ORGANIZATIONAL PARTNERS

Office on Violence Against Women (OVW):OVW funds the grants and provides overall supervision of all programmatic and fiscal aspects of the individual grants. It is their responsibility to ensure grant objectives are being met to the approval of Congress.

California Coalition Against Sexual Assault (CALCASA): The California Coalition Against Sexual Assault (CALCASA) provides leadership, vision, and resources to rape crisis centers, individuals, and other entities committed to ending sexual violence. The Campus Program component is responsible for providing comprehensive training and technical assistance to all of the grantees. This includes the coordination of training institutes, educational teleconferences, the development of training materials, and the management of a grantee list serve.

VAWA Measuring Effectiveness Initiative (VAWA MEI):The VAWA Measuring Effectiveness Initiative at the Muskie School of Public Service is contracted by OVW to collect information about the effectiveness of VAWA grant programs. As part of a multi-method data collection strategy VAWA MEI has created Semi-Annual Progress Report Forms, which all VAWA grantees must complete. This presentation will give in-depth description of the Campus Progress Report Form and how to correctly meet this reporting requirement.

Grants Management System (GMS): The Department of Justice grants management system used by all grant funded programs to upload Semi Annual Progress Reports and generate multiple reports to congress. Presenter will address specific information and questions on the submitting of final reports due from grantees.

Mentors In Violence Prevention (MVP): The Mentors in Violence Prevention (MVP) Program, founded in 1993 by Northeastern University’s Center for the Study of Sport in Society, is a leadership program that motivates student-athletes and student leaders to play a central role in solving problems that historically have been considered "women's issues": rape, battering, and sexual harassment.

Stalking Resource Center (SRC): Stalking Resource Center (SRC), a program of the National Center for Victims of Crime (NCVC), raises national awareness of stalking and encourages the development and implementation of multidisciplinary responses to stalking in local communities. SRC provides trainings, an information clearinghouse, a practitioners' network and a peer-to-peer exchange program.

CAMPUS TRAINING AND TECHNICAL ASSISTANCE PROGRAM

Since 1999 the CALCASA Campus Program has worked in a collaborative effort with the Office on Violence Against Women - US Department of Justice “Grant to Reduce Sexual Assault, Dating Violence, Domestic Violence and Stalking on College Campuses.”

The Campus Program serves as the comprehensive training and technical assistance provider to all of the colleges and universities across the United States and it’s territories, that are recipients of this grant including webinars, social networking, in-person technical assistance and national institutes/conference meetings. Since its inception, CALCASA has served over 160 campuses funded by the grant programs, including:

!ONE-ON-ONE TECHNICAL ASSISTANCE

As your training and technical assistance provider, CALCASA is available for one-on-one support services. The Campus Program assigns to each campus grantee a Training and Technical Assistance (T&TA) staff person. T&TA staff provides one-on-one support as a method of assisting each campus with maintaing project progress as it pertains to OVW minimum standards and program goals. Support is provided through field visits (appendix 1), teleconferences, webinars, troubleshooting, resources, strategic planning assistance and referral to experts in the field.

T&TA staff address questions, concerns and requests through email, telephone and the dedicated listserv. If there still remains a need, campus grantees my request additional assistance by completing a Training and Technical Assistance Form (append II). All training and technical assistance request are approved on a case by case basis.

TRAINING AND TECHNICAL ASSISTANCE INSTITUTES (TTI)

One of the features of CALCASA’s Campus Program is our National Training and Technical Assistance Institutes (TTI). These two-day institutes are provided twice a year in January (Winter TTI) and June (Summer TTI). The Institute content and structure is organized from a multidisciplinary concept. The Institutes features training by experts in the field of stalking, sexual violence and domestic /dating violence to address prevention, intervention and education, criminal justice, campus judicial affairs, victim advocacy, data collection, program evaluation, community collaboration, campus life, administration and emerging trends. In conjunction with the institute is a one day Pre-Institute that that is a 8 hour training day that is usually dedicated to law enforcement (Winter TTI) and Judicial Affairs (Summer TTI).

WHO ATTENDS THE INSTITUTES?

