This meeting was held on invitation by the Superintend of Customs in order to
discuss the implementation considerations of the National Payment Platform (NPP)

1. Mr.Thilak broadly explained the customs requirement on
reconciliation on collection of funds and its importance.
2. Mr. Sudttha explains the legal mandate of customs with
regard to collections and reconciliations. According to
customs mandate, only a state bank (BOC) should update
customs with regard to collections. Therefore, customs

(2) Dispute

2.1 ICTA or BOC need to take the responsibility of dispute
resolutions with regard to custom payments which
happens through NPP.

2.2 ICTA explained the middleware concept of NPP with high
level architecture. Further elaborated that NPP will be in
the application level and such dispute resolutions should
be facilitated either by BOC or Customs. But Customs are
in a strong view that it should facilitate either by ICTA or
BOC.

(3) CEFT Fund

3.1 There are daily payment ceilings / limits when doing online
transactions via CEFT. So, custom questioned and requested ICTA
to look in to this limitation since over 5 to 6 million transactions
should be able to accommodate NPP in future.

(4) Reports Customs
4.1. As of now reports by each Customs office (there are about 30 -
40 island wide) of the duty collections will be reconciled with the
report from BOC of fund receipt. In future customs wants to
generate similar reports through NPP.
4.2 ICTA requested sample report formats to understand the
reporting structure of customs.

(5) General Customs
5.1 Trader should have the choice to decide whether to pay online,
via NPP or over the counter. (Trade should have the liberty to
select their payment method.)

5.2 ICTA requested customs to be more supportive when
requesting test data and other required information since now npp
middleware development is in a critical stage.

Minutes:
1) Mr. Muhunthan Canagey commenced the meeting by welcoming the participants. In
his introduction he stated that importance of the National Payment Platform (NPP)
project.
2) Also, Mr. Muhunthan explained vision of the Project: A digitally inclusive society
in Sri Lanka, by bring about digital commerce to facilitate government, business and
citizens to be able to perform digital commerce & financial transactions with
efficiency, ease and low cost
3) Also, Mr. Muhunthan is highlighted Hon. Prime Minister, Ranil Wickremesinghe’s vision is to Digitize the Economy”, Therefore, the primary objectives is facilitate the
implementation of key ICT systems/ services which would yield national economic
development.
4) During his presentation, mentioned key features and process of National Payment
Platforms:
Every Citizen’s Presence in Digital Space
Two key Initiatives of the Government – National Digital Identity (NDI) and
National Digital Transaction (NDT) platform.
A common profile created to every Citizen
Sharing of profiles A Digital Certificate issued to every Citizen
A bank account linked to every citizen’s digital identity. This will be their
“wallet”.
5) Thereafter, Mr. Muhunthan and Mr. Kanchana has explained the process of the
NPP.
The payment portal service providers (service providers) are independent
institutions who shall integrate these APIs with necessary approvals in order to
offer these paying services online to respective clients.
These service providers are required to integrate with LGPS2 / PAY.GOV.LK.
Citizens shall have the flexibility of selecting the service provider of their
choice.
Once the payment is made for a government service, the service provider shall
ensure the payments are transferred to the designated bank account (i.e. BOC
/Peoples bank) of the respective government organization. This information
shall be updated to the backend systems of the respective government
organization.
Citizens/ business shall have the flexibility to use multiple payment options
when making payments to government services. This includes Credit Cards,
Mobile Cash and via their Bank Account.
Citizens/ business shall have greater security when registering the above
payment option with the service providers. When signing up for an account
with the service provider, they only need to enter credit cards, mobile cash or
bank accounts one time. Once the registration / verification are successfully
completed, citizens/ business will be facilitated to do the payments.
With regard to high-value payments, citizens/ business can make the respective
payments via their bank accounts as a form of a/c to a/c fund transfer to the
government bank. This approach is very secure and can be done real-time.
In addition, he is mentioned that Third-party app service providers: It is
facilitating Payments for services via mobile apps. The key benefits for the
users:
- Citizens be able to execute payment transactions from their mobile
device
- Facilitating digital commerce - bookings and channelling
6) It was discussed different between LGPS1 and NPP
7) Representatives from the CBSL requested to arrange a DEMO of the NPP work flow. ICTA has agreed to arrange another meeting for this purpose. In addition,
Technical Team has shown the current deployed systems of NPP middleware.
8) Also, discussed current status of the NPP
- Selected three (3) Digital Instruction Provides (DIPs) from government tender
procedure.
- Qualified three (3) DIPs already integrated with NPP.
- Eight (8) banks are already integrated with NPP
- TechCERT is carrying out IS audit based on the CBSL recommendation
- Review committee has been appointed
- Core Committee has been appointed based CBSL for Implementation and
Governance of the National Payment Platform

1 The Hon. Minister, Ravi Karunanayake commenced the meeting by welcoming the
participants.
In his introduction Hon. Ministers stated that importuned of the project and requested to
all banks to communicate with ICTA and Central Bank. Also, he is advice to central bank
to arrange regular meetings.
Therein he invited the Mr. Muhunthan Canagey, MD/CEO of ICTA to express his views
and precentation.
2 Mr. Muhunthan thanked the Minister and participants of the meetings and started his
presentation. The brief of the presentation as follows:

In addition he is sown the figures of the Total population of Sri Lanka is 20.36 million,
Active internet uses 4.79 million, active social media users 2.80 million, and total mobile
connections 27.40, active mobile social users 2.20 million. It means NPP project will be
successful and effective national economic development in the future.
Further he stated that, other key projects ICTA conducting:
Google Loon project- Access to Internet from anywhere
1 Million Tabs Initiative- Tab device to every child
Lanka Government Network 2.0- High available, high performance network @
7,500 public locations
Facilitating digital commerce - bookings and channeling, Online channeling
solution for 45 Government hospitals
Free Wi-Fi- 10,000 public locations in all districts with free Wi-Fi connectivity
During his presentation, mentioned key features and process of National Payment

Government organizations who intends to offer their services online, shall expose related
APIs (application program interfaces) via www.api.gov.lk.
The payment portal service providers (service providers) are independent institutions who
shall integrate these APIs with necessary approvals in order to offer these paying services
online to respective clients.
These service providers are required to integrate with LGPS2 / PAY.GOV.LK.

Also, Mr. Muhunthan said that he has intend to Integrations to Nat. Payment Platform in the
future (i.e. Amazon, Autorize.net, epay, google checkout, etc.)
3 The Hon. Minister requested to launch NPP project end of the March this year. ICTA has agreed
and request to provide Central Bank to facilitate and coordinate with other banks.
Further, banks CEO, Chaiman and directors concerned and requested more visibly of the system
before they connect their back end to the NPP and bring it to live environment. Specially, Central
Bank requested to do the additional system security audit from TechCERT. However,
currently two bank already integrated with the system and successfully working.
During the conversation, heads of all bank concern about the new National Digital
Identity and they have faced some difficulties issuing new bank accounts. Also they
complained about lack of communication. However, ICTA has mentioned that already
informed all banks on June 2015 about the changes.
