C0NFIDE;NTIAL LOCKERS. - I n reviewing t h e record o f a recent cour t of inquiry, which inves t iga t ed t h e l o s s of c e r t a i n publ ica t ions from the cemmanding o f f i c e r ' s con f iden t i a l locker on board a non-combatant vessel, it was noted t h a t t h i s locker, which was used t o contain sec re t and conf iden t i a l publ icat ions, was pf a f l imsy type which opened upon t h e r o t a t i o h of t h e d i a l ts a single'number, and was loca ted i n the cabin country accessdble t o o r d e r l i e s and o thers who were thus enabled t o open it without au thor i ty .

United S t a t e s F lee t , who f u l f i l l . r e q u i r c m e n t s of A r t i c l e D-7C16 ef revised Bureau of Navigation Manual and who have had gyro compass experience, w i l l be ac ted on by the Bureau t o supplement quotas from t h e Scoucing F l e e t and Control Force.
