It is time to prepare for the March 31 2017 licensure renewal period This year we continue the Bureaursquos
statutory mandate requiring a state and nationwide criminal background check per Section 24-10B-2 NMSA
1978
Please refer to the EMS Bureau website for information and detailed instructions on the background
screening process (wwwnmemsorg) Click on Licensing
Due to the volume of background checks to be processed the EMS Bureau will require fingerprint background
screening by the following alphabetical schedule
Renewals due 3312017 Last name A-M
Renewals due 3312018 Last name N-Z
Renewals due 3312019 Last name N-Z
Renewals due 3312020 Last name A-M
This year if you are renewing and your last name begins with the letters A through M your renewal
application must have the required documentation showing completion of the background screening process
The renewal requirements are otherwise the same (see Renewal Checklist) The EMS Bureau will randomly
audit approximately 20 of all renewal applications If an individual is selected for audit the individual must
provide the original andor copies of the CE certificates listed on the submitted documentation form
Please remember that anyone who has provided fraudulent information is subject to disciplinary action per EMS
Licensing Rule NMAC 727213 G (2) If an individual from an EMS agency has provided fraudulent
information all of the individuals at that EMS agency may be subject to an audit of their renewal application
documentation as well

2017 NEW MEXICO EMS LICENSE RENEWAL GUIDELINES
Renewal requirements must be completed by December 31st for example if your license expires March 31 2017 your CE and requirements must be completed by December 31st 2016
Please submit your complete renewal application with survey early you may start sending in renewal application as early as August 2016
We strongly recommend using return receipt postage and making a copy of your packet
Complete the Continuing Education Documentation form for all CE courses and include all approval numbers If you are ldquoblueprintingrdquo the refresher
requirement you must also document all courses on CE Documentation form
The pre-approved CE course list is posted on the EMS Bureau website under Continuing Education The approved CPR and ACLS programs are also included on this list
A maximum of one-half of the required number of CEs necessary for renewal for each level may come from asynchronous learning programs and may be applied toward the total CE requirement
Individuals pursuing higher levels of licensure must maintain their current level of licensure if your license expires before testing for the higher level you will be denied further state testing
Name change please indicate any changes to the EMS Bureau and provide legal documentation of the name change
If you do not complete all your renewal requirements before December 31 2016 and you feel that you have extenuating circumstances you may request a waiver from the EMS Licensing Commission If you need more information on the waiver contact the EMS Bureau at 505-476-8200
If your agency is submitting the renewal application(s) make copies of your entire renewal packet and record the date of submission
Applications postmarked or otherwise received after March 31 will be rejected and to remain licensed you will have to complete either the re-
instatement or re-entry licensure process whichever is applicable

Instructors of CPR courses may receive 4 hrs of additional CE credit toward license renewal for teaching one (1) CPR course or a total of eight (8) hours per renewal period ACLS and PALS instructors may receive eight (8) hours of additional CE credit toward licensure renewal for teaching one (1) ACLS or PALS course or a total of twelve (12) hours per renewal period Instructor-Coordinators employed by an approved EMS training institution may receive hour for hour credit for teaching an approved course (EMS First Responder EMT-Basic EMT-Intermediate or EMT-Paramedic) Documentation of such activity submitted for renewal must be on letterhead from the training institution and signed by the director
EMS Video Presentations EMS video presentations may be used for continuing education Agencies intending to offer video training must submit the Notification of Intent to Conduct a Continuing Education Program application to the bureau along with a list of the videos intended for presentation with their corresponding copyright dates Approved EMS Agency CE Programs An agency may conduct continuing education courses with a bureau approved CE number All requirements for conducting an EMS CE course must be followed and records maintained by the agency or departmentrsquos CE coordinator including class roster teaching notes or outline power point presentation etc Such trainings may include case reviews and job orientation classes Conferences and Symposia Most conferences and symposia are lecture‐based programs hosted by services educational institutions hospitals or stateregional EMS organizations Conference coordinators may offer topics included in this guide provided the lecturer covers the topic sufficiently to ensure meeting the depth and breadth outlined in the Instructional Guidelines When a lecture meets these guidelines the conference coordinator should identify to those who attend that this lecture can be used towards meeting the New Mexico and National EMS continuing education requirements A final word for individuals requesting CE approval Individuals may be granted CE approval for other types of training not listed in this guide In order for approval to be given the individual must submit a course completion certificate or other documentation verifying attendance along with course syllabus and other supporting documentation as deemed necessary Notification of approval will be accomplished by letter from the State EMS Training Coordinator A copy of this letter must be submitted when applying for licensure renewal

You must be fingerprinted within 90 days of 3M Cogent registration
EMT licensure applications must be received by the EMS Bureau
within 21 days of the date applicantsrsquo fingerprints were scanned
The facilityagency or applicant must register with 3M Cogent at wwwcogentidcom Choose New Mexico and then click Register Online for a Background Check
After registration is complete the applicant will receive a Registration ID Number Please make note of this Registration ID
While online registration (wwwcogentidcom) is the preferred registration method telephone registration is also available 1-877-99NMAPS (1-877-996-6277)
Fingerprinting Fingerprint sites are listed at wwwcogentidcom gt New Mexico gt Fingerprint Location Map
Appointments are not required
Applicants may visit any fingerprinting location during any of the sitersquos scheduled fingerprinting hours Check the website for hours
Bring your Registration ID and a valid photo ID
If you are paying by money order bring a money order made out to 3M Cogent
The EMS Bureau will not accept funds for fingerprinting All fingerprint fees will be accepted by the 3M Cogent fingerprinting location
Please use the following Originating Agency Identification (ORI) number NM931162Z when registering if the wrong ORI number is selected the applicant will have to resubmit the registration and fee
Results Background check results will be sent directly to the EMS Bureau
3M Cogent does not have access to background check results or make licensure determinations

Instructions for Alternative Background Checks
For individuals who have had an equivalent NM Department of Public Safety criminal history background check performed for other purposes (concealed carry license EMS courses other state licenses etc) WITHIN 9 MONTHS of submission of the licensure renewal application to the EMS Bureau and can affirm that they have a clean background (no misdemeanors or felonies) the Bureau may waive the background check requirement
Under these conditions the applicant should submit the SIGNED and NOTARIZED Affidavit and a copy of the clearance letter from DHI (EMS training institutions) or copy of other such license
THERE IS NO PROVISION FOR WAIVING THE FINGERPRINT BACKGROUND CHECK FOR LOCAL
