// WELCOME REMARKS

Colleagues we are gathered here today to do some introspection on the running of our association and map the way forward. 2016 was peculiar in many ways. Apart from hosting athletics finals in Francistown for the first time in many years, the association once again spearheaded the hosting of the Confederation

of School Sport Associations of Southern Africa’s ball sports competitions hosted by Botswana in August 2016. Besides that, there were our usual issues of school sport in the country.

BISA FUNDING BY THE MINISTRY

The common language spoken in government corridors of “there is no money’’, has finally found its way into BISA. As an association we were always engulfed by uncertainty pertaining to hosting our events as per our 2016 calendar. It was a struggle for the association to host our athletics finals in Francistown as funding for the event was only confirmed with days left. The trend continued even regarding the hosting of COSSASA event. Botswana was confirmed as a host in august 2015 but our ministry only confirmed their willingness to sponsor the event in June 2016 when the games started in August 2016.

The same scenario was experienced with the BISA team that was part of Botswana Team to Namibia for COSSASA athletics competitions. Our members had to forfeit per diem for a kind of an allowance for which if they had refused to take the trip would have been cancelled. We are caught in this quagmire as the ministry has assured us of their support to the BISA mandate but at the same time the issue of finance has become very hostile to them. In 2009 in Ledumang SSS, BISA delegates proposed and adopted BISA affiliation fee of P700. This was seven years ago. In total this gives BISA about P168 000. Compare this to the affiliation fee for BOTESSA members which stands at P15 000 annually. BOTESSA membership stands at about forty and this gives them over half a million Pula in affiliation fees. I am not rooting for the same figure for our affiliation fee but I am impressing upon members that probably it is time that we review this figure. BISA only participated in one International School Sport Federation event in 2013 because of issues of finance. This has seriously denied our athletes opportunities to compete at world stage.

UNIFIED SCHOOL SPORT

Early in the year the idea of having one umbrella body for school sport was tossed around in one meeting that we attended at the Ministry headquarters. The thinking behind this is that school sport will be more organised if run by one body. This would relegate all the current structures to affiliates of such an establishment. BISA and BOPSSA were tasked with finding more about the idea and were to present to the Ministry after COSSASA ball sports competitions. This unification was also raised by Region 5 Secretary General Mr. Stanley Motoya who emphasised that as supreme body for sports in the region, they cannot fully support fragmented sports structures in the region. He wondered why they would be BISA and BOPSSA affiliating to COSSASA while it is Botswana as country which is recognised by the regional body as its affiliate. Member countries were asked to seriously consider that as an option in the future. Mr. Motoya further informed the delegates that there are programmes set aside by the region with the view to benefit the youth in the region.

COSSASA UNDER 15 CATEGORY IN ATHLETICS

During the COSSASA competitions held here in Gaborone, there was also COSSASA General Assembly which was attended by BOPSSA and BISA Presidents. From the meeting a draft for the new COSSASA constitution was discussed with the view to adopting it at a later stage. There were fruitful discussions which would really give the document a backbone. The discussion was led by two gentlemen who are experts in their own write on constitutional amendments matters. It is our belief that some issues which otherwise had been silent would be addressed by the amendment to the document. Still at the same meeting delegates adopted a new age category of under 15 though for now it is specific to athletics. The reason behind this was to close a gap which currently exists between the under 13 and under 17. The argument was that athletes who graduate from under 13 fall into a vacuum as they cannot straight away break into the under 17 category. Inclusive in this group are the form ones and twos. So from next year, 2017 this will come into effect.

OVERTIME ISSUES

BISA continues to be barraged by member institutions that we are unable to play any role in addressing issues of welfare for our members. Let me once again reiterate that our members are institutions and within those institutions are members of different trade unions which have been mandated by their members to address their welfare issues. Although union members are engaged on the day to day operations of BISA, it will be suicidal for BISA Executive to be entangled in such issues as the association does not have a mandate as opposed to trade unions. This is one area that unfortunately we cannot go into lest we burn our fingers. We are aware of the fact that our existence as an association hinges on the willingness of union members to partake in school sport. The power of union members played itself out when our sponsorship relationship with BOSETU was unceremoniously stopped as members felt BISA is the same government that is not willing to listen to their welfare issues. We accepted that and moved on. We still have hope that things will normalise one day.

