Thankstothepersistenteffortsofourstaffandpartners,2010wasyetanotherprogressiveyearforcorrectionsinIndiana.Althoughwewereonceagainchallengedtodomorewithless,theIndianaDepartmentofCorrectioncontinuedtoadvanceforward.FromournationallyrenownedCLIFFprogramtoourquicklygrowingU.SDepartmentofLaborApprenticeshipprograms,ouragencyhasbecomeabestpracticesmodelforcorrectionsacrossthenation.

UndertheleadershipofGovernorMitchDaniels,Indianaunderwentthefirstcomprehensivereviewofourstate’scriminalcodeandsentencingpoliciessince1976.InpartnershipwiththePewCenterontheStatesandtheCouncilofStateGovernments(CSG)JusticeCenter,abi-partisanstudywasconductedaimedatimprovingpublicsafetybyreducingrecidivismandmanagingthegrowthofIndiana’sprisonpopulation.

TheDepartmentalsolauncheditsnewandimprovedvictimnotificationservice,IndianaSAVIN.Thenewsystemnotonlyallowsustocontinuethisimportantpublicsafetyservicebutalsoimprovesaccesstovitalinformationandsavesmoneywhiledoingso.ThisinitiativehasstrengthenedthecollaborationbetweenourpartnersincriminaljusticeandthemissionthatweshareinprotectingcommunitiesacrosstheStateofIndiana.

ThroughfocusingonbestpracticesinreducinglengthofstayinouryouthpopulationandpartneringwithCommunityCorrectionstoprovidetransitionalandre-entryservices,ourDivisionofYouthServicesgeneratedasignificantdropinouryouthoffenderpopulationlastyear.DYSisalsoworkingwithCommunityCorrectionstoestablishdiversionprogramsthatkeepyouthintheircommunities,wheretheyhaveasupportsystemandcanfosterstrongerrelationshipswiththeirfamily.

Tobringmorejobopportunitiestooffendersastheyprepareforre-entry,Indianahasbeendevelopingandexpandingapprenticeshipprogramsthroughoutourcorrectionalfacilities.ThepartnershipbetweentheU.S.DepartmentofLaborandPENProductshaslaunchedPENintothenationalspotlightforitsgreatprogressinoffenderre-entry.Ourprogramhasgrowntobethelargeststateprisonprograminthecountry.Itisclearthattheseopportunitiesprovidehopetoouroffendersandlessentherateofrecidivism.

Twohighlyacclaimeddocumentarieswerefilmedinsidetwoofourfemalefacilitieslastyear,highlightingsomeoftheinnovativeprogramsweoffer.TheWeeOnesNurseryattheIndianaWomen’sPrisonwasfeaturedinadocumentarytitledBabiesBehindBars,whichtellsthestoryofpregnantoffenderscontendingforaspotinthecovetedbabydorm.BreakingDowntheBars,whichpremieredontheOprahWinfreyNetwork,followsthedramatictransformationofeightfemaleprisonersservingtheirtimeattheRockvilleCorrectionalFacility.

Althoughwehadmanyaccomplishmentsin2010,thereisstillworktodo.ItiswithexcitementthatwelooktowardthefutureofcorrectionsinIndiana.WewillcontinuetobuildonfuturesuccessesbyutilizingprovenbestpracticesineveryareaoftheAgency.

2010 HIGHLIGHTS:Mental Health• CreatedapartnershipwiththeIndianaSheriff’s

Associationtodevelopandutilizeacentralizedsexoffenderregistrationsystem,OffenderWatch.

• RevisednumerousmentalhealthpoliciesandprocedurestocreateamoretherapeuticenvironmentforoffendersinneedoftreatmentandadheretoAmericanCivilLibertiesUnionstandardsandbestpractices.

• ImplementedavarietyofadditionaltrainingsforDepartmentstafftobetterdealwithcrisissituations,communicationskills,andde-escalationtechniques.

Construction Services• AvacantstructureattheMadison

JuvenileCorrectionalFacility,formerlyusedasalaundrybuilding,wasconvertedintoagymnasiumandrecreationfacility.Initsnewconfigurationthestructurefeaturesanindoorvolleyballareaandbasketballcourts,aswellasalibraryandmediacenter.Theprojectwascompletedfor$130K,comparedto$1.2Minnewconstructioncostsforacomparablestructureofthissize.TheworkwasaccomplishedbyMadisonFacilitystaff,whosuperviseoffendersfromtheHenryvilleCorrectionalFacility.

• Numerousfacilitiesreceivedphysicalplantupgradestoimproveenergyefficiencyandrealizecostsavings.SomeoftheinitiativesincludedtheinstallationofLEDlightingattheLogansportJuvenileIntakeUnit,acomprehensiveenergyefficiencystructuralrehabilitationattheCampSummitBootCamp,lightingupgradesandretrofittingatChainO’LakesCorrectionalFacility,andahostofadditionalphysicalplantchangestoimprovelivingandworkingconditionsforstaffandoffenders.

Transitional Facilities & Community-Based Programs• In2010,theDepartmentstrengthenedits

partnershipwithCommunityCorrectionstoalevelneverseenbefore.Withfournewparticipatingcountiesin2010,therearenowarecord78countiesthatutilizethisimportantprogramthatkeepsnon-violentfelonsintheirhomecommunities.Thisprogramallowsoffenderstoreceiveneededcorrectionalserviceswhilestillmaintainingwork,school,andfamilyrelationships,allofwhichareimportantfactorstoreducingrecidivism.Becauseofthisprogram,thecountieswereabletodivert29,628felonsfromDepartmentofCorrectioncustody.

• TheCommunityTransitionProgram(CTP)hasalsoenjoyedsteadygrowtheachyear,withparticularlyrobustresultsin2010.By2009,theaveragenumberofparticipantshadgrownto417permonth,upfrom337in2004.Thenin2010,theyearstartedwith450peopleparticipatinginCTPinJanuary.Bytheendoftheyear,therewasanaverageof525peoplepermonth,withover600participantsinAugust.TheDepartmentwillworktocontinuethegrowthofbothCommunityCorrectionsandCTPin2011.

