CHURCH COVENANT

As a body of believers, having confessed with our mouth the Lord Jesus Christ and having believed in our hearts that God have raised him from the dead, we are saved. Hereby, on the public expression of our faith, having been baptized in the name of the Father, and of the Son, and of the Holy Ghost, in the presence of God and His Holy Word, we do now enter into covenant with one another as one body in Christ.

We, agree therefore, by the leadership of the Holy Spirit, to love the Lord our God with all our heart, soul and mind; to love our neighbor as ourselves, and to walk together in Christian love by assembling ourselves together to worship and to experience Christian fellowship.

We also agree to watch over one-another in brotherly love; to remember one another in prayer; to aid one-another in sickness and distress; to promote family and private devotions; to search the scriptures; and to be in attendance of Sunday School, Worship Service, and other programs offered to the church.

We further agree to live by the principals set forth in the Organizational Discipline, and to contribute cheerfully and regularly to the support of the ministry, to the expenses of the church, to the relief of the poor, and to the spread of the gospel to our neighbor.

We moreover agree to unite ourselves together in a fellowship of holiness, to go into the highways and hedges compelling the lost to come, and to carry out the spirit of this covenant and to the principles of God’s Word.

Minutes of the April, 2011, Special Session

On Saturday, April 2, 2011, at 6:00 PM, the Lumber River Conference of the Holiness Methodist Church met at the Conference Headquarters, Pembroke, NC. Bishop James H. Woods was Presiding Bishop. “Blest Be The Tie” was the opening song. Prayer request were given and Bro. Crawley Locklear led the prayer. Welcome given and roll was called. The following persons were unexcused absences at the meeting:

A correction was made to add Rev. Oscar Henderson and Rev. Crites Oxendine to Conference Roll Call.

Old Business:

Understanding Nomination Committee Rules – Rules were explained by Rev. Elton Hunt – Rev. Steve Locklear to remain as Chairman of Committee and Bro. Jimmy Sanderson was added. Bishop James Woods called for approval of Bro. Donald Hammonds, Bro. Kernice Locklear and Sis. Camma Morgan to serve as members. Nomination approved.

Association with Mission Church and Mt. Carmel – Rev. Bryan K. Oxendine, read the following:

The Home Mission Board makes the following report: As you may recall during our Annual Session held at Cherokee Chapel Church November 12, 13 & 14, in the Year of our Lord 2010, the Home Mission Board was given a directive to investigate the intent or desire of the Mission Church and Mt. Carmel with regard to the said churches coming into membership with the Lumber River Holiness Methodist Conference. This Board had individual meetings with the pastors of said churches in a special informal question and answer manner conducted in brotherly love. When the question of desire for membership was asked in both cases, regrettably the answer was “NOT AT THIS TIME”. This Board expressed its sorrowful regrets and very tenderly and lovingly expressed to them that the door will continue to remain open and our reach to them would be continuous. In conclusion, the pastors of said churches, Mt. Carmel and Mission Church , their desire is to remain in membership with the Conference Bar and will seek membership in one of our local churches which will complete the requirements for their continued

Motion for the above was made and approved. Requirements completed.

Motion made by Rev. Dwayne Lowry to maintain fellowship with Mission Church and Mt. Carmel. – Nomination approved.

Association with Rev. Wayland Anderson – Rev. Alonzo Oxendine stated that he had made contact with Rev. Anderson by telephone and he stated that he no longer desired to continue with the Lumber River Conference of the Holiness Methodist Church. The Committee is to contact Rev. Anderson and obtain his license.

New Business:

Rev. Elton Hunt gave a report on improvements that are being made in the churches that included that we are fishing for people to be saved and people are being saved, missionary work, seven (7) handicap ramps were built, Church members are going to nursing homes for prayer and praise, a prayer line has been included on our web-site. He also stated that our Minister Reports need to be correct in information that is required, limit reports at Annual Conference to no more

than five (5) minutes and members need to read the current Doctrines and Discipline and journals.

