IntheU.S.,IMA-NAstaffandmembersactivelylobbiedCapitolHillandtheregulatoryagenciesonbehalfofitsmembersin2013.Issueareasincluded:CleanWaterActreform,minesafety,ToxicSubstanceControlActreform,�inancialresponsibilityundertheComprehensiveEnvironmentalResponse,Compensation,andLiabilityAct,MineralDepletion
Allowance,theOccupationalSafetyandHealthAdministration'sproposedsilicarule,andmininglawreform.
Lastyear,weachievedanotablesuccessrelativetothereductionofsodaashroyalties.FollowingmonthsofaggressiveadvocacybyIMA-NAstaff,theU.S.HouseofRepresentativesandU.S.SenatepassedtheResponsibleHeliumAdministrationandStewardshipAct,whichincludedaprovisionloweringthefederalroyaltyrateU.S.sodaashproducerspayfrom6to4%fortwoyears.
ThismeasurewasimportantfortheU.S.sodaashindustry,whichsawitsfederalroyaltypaymentsincreaseby300%twoyearsago.PresidentObamasignedthemeasureintolawonOctober2,2013.
Duringthe2013SpringMeetinginWashington,DC,seventeenIMA-NAmembergroupsmadeatotalofsixty-threevisitstoSenatorsandRepresentativesonCapitolHill,andtostaffersatregulatoryagencies.ThesemembervisitsarevitaltotheIMA-NAadvocacyprogramandallmembersarehighlyencouragedtoparticipate.
IMA-NAalso�iledanamicuscuriaebriefwithaU.S.CourtofAppealsinlitigationchallengingtheMineSafetyandHealthAdministration(MSHA)PatternofViolations�inalrule,focusingondisenfranchisementofthestatutoryrolesconferredbyCongressexclusivelyontheFederalMineSafetyandHealthReviewCommission.
InCanada,HealthCanadaandEnvironmentCanadaissuedadeterminationthatquartzandcristobalitearenotconsideredtoxicundertheCanadianEnvironmentalProtectionAct,culminatingamulti-yearadvocacycampaignbyIMA-NAanditsconstituentmineralsections.TheIMA-NATalc/WollastoniteSectionbeganasimilarcampaignin2013addressingtalcunderCanada'sChemicalsManagementPlaninitiative.
The Safety & Health Committeecontinued to work on its newinitiative on usable products,whichbeganin2012. Committeemembersgeneratedanumberofvaluabletoolsfor the bene�it of all those in theindustry, and achieved measurablereductions in injuries. Productsincluded: six safety webinars, tworegulatory briefs, �ive case studies,oneposter,andtwovideos. Membercompaniesalsopooledtheirmoneytohireaworld-classslips,tripsandfallsconsultant to conduct an audit of atypical industrial minerals facility,resultinginavaluablereportthatwassharedwiththeentiremembership.
TheCommitteecontinuedtofocusonthe most injured body parts in theindustry, hands and �ingers, withseveral companies reporting realresultsinreducingthistypeofinjury.One member company achieved animpressive 53% reduction in thiscategory.
IMA-NA continued its long-standingAlliancewiththeMSHAin2013. ThepurposeoftheAllianceistoworkonjointprojectsthatgobeyondrequiredregulatorycomplianceandcanbene�itthehealthandsafetyofminers. TwomeetingsoftheAlliancewereheldin2013with strong participation fromm e m b e r c o m p a n y s a f e t yrepresentatives, and from MSHAheadquarters'staff.
TwoproductsthatemergedfromtheAlliance in 2013 include: a webinargivenbyMSHAstaffontheuseoftheMSHADataRetrieval System, andanMSHASafetyAlertgeneratedfromanIMA-NAcasestudy.

TheOperationsandEngineeringCommitteecontinuedits focusonproducingastrongprogramfor theAnnualTechnologyWorkshop.Thispastyear'sworkshopwasheldinFortLauderdale,FL,andwasamajorsuccesswithanumberofinformativepresentationsonissuesimpactingtheoperationsofourmembercompanies. Aspartofthatmeeting,theCommitteehelpedtoarrangeaplanttourformembers.Theplanttourscontinuetobeapopularaspectofthismeeting,asourmembers get to learn how other operations handle certain issues�irst-hand,andarethenabletobringthoseideasbackhometotheiroperations.
The Committee also held its 5th Optimization and MaintenanceSeminar,thistimehostedbyRotexandSalinaVortex. Theseminarofferedmemberstheopportunityforahands-onexperienceenablingthem to learn how to best maintain the equipment for optimalperformance. Participants also were able to work with themanufacturersdirectlytohelpansweranyquestionstheymighthaveonhowtomaximizetheiruseoftheproducts.
TheTransportationCommitteecontinuedtofocusonreceivingupdatesonkeytransportationissuesimpactingtheindustrialminerals industry. At the 2013 Spring Meeting, the U.S.Department of Energymade a presentation on its NationalClean Cities Program, focused on the Department's goal toexpanditsnaturalgasfuelingstationsthroughoutthecountry.AtboththeSpringandtheAnnualmeetings,membersreceivedupdatesonthestateofthetruckingindustryintheU.S.andCanada,aswellasonthestateofrailleasingavailability.AttheAnnual meeting, they also had a presentation on issuesimpactingtheindustrialmineralsindustryatportsacrosstheU.S.bytheAssociation's�irstPortmember,thePortofPortland.
The industrial minerals industry prides itself onmaintaining a small environmental footprint. TheEnvironmentalAffairsCommitteekeepsmembersapprisedof developments at theEnvironmental ProtectionAgencyandothergovernmentinstitutions.
Thisyear,Committeemembersparticipatedinroundtablediscussionsthathighlightedcurrentconcerns,andlistenedtooutstandingspeakersduringtheCommittee'smeetings.
Numerous regulatory issues within the categories of air,water and waste regulations were highlighted forCommitteemembers.
The Committee also assisted with the development ofRegulatory Briefs and the presentation of informativewebinars.
Theregulatoryenvironmentiscomplex,andindustrialmineralsoperatorsareaffectedbymanysectorsofgovernment.IMA-NAassociatemembersworkhardtosimplifyregulationsbyprovidingcomplimentaryregulatorybriefsforthebene�itofproducermembers.In2013,sevenbriefswerepreparedandpostedtotheIMA-NAwebsite.

