attain higher education in Universities and technical institutions, etc.Another mission of Kokrajhar Govt. College was to help the people to get employment. Acquisition of higher education is oriented towards better employment opportunity. Establishment of Kokrajhar Govt. College was also equipped with this noble mission.

Another reason of backwardness was the lack of civic sense among the people. Promotion of civic sense or bringing about civil society can be made only through modern education which was another noble mission of Kokrajhar Govt. College.

Since time immemorial, this region had remained isolated from the mainland physically, socially, economically and culturally. The area was inaccessible due to lack of communication and transport facilities because of its geographical location. Establishment of the Kokrajhar Govt. College was envisaged as a centre of disseminating enlightenment. In order to pull down the barrier of economic and socio-cultural isolation, a centre of intellectual interaction was necessary. People thought the College would play the role of creating unity and integrity among the people. This was another mission of Kokrajhar Govt. College.

1.5 The College Motto

The motto of the College is DISCIPLINE & EXCELLENCE. True to the motto, Kokrajhar Govt. College has made every effort since its inception, to turn the youths of this economically, socially and educationally backward area into leaders of their own society as politicians, bureaucrats, businessmen, judges, lawyers, teachers, engineers, doctors etc. by inculcating in them a spirit and culture of discipline and excellence in their chosen field of activities.

(i) Percentage of marks secured by a candidate in the H.S. or equivalent examination in English or M.I.L./Alt. English whichever is more + percentage of marks of 1st elective + percentage of marks of 2nd elective + percentage of marks of 3rd elective (only the best three electives) will be treated as “TOTAL MARKS” for the purpose of calculating credit points.

(ii) After calculating “Total Marks” as above the percentage of marks of the subject in which the candidate desires to offer Honours will be added. The marks so arrived at will be treated as CREDIT POINT for the purpose of preparing merit list of candidates against each Honours subject.

(iii) Example: Say a candidate has secured the following marks in H.S. examination out of 100 in each subject and has offered to take Physics Honours.

English MIL/Alt.Eng Biology
