Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be University.2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-1/2002-U.3 dated 21.01.2003, on the advice of UGC, had declared Dr. M.G.R. Educational & Research Institute, Chennai, comprising (i) Thai Moogambigai Dental College and Hospital, Chennai and (ii) Dr. M.G.R. Engineering College, Maduravoyal, Chennai, as an Institution deemed to be University, subject to review of three years, and also with the condition that it will adhere to the guidelines / instructions issued by UGC & AICTE, from time to time as applicable to the deemed to be university.3. And further whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No,10-9/2007-U3(A) dated 25th September, 2014 permitted inclusion of ACS Medical College & Hospital, Chennai under ambit of Dr. M.G.R. Educational & Research Institute, Chennai as a Constituent Institution subject to the outcome of the Viplav Sharma's case in W.P. (C) No. 142 of 2006 pending in the Supreme Court and compliance of MCI Regulations and conditions as applicable.4. And whereas, the functioning of Dr. M.G.R. Educational & Research Institute, Chennai and all its Constituent Unit/Institutions was reviewed by the UGC with the help of Expert Committee during 2-4th November, 2017. The report of the Expert Committee was placed before the Commission in its 528th meeting (Item No.2.01) held on 09.01.2018. The Commission considered the report and passed the following resolutions:"Considered and approved with the condition that the suggestions by the visiting Expert Committee, if any, will be addressed within a period of six months and the compliance report would be submitted alongwith documentary proof to UGC."5. And further whereas, after perusal of the report of UGC Expert Committee, it was observed that some of the land is leased to the deemed to be university Trust is

only for a period of 25 years and 20 years against the requirement of at least 30 years as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, do hereby extend the deemed to be University status to Dr. M.G.R. educational & Research Institute, Chennai upto 30.06.2019 with the following conditions:

i. The entire land of the deemed to be university shall be acquired through leasehold up to the minimum period of 30 years as per the Regulations.ii. The Institution shall submit compliance report w.r.t. suggestions / deficiencies pointed out by the UGC Expert Committee.7. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Dr. M.G.R. Educational & Research Institute, Chennai, Tamil Nadu.
