Your Excellency,

We prav to His Almighty Shri Sivakami Samedha Shri Nadarajapperuman to bless Your

Excellency to establish the Good Governance and Rule of Law in this country. We (All

Ceylon Hindu Congress, a Federation of Hindu Religious Associations and Temple Trusts

in Sri Lanka) on behalf of the Hindus of this country send Your Excellency the Best

Wishes on this pleasant occasion of Your Excellency assuming the office of the President

of the country.

The people of this country has placed in trust in Your Excellency that Your Excellency willensure that all the people live in this country with equal rights and freedom without any

discrimination and they accordingly voted Your Excellency to be the President of thecountry. Our fervent hope is that Your Excellency will act preserving that confidence.

It is not appropriate for us at this stage to tell Your Excellency about all the problems as

soon as Your Excellency has assumed the office. Our Congress will contact YourExcellency at the appropriate time regarding those matters. But we are obliged to beingto Your Excellencv's attention the following urgent matters:-

1, There are people in North and Eastern provinces suffering in the so called welfarecentres as they have been deprived of the right to go back to their homes andsettle in their own areas. Arrangements should be made to pave way for them togo back to their own homes and live in their own places. That is theirfundamental right. IMMEDIATE ARRANGEMENTS SHOULD BE MADE TO RESTORE

citizen of this country to starve,

2. Northern Provincial Council elected by the people should be facilitated tofunction without any delay,

3. lntervention and domination of Armed Forces and Archaeological Department inHindu Temples should be forthwith stopped,

4. Action should be taken to release all the political detainees languishing in the jails

without trial,

While expecting favourable early responses to these suggestions our Congress hope tocontinue our service to the people with the support of Your Excellency's government.