The participants at the institutes include university/college professionals, administration, staff and faculty who work on the grant directly or are affiliated, as well as representatives from community partner agencies. Participants represent a variety of areas on campus that include direct services, advocacy, awareness and prevention education, law enforcement/security, judicial/disciplinary, and administration.

The Campus Program is based on a multidisciplinary approach to preventing, responding to and ending violent crimes against women on campuses. Teams who attend each institute should reflect this multidisciplinary model. Grantees are required to send a team of four (4) for individual campus grant programs and a team of seven (7) for consortia/flagship that reflects the following:

• Project Director • Campus Law Enforcement or Public Safety Officer • Local Civil or Criminal Justice Partner, Prevention Program Staff, Community Victim

Service Provider• Judicial Affairs Staff, Student Affairs Staff, Residence Life Staff or Student, or any other

member of the grantee’s coordinated response team

TECHNICAL ASSISTANCE WEBINARS

In its simplest form, a webinar is a combination of a web presentation and a teleconference. The webinars will bring you presentations which you can view over the internet and listen via telephone. Experts in particular fields will be available to give information and advice. Participants will be able to ask questions of and dialogue with the trainers and participate in real-time with the presentation. The webinars will provide time for problem-solving and expert in-service presentations on specific topics. The software and phone calls are free and the agenda with the topic and presenter information will be sent out prior to the event.

When Will the Webinars Take Place?

Webinars will be offered during the months when institutes are NOT held. The webinars are scheduled for the last Tuesday of the month and will begin at 11:00 AM Pacific Standard Time on the following dates: February 23, 2010 August 31, 2010 March 30, 2010 September 28, 2010 April 27, 2010 October 26, 2010 May 25, 2010 November 30, 2010 July 27, 2010

How to Access the Webinars?Webinars are announced via the project director listserv (see page 7 ) prior to the date of the webinar with directions on how to register, the presentation topic and the featured facilitator. To participate you will need a computer to view the web presentation and a regular phone to hear the audio (avoid mobile phones or cordless). Audio is NOT available via computer. The 1-800 number to dial into the webinar is included in the registration confirmation e-mail.

Evaluations are automatically disseminated to participant’s e-mail at the conclusion of the webinar. A copy of the presentation with audio are made available on the CALCASA website (www.calcasa.org). The steps for webinar registration are as follows:

Step 1Go to http://calcasa.ilinc.com Step 2Click on “Register” on the left side of the computer screen. You DO NOT need to enter a user name and password that is on the middle of the page. Step 3You will see several past and upcoming webinars. Select the current month’s webinar listed.

Step 4 After you check the appropriate box, click on the “Register” button located on the bottom right of the screen. Step 5You will see a screen page asking you to input data in order to register for the webinar. Step 6When you have completed the screen page, click on the “Submit” button on the bottom right of the page. Step 7Once you click on Submit, you will now be registered and ILINC will send you an email confirmation with detailed information that includes the following:

• Webinar title, date and time.• Join link with dial-in number and participant pin. • Prepare your PC link. (See Below)

Once you get the confirmation email, click on the link and follow these steps to prepare your PC and download the software for ILINC

Preparing Your PC

Step AClick on Prepare your PC link. This will take you to a test page. This page will identify your computer’s configurations. If your computer is compatible, you will be able to go to the next step. If your computer is not compatible the screen will give you options.

Step BClick on the Start Part II button. This will download the program onto your system. Loading time vary between approximately 5-20 minutes (depending on the connection speed). Once the download is complete, the program will prompt you to exit.

Step CExit the program. The software is now downloaded on your computer.

On the day of the webinar, you will be able to sign-on using the same link to register: http://calcasa.ilinc.com. You can then “JOIN” the corresponding webinar.

DEDICATED LISTSERV

A dedicated listserv provides a gathering place on the internet for members of a group to send and receive emails, share files and discuss emerging trends. The listserv is offered to facilitate on-going communication between grantees, and with CALCASA. It is a peer-to-peer communication medium to identify promising practices and share news and information on a 24-hour basis. Participants can ask questions and gain input from other grantees who may have experienced similar situations or obstacles in the course of implementing their programs. The Campus Program staff are the moderators that maintain the listserv and respond to any questions.

How do I access the listserv?

There are two active listervs for campus grantees the “projectdirector” listserv and the “dojcampusgrants” listserv made available through yahoogroups.

