1.Opening of the meeting

The second meeting of the fourth study period of ITU-D Study Group 1 took place in Geneva from 18 to 21 September 2007, in the six working languages of the ITU. It was attended by 118participants from Member States and Sector Members, representing 56 countries and 2 regional or international organizations. 36 of the participants were women.

1.1Introductory remarks by the Chairman of Study Group 1

The Chairman of ITU-D Study Group 1 Mrs. Audrey Loridan-Baudrier opened the meeting, welcomed all attendees and noted with pleasure that participation was quite high in number, showing the renewed interest that Member States and ITU-D Sector Members have for the ITU-D Study Groups. She then welcomed the Vice-Chairmen, the Rapporteurs and the Vice-Rapporteurs.

She projected on the screen the following chart showing the progression of contributions to the ITU-D Study Group meetings.

ITU-D Study Group 1 had 51 contributions in 2006 and 77 contributions this year 2007. This figure shows a 50% growth if compared with the year 2006.

Mrs. Loridan-Baudrier then projected a diagram showing the number of contributions received in 2006 and 2007 for each Study Group 1 Question.

She thanked BDT Counsellor and Focal Points for the various Questions for the number and quality of the contributions submitted.

She mentioned the two Seminars which took place on 17 September 2007 on matters relevant to Questions 20/1 and 22/1 and thanked the Rapporteurs for these two Questions, respectively Mrs.Clara-Luz lvarez and Mr. James Ennis, and the BDT Focal Points for the success obtained. She encouraged the Rapporteurs for the other Questions to continue in this successful initiative for the forthcoming years.

Mrs. Loridan-Baudrier thanked all Rapporteurs for the work accomplished during this year.

1.2Opening address by the Director of the Telecommunication Development Bureau

The Director of the Telecommunication Development Bureau, Mr. Sami Al-Basheer Al Morsheed, welcomed all delegates. Being the first time he participated to an ITU-D Study Group meeting as Director of BDT, he welcomed all participants and expressed his congratulation to the Chairman Mrs. Loridan-Baudrier for her competence and rigor.

He informed the participants that the Administration of Venezuela informed BDT that the Vice-Chairman of ITU-D Study Group 1, Mrs. Layla Macc Adan, had left ANATEL and that Venezuela had submitted a new candidate to serve as Vice-Chairman. He thanked the Administration of Venezuela for its commitment to the work of the Study Groups.

The BDT Director also informed that, due to the unavailability of Mr. Cheng from China to continue in his role as Rapporteur for Question 21/1, Mr. Haman from Cameroon, who is also Vice-Chairman of the Study Group, was identified as possible Rapporteur for the Question. Mr. Haman already started working and the meeting will examine two documents containing his proposals.

Since 2006 considerable progress has been made in all the Questions. For Questions 18-1/1 and 22/1, thanks to the dynamic work of the Rapporteurs, draft reports are submitted to the appreciation and comments of the meeting.

Since the last Study Group 1 meeting questionnaires were sent for three Questions. The BDT Secretariat developed a new system to answer questionnaires on line, and all participants are encouraged to use it in future. The BDT Director also underlined the continuous close collaboration between the ITU-D Study Group Counsellor and the BDT Focal Points for the different Questions.

Two seminars were organized on 17 September 2007 on "Best practices on cyber security and on "Access to ICT for people with disabilities". These seminars, both very successful, stressed the importance of a good synergy between BDT Programmes and activities and the ITU-D Study Groups. He thanked again the Rapporteurs and the Administrations supporting them.

He concluded stressing his confidence that the forthcoming four-days meeting would be extremely useful and thanked again all participants.

The opening speech of Mr. Al-Basheer is attached in Annex 1.

2. Approval of the draft Agenda and the tentative schedule (Documents 1/OJ/011(Rev. 1) and 1/ADM/004(Rev. 1))

The draft Agenda (Annex 2) contained in Document 1/OJ/011(Rev. 1) was approved.

The Russian delegation requested why some of the documents were not translated in the six official ITU languages and the BDT Secretariat informed that, according to Resolution 1 (Doha, 2006) only documents for action, which reached the Secretariat at least 60 days before the meeting are translated. Delayed documents, as well as liaison statements and information documents, are published in the original language only.