Offender Programs• SubstanceAbuseTreatmenttransitionedto

CorrectionalMedicalServices(CMS).Effective9/01/2010,CMSbeganprovidingtheAddictionsRecoveryServicesfortheDepartmentofCorrection.ThetransitionallowedtheDepartmenttoplacesubstanceabuseservicesunderourmedicalprovider,therebyhelpingusdelivertheservicesinamorecoordinatedandefficientmanner,andallowingforoffenderstoreceivesubstanceabuseservicesinaunifiedtreatmentpackage.Byputtingtheservicesunderasingleadministration,wheretherehadpreviouslybeentwo,weeliminatedtheduplicatedcost.ThetransitionofAddictionsRecoverystafffromstateemployeestoCMSstaffwentverysmoothly.Allincumbentstateemployeeswereofferedaninterview,andmanywerehiredbyCMS.Somechosetopursueotheropportunities.

AsDeputy Commissioner of Re-entry, Randall Koester isresponsibletoleadtheDepartmentinitseffortstoprovideaneffectivere-entryprocessthatencouragesproductivecitizenshipofformeroffenders,reducesrecidivism,andpromotesenhancedpublicsafety.

2010 HIGHLIGHTS:Parole and Release Services• ParoleServicesDivisionreceiveditsfirst

accreditationbytheAmericanCorrectionalAssociation(ACA).TheParoleDivisionscoredaperfect100percentonmandatorystandardsanda95percentonnon-mandatorystandards,establishedbyACA.

• TheIndianaRiskAssessmentSystem(IRAS)willbeutilizedforassessingcriminogenicriskandneedsforoffendersresidingwithintheIndianaDepartmentofCorrection(IDOC).TheIRASconsistsoffiveassessmenttools,twoofwhichwillbeutilizedbyIDOC,thePrisonIntakeToolandtheRe-EntryTool.Theremainingtoolswillbeutilizedbythecourts,communitycorrections,paroleandprobation.TheDepartmentiscurrentlyutilizingthePrisonIntakeToolandtheRe-EntryToolasapilotattheRockvilleCorrectionalFacilityandtheReceptionDiagnosticCenter.Aftertheassessmentsarecompletedwiththeoffenders,thescoresareenteredintotheIndianaCourtInformationTechnologyExtranet(INCITE).INCITE,aprogramthroughtheJudicialTechnology&AutomationCommittee(JTAC)willhouseandviewtheassessmentsforalloffendersacrosstheentirejudicialsysteminIndiana.IDOCisnearingtheendofthepilotstageandwillbefullyimplementingtheIRAStoolsverysoon.

• TheIDOCandBureauofMotorVehicles(BMV)havecontinuedtoassistoffendersobtaintheirStateIDCardpriortoreleasethroughtheutilizationoftheBMVMobileUnit.TheUnitprocessedover700offendersin2010.

• ThePurposefulIncarcerationprogramwasinitiatedbytheDepartmentofCorrectiontoworkmorecloselywiththeJudiciarytotargetandtreatoffenderswithseveredrugaddictions.TheprojectbeganwithVanderburghCountymakingreferralstotheDepartment’sTherapeuticCommunities,withthecommitmenttheywouldconsidermodifyingoffenderssentencesandreturningthemtothecommunityearlyforfollowupservicesiftheysuccessfullycompletetreatment.Thisprojecthasbeenexpandedtonumerousothercounties.Atthispointwehavehad30Countiesmakereferrals,andover220OffendershavebeenreferredthroughPurposefulIncarceration.

EducationJuvenile Education·TheEducationDivision,withthefinancial

supportofthefederalTitleIprogram,hasdevelopedandimplementedtheStudentInformationManagementSystem(SIMS)inallIDOCjuvenileschools.SIMSisaunique,innovative,andcomprehensivecomputerdatabasethatunobtrusivelycollectsinformationattheclassroomleveltosupportteachersandadministratorsinthedeliveryofhighqualityeducationalservicestostudents.

Adult Education·Toassistthosereleasedoffendersin

transitioningtoproductive,sociallyuseful,taxpayingcitizenstheDepartmenthascontractedwiththeState’scommunitycollegesystem,IvyTech,toprovidebasicliteracy,GED,andcareertechnicalprogramstoincarceratedadults.Thenewlyinstituteddeliverymodelandprogramsprovidesawiderangeofeducationalbenefitsandpost-releaseopportunitiesfortheDepartment’sadultpopulation.

Legislative Services• The2010Legislativesessionprovided

alternativestoincarceration,re-establishmentofsentencingstudycommitteesandsupporttolocalcommunitycorrectionsentitiessothatthereisparitybetweencontractagenciesandthosewhoareunderdirectplacementstatutes.

• AdvocatedforthepassageofSenateEnrolledAct340,ParoleBoardDuties,whichmakesconductingacommunityinvestigationbytheparoleboardmandatoryforsexoffendersandviolentoffenders.Parolewillnowbereducedfromthepresumedtwoyearstoaoneyeartermfornonviolentoffenders.SEA340alsomakeschangestoCommunityCorrectionsstatutetomakeitmorecosteffectivewhileimprovingservices.

• AdvocatedforthepassageofSenateEnrolledAct415,DischargeofLongTermInmates,whichprovidesthataninmateiseligibleforrehabilitationbaseddischargeforlongterminmatesiftheinmatehasserved21consecutiveyearsinthedepartmentofcorrectionandhasreceivedfouryearsofearnedcredittime.LawmakersexpandedtheoptionsforearnedcredittimeinSEA415,whichallowscertainpersonstoearnnotmorethansixmonthsearnedcredittime,asdeterminedbythedepartmentofcorrection,forcompletionofoneormorereformativeprogramsapprovedbythedepartmentofcorrection.

Apprenticeships• IDOCandtheUSDOLProgramshaveseen

agrowthofover20%overthelastyearinthenumberofoffendersenrolled.Thisprogramprovidesoffendersanopportunitytoearncertificationthatwillincreasetheiremployabilityuponrelease.

AsDeputy Commissioner of Operations, Michael OsburnisresponsibleforleadingtheDepartmentinitsefforttoprovideeffectivesafetyandsecurityatallagencyfacilitiesbyseekingandinitiatingthecorrectionalpracticeswhichbestpromotetheinterestofpublicsafetyforthecitizensofIndiana.