ENGAGEMENT OF NON- TEACHER COACHES I SCHOOLS BY GOVERNMENT

Sometime early August this year I received several calls from Deputy Permanent Secretary, Mr Simon Coles who wanted to know how many trained coaches do we have in schools. He wanted this information to present during our Ministry’s HE briefings. This information was to help him counter a proposal which was discussed in the corridors of power which wanted non-teacher coaches to be engaged in coaching in schools as they would not demand overtime. Mr. Coles wanted to show how many people have been trained by the same government that wants to dump them for people who would not be allowed to raise issues about their welfare. The issue is still pending and I hope that Mr. Coles would still come back to me as I did not provide such information because he wanted me to provide even for BOPSSA. These colleagues should bring us to the reality that we cannot afford to be in comfort zones anymore in our schools especially in our dealings with school managements and our teams.

2017 ELECTIONS

Allow me ladies and gentlemen to remind you that the current committee is left with a year in office. I therefore would to implore to start preparing for November 2017. I want you to make honest assessment on the current committee and make informed decisions going forward as to who you want to lead the association from January 2018. There are many factors that will influence what you want for the association but never allow blood to run to your heads as this will impair your judgement. Technically you have a year ahead of you to make fair and honest judgements on this subject. The association needs men and women of your calibre to move forward. I hope this is understood the way I try to put it across.

COPA - COCA COLA SPONSORSHIP

Our agreement with the company is coming to an end after three years of drama and ecstasy. Although there is no official word from the company concerning the current arrangement, we strongly believe that we have made an impression on the company executives in furthering their targets about the sponsorship. The BISA Executive Committee has been made aware of the fact that there has been change of management as a new company has taken over the operations of the old entity. We are however optimistic that this will not affect the current arrangement. There are other companies that we are talking to unfortunately every door that we knocked at BOTS 50 had already passed through.

NEWLY ADOPTED CODES

As you are aware colleagues, last year in Maun the delegates adopted four new codes to be added to the existing twelve. These were Cricket, Bridge, Chess and Dance. We did not make any progress on these because of finances. We are yet to meet some of the mother bodies to these codes so that we can discuss infusion of the codes into the BISA setup. But until our ministry changes its tone about finances this might be kept in a pipeline for some time. As BISA Executive we were not happy with some subzones which organised tournaments for these codes without our approval and the Association was asked to pay the costs for such events. We can only hope that people deal with issues diligently going forward.

With all these issues in front of you I want to welcome you to this AGM and ask you to feel free to make contributions. Let your observations and recommendations be meant to grow the Association. We still have meetings that take more than three hours and this is counterproductive. Those who have had the opportunity to attend meetings run by other institutions should have realised that time is always critical. Therefore we need to up our game so that we attract people to our meetings by how we run our meetings. With these few remarks ladies and gentlemen I welcome everyone to the BISA 2016 AGM.

6. WELCOME REMARKS- BISA PRESIDENT JOSHUA GAOTLHOBOGWE

The President welcomed Assistant Minister of Education and Skills Development Mr. Fedilis Molao and everybody to the AGM and informed them that it was a crucial time for a self-introspection by BISA. He explained the BISA mandate to the Minister and informed delegates that 2015 had been an abnormal year as no athletics competitions were held and this was a predicament for both students and teachers placed at Schools of Excellence and the rest of the BISA affiliates. This absence of athletics also led to Botswana failing to take part in Confederation of School Sports Association of Southern Africa (COSSASA)’ athletics competitions held in Lesotho. BISA also missed on an opportunity to participate at the ISF Athletic Cup held in Nanjing, China.He also drew the attention of the Assistant Minister to the sacrifices made by teachers in schools without overtime and applauded them for that.The President acknowledged the funding BISA got from the ministry although it was not enough as BISA organizes competitions for 12 codes with the likely hood of the number increasing and pleaded with the ministry to increase the subvention.The President informed the Assistant Minister and the delegates that lack of funds had seen BISA failing to send

teams to International School Sports Federation (ISF)’s events. This is an international body which accords students a chance to compete at a world stage.Mr. Gaotlhobogwe informed the Assistant Minister that BISA managed to acquire sponsorships to the tune of P2.5 million in the last two years and also gave credit to Botswana National Sports Commission which continues to support BISA financially. The President appreciated efforts made by the BISA Administrative Committee in delivering high standards events and this meant spending more time outside the classroom leading to conflicts between them and their supervisors. In summation he lamented that, due to financial constraints, training and development of teachers remained a stagnant. Nevertheless the association was able to launch its website and formally renewed the contact for the BISA administration officer.