The Chairman of Study Group 2 confirmed the WTDC-06 rules and informed that, following Council decision, TDAG and the advisory bodies of the other two Sectors are called upon to give guidance regarding translations. The issue will be handled in detail in 2008 and works will still go on with temporary measures until next year.

The BDT Secretariat introduced Document 1/ADM/005 containing the Allocation of documents to the various Questions and mentioned the delayed documents to be added to the list.

3. Approval of the Report of the last meeting (Document 1/REP/010)

The BDT Secretariat informed that the Report of the last ITU-D Study Group 1 meeting was sent with Administrative Circular CA/05 STG of 6 December 2006 and that no comments were received.

The document was therefore approved.

4.Matters arising from the last TDAG meeting (18-20 April 2007) (Documents TDAG 0712/05, 26, 28, 32 and 38)

The BDT Secretariat informed the meeting about the decisions taken by the last TDAG meeting about Study Group matters. In particular, the importance to avoid changing the dates of Rapporteurs Group meetings once established and to respect deadlines for submission of contributions and fellowship forms were stressed, and a proposal to cluster Rapporteur's Group meeting dates in the same period was made with the aim of allowing more participants to come to Geneva for more than one meeting.

TDAG endorsed in principle these proposals, but left the final decision to the Joint Management Team meeting of the two ITU-D Study Groups, to be held on 21 September 2007.

The Study Group 1 Chairman expressed her intention to make a report to inform next TDAG on Study Group1 activities.

5.Matters arising from the last Council meeting (4-14 September 2007) with relevance to the work of the Study Groups

The BDT Secretariat informed the meeting that the ITU Council (Geneva, 4-14 September 2007) approved the 2008-2009 biannual budget, foreseeing an amount of CHF 1.183.000 for both ITU-D Study Groups for the biennium.

6.Appointment of a new Vice-Chairman for Study Group 1 and of a new Rapporteur for Question 21/1 (Document 1/111(Rev. 1))

The Study Group 1 Chairman informed the meeting that, as anticipated by the BDT Director, the Administration of Venezuela communicated that the Vice-Chairman of ITU-D Study Group 1, Mrs.Layla Macc Adan, had left ANATEL and that Venezuela had submitted the candidature of the General Director of International Affairs Mrs. Mara Dolores Pea to serve as new Vice-Chairman for the Americas region. Mrs. Pea was in Geneva the week before the meeting to participate in the ITU Council but had to go back to Caracas.

The appointment of Mrs. Pea was approved by the meeting.

The representative of Venezuela excused Mrs. Pea for not being present in the meeting and thanked the participants for her appointment.

The Chairman thanked Venezuela for its commitment to the work of Study Group 1 and requested the delegation of Venezuela to convey the welcome of all the Study Group to Mrs. Pea in her new responsibilities.

Mrs. Loridan-Baudrier then informed the meeting that, due to the unavailability of Mr. Cheng from China to continue in his role as Rapporteur for Question 21/1, Mr. Haman from Cameroon was identified as possible Rapporteur for the Question. Mr. Haman, who is also Vice-Chairman of ITUD Study Group 1, already started working, chaired the Rapporteurs Group meeting and submitted proposals for the work of his Group.

The meeting approved the appointment of Mr. Haman. The Chairman thanked Mr. Haman and the Administration of Cameroon and invited all participants interested in the study of Question 21/1 to contact the new Rapporteur.

Mr. Chen of the Administration of China complimented Mr. Haman and stressed his intention to continue working as Vice-Rapporteur for the Question, which is of high interest to China.

7.Management of Study Group 1 activities

7.1.Matters arising from the new BDT structure

The Chairman referred to the new BDT structure. She said that with this new structure, with two Counsellors, one for each Study Group, responding to two different Departments, and with all the logistic aspects of the organization of the meeting centralized in a single Unit for all the BDT, the Study Groups are more linked and dependant from the other BDT Departments.

Mrs. Loridan-Baudrier informed that her intention was to meet in the forthcoming months with all the BDT Units concerned with the Study Group activities, in particular with the Unit dealing with the BDT Web site, in order to update the Study Groups Web site and make it more attractive and graphically in line with the rest of the ITU and BDT sites.

She said that she would like to draw for the future meetings a reporting table showing participation and number of contributions per meeting and per Question, in order to have a clear idea of the progression of the activities and to bring to the next WTDC a complete picture and a detailed activity report.