2010 HIGHLIGHTS:Classification• TheOffenderPlacementSectionbegan

separatingmediumsecurityoffendersbyfacilitylocationaccordingtotheirreleasedate.Mediumsecurityoffenderswithmorethan8yearstoservewerehousedatMiami,CorrectionalIndustrialFacilityandPendleton,leavingtheLevel2facilitieswithdormstohousethosewithunder8yearstoserve.Thiswasaninterimstepincreatingthe4thsecuritylevel.

• TheOperationalSupportSectionbeganapilotprojectforcoordinatingStateWideReleaseTransportation.TheprojectentailsCentralOfficestaffcoordinatingthereleaseofalloffendersfromthedepartmentbyhavingfacilitiescombinetheirreleasetrips.Asaresult,facilitiesfromthenorthernandsouthernpartsofthestatehavenothadtocrossinterstate70intakingoffendershome.Ithassavedmanymilesonvehiclesandstaffhourstotransport.

• TheFacilityPlanningCommitteehascontinuedtomeetandiscurrentlyplanningtheconversionoftheIndianaStatePrisonOutside(ISO)fromprimarilyLevel1toaprimarilyLevel2facility.ThiswillallowthedepartmenttofillthevacantLevel1bedswhileaddingmuchneedLevel2housing.ThecriteriafortheLevel2offenderswillnotchangefromthecriteriacurrentlyinplaceforplacementofoffendersatISO.

Field Audits• Sevenadultfacilitiesreceivedaccreditationor

re-accreditationwiththeAmericanCorrectionalAssociationduring2010,withtheother10receivingsuccessfulinternalauditsthroughtheprogramreviewdivision.Allauditsaredesignedtomeasurefacilityperformanceagainstnationalbestpractices.

• ThroughtheNationalRestaurantAssociation’sEducationalFoundation,111offenderspassedtheServSafeCertificationprogram.

• TohelptheIN2WORKinstructors,AramarkdevelopedtheirTraintheTrainerprogramwiththreeseparatemoduleswhereAramarkemployeescangoon-linetoparticipateinthe“SmartChecks”foreachmodule.IDOC’sEducationDivisioniscurrentlydevelopingasimilarprogramfortheinstructorsatourjuvenilefacilities.

• ARAMARK’siCareprogram,inconjunctionwithPENProductsatthePlainfieldCommissaryDistributionCenter,beganinFebruary2010.Theprogramallowsoffenders’lovedonestoordergiftbagsfortheoffendersonline.ThegiftbagsaredeliveredwiththeregularcommissaryproductsdispensedbyPEN.Theprogramprovidesfull-timeemploymentforfouroffenderswhoarelearningusefulskillsinwarehousinganddistribution,includingproductorganizationandinventorymanagement.ARAMARKalsoemploysoneformeroffenderfull-timetohelpadministertheprogram.iCareiscurrentlyavailabletooffendersat18adultfacilities.Sincetheprogrambegan,over16,000giftbagshavebeenshipped.In2010,iCaresalestotaled$425,678resultinginincomeforPENof$45,421andincomeforIDOCof$41,823.

• SalesfromtheFreshFavoritesprogramtotaled$638,635.00in2010whichgenerated$63,863.50fortheoffenderRecreationFundsatthefacilities.

• Institutedasecurityassessmentdrillprogramforalladultfacilitiesin2010.Eachfacilityistaskedtoperformaminimumoffoursecurityassessmentdrillseachmonthtoassessthelevelofsecuritywithinourfacilities.Adjustmentstosecurityprotocolsweremadeasnecessarybasedupontheoutcomesfollowingtheseassessments.

• Standardizedallentranceandexitproceduresateachoftheadultfacilitiestoensurecontinuityofoperations.

• Begananagency-wideinitiativetocoordinatetransportationofinmatesonastate-widebasisinJune2010.Theresultsforthelastsevenmonthsof2010ledtoasavingsofapproximately$57,000dollars.

• Weaddedapproximately931inmatestoouragencyinmatecountwithoutanynewconstructionoradditionalstaffthusimprovingcapacitymanagementwithoutusingadditionaltaxdollars.

• Instituteda“BacktoBasics”securityinitiativeacrosstheagencyinvolvingalladultfacilities.Theinitiativechallengedallfacilitiestoreviewaminimumofoneperceivedoperationalweaknessperquarterwiththegoalofmakingallnecessarycorrectionssothattheweaknesscouldbecomeastrength.Theexerciseresultsarereportedonthemonthlymetricsreport.

Inanagency-wideefforttoraisemoneyfortheHaitiReliefFund,theIndianaDepartmentofCorrectioncollected$11,016.95.StaffandoffendersateachfacilitywereaskedtocollectanddonatetoanorganizationclosetotheirlocationaidingtheHaitiReliefFund,suchastheAmericanRedCross.

ThroughoutthemonthofFebruary,theIndianaDepartmentofCorrectionand65otherstateagenciescollectednon-perishablefooditemsfortheHoosiersHelpingHoosiersannualfooddrivesponsoredbytheOfficeoftheFirstLadyCheriDaniels.IDOCcollected7,227fooditemsand$4,247tobedonatedtofoodbanksacrossthestate.

ThePendletonCorrectionalFacilityfoundanewwaytosniffoutillegalcontraband,withdonatedmachinesworthmillionsofdollars.ThemachinesweredonatedfromtheTransportationSecurityAdministration.SevenSentinelIIIonscanContrabandDetectionPortalmachinesweredonated,totheDepartment.Themachineswereusedinairportstodetectexplosives,buttheoneusedatPendletonhasbeenreprogrammedtodetectnarcotics.

InFebruary,membersoftheLegislativePOWER(PoliticalOrganizationforWomen’sEducationandRepresentation)grouphostedababyshowerfortheWeeOnesNursery(WON)programattheIndianaWomen’sPrison(IWP),thankstodonationsbymembersoftheGeneralAssemblyandtheirstaff.Thewomen’scaucusbecameinterestedintheWeeOnesNurseryatIWPandwantedtoassist.SenatorEarlineRogerssaid,“Wejustwantedtodowhatwecouldtohelp.”Duringthe2009legislativesession,SenatorRogersandRepresentativeLindaLawsonmadepointsofprivilegeforallmembersoftheGeneralAssemblytodonateneededitemstotheWONprogram.“Thefeedbackwasoverwhelming.Themission[oftheprogram]reallystruckattheheartsofthelegislators,”expressedSenatorRogers.

