Why Does the message “We’re sorry, we cannot return the employee’s record because it did not meet your company’s applied Business Rules” apply to both filtered records and no records?
The old or “legacy” version of The Work Number and the new version process filters and active records in a different order.
The legacy application search logic searched the database first, and if active records were found, would then match the filter parameters.
The new version’s application logic applies filters first before checking whether a record is active, so that is why it might return the message “…did not meet your company’s applied business rules,” even when there are no active records on the database.
In the end, both applications (legacy and new) return the correct records and your overall hit rate has not decreased, although it may appear to you that you are getting more “no hits” due to filters than before.