The Chairman said that she really wished and was confident that the new BDT structure be benefic for the Study Group 1 activities.

The representative of the Polytechnic School Bucharest Association requested the BDT Director to have the chart of the new BDT structure, with the names of the heads of the various Departments. The BDT Director said that the postage on the Web of the new structure was delayed waiting for final approval by Council. Now that Council has approved, not only the BDT, but all the ITU new structure, the chart will be published on the Web.

7.2.Management of the Rapporteur's Group activities (Document 1/111(Rev. 1))

The Chairman mentioned Document 1/111, which will be amended with the names of the new Vice-Chairman, the new Rapporteur for Question 21/1 and the new BDT Focal Points following the modifications in the BDT structure. The new list of Chairman, Vice-Chairmen, Rapporteurs, Vice-Rapporteurs and BDT Focal Point can be found in Document 1/111 (Rev. 1) at the following web address: http://www.itu.int/md/D06-SG01-C-0111/en.

All Rapporteurs Groups decided to hold a meeting in the period from February to May 2008, trying to cluster meetings and in agreement with the Rapporteurs Groups of Study Group 2. As a trial, a minimum of ten participants and of five contributions, among which one from the Rapporteur and one from the BDT Focal Point, will be requested to hold a physical meeting. Otherwise, electronic meetings will be organized. The invitations to Rapporteurs Groups meetings will be sent to all Member States, Sector Members and Study Group 1 participants and will not be limited, as it was the case in the past, to the participants who showed their specific interest for a given Question.

Contributions shall be of a maximum of five pages and focus on the essential. Rapporteurs final reports shall be limited to fifty pages and will possibly contain annexes that will be published in the original language or translated in English only.

8.Study of the relevant input documents (1/090)

The BDT Secretariat introduced Document 1/090 containing Best Practice Guidelines for Next-Generation Networks (NGNs) Migration approved by the regulators participating in the 2007 Global Symposium for Regulators (Dubai, 57February 2007).

The Chairman invited all Rapporteurs to consider this important document for the study of their Questions.

9.Tentative work plan

The Chairman said that the Joint Management Team meeting would decide if the Study Group meetings would go back to a duration of five days from 2008, and proposed that for Study Group 1 the first meeting day be used to repeat the successful experience of this year, with two Seminars organized in close collaboration with the BDT Programmes on two specific Questions.

The Chairman of Study Group 2 stressed that seminars and workshops are part of the activities of the Programmes and their cost does not have to be charged to the Study Groups.

The Chairman of Study Group 1 said that the experience of this year and the two Seminars organized in the past by BDT Programme 1 together with the Rapporteurs Group on Question181/1 show that Seminars and Study Groups activities can be successfully organized back to back.

10.Coordination with Study Group 2 and the relevant Programmes of Doha Action Plan (DAP)

The Chairman underlined the very good collaboration of the ITU-D Study Groups with the BDT Programmes. Example of this are the two Seminars held on 17 September, for which she thanked the representatives of BDT Programme 3 and of the BDT Special Initiatives Department. She added that the Rapporteurs Groups should be informed ahead of time of the activities of Programmes in order to let them to participate in.

An even strengthened cooperation of the Rapporteurs and the Study Group Secretariat is needed with all BDT Focal Points and the BDT Focal Points for Action Lines C2 and C5 of the WSIS.

There is a need for the Rapporteurs to maintain constant contact with the BDT Focal Points. She mentioned as an example the Regional meeting on Telecommunication Services for Persons with Disabilities, which will be held in Cairo from 13 to 15 November 2007.

The Chairman also invited the Rapporteurs, at least those working for their national Administration, to use G-Rex, a very useful mean of exchange of information by which the Rapporteurs could give their support to people requesting help and could also find useful material for the study of their Questions. Mrs. Loridan-Baudrier said that the contact with the Chairman of ITU-D Study Group 2 Mr.Kisrawi is constant and she thanked him for the very good cooperation.

11.Cooperation with other Sectors, including liaison statements (Document 1/091)

The Chairman observed with pleasure that ITU-T is more and more involved in the problems dealt with by developing countries. Example of this interest is Document 1/091 containing a Liaison Statement from TSAG to TDAG and ITU-D and ITU-T Study Groups on ITU-T activities on bridging the standardization gap.