MarchTheMiamiCorrectionalFacilityreceivedhighpraisesafterpassingitssecondReaccreditationAuditbytheAmericanCorrectionalAssociation(ACA).Theauditteamspent2½daysatthecorrectionalfacilitytouringthegroundsandgoingthroughpolicies,procedures,andpractices.Thefacilitypassedthe449non-mandatorystandardswitha98.2%ratingandpassedthe59mandatorystandardsat100%.

TheAmericanCorrectionalAssociationnamedtheLogansportJuvenileCorrectionalFacilityoneofthetopfacilitiesinthecountry.Aftercompletingitsthree-dayaudit,theACAauditorsapplaudedLogansportJuvenilefortheirrecordkeepingandthelevelofservicetheyprovidetoyouthintheircare.“ThestateofIndianashouldbeproudofwhatishappeninghereatLogansport,”saidJamesBallofACA.

AprilNationalCrimeVictims’RightsWeekwascelebratedApril18-24.Thisweekspotlightsournation’sresponsetovictimsofcrime.Thisyear’sthemewas“CrimeVictims’Rights:Fairness.Dignity.Respect.”Thisthemecapturedtheprinciplesthatinspiredthevictims’rightsmovement.Asof2010,everystatehaspassedvictims’rightslaws,and32stateshaveconstitutionalvictims’rightsamendments.Allstateshavevictimcompensationfunds,andmorethan10,000victimassistanceprogramsexistthroughoutthecountry.Suchchangeshavemadevictimsparticipants,ratherthanbystanders,inthecriminaljusticesystem.

TouchDNAbeganbeingusedtoanalyzetraceDNAsamplesfromprisoncontrabandthroughapilotprojectwithIndianapolis-basedForensicID.Thegrant-fundedproject,believedtobethefirstofitskindnationwide,willbeusedatallIndianaDOCfacilities.“DNAevidenceremovesanydoubtofknowledge,”saidVincentI.Perez,aformerpoliceofficerandvicepresidentofForensicID.“Itwillaidinthesuccessfulprosecutionofinmatesandthesuccessfulprosecutionofanyonewhoattemptstosmuggleillegalcontrabandintoourstateprisons.”hesaid.

Twodozencollegeclassmates,halfofthemfromIndianaUniversityBloomingtonandhalffromthePutnamvilleCorrectionalFacility,presentedresearchfindingsandreceivedcertificatesApril30intheclosingceremonyofanInside-OutPrisonExchangeProgramcourse.ThecoursewasthefirstinvolvingIUBloomingtonintheInside-Outprogram,whichbringstogetherstudentsandprisoninmates–“outside”studentsand“inside”students–foracollege-levelcourseinwhichpeoplefromdifferentbackgroundslearntogetheraspeers.

TheIDOCannouncedtheclosureoftheNortheastJuvenileCorrectionalFacilityinFt.Wayne,IN.ThroughtheeffortsoftheDivisionofYouthServices,theoveralljuvenilepopulationhasbeendramaticallyreducedandthusallowedfortheclosureofthisfacility.“OurabilitytoclosethisfacilityandredirecttheseresourceswillnotonlysavetheStateofIndianaprecioustaxdollarsduringtimeofeconomichardships,but,moreimportantly,willcontinuetoensurethatthesetroubledyouthreceiveappropriateservicesintheleastrestrictivesetting,”statedCommissionerBuss.

OnFriday,May14theDepartmentcameouttosupporttheirown.DuringthefirstIndianaCorrectionalPeaceOfficer(ICPOF)GolfOpenTournament,over$32,000wasraisedtobenefittheICPOF.CommissionerEdwinG.Busscommented,“ThesuccessofthiseventisagreatachievementfortheIndianaCorrectionalPeaceOfficerFund.ItshowsonceagainthewonderfulsupportthatIDOCstaffcontinuetogivetotheirfellowemployees.”

BranchvilleCorrectionalFacilityhonoredtenoffenderswhograduatedfromtheCoalMiningJobTrainingprogram.ThejointventurebetweentheIndianaDepartmentofCorrection,theIndianaCoalCouncil,andVincennesUniversityisthefirstprogramofitstypeinthenation.AfederalgrantwasprovidedbytheUnitedStatesDepartmentofEducationwithnofundsrequiredfromtheStateofIndiana.Oncereleased,offenderscanusethistrainingtosatisfyaportionoftherequiredtrainingneededtoworkintheminingfield.RetiredIndianaGuardAdjutantGeneral,MajorGeneralRobertMitchell,wasthevolunteerinstructorforthecourse.

InajointventureprojectwithPEN(PrisonEnterprisesNetwork)Products,WabashValleyCorrectionalFacility’shaybailingprojectproducedapproximately$2,600worthofhayin2010.Wabashletsthegrassgrowinselectedareasandwhenit’sreadytocutPENhiresanareafarmertoworkonthebalingprocess.Duringthe2010season,thefacilityyieldedover204largeroundbales.Theeffortreducesfacilityfuelcostsformowingandwearandtearonequipment.WabashValleyusesaround47.5gallonsofdieselfuelpermowingattheover340acresfacility,sometimesmowingtwiceaweek.ThemowingseasonstretchesfromAprilthroughOctober,andthefuelsavingspotentialisover$3,300.TheDepartmentreceivesonethirdofthebalesharvested,whichareeithersoldtolocalcattlefeedersortoalocalbiofuelcompany,whichconvertsthehayintopellets.

ThroughoutthemonthofJuly,IDOCstaffrolleduptheirsleevestohelpothersduringtheDepartment’s2ndannualBloodDriveChallenge.Facilitiesacrossthestatehostedemployeeblooddrivesinacompetitiontoseewhocouldcollectthemostunits.TheAgencyteamedupwiththeAmericanRedCross,theIndianaBloodCenter,CorrectionalMedicalServices,AramarkandtheGEOGroup,Inc.tohosttheblooddrivecompetition.Withthehelpofitsgenerousstaffandpartners,theAgencycollected669unitsofblood.ThewinnerforthelargefacilitycategorywasRockvillewith14.7%ofstaffdonating.ThewinnerforthesmallfacilitycategorywasEdinburghwith

Anew600horsepowerbiomassboilersystemwasdedicatedatIndianaStatePrisonwitharibboncuttingincludingCommissionerBuss,SuperintendentWilliamWilsonandStateSenatorJimArnold.Theboilersystemispoweredthroughtheburningofscrapwoodturnedintowoodchips.Post-productionscrapwood,likepallets,willbepurchasedfromstatebusinessesandusedtofueltheboilers,boostingthelocaleconomywhilereducingthefacility’scarbonfootprint.