He noted that as it was BISA’s norm to be involved in community social responsibilities and Thuso Rehabilitation Centre had been selected as the beneficiary this time. With these remarks everyone was welcomed to the BISA AGM.

7. KEY NOTE ADDRESS BY THE GUEST SPEAKER -HONOURABLE ASSISTANT MINISTER OF EDUCATION & SKILLS DEVELOPMENT, MEMBER OF PARLIAMENT FOR SHASHE WEST- FIDELIS MOLAO In his remarks, Honourable Molao expressed his delight to be part of the BISA AGM 2015 as that triggered old memories as a former teacher. He appreciated the passion shown by teachers in school sports development from grass roots to national level despite all challenges they faced. He assured members that his ministry will continue to support school sports. The Assistant Minister applauded the teachers’ roles during the Commonwealth Youth Games and All Africa Games. He supported the choice of Maun as the host for the AGM as the North West Region produced successful athletes such as Amantle Montsho, Gable Garenamotse, Yatea Kambepera, Galefele Moroko and Sakarea Kamberuka and the success story of Sankoyo Football Club. Mr. Molao praised BISA and BOPSSA for hosting a successful COSSASA athletics competition in 2014 though hosting was expensive. In drawing to a close, he informed members that he was aware of the challenges faced by BISA to carry its mandate such as overtime, sports allocations, transport and accommodation and will continue engaging relevant stake holders to address the issues . He concluded by appreciating that BISA always submitted audited financial reports which were a sign of good governance. He appealed to members to be more vigilant as they approach the festive season to save lives especially they would be driving home.

Hand - over of items of social responsibility to Thuso Rehabilitation Centre The Assistant Minister handed over the goods donated by BISA to Thuso Rehabilitation Centre. When receiving the goods Mr. Moses Kandovazu expressed his delight to be receiving such goods which were relevant and would go a long way in helping the students and the Centre. He urged BISA Executive Committee to continue giving support to the underprivileged members of the society as it was a good way of showing compassion which is one of the pillars of Vision 2016.

Ms. Jacob thanked Honourable Molao for accepting an invitation to grace the BISA meeting. She went on to thank everyone for their attendance and attention and expressed delight at the gesture shown by the BISA family in extending help to Thuso Rehabilitation Centre. She noted that “Blessed is the hand that gives than the ones that receives”. Ms. Jacob informed the house that it would take long for students at the Centre to forget what BISA did for them even if they did not meet BISA family physically. At that point guests and delegates were invited for tea and guests were to be excused from further proceedings of the meeting after tea.

After tea members were allowed to comment on the President’s speech.

9. COMMENTS ON THE PRESIDENTIAL SPEECH

Mmanaana JSS - noted that School of Excellence idea was irrelevant and felt the idea was not working. He felt that given a subvention of P1.9million instead of P8million budgeted for showed lack of commitment in Sports Development by the government.

Kgale Hill JSS - Expressed a concern on overtime disparities as teachers had not been paid although they had worked and circulars continued to be sent to schools to reduce hours worked. As such he proposed for withdrawal in sports activities in 2016 until overtime issues were resolved.

Moshupa S.S.S - Lamented that the system of play used led to exploitation of teachers and had to be changed.

Sekgoma JSS - Expressed concern that sports facilities had been built where they were not needed and pleaded with the Ministry of Youth, Sports and Culture to assist with facilities.Ramokgonami JSS - Suggested that the name of the school that had been donated the goods must be shown and the amount stated.

Montsamaisa JSS - Advised the President to reflect on what had actually been happening on the ground as some school heads denied coaches and Sports Masters to participate in sports as all the funds had been geared towards Academics. He felt the Minister must be made aware of the current practices in schools and this should have been included in the President’s speech. He ended by proposing review of the School of Excellence idea as it was a disadvantage even to students at the Centres.