The representative of TSB, Mr. Tim Kelly, made a presentation of the document. He reminded that, following a Council decision, the ITU-T Recommendations are now free of charge on line. Many of these Recommendations have been downloaded in the last trial year in developing countries. Also, several ITU-T Study Group meetings were held in developing countries, and this situation increased the number of contributions from developing countries, particularly from China.

The representative of Tanzania thanked TSB for the presentation which stimulates developing countries to participate in the work of the other Sectors. However, she emphasized the financial difficulties that developing countries encounter in allowing this participation and requested BDT to assist granting fellowships. She also encouraged the idea of having regional meetings to widen the participations.

The Chairman requested TSB to invite ITU-D Study Group Rapporteurs to participate in their meetings.

The Chairman stressed the importance to make more promotion of the Study Group 1 works towards the World Bank, the European Commission and the OECD in systematically sending the reports of the Study Questions (CD-Rom or paper), even by creating an e-mail newsletter announcing the meetings, the seminars of the Rapporteurs Groups, etc.

12.Approval of the reports of the Rapporteurs Group meetings

12.1Question 6-2/1 (Regulatory impact of next-generation networks on interconnection (Document 1/REP/013 (Rev. 1))

The Rapporteur Mr. Kumar introduced the Document 1/REP/013 and suggested some editorial changes to Documents 1/092 and 1/102. The revised versions of these documents are posted on the Study Group 1 Web site as Documents 1/092 (Rev. 1) and 1/102 (Rev. 1).

In the absence of the delegate of Morocco, the meeting took note of Document 1/061, unfortunately available in French only, and requested the delegate of Thales to request the author to extract a summary of the contribution to allow the translation in English for the relevant Questions.

The Chairman said that the Rapporteur would contact the BDT Secretariat to fix the date of the Rapporteurs Group meeting in Spring 2008.

The Chairman of Study Group 2 informed that Question 19-2/2 in Study Group 2 deals with the technical aspects of NGN. Also, the contribution of BDT Programme 1 for the regulatory issues relevant to NGN would be of help to the study of the Question. He invited the Rapporteur to work in close collaboration with them.

The report was approved by the meeting and is available as Document 1/013 (Rev. 1).

12.2Question 7-2/1 (Regulatory policies on universal access to broadband services) (Document 1/REP/019 (Rev. 1))

The Rapporteur Mr. Manikunda introduced Document 1/REP/019.

About the Questionnaire sent with circular letter CA/07 STG of 2 May 2007 it was noted that the 30answers received are not sufficient to give a clear idea of the existing situation. The Rapporteur would therefore solicit through the BDT Secretariat other countries replies and contributions.

The representative of Thales requested that Document 1/109 Statistics on the answers to the Questionnaire on Question 7-2/1 be reviewed to give a more readable picture of the answers received.

The Chairman of Study Group 2 said that close collaboration is needed between Question 7-2/1 and Question 20-2/2 dealing with examination of access technologies for broadband telecommunications. The analysis of the answers to the Questionnaires sent for these two Questions should be done in parallel, and the respective Rapporteurs Group meetings should be held in the same period. Also, close collaboration with Question 20/1 is recommended.

The meeting requested the BDT Secretariat to open electronic discussion groups for these Questions and all the other Study Group 1 Questions.

The report was approved with slight amendments and is available as Document 1/REP/019 (Rev.1).

The Chairman proposed, and the meeting approved, to hold a Seminar on Question 7-2/1 on the Monday preceding the Study Group 1 meeting in 2008.

12.3Question 10-2/1 (Regulation for licencing and authorization of converging services) (Document 1/REP/015 (Rev. 1))

The Rapporteur Mr. Savi indroduced Document 1/REP/015 and stressed the need of improved active participation and contributions for the work on the Question. The aim of his Group is to receive as many contributions as possible by the end of 2007 in order to submit a draft report at the Rapporteurs Group meeting foreseen in February 2008.

The Chairman of Study Group 2 requested the input of BDT Programme 1 in this Question and proposed that the dates of the Rapporteurs Group meetings be discussed and finalized at the Joint Management Team meeting on 21 September 2007.

The report was approved with few modifications from the Chairman of Study Group 1 and the delegate of Tanzania and is available as Document 1/REP/015 (Rev. 1).