AugustTheIDOCannouncedthatitwillexpanditspartnershipwithCorrectionalMedicalServices(CMS)toincludesubstanceabuseprogrammingandservices.CMSisthecurrenthealthcareproviderfortheDepartment.Thispartnershipwillincludeacollaborativeapproachtointegratingmentalhealthserviceswithsubstanceabuseprogramming,whichareoftenco-occurringissuesforoffenders.Thebenefitsofthiscomprehensiveprogramwillaffordallhealthcareproviderstheabilitytoaccessapatient’scompletemedical,mentalhealthandsubstanceabuserecordsandcrosstrainstafftoaddressco-occurringdisorders.

TheDepartmentpresentedGovernorMitchDanielswithacheckfortheIndianaNationalGuardReliefFundinsupportoftheGovernor’s6thAnnualCharityRide.$8,300wasdonatedtotheNationalGuardReliefFund.ThemoneywascollectedthroughvariousoffenderorganizationsatmultiplefacilitiesandfromtheIDOC’spartnersincorrections,AramarkandCorrectionalMedicalServices.

inthefuture.ThemoveofIMCRCallowstheDepartmenttoreduceitsdailycostofhousingby$17peroffenderandadditionalannualsavingsassociatedwithhousingworkreleaseoffendersatLibertyHall.AllemployeeswhoworkedatIMCRCwereofferedpositionsatotherIDOCfacilitiesintheIndianapolisarea.

SeptemberWTLC-AMradiotalkshow“AfternoonswithAmos”airedlivefromtheIndianapolisRe-EntryEducationalFacility(IREF).ThehistoricprogramwasthefirsttimeanyliveradiobroadcasthadeverbeensanctionedtotakeplacewithinasecuredareaoftheIDOC.IndianaHallofFameawardwinningbroadcasterandnewspaperjournalistAmosBrownusedhisforumtoinformthepublicaboutIREF’sprograms,theresidents’contributionstothecommunityandtodiscusstheIDOC’sroleinpreparingoffendersforre-entrytoIndianacommunitiesamidstAmerica’seconomicdownturn.

TheNewCastleCorrectionalFacility(NCCF)wasrecommendedforre-accreditationafterreceivinghighpraisefollowingthecompletionofanauditbyavisitingcommitteefromtheAmericanCorrectionalAssociation(ACA).NCCFachievedtheveryraredistinctionofbeingrecommendedasbeing100%compliantinallmandatorystandardsand100%compliantinallnon-mandatorystandards.SuperintendentDonaldStineapplaudedstafffortheterrificjobtheydoeachdayandforensuringthatevidenceofthefacility’scompliancetotheover500ACAstandardswasclearlyapparent.

MiamiCorrectionalFacility’sMiamiBrailleProject,expandeditsoperationandchangeditsnametotheMiamiAccessibleMediaProject(MAMP).Theprogramhasdoubledthenumberofoffendersworkinginit,andbegantwonewshopswithintheprogramthatcontinuetofillthegapsintheeducationsystemforthosewhohavedisabilities.MAMP’sgoalistoprovidelow-cost,qualityBraille,largeprintandPDFtextbookstoIndiana’sschoolagechildreningradesKindergartenthrough12,inatimelyandefficientmanner.

OctoberIn2010,IDOCjoinedmultiplestateandfederalagenciesinalandexchangedealbetweentheIndianaNationalGuardandtheIndianaDepartmentofNaturalResources(DNR).Throughthisjointventure,DNRreceivedmorethan2,000acressurroundingthePutnamvilleCorrectionalFacilitytocreatetheDeerCreekFishandWildlifeAreaforpublicuse.Inexchange,DNRtransferred1,250acresoflandnorthofCampAtterburytotheIndianaNationalGuardfora$105millionexpansionoftheCampAtterburyJointManeuverTrainingCenter.TheprojectwasannouncebyGovernorDanielsinApril2010andapprovedbyU.S.FishandWildlifeServiceandtheNationalParkServiceinOctober2010.

TheParoleServicesDivisionconductedOperationSafeHalloweenagainthisyear.Registeredsexoffendersacrossthestateadheredtoaspecialcurfewinanefforttodirectlymonitorandremovesexoffendersfromcommunitystreetsduringthechild-orientedholiday.CommissionerBussexpressed,“ThisinitiativeallowsourParolestafftomoreeffectivelymonitorsexoffenders,keepIndianasafe,andgiveHoosierparentssomepeaceofmind.”

AgroupofsixdelegatesfromtheUkraine’sjudiciarysystemtouredtheIndianapolisRe-EntryEducationalFacility(IREF)aspartoftheirexaminationoftheAmericanjudicialsystem.ThedelegatesareparticipantsintheOpenWorldLeadershipProgram,aU.S.congressionalinitiative,whichaimstobuildmutualunderstandingbetweenpoliticalandcivicleadersofparticipatingcountries,andexposesforeigndelegatestoconceptsandmethodstheymayuseintheircountry.ThegroupmetwithIREF’sexecutivestaffandwasgivenabriefoverviewofthefacility,casemanagement,vocationalprograms,educationalprograms,andthere-entryprocess.Thedelegatesalsotouredthefacilitygroundsandaskedquestionsofstaffandresidents.

WestvilleCorrectionalFacility(WCC)wasrecommendedforre-accreditationfollowingathreedayauditbyACA.WCCwasfoundtobein100%compliancewith60applicablemandatorystandardsand99.1%compliantwith452applicablenon-mandatorystandards.AuditChairKellyWardtoldstaffthatWCCisinthetopechelonofcorrectionalfacilitiesinthenation,particularlyinlightofthesizeandcomplexityofthefacility.Theauditteamwasalsoimpressedwiththeamountandqualityofinnovativeprogrammingthatoccurswiththeinmatesbeforetheirrelease.