Access to the listserv is reserved for grantees, and staff of CALCASA and OVW. Project Directors may identify six participants from their campus program to be members of the “dojcampusgrants” listserv. The “projectdirector” listserv is for Project Directors ONLY.

Grantee institutions leading a consortia project may request more representation by contacting the listserv moderator. Decisions regarding participation will be made on a case-by-case basis. Participants may include both on and off campus multidisciplinary team members.

Request to be added as a member must be made through a. Once request have been approved, each member will receive an email stating that they have been subscribed to the list. They will also receive an email with further instructions to access the web interface at www.yahoogroups.com. Software or other programs do not have to be downloaded to your computer to access the listserv.

The campus secured website is provided by CALCASA for all campus grantee project directors for institute registration.

How Do I Access the Campus Secured Website?

Step 1Go to www.calcasa.org and click on campus.

Step 2Stroll down the right colomon the box on the right side of the Campus webpage the current training and technical assistance institute. Password will be e-mailed to Project Directors prior to each institute. Access to this website and information contained therein, is available to all grantees.

OVW Program Standards

The Office on Violence Against Women (OVW), working with the California Coalition Against Sexual Assault (CALCASA) as well as CALCASA’s National Campus Advisory Board, has developed guidelines and standards. The Campus Standards provide a framework for addressing the four minimum requirements associated with the Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault and Stalking Program.

The Campus Standards are offered as means to guide schools in comprehensively and collaboratively responding to issues of violence against women on college campuses. The following adaptation of these guidelines and standards is not intended to limit a campus' ability to develop programming appropriate for their school. Rather, OVW strongly recommends that the proposed activities outlined in this document be expanded upon as an individual campus deems appropriate or tailored specifically to meet the needs of an individual campus. Below is a list of OVW Minimums Standards.

• Minimum Standards of Training for Campus Security Personnel and Campus Disciplinary and Judicial Boards

• Minimum Standards for Establishing A Mandatory Prevention and Education Program for all Incoming Students on Campus

Appendix I

Field Visits

A large part of the technical assistance provided by CALCASA consists of field visits to all of the campuses. The intent of the field visit is to assess the project’s progress and identify technical assistance needs specific to each grantee.

CALCASA does not monitor for compliance with grant requirements, which is a governmental responsibility, carried out by OVW staff. The visits are in no way an evaluation of the project. The CALCASA field visits will be conducted by a Training & Resource Coordinator and will consist of the following:

• Review of grant goals and objectives to learn about progress made, difficulties encountered, and promising practices for use in Training and Technical Assistance (T&TA) efforts with other grantees

• Meetings with key Memorandum of Understanding (MOU) and Internal Memorandum of Agreement (IMOA) signatories

• Meeting with the non-governmental community based service provider partner(s)• Attending a coordinating council or coordinated community response meeting (recommended)• Obtaining copies of any project products generated as a result of the project (brochures, posters, etc)• Obtaining copies of any new or revised protocols, policies and procedures developed during the course

of the project• Informing the project partners of the full range of technical assistance services provided through the

Campus T&TA Project• Inviting the grantee to highlight and share any parts of the project the grantee is particularly proud of and

would like to have shared as a promising practice CALCASA will contact grantees to schedule a visit. Once the visit is confirmed, it is the responsibility of the grantee to develop an agenda for the field visit at least three weeks prior and to notify CALCASA of specific technical assistance needs. If necessary, CALCASA staff is available to provide suggestions about how to structure the visit. If your campus is planning a special event, presentation, or display on campus feel free to contact CALCASA to schedule a visit around this time. This is not necessary, but a great way to highlight the hard work that each project dedicates to their campus. The program manager from OVW may conduct their site visit in conjunction with CALCASA’s field visit. You will be notified of this ahead of time.

Field Visit Follow up

If requests for training or consultation have been made during the field visit, efforts will be made to arrange the technical assistance as soon as possible. This may include contracting with experts in the field to come to your campus to provide specialized services, such as training on violence against women issues/or specialized audiences on campus, assistance with developing protocols, or advising on the development of a campus media campaign. If recommendations for technical assistance result from a field visit, CALCASA will work with grantee on determining suitable consultation or training. .