12.4Question 12-2/1 (Domestic enforcement of telecommunication laws, rules and regulations by national telecommunication regulatory authorities)(Document 1/REP/014 (Rev. 1))

The Rapporteur Mrs. Assoumou introduced Document 1/REP/014 and requested a meeting of the Rapporteurs Group in March 2008, in the week preceding the ITU-T Study Group 3 meeting, in order to strengthen the collaboration with that Study Group.

The report contains as Annex 1 the draft outline of the Report on Question 12-2/1 and as Annex 2 the future work programme.

The meeting suggested to send to ITU-T SG3 a liaison statement, which text is attached to the report as Annex 3.

The Chairman proposed, and the meeting approved, to hold a Seminar on Question 12-2/1 on the Monday preceding the Study Group 1 meeting in 2008, on the same date as the Seminar on Question 7-2/1.

The report was approved with slight modifications and the addition of the three Annexes and is available as Document 1/REP/014 (Rev. 1).

12.5Question 18-1/1 (Domestic enforcement of telecommunication laws, rules and regulations by national telecommunication regulatory authorities)(Document 1/REP/017 (Rev. 1))

The Rapporteur Mrs. McElvane introduced Document 1/REP/017 informing that it contains the list of all contributions received on the Question. She called for some more inputs.

The Chairman of Study Group 2 stressed that all studies on enforcing cyber-security should be coordinated with Question 22/1. Collaboration is also needed with the Council Working Group on Internet and the General Secretariat, with the Joint Group on Resolution 9 on spectrum management and with Question 19/2. He informed that sharing networks is the subject of the next Global Symposium for Regulators and requested Programme 1 to make a contribution for the next meeting of the Rapporteur's Group on Question 18-1/1.

The Rapporteur assured that coordination would be done with all relevant parties and mentioned a very interesting contribution by Lithuania on security matters. She precised that the mandate of Question 18-1/1 is limited to the role of regulatory authorities in enforcement.

The Rapporteurs Group requested a meeting on 4 and 5 February 2007, just preceding the meeting of TDAG.

The report, with some modifications suggested by China, was approved and is available as Document 1/REP/017 (Rev. 1).

12.6Question 19-1/1 (Implementation of IP telephony in developing countries)(Document 1/REP/016

In the absence of the Rapporteur Mr. Mainwaring, the BDT Focal Point Mr Karyabwite introduced the document.

The Chairman of Study Group 2 opened a debate on the use of Power Line Communications (PLC), which are being discussed by ITU-R Study Group 1. Some participants noted that PLC can only be used where the electricity is available. Other delegates informed that there are technical solutions where the electricity is not essential.

The delegate from Cuba informed that in his country, where electricity is available everywhere, solutions are being studied to use PLC for long distance connections. The delegate from Bangladesh said that PLC are used in his country. The Chairman of Study Group 1 requested contributions from these delegations on their experience for Questions 7-2/1 and 19-1/1. Contributions should focus on the regulatory aspects of PLC.

The Rapporteurs Group requested a meeting in February 2008.

The report 1/REP/016 was approved without modifications.

12.7Question 20/1 (Access to telecommunication services for people with disabilities) (Document 1/REP/012 (Rev. 1))

The Rapporteur Mrs. lvarez introduced Document 1/REP/012 mentioning a few editorial amendments. A draft Questionnaire approved by the meeting is annexed to the report.

Some participants invited BDT to study the possibility to insert the questions in the annual regulatory survey sent by BDT Programme 1 in order to avoid overloading countries with too many Questionnaires.

Mrs. lvarez called for further contributions on the Question.

The Chairman complimented the Rapporteur for her work and for the successful Seminar held on 17 September 2007 on Sharing experience on best practices and services for persons with disabilities.

The report was approved with minor modifications and is available as Document1/REP/012(Rev.1).

12.8Question 21/1 (Impact of telecommunication development on the creation of the employment) (Document 1/REP/018 (Rev. 1))

The Rapporteur Mr. Haman introduced Document 1/REP/018 and proposed to add as annexes the Questionnaire on Question 21/1 and the work plan.

Answering to the request of some participants to include in the study aspects regarding gender issues and people with disabilities, the Rapporteur said that for a first approach the study should focus on the economic impact of telecommunication development and not be distracted by regional developments or by specific categories of people. Further and more specific studies could be envisaged for the next study period.