Responses by the PresidentThe President informed the members that the Centers of Excellence are supervised by BSNC although run by MYSC. He informed members that Good Hope Senior had one highly qualified coach by the name of Mr. Otsetswe and BISA does not

have any power to transfer coaches to the Centers.He acknowledged that lack of funds had delayed sports activities and training of coaches.

He also expressed concern on continuous saving-grams from Regional Directors denying teacher’s overtime.On withdrawal from sports activities in 2016 the President noted that there was no consultation as such it was difficult to comment on the matter.

On facilities he noted that efforts would be made to engage relevant stakeholders.

The Thuso Rehabilitation Center received goods amounting to P4100.00He also noted his concern about School Heads who deny teachers overtime.

Comments continue Letlolemosielele JSS - Advised members to have a common stand on overtime payment.

Tsodilo Hill -Suggested that legal advice should be sought to deal with School Heads that refuse with overtime.

Marang JSS - Expressed disappointment at the disparities in overtime payments and asked what had been done to solve this. He noted that it has been ironic to have some School Heads Representatives who continue to make teachers suffer though they were serving in BISA structures.

President ResponsesThe President reminded members that welfare and overtime issues for teachers were addressed by BOSETU and the mandate of BISA was to organize sports only. He acknowledged that School Heads differ in dealing with overtime and advised members to seek redress with relevant office

Tonota JSS - Advocated for sports to have a representative at higher offices like it is the case with subjects. As such sports will be represented in the Education structures. He proposed for invitation of BNSC to come and explain the School of Excellence idea further.

Nare Sereto JSS - Lamented that it was difficult to run sports without a clear policy from the ministry especially League versus Tournament system in pursuit of cutting down overtime.School Heads Representative Central-Explained the role of School Heads and had wondered if people made any effort to report School Heads who exploited them. He advised members to improve their structures and not always point accusing fingers as overtime was an agreement between a supervisor and a supervisee. He cautioned members to represent their school and not themselves.

President ResponsesThe President agreed that a follow up should be made and relevant offices would be engaged on the issue of School of Excellence as it created conflicts in schools,He thanked the School Heads Rep Central for appreciating that School Heads differ.

10. MINUTES OF BISA AGM -2014

181 Delegates were present which constituted 75% attendance.

ADOPTION OF THE AGENDA

Letlhabile JSS- moved for the adoption of the agendaNata Senior- Seconded the adoption of the agenda

Molefhi Senior Countered the adoption of the agenda and proposed for inclusion of football matters.Ramokgonami JSS seconded the countering of the agenda.The President made clarity on the modalities of countering of the agenda as it was sent prior to the meeting and no counter had been made, as such the agenda continued as it was.Kgale Hill- Inquired why an item on motions had not been included and BISA President explained the way of sending motions for considerations at the AGM as per the constitution.

Adoption of the minutesMembers were referred to the minutes of the previous meeting in the AGM report and they were taken as read. In the absence of any corrections Makhubu JSS proposed the minutes as a correct record and seconded by Swaneng Hill School.

11. FINANCIAL REPORT

The report was presented to members as hard copies. The treasurer noted that 2012 statements were sent to schools. The treasurer took members through the budget.

Mmadinare Senior- Asked the treasurer to lead them in financial mattersDukwi JSS - Proposed that the treasurer gives a financial summary and further proposed that members should be briefed on football issues.Kgale Hill-Expressed displeasure on the proceedings and called for the BISA Executive Committee to step-down.The President asked members to freely discuss issues affecting them and to exercise professionalism at all costs making reference to some unpalatable comments made by some members to the Executive Committee.Chamabona JSS - Asked the Ministry of Education Representative to intervene

Gaborone West JSS - Pleaded with members to allow the BISA Executive Committee to run their mandate without interference.Ministry of Education Rep- Cautioned members to behave professionally and follow the constitution as the AGM was a formal meeting where people represent their schools not their opinions. He advised the Executive Committee to read the motions to the house.

Only two zones being North Central and North Zone had submitted the motions and read to the members. Ranokanyane JSS - Thanked the Ministry of Education Rep for intervening and asked for calmness and respect for each other in the meeting. He also asked the President to apologize to members for the usage of unpalatable words when addressing members and the President obliged.Ranokanyane JSS - proposed the adoption of the Financial Report and was seconded by Letlhabile JSS.

