Issue Statement Using the framework of Start-The-Clock (STC) events established

for letters and flats; establish start-the-clock events that are consistent across all commercial market dominant parcel categories including:

• Standard Mail parcels/NFMs • First-Class Mail parcels • Package Services (BPM parcels, Media & Library Mail) • Parcel Select • Priority Mail• For competitive products we will only share STC methodology

All induction methods are to be covered:• Drop Ship at NDCs and SCFs• Drop Ship at DDU• Entry at Business Mail Entry Units• DMU Entry with USPS Transportation• DMU Entry with Mailer Transportation

Research feasibility of building logic to reconcile containers received:

All containers present STC = container scan. Concept currently being evaluated:

Add a second header record (H2) for container barcodes associated with manifest

Manifest must be transmitted before tendering shipment to USPS

All containers NOT present STC = first enroute scan on pieces.

Note: Scope of project will be evaluated to determine if it is feasible and can be done in a cost effective and timely manner (Jan. 2012).

Timeline Current 99M Capability

• Shipping Services Manifest File v1.6 allows nesting of packages to 99M container barcodes (IMcb) and tray/sack barcodes (IMtb)

Package to container link provided by customers in files to USPS Package level unload / load event information extracted back in the Shipping

Services Extract File v1.5 format

November 2011• Final MTAC readout for Work Group #142 • 99M Use Optional• Specific 99M scan event verbiage will be the same as that

used for package level unload/load event information

January 2012• Provide cost/benefit of assumed nested containers

September 2012 (Tentative)• New Extract File v1.6 to include the respective 99M barcode
