    INTRODUCTION

    ,This report is a statistical description of characteristics of

    court commitments to the Massachusetts Department of Correction

    during 1979. The tables in this report contain information on the

    nature of present offense, personal background characteristics, and

    criminal history of admissions from the courts to MCI-Walpole, MCI-

    Concord and MCI-Framingham. These tables were derived from the

    computerized data base developed by the Correct!on and Parole Manage-

    ment Information System (CAPMIS) and were produced on the Mass~chusetts

    State College Computer Network (MSCCNl.

    The following information is helpful in reading the tables in

    this report~ (1) . the commitment population is divided according to the

    committing institution, (2) the top number in each cell represents the

    number of individuals who fall into the corresponding category in the

    ., t~le, and (.3). the bottom number in each cell represents the percentage

    . of the number of individuals in a particular category to the total

    number of commitments from that institution (column percents). For

    example, upon referring to Table lIon page 15 , Jail Credits is

    presented and the following types of information can be obtained:

    ell The total number of indivi'duals broken down by conunitting insti-~tution is labeled and presented horizontally across the head of

    the table.

    (2} The number of days of jail credits are labeled and presented vertically. .

    (3) Of the 1,134 individuals committed during 1979, 548 were com-mited to Halpole. i

    (4). Of the 548 individuals committed to Walpole, 77 or 14% wer'2 credited with from fifty-one to one hundred days of jail credits at their. commitment.

    SUMMARY OF STATISTICS

    During 1979, there were 1,134 persons sentenced to the state

    correctional system.

    Nature of Present Offense

    Commitment Institution. Forty-eight percent of the commitm~nts

    were sentenced to Walpole; thirty-six percent were sentenced to

    qoncordi and sixteen percent were sentenced to Framingham; eighty-

    four percent of those sentenced were male and sixteen percent were

    female.

    Sentencing Courts. Sixty percent of the commitments were sentenced

    in four of the superior courts in Massachusetts- Suffolk {23%},

    Middlesex. 0.6%1, Worcester aO%).., and Hampden aO%}. Seventy-two

    percent of the Framingham commitments were sentenced in Municipal

    or District Courts •

    Offense. The majority of t~e commitments (55%1 were for offenses

    versus the person. The single'offense for which individuals were

    most frequently sentenced was a~ed robbery (26%1.

    Age at Incarceration. The .median age was 23 years old at incar-

    ceration for the total commitments. For Walpole .commitments, the

    median age was 27 yearsi 21 years for Concord commitments; and 24

    years for Framingham commitments.

    Personal Background Characteristics

    ~. Twenty-eight percent were black; six percent were hispanic;

    sixty-six percent were white and there was one native american.

    Military Discharge. The majority {8l%} d~d.not serve in the

    military; eleven percent received an honorable discharge from military

    service.

    Prior Address. Half (50%). of new commitments came from the greater

    Boston SMSA.

    occupation. Most of the commitments {76%} held manual or service

    jobs and more than half (54%) of them had never ~eld any job for a

    year or more.

    Education. The median educational level was tenth grade; thirty ,

    percent had g~aduated from high school or had received their high

    school equivelancy d,iploma; one percent were college graduates.

    All women are committed to Framingham; Men who receive an indefinite sentence are committed to Concord; others who receive a definite sentence (i.e., a minimum and maximum sentence) are committed to Walpole.

    Court From Which Committed

    A. Municipal Courts are lower courts of Suffolk County

    B. District Courts are lower courts of all eounties.

    Minimum Sentence

    Indeterminate sentences are sentences wi tbout a minimum term; parole eligibility is determined by the Parole Board regulations .

    Present Offense

    The most serious charge is listed if the commitment is for more than one offense.

    Occupation

    These categories were derived from a code scheme developed by Martin Hamburger, Teachers College, Columbia University. The following are ex-amples of occupations in each category:

    Professional: lawyers, doctors, clergy, engineers

    Semi-professional: ',teachers, social workers, researchers

    Business: owners or: managers of any business, sales

    Known Drug Use

    This data is based upon information obtained from the probation department report prepared on each commitment. A person is described as a drug user if

    . he/she (1) describes himself/herself as such or (2} has had arrests for drug offenses.

    Number of Prior County Incarcerations

    A county incarceration is defined as a sentence of not more than 2~ years to be served in an institution such as a house of correction or jail.