Rev. Jimmy Locklear gave a report on his recent visit to a small community in the Country of Brazil, South America. Rev. Locklear preached to the people through an interpreter. These people are yearning to hear about our God and are willing to walk several miles, to and fro, just to hear the Word of God being preached. Bibles were purchased and given to some of the members. Other individuals that did not receive a Bible, were excited just to put their hands on these Bibles. A Brazilian Outreach Ministry was established by Cherokee Chapel Church to aid in a return trip by Rev. Locklear and others. This trip is planned for July of this year when more Bibles will be purchased and presented to the people. Rev. Locklear will again preach in a revival and he and the others will assist in a construction capacity to a Church in the general area. Rev. Locklear is very excited about his trip and said his life will never be the same. He is very much looking forward to his return trip.

Policy and Procedures – This was presented by Rev. Steve Locklear but was not approved but will go to the August Special Session for approval.

Motion was made to adjourn and seconded. MOTION APPROVED. Closing Prayer-Meeting adjourned.

First Day Service Worship Service

Session began at 8:30 AM. Welcome delivered by Rev. Elton Hunt, Superintendent. Rev. Steve Locklear, Chairman of the Program Committee, introduced the Theme of the 111th Annual Session: “Rooted and Grounded In Love”. Theme song, “All I Need”, delivered by the congregation. Prayer requests were made and prayers were delivered.

Morning Message: Rev. Elton Hunt – “Worldly Compromise Leads To Deadly Landmines” 1 Kings 11:11

1. One of the most deadly landmines in a believer’s life is worldly compromise. It will destroy our testimony, our joy, our peace and land us in a deadly landmine.A. Solomon was blessed with God’s wisdom. He had wealth, power and respect but he began to

compromise God’s plan for worldly pleasure.B. The nature of worldly compromise.

1. It begins with a little step. Solomon did not fall, he gradually slipped into the deadly landmine.

C. Consequences of worldly compromise.1. Solomon lost his fellowship with God.2. Solomon became more desperate for worldly compromise and never found complete

satisfaction.3. Solomon lost his respect in the deadly landmine.

D. How to stay out of the deadly landmine.1. Follow the Holy Spirit and not our fleshly feelings.

E. Eleven closing words.1. Time is running out for all of us but there’s today.

The ritual of the Lord’s Supper was administered to ministers and the congregation. Song and praise and prayers delivered. Intermission was observed.

Call to Order and Preliminaries:

Bishop James H. Woods called the 111th Session of the Annual Conference to order. The roll was called by Conference Secretary, Sis. Dianne Belcher, for all Bar Members. Bishop Woods addressed unexcused absences.

Delegates’ letters were received. The Conference Bar, Delegates, Alternates and Lay Representatives were seated on the right side of the Church and the first 4 pews on the left side of the Church.

Election of Conference Superintendent – By Acclamation – Rev. Elton B. Hunt was elected. A motion was made and seconded. MOTION APPROVED

Election of Conference Secretary – Sis. Dianne Belcher was elected – A motion was made and seconded. MOTION APPROVED

Election of Lay Leader – Sis. Kathy Oxendine was elected – A motion was made and seconded. MOTION APPROVED

Election of Conference Sunday School Supervisor – Bro. Crawley Locklear was elected – A motion was made and seconded. MOTION APPROVED

Election of Conference Treasurer – The present Conference Treasurer, Bro. Palmer R. Bryant, is stepping down at the close of the Annual Session and no one else had made an interest in the position. The Nomination Chairman, Rev. Steve Locklear, had a discussion with the ministers of the Conference as well as the present Treasurer and Secretary. It was agreed that if no one else was interested, the Secretary would hold a new title as Conference Secretary/Treasurer and the present Treasurer would be her assistant for the 2012 year. An increase of $400 would be made to the Treasurer’s salary and each would receive $800. However; the chairman of the Budget Committee, Rev. Jimmy Locklear, had proposed $600 giving each $900 – Motion was made and seconded to accept as stated – MOTION APPROVED

Corrections were reported for telephone numbers of Bar Members and a request was made again for e-mail addresses.

Passing of the Character of Ministers and Conference Members – Investigation pending at this time. Bishop Woods and Standing Investigation Committee to resolve. To go to April, 2012, Special Session.

