BENEFITS

DEPARTMENT OF INFORMATION TECHNOLOGY SERVICES Reporting to the County’s Chief Information Officer (CIO), the Department of Information Technology Services’ senior management staff consists of a Deputy Director of Enterprise Applications, Deputy Director of Information Security, and Deputy Director of Infrastructure and Operations. DEPUTY DIRECTOR OF ENTERPRISE APPLICATIONS SALARY RANGE $88,373 ‐ $105,000 ANNUALLY DOQ/E UP TO $10K INCREASE POSSIBLE AFTER 1ST YEAR! 

Repor ng  to  the County’s Chief  Informa on Officer  (CIO),  the new Deputy Director  of  Enterprise  Applica ons  should  have  experience  overseeing  an applica ons  team providing mission‐cri cal  systems  to a diverse user base.  Specifically, he/she will be responsible for planning, organizing and managing the County’s SAP ERP environment (experience essen al), as well as various other tradi onal applica ons  (SharePoint,  IBM FileNet, ESRI, etc.) and more industry‐specific solu ons in public safety (computer‐aided dispatch, records management, e‐cita ons, etc.) community services, transporta on, and land management, (Accela, etc.).   

Given the range of systems under its responsibility, the successful candidate should  be  comfortable  with  both  SQL  and  Oracle  databases,  have  some exposure to different programming  languages, and demonstrate a record of success  administering  applica ons  delivered  via  mul ple  hos ng  models.  Key  ini a ves  will  be  to  evaluate  and  recommend  integra on  and/or replacement of County  systems;  implemen ng best prac ces  in applica on tes ng  and  release management;  create  the  County’s  “big  data”  program; and,  in partnership with the other  IT  leadership team members,  implement and monitor business con nuity/disaster recovery recommenda ons from a current assessment.   The Enterprise Applica ons/Development Division has overall responsibility  for the development, maintenance and support of the core business systems suppor ng Gwinne  County Government.

DEPUTY DIRECTOR OF INFORMATION SECURITY Repor ng to the County’s Chief Informa on Officer (CIO), the new Deputy Director of Informa on Security must be a proven informa on security professional.  As the County’s Chief Security Officer for technology, the selected candidate will be given the la tude and support to build their own informa on security program and “security team” to protect the County’s technology assets.  From the development/implementa on of related policies and procedures and the delivery of awareness training to employees to the oversight of intrusion detec on/response and the facilita on of a County‐wide security steering commi ee, the leader in this role will be empowered to guide, monitor and enforce standards, internal controls and policies in accordance with federal regula ons, accredita on standards, and security best prac ces. This posi on will consult and partner with internal technical services and public safety personnel as well as each County department to enforce and verify compliance of informa on security standards. Key ini a ves will be to ensure ongoing compliance with payment card industry (PCI) and criminal jus ce informa on services (CJIS) requirements; partner with others to implement and monitor the network and security recommenda ons and the business con nuity/disaster recovery recommenda ons from independent assessments; and develop and implement an incident response plan to ensure the County’s preparedness for responding immediately to suspected breach.  The posi on will also monitor changes in the county, state and federal regula ons and accredita on standards affec ng informa on security, and make recommenda ons to the CIO and other County leaders in the need for policy changes; assist in system and so ware architecture and design to ensure that County assets are appropriately secure at all  mes; and, independently perform risk assessments and work closely with the County auditor and other 3rd party auditors to preempt, mi gate, and swi ly respond to any audit findings that require ac on to include priori zing ongoing needs related to the County's SAP ERP environment.    To be considered for this role, candidates should have a Bachelor’s degree in a related field, and a Master’s Degree is preferred. A minimum of five (5) years of experience in informa on security, including three (3) years of management experience as an Informa on Security manager or officer, and one or more of the following cer fica ons: Cer fied Informa on Systems Security Professional (CISSP); Cer fied Informa on Security Manager (CISM); or Cer fied Informa on Systems Auditor (CISA). Candidates should also possess an ITIL cer fica on at the Expert Level and have experience with network, infrastructure, tes ng, security, and communica ons of large‐scale, mul ‐vendor IT and/or telecommunica ons projects. DoITS will consider an equivalent combina on of educa on and experience sufficient to successfully perform the essen al du es of the job. Experience in providing technology support to public safety organiza ons (e.g., Fire, Police, Sheriff, Correc ons and Jail) is preferred.  Candidates must possess well developed “cri cal thinking and problem solving skills,” excellent wri en and verbal communica on skills, and the confidence and knowledge to present security and risk related concepts to both technical and non‐technical audiences.