INSOMMTheIndianaSexOffenderManagementandMonitoring(INSOMM)Programprovidesanintegratedcontinuumofsexoffenderspecificservices,beginningwithinIDOCcorrectionalfacilities,proceedingthroughthere-entryprocess,andcontinuingincommunitiesacrossthestate.Communityprogrammingoperatesutilizingthe“ContainmentModel”.Thisconsistsofateamthatmonitorseachsexoffender’sactivitiesandprogrammingduringtheirParoleSupervision.TheteamconsistsoftheSOMMParoleAgent,treatmentprovider,andpolygrapher.Theprimarygoaloftheprogramistoenhancepublicsafetybyreducingrecidivisminconvictedsexoffenders.

Literacy EducationThirty-fourpercentoftheDepartment’sadultpopulationisfunctionallyilliterate.Ongoingresearchhasfoundthatformeroffenderswhoareemployedpost-releasearelesslikelytorecidivate.IncreasingeducationalattainmentwhileincarceratedholdsthepromiseofincreasingemploymentopportunitiesatsustainablewagesandendingarepetitivecycleofinvolvementintheState’scriminaljusticesystem.Indiana’sCorrectionalEducationprogramsbeginwithastrongcommitmentofresourcestobasicreading,mathematics,andlanguagearts.DuringSchoolYear2009/2010,4,028individualsenrolledinliteracyprogramswith1,209offendersdemonstratingmasteryabovethesixth-gradelevelatthetimeofcompletion.

MPOP/SPOPTheStandardizedPre-ReleaseOrientationProgram(SPOP)isthebasicPre-ReleaseRe-Entryprogramprovidedtomostoffenders.Thisprogramconsistsofa65-hourcorecurriculumandatleastanadditional15-hourcurriculumdeterminedbyeachfacilityRe-EntryCoordinator.TheSPOPispresentedinagroupsetting.AlloffendersareassignedtoaPre-ReleaseRe-EntryprogramwithinoneyearpriortotheirreleasefromtheDepartmenttoallowtheoffendertocompletetheappropriatecomponentsoftheprogram.Everyeffortismadetoretaintheoffenderintheprogramuntilcompletion.ThisisavailableinallIDOCfacilities,exceptforworkreleasecenters.

Offender Identification AssistanceIn2009,theIDOCandtheBureauofMotorVehicles(BMV)partneredinassistingoffendersinobtainingastateidentificationpriortorelease.TheBMVallowstheirmobileunittovisitseveralofourfacilitiestoassistoffendersinhavingastateidentificationwhentheyarereleasedfromourfacilities.In2010,theBMVmobileunitwasabletoprovideover700IDcardstooffenders.

PLUS UnitsThePurposeful Living Units Serve(PLUS)programisavoluntaryfaith-andcharacter-basedcommunitythatencouragesoffenderstochoosealternativestocriminalthinkingandbehaviorbyprovidingafocusonspiritualandcharacterdevelopment,life-skillstraining,communityservice,andintentionalpreparationforlivingaslaw-abidingcitizens.Keycomponentsoftheprogramincludeastrongpositivepeerculture,acurriculumthataddressesriskfactors,andestablishingamentoringrelationshipwithapositiverolemodelvolunteerfromthecommunity.In2009,PLUSwasnationallyrecognizedbytheAmericanCorrectionalChaplainsAssociationbyreceivingtheirOffenderProgramoftheYearaward.Nowinitsfifthyear,thePLUSprogramisofferedat15differentfacilitieswithacurrentenrollmentofapproximately1,200participants.Sinceitsinception,over1,989PLUSparticipantshavecompletedthe12-16monthprogram.Ofthese,around745havebeenreleasedbackintothecommunity.ThecurrentreturnrateofPLUSgraduatesisapproximately16%,comparedwiththeoverallrecidivismrateof37%.

PREPThePrevention and Relationship Enhancement Program(PREP)encouragesoffenderstomaintainandstrengthentieswiththeirfamiliesbyprovidingtoolsforpositivecommunication.Theprogramispresentedtooffendersandtheirspousesinatwo-dayweekendseminarwhichaddressescommonroadblockstohealthycommunication.Sincetheprogramwasimplementedin2007,approximately900coupleshaveparticipatedintheweekendseminars.ThePREPprogramisfundedbyafederalgrantfromtheU.S.DepartmentofHealthandHumanServices,OfficeofFamilyAssistance.IDOCisoneofthenationalleadersinprovidingoffenderswithbetterfamilyskills,andisthefirstDepartmentofCorrectiontoimplementthenewPREPInsideandOutcurriculum,whichwasdesignedspecificallyforuseinacorrectionalsetting.

Prison TailsThisprogramworkswithlocalcommunityanimalshelterstoprovideprogramsthatprovidetrainingtodogsthatwillhelpthembeadopted.Fortheoffender,thisprogramenhanceslifeskillspreparingthemforrelease.ThisprogramhasalsobecomeanapprovedDepartmentofLabor(DOL)ApprenticeshipProgram.ThisenablestheoffenderswhosuccessfullycompletethecoursetoreceiveaDOLCertificate,andalsoobtainatimecut.

Responsible Fatherhood ProgramTheResponsibleFatherhoodProgramutilizesnationallyrecognizedcurriculatoprovideoffenderswiththeskillstobebetterfathers.TheprogramusesmaterialsfromNationalFatherhoodInitiative,including24/7DadandInsideOutDad,toprovideoffenderswithskillstobebetterrolemodelsfor

theirchildren.Theprogramencouragesoffenderstodevelopandmaintainstrongertieswiththeirfamilies,whichhasapositiveimpactonrecidivism.TheResponsibleFatherhoodProgramisfundedbyafederalgrantfromtheU.S.DepartmentofHealthandHumanServices,OfficeofFamilyAssistance.Sincetheprogramwasimplementedin2007,4,251fathershavecompletedtheInsideOutDadscurriculumand6,457childrenhavebeenservedthroughDecember2010.