He added that the Question rises a lot of interest, but there are few contributions, and hoped that the dissemination of the Questionnaire would have as a result sufficient feed back.

The Chairman of Study Group 2 invited the Rapporteur to seek cooperation with the International Labor Office and with other entities outside the ITU, which could have statistics relevant to the Question.

The report was approved and is available as Document 1/REP/018 (Rev. 1).

12.9Question 22/1 (Securing information and communication networks: Best practices for developing a culture of cybersecurity) (Document 1/REP/011 (Rev. 1)

The Rapporteur introduced Document 1/TEMP/003: Draft Report on recommended Best Practices for achieving cybersecurity. The document is the draft Report, which was elaborated at the Rapporteurs Group meeting in May 2007, and contains the modifications introduced by an ad hoc group that met during the Study Group 1 meeting to solve differences of opinions. The Group met four times and an agreement was reached in most of the proposed changes by the delegation of Syria. Some of the points remained open and are indicated in the document in square brackets. The meeting took note of the document, which is now available as Document 1/130. It will constitute the base for the discussion of the next Rapporteurs Group meeting, to be held in April 2008, with the aim of having a quite consolidated Report for the meeting of September 2008.

The meeting requested the Rapporteur to prepare a compendium showing what the different countries are doing to increase cybersecurity. It should be a life document to be updated any time that new information would be collected.

The delegate of Syria informed that ITU-T Study Group 17 has a compendium on cybersecurity practices and invited the Rapporteur to look at it.

The delegate from Thales suggested to open a reflector group where all relevant documents would be posted and made available for interested participants, and the Rapporteur promised to investigate the possible alternatives and come with a proposal for the next meeting.

The meeting approved the text of a Liaison Statement to be sent to ITU-T Study Groups 13, 17 and 19 to request information on developments of the definition of cybersecyurity and on Identity Management (IdM). This Liaison Statement is contained in Annex 1 of the report, which was approved and is available as Document 1/REP/011 (Rev. 1).

13.Proposed place and dates of the next Study Group 1 meetings and the Rapporteurs' Group meetings (Document 1/ADM/005)

The Chairman submitted for approval Document 1/ADM/005. The Study Group 1 meeting would be from 2 to 5 September 2008, and on Monday 1 September there would be two Seminars in parallel, respectively on Questions 7-2/1 and 12-2/1.

The representative of Lebanon, supported by the delegate from the United States, requested to move the Study Group meetings in the second half of September, to allow participants to prepare themselves after the August holiday period.

The BDT Director said that he would verify with the competent offices if rooms would be available to move the Study Group meetings in the third and fourth week of September 2008.

The dates of the next Rapporteurs Groups meetings would be discussed in the Joint Management Team meeting to coordinate with Study Group 2 and would preferably be clustered in the following periods:

4 to 29 February (keeping in mind that TDAG will be from 6 to 8 February),

21 April to 2 May,

26 to 30 May.

15.Closing of the meeting

The Chairman of Study Group 1 thanked all participants for their active involvement in the work. She submitted the following proposals for futuremeetings:

Moderation of the time for interventions, without causing prejudice to their quality. Exceptions would be made if need be;

All contributions submitted to the meeting would be introduced at the tribune by their author and preferably supported by a PowerPoint presentation. Some time would be given to the audience for questions and answers;

Each Question would have a reflector group or electronic forum, where all contributions and all other relevant material would be posted;

There would be a reporting table showing the Study Group activities by mean of indicators: number of contributions per Question and per country, number of participants, number of documents downloaded via the Web, etc.;

There would be organized at the beginning of each new study period a workshop for Rapporteurs to exchange experience and information on their role and working methods to accomplish their mandate;

Update of the Web site of the ITU-D Study Groups.

The delegate of the United States thanked the Chairman for her interesting proposals. However, she suggested some caution on the request to have PowerPoint presentations for each contribution. It happens that many Member States prepare their contributions following a precise internal process and it is the head of the delegation who decides who introduces the document. She congratulated Mr. James Ennis for his work on Question 22/1, and thanked Mr. Kisrawi and the other delegations for their flexibilities during the meetings of the ad hoc group. She thanked Mrs. Roxanne McElvane and the BDT Focal Point for the progress made on Question 18-1/1.