The Membership Committee continues to look forunique ways to increase membership anddemonstratevalue,andtheirhardworkispayingoff.
The Associate Members Section of IMA-NA continued to growstronger in 2013. Associate members play a vital role in theorganization,andwithoutthemmanyprogramssimplywouldnotbepossible. TheAssociateMembersSectionisactivelyinvolvedinboth the annual Technology Workshop and Optimization andMaintenanceSeminars.In2013,therewere26membersexhibitingat the Technology Workshop; additionally, numerous associatemembers presented on new and innovative issues impacting theindustrythroughouttheworkshop.2013alsomarkedthe�irsttimeIMA-NAallowedexhibitsattheAnnualMeeting.

Atthe2013SpringMeeting,membervolunteersspent timeatMiriam'sKitchenpreparing food for thehomelessinWashington,DC.Atthe2013AnnualMeetinginStevenson,WA,agroup of IMA-NA members performed trail maintenance work with theNationalForestServiceontheCapeHornTrailintheColumbiaRiverGorge.TheTaskForcehasencouragedmaking thesevolunteereventsan integralpartofAssociationmeetings,whichhaveproventobeful�illingexperiencesforallthosethatparticipate.

The2013IndustrialMineralsTechnologyWorkshopheldinFortLauderdale,FL,March4-6,wasahugesuccess.Attendeeslistenedtopresentationsbyexpertsinhealth,safety,environmentandoperationsonavarietyofsubjectsrelevant to the industrial minerals industry. The group also toured theCemex FEC Quarry and was able to observe a number of interestingprocesses.Theweatherwasprettynicetoo!
The2013SpringMeetingwasheldinWashington,DC,fromMay7–10. ThemeetinggaveparticipantsachancetomeettheirCongressionaldelegationsand hear a variety of presentations on public policy issues. The SpringMeetingtraditionallyisheldinWashington,DC,andisanimportantpartofexpandingthein�luenceofourindustry.

Talc/Wollastonite–TheSectioncommentedtotheCosmeticIngredientReviewonthesafetyoftalcproducts,whichultimatelyledtoa“safeuse”determinationbythatbody.
TheNationalIndustrialSandAssociation(NISA)facedoneofitsmostsigni�icantyearssinceitsformationin1936withthepromulgationoftheproposed Occupational Safety and Health Administration's proposedruleoncrystalline silica. In response,NISAcarved-outa courageousposition that has come to be termed the NISA Solution. The NISASolutionisanefforttoprotectthelong-standingPermissibleExposureLimit,whileatthesametimegivingcredencetotheneedforincreasedprotectionsfromsilica-relateddiseasebysupportingacomprehensivestandard.
NISAwillcontinuetoadvocateitspositioninthecomingyear,andplayavitalroleintherulemaking. NISAalsoanticipatesthattheMineSafetyandHealth Administrationwill release its proposed rule in the nearfuture.
NISA has a long history of doing the right thing when it comes tomanagingsilicahazards,andtherecentregulatoryactivityhasbeenanopportunityfortheAssociationtoshine.
In its second year, the National Industrial SandAssociation's PoliticalActionCommittee (SANDPAC)continuedtogrowin2013. ThePACreceivedmultiplecontributions throughout the course of the year andmadeits�irstcontributiontothecampaignofaMemberofCongresswith fourNISAoperations inhisdistrict.SANDPACwillbeseekingadditionalcontributionsinthis mid-term election year to elect or re-electchampionlegislatorsoftheindustrialsandindustry.
TheNational Industrial SandAssociation's SilicaHealthEffectsCommitteeandEpidemiologyResearchTaskForcehavelongsupportedscienti�icresearchthatwillleadtoagreaterunderstandingofsilicahealthissues.In2013,theCommittee and Task Force spearheaded a case controlstudy to assess the dose-response relationship between exposure to respirable crystalline silica and chest x-ray changes consistent with silicosis. The NISA study results should produce significant insights because this study, unlike almost all previous studies, will be based on tens of thousands of personal dust exposure samples and thousands of employee chest x-rays.
NISA expects the study to be published in 2015.