Shifting GearsShiftingGearsisabicyclerestorationprogram.Offendersarekeptbusyrebuildingandrefurbishingbikes.Thecommunityreceivesthebenefitsascommunityagenciescanprovidebicyclesforkidsandadultswhohaveneedfortransportation.InJanuaryandFebruaryof2010,PendletonCorrectionalFacilityrefurbished116bikes.TheShiftingGearsBicycleprogramwasmovedtotheCorrectionalIndustrialFacilityinApril2010.SincemovingtoCIFapproximately450bikeshavebeenrefurbished.

Therapeutic Communities (TC’s)TheDepartment’sTC’sarespecializedintensivetherapeuticcommunitiesdesignedtotreatoffenderswithseveredrugaddictions.Theprogramisaminimumof8monthsofintensivecognitivebehavioral,evidencedbasedbestpracticecounseling.Clientsareexposedtoupto12-15hourseachdayofprogrammingtospecificallyassisttheclienttorecoverfromtheaddiction,buildsocialskillsacceptableinsocietyaswellasjobinterviewingskillstohelpwiththeiremployment.Further,theclientsworkonpeerandpersonalrelationshipskillstobetterassistintheirrecoverywhenreleasedtotheirrespective

communities.TheIDOCTC’sareatsixfacilities,andtotalnearly1200treatmentbeds.TheTC’sdemonstratedapositiveimpactonbothrecidivismandconduct.OffenderswhosuccessfullycompleteaTCprogramare40%lesslikelytorecidivatecomparedtotheDepartment’soverallrecidivism.ConductratesontheTC’sareaboutonesixththatofageneralpopulationhousingunit.During2010,953offenderssuccessfullycompletedTCprograms.

Thinking for a ChangeThinkingforaChange(T4C)isanintegrated,cognitivebehaviorchangeprogramforoffendersthatincludecognitiverestructuring,socialskillsdevelopment,anddevelopmentofproblemsolvingskills.T4CwasintroducedintotheadultfacilitiesthroughthecooperationoftheNationalInstituteforCorrectionswhoprovidesthecurriculum,materials,andtraining.ThisisavailableinmostIDOCfacilities.

Thoroughbred Horse RetirementThisprogramhelpsendneedlessabuseandslaughterofretiredracehorsesbyprovidinghumane,viablerescueprograms,includingpermanentretirementandprivateadoptionforthoroughbredsattheendoftheirracingcareers.Offendersaretaughtequineskillsandnotonlymaintaintheseanimals,butalsohelpretrainthemsotheyaresuitableforuseinqualifiedhandicappedandothertherapeuticridingprograms.TheEquineProgramislocatedatPutnamvilleCorrectionalFacility.Theprojectcurrentlyhouses43horses,twoofwhichwererescuedin2010.Fivehorseswereadoptedin2010.Thefacility’seffortstoincreaseadoptionsareongoing.

Vocational EducationTheDepartment,withtheguidanceoftheIndianaDepartmentofWorkforceDevelopment,providesvocationalprogramsrangingfromAutoBodytoWeldingthroughoutthestate’sadultsystem.InstructorsaretypicallycertifiedasoccupationalspecialistsbytheIndianaDepartmentofEducation.3,295offendersenrolledintheseprogramsduringtheSchoolYear2009/2010with1,979receivingrecognizedcertificationsuponcompletion.

Wheels for the WorldThisisadisabilityprogramoftheJoniandFriendsInternationalDisabilityCenter.InthiswheelchairoutreachprograminvolvingthedonationofwheelchairsandotherrehabilitationequipmentthoughavolunteerorganizationcalledChairCorps.,offendersaretrainedtorestoreawheelchairtoalike-newcondition.Theoffenderslearntoworktogether,perfectbasicmechanicalskillsandproduceaproductofwhichtheycanbeproud.Thewheelchairsareshippedoverseastomeetupwithshort-termmissionteams;theteamsthencustomfiteachwheelchairspecificallyfortherecipientandtrainhimorherintheuseandupkeepofthechair.InJanuaryandFebruaryof2010,21refurbishedwheelchairswereshippedtothoseinneed.

In2010,RockvilleCorrectionalFacilitystaffwereveryinvolvedincommunitysupport.

Throughseveralfoodsales,theoffendersraisedmoneyfortheWeeOnesprogramatIWP,theSusanKomenFund,andtheCoalitionAgainstDomesticViolence.Theoffendersalsoraisedmoneytosupport“buddybags”forschoolchildreninParkeCounty.

WestvilleCorrectionalFacilityhasgonethroughseveralchangesin2010.InMarch,MarkE.LevenhagentransferredtoWestvillefromtheIndianaStatePrisonasthenewSuperintendent.InJune,thefacilityconductedasuccessfulEmergencyDrillthatutilizedtheassistanceandcooperationofinternalandexternalagencies.TheMedicalDepartmentwasnamedtheMedicalDepartmentoftheYearinMayandagaininDecember.InOctober,thefacilityunderwentathoroughreaccreditationinspectionbyanACAvisitingcommittee.Thefacilitywasrecommendedforreaccreditationreceivingascoreof100%onMandatoryStandardsandascoreof99.1%onnon-mandatorystandards.Thisscorewasthehighesteverforthefacility.

Inthepastyear,DYSundertookmajoreffortstoreducethelengthofstayinjuvenilefacilitiesbyensuringthatyouthareplacedintheleastrestrictiveenvironmentbasedontheirindividualneedsandrisks.Thepopulationhasreducedinthepastyearfromapproximately800studentstobelow600studentsandthroughtheseeffortstheDepartmentwasabletocloseonejuvenilefacility,therebyprovidingservicesinamoreefficientandeconomicalmannerforIndianacitizens.ReductionsinthejuvenilepopulationinDOCfacilitieswasachievedthroughvariouspartnershipsandeffortsofDYS,JuvenileCourts,CountyProbationOfficers,andtheIndianaJuvenileJusticeTaskForceaswellasmanyotherindividualsandagenciesthroughouttheState.Theseeffortsfocusedonprovidingyouthservicesintheleastrestrictiveenvironment,developmentofyouthdiversionandcommunity-basedtreatment

Camp Summit Boot Camp was established in 1995. The main facility is a single-story brick building that houses administration, three living units, kitchen, dining, and laundry. Adjacent to the main facility is the academic building and an honor dorm. The facility has a perimeter fence that marks its boundaries. A very comprehensive military challenge course was built by the Army National Guard. Presently, the facility serves 112 male juveniles, ages 15 to 18, that are committed to the IDOC. The program is approximately six months in duration and includes military drill and ceremony, physical training, fully accredited education program, substance abuse group, life skills group, restorative thinking, and individual /family counseling.