Ranokanyane JSS - moved that Chess, Cricket and Ballroom dance be accepted.Bokamoso JSS - seconded the acceptance of the 3 codesMoshupa Senior- Explained that Chess and Ballroom dance are already present in schools.Tonota JSS - Supported chess and noted that cricket was expensive.Radikolo JSS - Advised that schools would not be forced to have all the codes and made a submission that all the four codes be accepted and members unanimously agreed.Letlhakane Senior- Expressed concern about accommodation in Gaborone during the games.

The President informed members that accommodation issues were discussed with the Minister of Education who quizzed why places like University of Botswana were hardly used as they could help and promised to follow it up.Moshupa Senior-Advised members on regular toilet cleaning and proposed for building of ablution blocks in schools.

Radikolo JSS - Proposed that BISA AGM be moved to the month of October to avoid clashes with other events/activities such as Botswana Examinations Council marking period which engages the same teachers who form part of the BISA AGM.

Ms. Millicent Mokubung was announced as the new National Organizer Tennis as Mr. Serwalo Lesolame has joined tertiary establishment.

15. CLOSING REMARKS- MMADINARE SENIOR

Thanked the Assistant Minister of Education for the continuous support in school sport. He thanked BISA Executive for managing to launch the BISA Website. He ended by thanking the teachers for tirelessly helping students in sporting activities and appreciated some School Heads that support school sports.

ATHLETICS

Athletics competitions were held throughout the country, though some members did not take part due to financial difficulties. However those that were able to take part competed at Inter Schools, Sub zonal competitions, Zonal competitions and finally the national finals. The national finals were held at the new Francistown Stadium for the first time.

COSSASA ATHLETICS

A team of 60 athletes (30 boys and 30 girls) was selected from the national finals to compete at the COSSASA Games. A total of 13 athletes did not have passports by the time the training camp started and BISA assisted them with application formalities. At the end 11 were successful while 2 had to be dropped from the team. 16 year old 400m runner (Gaone Rakwetla) who is a standard 7 pupil was picked after receiving communication from BOPSSA about times he posted at National Finals.

Team Botswana emerged position 3 after Zimbabwe and Namibia, with athletes such as Aobakwe Nkobela breaking the COSSASA record in high jump.

The team was accompanied by 12 coaches, 9 males and 3 females.

TECHNICAL COMMITTEE

The BISA technical committee met beginning of Second term. The purpose of this meeting among others is to plan for activities ahead, adopt new rules and review progress made by the code. Resolutions from this meeting are available in National organiser’s reports.

CAPACITY BUILDING ACTIVITIES

Different codes in partnership with National Associations have organised training for teachers in the field of coaching and officiating. Detailed reports can be seen at different code’s reports.

BALL GAMES

Ball games went well as per the calendar of events culminating at National finals which were held in Gaborone.

COSSASA BALL GAMES

A team of 116 (58 boys and 58 girls) was assembled after a selection that was conducted in Orapa for COSSASA games. After the Selection camp the team went to Mmadinare Secondary School for a week long training camp. At the games Team Botswana emerged the overall best team after winning 6 Gold medals ahead of Namibia and Zimbabwe.

COPA COCA COLA

A total of 12 under 15 boys got selected from the selection camp in Mahalapye for Copa Coca Cola camp in South Africa. The camp took place at the High Performance Centre at the University of Pretoria. 7 countries; Lesotho, Swaziland, Malawi, South Africa, Zimbabwe, Zambia and Botswana participated in the camp. While at the training camp the boys interacted with South African Soccer legends, Hareaipha Simba Marumo and Reneilwe Yeye Letsholonyane. The legends shared their experiences as professional soccer players.

The Year 2016 marked a very eventful year and special for our Country as we celebrated 50 years of independence and also the year the Vision 2016 came into an end. Preparation for the celebrations led to BISA office moved from the stadium to Botswana National Youth Centre due to the renovations at the National Stadium. The year also marked the review of BNSC

strategy which BISA is aligned to. The association attended the review and Botswana National Sports Committee changed to Botswana National Sports Commission.

The year 2016 marked the last but one year of the current BISA Executive Committee in office. As such, the committee is to seriously introspect and work hard towards the finish line.