Program Committee Report Rev. Steve Locklear discussed the program. Starting time for Saturday, November 12, is 8:30 AM and 9:30 AM for Sunday, November 13. Motion was made and seconded to accept program. MOTION APPROVED (See Program)

Ordained Clergy Board Report Rev. Anthony Chavis gave report. He also discussed recommendations to be made to the Discipline. Motion was made and seconded to approved these changes – MOTION APPROVED – These changes will be posted on our web-site as an addendum and will be added to the Doctrine and Discipline when a re-print is necessary. (See Report)

Ordination Service was set for this afternoon with Rev. Scott Hammonds being ordained Deacon, Rev. Malcolm Jones, Rev. William T. Morgan and Rev. William P. Roberts being ordained as Elders.

Treasurer’s Report was read by Bro. Palmer Bryant – A motion was made and seconded to accept the report with changes to Secretary/Treasurer and Ass’t Treasurer’s salary. MOTION APPROVED (See Report)

Trustee’s Report was read by Rev. Willie Scott – A motion was made and seconded to accept the report.

Morning Sermon – Rev. Scott Hammonds – Called to Leadership – Henry Ford thought one day to build a vehicle and there he built a car. The Wright Brothers thought about building an airplane and from there the first plan was built. It takes working together and someone to lead. Nehemiah began to be concerned about the state of Jerusalem’s despair. So Nehemiah went about crying, fasting, repenting and going before the king for help and his feeling the demeanor to lead. Nehemiah began to be a leader and put on

his coat of courage. If Nehemiah would never have connected with the king, provisions would not have been made to rebuild the walls of Jerusalem. If we have no connectivity one with another our ministry will not grow.

The apostles continued steadfastly in doctrine and fellowship and in breaking of bread and in prayers.They didn’t mind connecting one with another. Nehemiah was serious about his leadership responsibilities. I wonder, are we serious?

Home & Foreign Mission Board Report was read by Rev. Bryan Oxendine. A motion was made and seconded to accept the report – MOTION APPROVED - (See Report) Rev. Bryan made a plea for assistance from the Budget Committee for help in completing some building completions on the home of Louann Locklear, daughter of Sis. Camma Morgan, member of Riverside Memorial Holiness Methodist Church. After much discussion of ways to assist, it was approved that $8,000 would be allotted from Certificate of Deposits owned by the Conference and would be allocated to the Trustees for disbursement. Trustees are to be involved in what repairs are needed. Each Church is to collect funds for assistance.

Budget Committee Report was read by Rev. Jimmy Locklear. Additional funds of $20,000 request by Trustees to pave Conference Building parking lot. Funds will be allotted from Certificate of Deposits owned by the Conference. Home & Foreign Mission Board requested additional funds of $2,000. Report approved with corrections. A motion was made and seconded to accept the report. MOTION APPROVED (See Report)

Maxton Full Gospel, Hopewell, Cherokee Chapel, New Bethel, New Prospect, Union Chapel, Macedonia, Shoeheel and Riverside Memorial may we enjoy fellowship with one another and win souls for the ‘GLORY” of God because there is coming a day when:

1. We can’t decide anything anymore (we will die).2. We can’t do any of those things we should have done (we will die).

A. My brothers and sisters, we still have today and may we praise the Lord and make the most of it. Time is running out for all of us but there’s today.

The Education Board met on several occasions and the Topic of Study for the Conference-wide Study Course was on “Prayer”. Dr. Dalton Brooks was the speaker for this course. He gave us a very good course on the “Topic of Prayer”. He had a very good syllabus for the attendees to follow. Some of the topics covered were “What is Prayer, How People Pray and The Types of Prayer”. He covered the different types of prayer of people in the Bible and the prayers of our Savior.

A special thanks to the Education Committee for their hard work and to the Conference for allowing us to have the Study Course. The number of people that attended the Study Course was over 200.

Mission Day: A short devotion and fellowship was held under the shelter at Berea Baptist Church in Pembroke. God sent showers and the Mission ride began at 8:45 AM. Presentations were made to our 2011 Missions. The recipients were: CBM Ministries-Camp Grace and Hospice House. Breakfast was served at Conference Building and the Missions were presented.

Mrs. Atkinson and Camp Grace Children Bible Ministries.