During 2010, Camp Summit expanded the population from 90 to 121 juveniles, created and implemented Balanced and Restorative Justice Programs, which includes community service and student participation in a court-sponsored Victim Impact Panel. We achieved Level 3 on the PbS (Performance-based Standards, which measures juvenile facilities performance and effectiveness on a national basis) Program. The facility was re-accredited by the American Correctional Association.

New OperationsInMay2010,PENProductscommencedoperationsattheCorrectionalIndustrialFacility(CIF)byimplementingapartnershipwithaprivatesectorcompany.Over170offenderjobswerecreatedduringtheyear.TheindustrialspaceatCIFhadbeenidle.Besidesprovidingworkforoffendersandtrainingofvaluablejobskills,the70,000squarefootvacantfoodprocessingplantwasredeployedintoahubofworkopportunities,reducingidlenessandexposingoffenderworkerstovaluableon-the-jobtraining.

InOctober2010,PENProductsCommissaryoperationatthePlainfieldCorrectionalFacilityaddeditsINTouchProgram.Thisuniqueprogramallowsoffenderstopurchaseproductstosendtotheirfamilyandfriends,rememberingholidays,birthdaysandotherspecialoccasions.Theitemsofferedincludeteddybears,candypackages,silkflowers,licensedsportsteamsproductsandtoys.AcatalogwasdevelopedanddistributedtooffendersandtheorderingprocessforCommissarywasutilizedforthepaymentsfromtheoffendertrustaccounts.

InDecember2010,attheWestvilleCorrectionalFacilityapartnershipwithaplasticsrecyclingcompanyaddednearly100jobsatstartup.Onceinfulloperationmode,itwilloffer300offenderjobsattheWestvillelocation.Thisgreenoperationtakespostconsumerplastics,sortsand

grindsthemintocrumble,andthenreturnsthemtotheplasticmanufacturertobemadeintoothernewproducts.

Miami Accessible Media Project Awarded GrantSinceitsinceptioninMayof2008,theMiamiCorrectionalFacility’sMiamiBrailleProjecthasgrowninsize,aswellasnotoriety.Theprogramhasdoubledthenumberofoffenderswith41currentlyworkingintheprojectandaddedtwonewoperationswithintheproject,continuingtofillthegapsoftheeducationsystemforthosewhohavevisualdisabilities.ThesenewoperationsincludethelargeprintproductionandaccessiblePDFtextbooks.Theprogramhasadoptedthenewname,theMiamiAccessibleMediaProject(MAMP),whichbetterreflectstheadditionsofthesenewoperationstotheBrailletranscription.OnSeptember16,2010,PENProductswasawardeda$726,450grantundertheSecondChanceActTechnologyCareersTrainingDemonstrationProjectsforIncarceratedAdultsandJuveniles.ThisoneyearprojectwillexpandthedepthoftrainingcapabilitiesintheMAMPandaddapost-releasecomponenttotransitionservices,includingsmallbusiness/self-employmentmentoringassistancethroughnon-profitcollaborations.

ApprenticeshipsIDOCandPENProductsstaffwererecognizedinMay2010withtheGovernor’sPublicServiceAwardfortheirwork.AspointedoutinavideofromtheUnitedStatesDepartmentofLaborOfficeofApprenticeship.Indianaisamodelforotherstateswith1,998offendersand812IDOCstaffcurrentlyenrolledintheUnitedStatesDepartmentofLaborApprenticeshipProgram.

PENProductsregistereditsfirstApprenticeshipoccupationwiththeU.S.DepartmentofLaborattheWabashValleyCorrectionalFacilityAprilof2006.TheU.S.DepartmentofLaborApprenticeshipisavaluablecertificationandcanplayamajorroleinhelpingmenandwomenfindemploymentuponrelease.Statisticsshowthatwhenex-offendersarere-arrested,85%ofthemareunemployed.Meaningfulemploymentisvitalintransitioningfromprisontothefreeworld.

PENProductshasactiveApprenticeshipprogramsinthirteenfacilitiestraining31differentoccupationaltitles.1,027PENProductsoffenderworkershavecompletedtheprogramandhavereceivedtheirU.S.DepartmentofLaborApprenticeshipCompletionCertificate.

Over3,000offendershavebeenenrolledsincetheprogram’sbeginningwithcurrentenrollmentbeinginexcessof1,100offenders.AfteranoffendercompletestheirApprenticeshiptobecomeajourneyworker,heorshetrainsotheroffendersworkingontheirApprenticeshipinthatindustriesshop.OffenderswhosuccessfullycompletetheirApprenticeshipqualifyforuptoasixmonthsentencecut.

Job Placement ProgramPENProductsJobPlacementProgramisaselectiveplacementprogramforoffenderswhohaveproventheirskillsandworkethic.JobPlacementisPENProducts’newestprograminitiatedinApril2008.IthasbeendevelopedtofurtherassistformerPENoffenderworkersintheirre-entryefforts.ThemissionofthePENProducts’JobPlacementProgramistodecreaserecidivismbyconnectingreleasedoffenderswithmeaningfulemployment.TheJobPlacementProgramhastwosegments.ThefirstistoprepareoffendersforfreeworldemploymentbyteachingoffenderworkersthenecessarysoftskillstoaccompanytheirU.S.DepartmentofLaborcertifiedon-the-jobtraining.Thesecondpartoftheprogramistodevelopanetworkofprivatebusinesseswillingtointerviewandhirequalifiedex-offenders.Inthefuture,PENProductswillbeabletomeasurethesuccessoftheprogramandthechangesinrecidivismratesimpactedbytheprogram.

PEN Products Job Placement Program provides offender services including: job search training, career development planning, community resource referrals, pre and post release mentoring and employment referrals and placement.

PEN Products Job Placement Program provides the community with a pool of motivated skilled workers, education and collaboration. Over 1,700 offenders have been provided employment search services and resources at varying levels through PEN’s Job Placement Program since its inception in 2008. Career development curriculum is in the preliminary stages. Once completed, it will be offered to Job Placement participants within six months of release.