Lots of activities took place to prepare for BOTS 50 Celebrations and as BISA we continued to carry our mandate despite challenges faced by the Ministry of Education and Skills Development which are overtime for sports, diminishing sports allocations to schools, transport to sporting activities, accommodation during competitions to name but a few. Despite these challenges the association has been regularly engaged relevant stake holders to see ensure that sports continues.

During the last Annual General Meeting held in Maun the general assembly accepted four more codes into BISA structures. The project has not taken off the ground though because of many factors, funds inclusive.

MEETINGS ATTENDED LOCALLY

Immediately after the Annual General Meeting in Maun, BISA had a fruitful meeting with the Permanent Secretary and Director Basic Education to discuss our budgets and ways to help each other to carry on with sports activities despite the financial constraints at the Ministry. These meetings led to the commencement of the 2016 athletics and ball games competitions as the Ministry pledged support to school sports.

The President and Secretary General also attended a School Calendar meeting at the ministry where the University of Botswana delegation raised a concern about the current system which they felt has affected their Teaching Practice negatively as they are unable to do the practice in seven weeks as before but instead they have only five weeks. The same calendar also affects BISA and BOPSSA as during COSSASA competitions all participating countries are usually on vacation except Botswana, so further consultations will be made.

The Director also summoned the two associations BISA and BOPSSA to a meeting for co-hosting COSSASA ball games as team Botswana and a possible merger in future to allow easy funding as the current model of school sports funding is expensive to the ministry. During the meeting it was suggested that a school sport organizing body should be formed in future as an umbrella for running sports comprising BISA, BOPSSA and BOTESSA. Consultations are ongoing. During the meeting it was also resolved to form a Local Organizing Committee for the COSSASA ball games comprising of the two associations.

Another meeting we attended was called by BNSC for a strategic review at which affiliates were urged to improve their

Data Management Systems as the MYSC wanted the number of fully trained coaches, officials and administrators.BNSC also called on all its affiliates to become part of the implementation of the new sports commission.

Botswana Football Association has recognized BISA as an associate member and as such for the first time BISA took part in the BFA General assembly. Our status however does not allow BISA to vote at a BFA elective AGM but can make contributions during the meeting.

MEETINGS ATTENDED INTERNATIONALLY (INTERNATIONAL SCHOOL SPORTS FEDERATION)

The biannual International School Sport Federation General Assembly was held form the 11-15 May 2016 in Marmaris/Turkey. Botswana as the member of the federation was represented by the President Mr. Joshua Gaotlhobogwe and the Secretary General Mr. Gomolemo Rankosha. The General assembly was an elective one where new committee members were elected.

There were 64 countries attending the General Assembly and Africa was represented by only 8 countries namely;Botswana, Cape Verde, Ivory Coast, Algeria, Morocco, Madagascar, Cameroon and South Africa

Botswana Integrated Sports Association President Mr. Joshua Gaotlhobogwe was elected Vice President – Southern Africa and Mr. Kone Mamadou Souleymane Vice President North. The post of Secretary General went to Mr. Samir Abbakil of Morocco.

WELFARE ISSUES

• Athletics competitions took place in the City of Francistown at the Francistown Sports Complex. Despite limited financial recourses BISA was able to finance the cleaning of schools where students resided, cleaning of toilets, cleaning of the venue and engaged a private security company at the hosting schools to beef up the security personnel at the schools. This was a great move as there were no cases reported of harassment of the students. The only snag is that it is a very costly exercise which requires financial stability. The same gesture was also extended during the BISA National Ball games competitions which acted as a dress rehearsal for COSSASA ball games held in Gaborone.

• During the COSSASA games officials and volunteers were fed by BISA/BOPSSA and given a small amount of operation fee to cover transport to the competition areas.

• Medical services were provided during the national finals and COSSASA games

• All members of Team Botswana (COSSASA) were provided with complete attire, transport allowance and camping allowance.

• The issue of overtime will keep on haunting us and we pray for amicable solution as circulars keep on coming with new developments the latest being 10% of overtime to be claimed which might demoralize teachers. Unfortunately as BISA we do not have a platform to table the teachers’ concerns.

CAPACITY BUILDING

• Botswana Basket Ball Association in conjunction with Giants of Africa trained about 5 teachers in Basket Ball skills and 10 of our player in the COSSASA team also benefited.