Repor ng  to  the County’s Chief  Informa on Officer  (CIO),  the new Deputy Director  of  Infrastructure  and  Opera ons  will  be  strong  technically  with experience in all aspects of network infrastructure, telecommunica ons, data center  opera ons  (the  County  has  three),  and  a  service  desk.    The  ideal candidate  should  be  familiar  with  HP,  IBM,  VMware,  and  Cisco  and  be prepared  to  develop  and  present  business  cases  for  infrastructure investment and op miza on.  This posi on will oversee future development and updates to the  informa on technology  infrastructure strategic plan and program, and priori ze  the most cri cal areas of  the plan  to address.   This posi on  is  also  responsible  for  developing  county‐wide  systems  and opera ons  which  support  the  management  of  all  network  infrastructure (Local  and  Wide  Area  Networks)  and  all  servers  (file  servers,  database services, applica on servers, email servers, print servers, domain controllers/administra ve servers and any other servers). DoITS is currently undergoing a comprehensive network and security assessment and a business con nuity/disaster recovery assessment, and the successful candidate will be expected to, with  support  from  the  CIO  and  colleagues  on  the  IT  leadership  team, implement  recommenda ons  to ensure  the con nued availability of cri cal technology services, many of which are essen al to public safety, when faced with  unforeseen  circumstances.  Finally,  consistent with  local  governments’ responsibility  to  be  good  stewards  of  public  funds,  DoITS  is  interested  in exploring  op ons  for  reducing  the  ongoing  cost  of  IT  infrastructure  and opera ons, which may include so ware‐as‐a‐services (SaaS), shared services, public‐private partnerships, etc.

BUSINESS RELATIONSHIP CONSULTANT

Repor ng  to DoITS’s Deputy  Director  of  Business  Strategic  Services  (BSS),  the Business Rela onship Consultant  is  a  key member of  the Project Management Office  (PMO)  team,  and  will  be  able  to  build  upon  the  implementa on  of  a centralized  PMO.    This  posi on  will  look  at  technology  from  a  “business” perspec ve and work with the leadership of other Gwinne  County departments to  drive  innova on  and  improve  processes  in  the  achievement  of  their objec ves.    This  will  include  developing  a  detailed  understanding  of departments’  tac cal,  opera onal  and  strategic  goals;  defining  current  and future  state  solu on models;  conduc ng  quan ta ve  and  qualita ve  analysis; and playing a key role during each phase of the project lifecycle.  To be successful in this posi on, candidates must be a strong “generalist” with some exposure to mul ple  areas  of  informa on  technology.    The  ideal  candidate  will  have experience working within a PMO, adhering to a formalized project management methodology,  and  providing  business  analysis,  requirements  defini on,  and change management  services  to  a diverse  cons tuency.   Excellent wri en  and verbal communica on skills are essen al.   The Business Rela onship Consultant will be responsible for preparing business cases and project charters, interac ng with  individuals  at  all  levels  of  the  County  (including  execu ves  and  elected officials),  serving  on  governance  commi ees,  etc.    Lastly,  as  it  is  local government’s  goal  to  serve  as  responsible  stewards  of  public  funds,  the successful incumbent must be able to conduct financial analysis and modeling to ensure that technology expenditures generate business value and maximize the County’s  return  on  investment.    The  selected  candidate  must  possess  the confidence  and  knowledge  to  lead  the  execu on  of  an  assigned  IT  Business Governance  Structure  when  appropriate.    This  includes  having  the  ability  to conduct modeling, financial and compe ve analysis, and benchmark technology solu ons, escala ng when necessary to result in a viable solu on.   The selected candidate will also have abili es and knowledge in these areas.  

Technology: broad understanding of  Information Technology platforms and processes including ITIL and knowledge of “change management.” 

Strategic Management: ability to develop and communicate an IT strategy incorporating multiple methods of documenting and presenting strategy to the supporting business. 

Financial Management: experience preparing quantitative business cases supporting  IT initiatives  including “what‐if” scenarios, probabilistic confidence  levels, risk analysis, cost/benefit analysis, etc.  

Business Acumen: possess a  refined and mature ability  to work with and understand business needs via conversation and interaction with all levels of the County.

To be considered  for this role, candidates should have a Bachelor’s degree  in a related field and a minimum of seven (7) years of experience  in IT or consul ng experience, which may  include project management, business/systems analysis, and  lean/con nuous  improvement.  DoITS  will  consider  an  equivalent combina on of educa on and experience sufficient  to successfully perform  the essen al du es of the job.  A Master’s degree in a related area, PMP, Six‐Sigma, and/or related business process improvement training will be an advantage.  It is important  for  the  selected  candidate  to possess  the drive  to  achieve  tangible, posi ve results, with a bias toward ac on. 

COMPENSATION 

Salary is $75,576 ‐ $102,028 Annually, DOQ/E