The Chairman informed that in the year 2008 the World Telecommunication and Information Technology day, the 17 of May, would be dedicated to access to ICT for people with disabilities, subject of Question 20/1. In this perspective, a working party between Questions 7-2/1, 20/1 and 21/1 could be created to work on the theme of ICT access and employment of disabled people. Mrs.Loridan-Baudrier thanked again all Rapporteurs, participants and the BDT Secretariat.

The BDT Director complimented Mrs. Loridan-Baudrier for the effectiveness of her leadership of Study Group 1. He mentioned the significant progress made in Questions 18-1/1 and 22/1 and stressed the positive results of the synergy between the Study Group and the BDT Programmes, showed by the good results and the high interest raised by the two Seminars held on 17September2007. This success incites the BDT Secretariat to repeat the experience for the coming years.

Mr. Al-Basheer underlined his satisfaction for the good synergy between the BDT Secretariat and the Focal Points. He thanked again the Chairman, the Vice-Chairmen, the Rapporteurs and Vice-Rapporteurs, all participants, the Study Group 1 Counsellor, the BDT Focal Points and all staff who, working behind the scene, made the meeting a success. He thanked the interpreters and wished a good week-end and a safe trip home to all delegates.

He finally reminded the meeting of the Joint Management Team of both ITU-D Study Groups, to be held in the afternoon.

Madam Chairman of Study Group 1,Vice-Chairmen,Chairman of ITU-D Study Group 2,Rapporteurs and vice-Rapporteurs,Ladies and Gentlemen,

It is with great pleasure that I welcome you to this second meeting of ITU-D Study Group 1 in the fourth study period. This is for me the first meeting of the ITU-D Study Groups as Director of the BDT, and I am confident that, with the help of the Chairman Mme Loridan-Baudrier and with the collaboration of all of you, our four days of work will be fruitful and will allow a consistent progress in the study of the Questions.

I would like to take this opportunity to express my congratulations to Mrs. Audrey Loridan-Baudrier for her excellent work as Chairman of this Group. Since 2004 she has led Study Group 1 with a high level of competence and rigor, and I personally thank her for this. I would also like to congratulate the Vice-Chairmen, representing the various BDT Regions.

The Administration of the Republic of Venezuela informed us that Mrs. Layla Macc Adan, former Vice-Chairman of Study Group 1, left CONATEL and is no longer in the position of serving as Vice-Chairman of the Group. I would like to thank Mrs. Macc Adan for the support she has given to the work of Study Group 1 for many years. I would also thank the Administration of Venezuela for the interest they have always shown for our activities.

According to Article 20, No 244 of the ITU Convention, your meeting will appoint a new Vice-Chairman of Study Group 1 to represent the Americas Region.

You will also confirm the appointment of Mr. Haman from Cameroon as Rapporteur for Question21/1, replacing Mr. Chen from China. Mr. Haman has already started his activity, his Rapporteurs Group has already met and you will find among your documents his proposals for the future work on the Question.

Since your first meeting for this 2006-2010 study period in September 2006, the work of all the nine Questions assigned to Study Group 1 has advanced considerably. Having resolved the budgetary difficulties encountered in 2006, all Rapporteurs Groups but one met in the first part of this year and considerable progress was made in the definition of the work plans and in the study of the Questions.

Some of the Questions, like for example Question 18-1/1 on Domestic enforcement of telecommunication laws, rules, and regulations by national telecommunications regulatory authorities and Question 22/1 on Best practices to develop a culture of cybersecurity have already elaborated an advanced draft report that your meeting will consider and improve. Allow me to thank the Rapporteurs for this considerable work for these two very important Questions.

Three of the Questions, namely Question 7-2/1 on Regulatory policies on universal access to broadband services, Question 10-2/1 on Regulation for licensing and authorization for converging services and Question 12-2/1 on Tariff policies, tariff models and methods of determining the costs of services on national telecommunication networks, including next-generation networks, sent out Questionnaires and the answers were received and elaborated. You will find among your documents statistics on these answers.

A new system has been put in place by the BDT Secretariat, which allows delegates to answer to the Questionnaires on-line directly from the Web. This system facilitates the analysis of the data and I strongly encourage all of you to use it for the future. In fact the dissemination of a supplement to the questionnaire on Question 12-2/1 on Tariffs and of two new questionnaires on Questions 20/1 on Access to telecommunication services for people with disabilities and on Question 21/1 on Impact of telecommunication development in the creation of the employment is in the agenda of our meeting for discussion and approval. Subject to your decision, these three questionnaires will be sent out in the near future. I invite you to contact the Study Groups Secretariat for further information about the use of the above-mentioned new electronic facility.