• The International Working Group on Women and Sport (IWG) has also invited BISA to participate at the Africa Women and Sport Conference in Gaborone from the 14th -15th October. Discussions will focus on Gender mainstream into sport, Inclusion of women in sport and Status of leadership and Management of women in sport to name a few topics.

• BNOC is yet to offer an Advance Sports Management Course to its affiliates and members will be informed to apply.

It is in order to send a special thanks to Mmadinare Senior Secondary School for hosting team Botswana in their second camp in preparation for the COSSASA BALL GAMES GABORONE 2016 from which Botswana emerged as the champions.

Publicity of any organization serve as the core so as to interact with stakeholders around the globe, sports organizations like BISA is one of those which makes a point that it publicize and market its events through the usage of local media being print, radio and televisions.

For the year 2016, BISA carried series of activities that were seen both on televisions, broadcast on radios and even printed on papers.

COMMUNICATION

In its move to be among those recognized sport bodies , BISA continues to improve communication with the world through proper marketing and publicity strategies. The 2015 developed website still remains the pillar of communication with regional and international bodies for BISA. However, the usage of the site by many still remains a challenge.

As the world changes from analogue to digital, the association is not left behind , some of the information to be shared is posted in association’s Facebook page and WhatsApp groups which is making quick information dissemination even though it still remains a challenges for some supervisors to accept communication form such medias.

BRANDING

As part of branding, the association continues to dress all athletes, coaches, officials and sports leaders during events like 2016 athletics National Finals. Further to that, banners and fliers are seen in BISA games, accreditation of all stakeholders still remain a key move in branding the association. SPONSORSHIP

The year 2016 wasn’t a good year for the association in terms of securing sponsorship, the downfall of sponsorship mostly is a result of uncertainty of BISA events , beside Ministry of Education and skills development, only Coca-cola still remained

the sponsors for this year at football. One has to note that the 3 year sponsorship agreement is came to an end this year after running for 3 years.

The association is still faced with a challenge of securing at least the target of 40% sponsorship from other stakeholders beside the government.

It still calls for all involved not to despair but continue to solicit more sponsorship so as to have attractive games in the future.

MEDIA RELATIONS

As mentioned earlier, any organisation’s success is dependent on the media coverage it receives. BISA again continued to receive good coverage from both government & private radio stations. Government and private newspapers , Botswana Television also gave good coverage of our events. Further to that, BISA traveled with 2 BTV members to cover COSSASA events in Namibia.

EVENTS

2016 Athletics The Botswana Integrated Sports Association (BISA) 2016 athletics nationals went to the North after 7 years . The Finals that comprises of 4 Zones saw North Zone(host) dominating from first to last minute and became victorious for the 2nd time . Maun Secondary School based Leungo Scotch proved to be above the competition level as he scooped 4 Gold Medals in all his races . His School, Maun Secondary Schools also proved to be a force to reckon when it grabbed 23 Gold medals out of 58 that the Zone took.

As usual there were some new names on the list that worth watching and among others is Thomphang Basele , a 16 year old Form 3 Girl of Moeti JSS who scooped 3 gold medals and among them is for 400M

COSSASA RESULTS - ATHLETICS

Botswana sent a team of under of 17 in Nambia to compete at the regional athletics championship. Despite having dropped from the previous 2014 position, Botswana had athletes breaking the records like the under 17 high Jump like Aobakwe Nkobela, a form 4 student at Mogoditshane Senior School.

Botswana came third after Zimbabwe and Namibia. The decline from 2014 because the country did not compete in 2015 due to financial challenges.

COSSASA BALL SPORTS

4 countries participated at this year’s COSSASA Ball Sports games and they were Zimbabwe , Lesotho, Namibia, and the host Botswana. The under 13 and under 17 teams celebrated 50 years of independence in style by emerging victorious, outclassing the long time dominating Namibia and Zimbabwe. The team scooped 7 gold medals .

In conclusion, the Publicity and Marketing department wishes to thank all those who contributed to the success of BISA as an organization. As we go for Christmas break, lets go out there and rest our minds a bit from challenging sports activities, then come prepared for 2017 to continue taking BISA sports to greater heights, we are the nurtures of this countries talent, Something we should be proud of as teachers.

