Introduced in 1999 by 29 countries as an European process

of harmonization of higher education, for the benefit of better

comparability and mobility within similar study programmes.

Introduction of academic programs with formal accreditation

by government bodies: bachelor programmes plus consecu-

tive master degrees (MA, MSc, MEng, MLaw, MMed, MTh, ..).

According to agreement, also Ba. levels should professionally

be qualifying (!), as in many Anglo-Saxon countries; traditional

structures of Humboldt oriented education prevent full compatibility.

Are the 3+2 year educational curricula, in program content and qualification level,

worldwide really fully equivalent/comparable ? How about new PhD/MD diploma

ideas ?

What about non-academic postgrade MAS/DAS/CAS + EMBA programmes ?

How about professional certificates for advocates/lawyers, geodesists/geometers,

medical specialist FMH (and e.g. British certificates of prof. associations) ?

Are internat. INCOSE certificates (ASEP, ..) accepted by government bodies ?

Bologna reform: more divergences than before ?

Summary - Conclusions

• There are two well distinguishable ways in getting acquainted with the tools &

tricks of SE: a more scholastic-theoretical one, by studies at universities; and

alternatively a postgrade training, like the one offered by INCOSE; but there

are also private companies specializing in the continued formation

• One has to accept the historical differences in the cultural setup between the

traditional Humoldtian based and the Anglo-Saxon educational models, beside

other cultures outside the US

• Although SE education traditionally is offered – at undergraduate level – by

many academic institutions, more newly also in CH, it is questionable if even

graduate academic formation is giving (for practitioners) a higher outcome

compared to a postgrade training by professional associations

• Students enrolled in BSc. branches often don't immediately understand the

intrinsic value of the systemic approach, missing previously acquired practical

project experience

Therefore, it’s time for closer cooperation of both public and private

institutions, in information exchanges, organizing common events (like

workshops and alike), … ! Where are the ideas from the public ?