As in previous years, the close collaboration between the Study Group Rapporteurs, the BDT Secretariat now represented, as in the other two ITU Sectors, by the Study Group Counsellor, and the BDT Focal Points for the different Questions has been the key element for the advancement of the studies.

A very good example of this cooperation are the two Seminars, which took place yesterday 17September. The first one has been organized by the BDT Special Initiatives Unit on the Sharing experience on best practices and services for people with disabilities, while the second one, organized by BDT Programme 3, was on Frameworks for National Action: Cybersecurity and critical information infrastructure protection.

These two Seminars raised a lot of interest and have been attended by a large number of people. This fact shows at the same time the interest that ITU Member States and Sector Members have for these very critical and topical items, and underlines the importance of the synergy between the BDT Programmes and activities and the work of the Study Groups.

Last but not least, I would like to address a few words to the Rapporteurs on the various Questions, who all started to carry out the work and who, I am convinced, will each do their utmost to ensure that the desired results are delivered both effectively and in a timely fashion. Allow me to express my gratitude to them personally and to their administrations, organizations and companies who are supporting them in their work within the Study Groups.

With these few words I shall conclude my address without taking any more of your time. I am confident that your four meeting days will be very fruitful and that the work on all Questions will advance significantly.

Madam Chairman, Vice-Chairmen, Ladies and Gentlemen, dear colleagues and friends, I am sure that we will all work together this week in the hope and trust that the results of our discussions will benefit our Members by addressing some of their priority concerns.

Mrs. Audrey Loridan-Baudrier, Chairman of Study Group 1,Ladies and Gentlemen,Dear colleagues and friends,

I am glad to take the floor at the end of our work. We just had four days of very intense study on the nine Questions that are at the heart of our Member States' concerns, particularly the developing countries. As you know it is my first experience assisting the Study Group meetings as BDT Director and I can assure you that I am proud of the speediness and the effectiveness in which your work has been conducted.

You have discussed the work plans of the nine Questions submitted to Study Group 1 by the Doha Conference, you have appointed a new Vice-Chairman and a new Rapporteur for Question 21/1. You have also proposed dates for your future meetings, which next year will be clustered in order to profit from the presence in Geneva of our delegates and have a higher participation in our Rapporteurs Group meetings.

Furthermore, you have in your meeting considered the results of the answers to the Questionnaires sent by the Secretariat for the study of Questions 7, 10 and 12 and you have approved two more questionnaires to facilitate the study of Questions 20 and 21.

I am very glad to see that, thanks to the hard work of the Rapporteurs and their Groups, two of the Questions, Question 18-1/1 on enforcement and Question 22/1 on cybersecurity have advanced in their studies in an extremely rapid timing and you have had the possibility to discuss, already in your second meeting for this study period, quite advanced draft reports.

I am also very happy to see that you are all highly motivated and that there is a high level of synergy between the Questions entrusted to the Study Groups and the BDT Programmes. This has been clearly demonstrated by the two Seminars on Cybersecurity and on Best Practices and Services for People with Disabilities, which have taken place on Monday the 17th of September, just preceding your meeting. The high interest that these two Seminars have raised and the very qualified and motivated participation that both of them incite me and the Secretariat to repeat this experience in the coming years with the other Questions under study.

I would like to express again my great satisfaction to all of you for the huge work accomplished, which has exceeded our most optimistic expectations.

Let me take this opportunity, Madam Chairman, to congratulate you on the efficient manner in which you have guided the work. I renew my thanks to the Vice-Chairmen, the Rapporteurs, the Vice-Rapporteurs and the BDT Focal Points for their valuable contribution. I should also like to take this opportunity to express to you my deepest gratitude: to all of the delegates who have taken part in the work, and to the countries and private companies which considered it important that you should be here.

Allow me to say a big thank you to all those who, behind the scenes, have contributed to the success of this meeting. I am referring here, among others, to the interpreters, translators, technicians, telephonists and BDT Secretariat.

To conclude and not take up any more time, I would like to invite all of you to attend the meeting of the Joint Management Team, which comprises the Management Teams of both Study Groups.