Missions for this year continued with each Church. There were asked to collect drink tabs and plastic bottle caps. There were large amounts collected and delivered for the Ronald McDonald House. Saint Jude Children’s Hospital was one of our missions. New Bethel Holiness Methodist Church did fund raising for Saint Jude. They sent $350.00 to Saint Jude. A total for missions was $850.00 for 2010 – 2011.

A special thank you to all who assisted the Lay Leaders in their work during the year. May God bless each of you. VBS/Festival was a good success. The fellowship with one another and smiles on the children’s race made it a success. They were able to participate in events, they had never experienced. God was in the mist of those two days at Camp Grace. The Churches who participated were: New Bethel, Union chapel, Riverside, New Prospect and Maxton Full gospel. There were 70 in attendance on Friday and 79 on Saturday. The two ministers who participated were Rev. Elton B. Hunt and Rev. Dwayne Lowry. Mrs. Janice Bryant was our music director.

RECOMMENDATIONS TO THE ANNUAL SESSION

Pastors, please encourage our young people to get involved with the church functions that are being held. This starts in the pulpit. If the pastors are not concerned or interested, how can you back your Lay Leader? When you elect a Lay Leader at your church, is she qualified? Is she willing to support our youth functions and Conference functions? If not, this falls on your church and our Conference. There are a lot of children being left out. Every Lay Leader should have an assistant to stand in if needed and also attend all our meetings for updates.

Home and Foreign Mission Report111th Annual Session

2010 – 2011

To the 111th Annual Session of the Lumber River Conference of the Holiness Methodist Church, we make the following report:

The Home and Foreign Mission Board disbursed allocated funds to two Foreign Missions in 2011:$1,000 – Trinidad, West Indies – To assist Rev. Alonzo Oxendine and Bro. Robert Chavis with

travel expenses.$1,000 – Towards mission trip of Rev. Jimmy F. Locklear and Cherokee Chapel Church for

missionary trip to Brazil, South America.

Part of their mission consisted of purchasing Bible in their Native language. To God be the glory.

Our founding Conference leaders had a vision of proclaiming our Faith Worldwide. Mission work at home and aboard is the heard of God! 2nd Corinthians 9:6-9: But this I say, He that soweth sparingly shall reap also sparingly; and he which soweth bountifully shall reap also bountifully. Every man according as he purposed in his heart, so let him give; not grudgingly, or of necessity; for God loveth a cheerful giver. God is able to make all grace abound toward you; that ye, always having all sufficiency in all things, may abound to every good work; as it is written, he has dispersed abroad; he hath given to the poor: His righteousness remaineth forever.

These are the changes to the Discipline that we recommend that the Conference Bar vote on.

1. That one will be brought into Traveling or Full Connection that has a living ex-wife or a wife that has a living ex-husband and in a double marriage situation. This will be effective on the date it is voted on and passed.

2. That no Minister or Clergy from outside the conference will not be able to perform any services or functions that our own clergy of this Conference are not allowed to perform in our Church or on our Church properties, without the approval of the Conference Bishop or the Conference Superintendent. This will go along with the rules and regulations of the Doctrines and Discipline of the Holiness Methodist Church – Page 20, Item #5.

Nomination Committee Report111th Annual Session

2010 – 2011

According to the process we have adopted for electing officers in the past, offices of Secretary, Treasurer, Supervisor and Lay Leader, we, the Nominating Committee, have received applications from the offices of Secretary, Supervisor and Lay Leader. Therefore, we place in nomination the following persons:

Secretary – Sis. Dianne BelcherLay Leader – Sis. Kathy OxendineSunday School Supervisor – Bro. Crawley Locklear

We present these as one slate. But we have no problem if the Conference chooses to vote on these individually.

We regret to report to this Conference Bar that we received no applications for the office of Treasurer. We were not able (twist any arms). But we were able to work out a reasonable solution. We give our Secretary elect a new title- Secretary/Treasurer. She would assume full responsibility for the office of the Treasurer; that the retiring Treasurer would serve as her assistant and trainer. Therefore, we do not lose our present Treasurer and the wonderful work he has done in serving this Conference for the past ten years.

May I say, we have met with the afore-named applicants and they have already discussed between themselves the division of the work load. For this arrangement and for tehse services, the Conference would pay $800 to each.