Botswana Integrated Sports Association, an organisation running sports in both Junior and secondary schools nationwide on behalf of the government of Botswana through the Ministry of Basic Education and also affiliated to the Botswana National Sports Commission continues to grow in leaps in an effort to develop and nature the untapped talent. This was evidenced by the sudden raise in our 2015/2016 budget estimates, which sky rocketed to P 9 885 500. But due to the dedication of mentally strong men led by our president, the executive continue to work tirelessly to see to it that most, if not all planned activities are performed.

These were made possible by the schools assisting by paying teachers officiating at BISA sanctioned competitions, sponsorships were also received from companies and established partnerships with some companies. The aforementioned helped to cushion us as we had our expenditure being lowered to P5 290 996.69. Of the above P9.8 million budget, the association only received P5 334 000 leaving us with a deficit of over P 4.5 million. This left us with no choice but to continue failing to participate in ISF competitions and most unfortunate we failed to honour athletics competitions in the same year.

On a more positive note, we were able to convince the government to avail funds for other activities as reflected in the calendar of events. The year was wrapped up by hosting a well organised and successful AGM in Maun. We are even considering looking at subscription fee paid by schools (P720.00) which has long been due for a raise to match the ever growing cost of equipment and resources.

NATIONAL FINALS 2016

The BISA Athletics National Track and Field Finals, once again, pulled off phenomenal performances as the four zones converged in Ghetto at the Francistown Sports Complex to contest for the championship from the 15th - 17th April 2016. It was successfully hosted by the North Zone Organising Committee under the leadership of Mr. Modiri Mokobela the Zone Organizer and they acquitted themselves well. Accreditation for both athletes and officials remained the key areas for the BISA Finals. Officials and athletes were dressed in quality golf t/shirts and round neck t/shirts respectively. That ‘The Great North’ was out to reclaim their glory and it was apparent at the start of the competition. They went on to amass 130 medals thus surpassing their previous performances. For Senior Secondary Schools - Maun Senior, Goodhope Senior and Matshekge Hill seemed to have done their assignment very well. As for Junior Schools, names like Moeti JSS, Shangano JSS and Goldmine JSS pulled off exceptional performances. The Great North amassed 58 Gold Medals which restored them to their usual spot, position 1, with a difference of 35 gold medals from the runner- up North Central Zone.

BISA NATIONAL TEAM

The BISA National provisional team was selected in a transparent atmosphere by a panel consisting of 4 organizers, 4 coordinators and the national organizer. Subsequently, 60 athletes were called for camp at Department of Cooperatives

hostels in Sebele from the 1st May to the 7th May but only one athlete from Lobatse Senior Secondary School did not turn up. The training sessions were held at Mogoditshane Senior Secondary School and National Stadium. Names of coaches were brought forward at a technical meeting in Francistown, and they were selected on merit.

COSSASA COMPETITION

The competition started on the 12th and ended on the 14th May 2016 at Swakopmund Independence Stadium in Namibia. Team Botswana emerged position 3 after Zimbabwe and Namibia. BISA collected a total of 28 Medals - 7 Gold, 10 Silver and 11 Bronze medals.

Even though Namibia and Zimbabwe collected most of their medals in the field events, there was a little improvement on field events medal standings by BISA as we managed 2 gold medals. We, however, have to compliment Aobakwe Nkobela, Tumelo Daniel for their constant impeccable performances in the field events.

The team did well in track events as well as we witnessed new names like Tlhomphang Basele, Lebitso Mokorufo ,Tshepiso Maselela and Oratile Nowa.

We have athletes who set new records; Tlhomphang Basele is without doubt, the top female track performer as she successfully scooped COSSASA Individual Award of Best Senior Female Track for her 400M performance. Aobakwe Nkobela was also crowned Best Senior Male Field for his outstanding High Jump performance.

CHALLENGES

• Performance in field events for both COSSASA and Youth Games is still below par.

• Schools are still lagging behind in realizing that athletics runs throughout the year (development programme). Deserving athletes are still not taken good care of after showcasing their track and field talents at national finals.

WAY FORWARD

• Zone structures should work together and make it a point that they check, pass the right team for finals and make accreditation as soon as possible.

• More education is needed across all our four zones to improve or promote athletics as it runs throughout the year. Schools ought to follow BAA calendar of events. Centers of excellence for sports should come to the rescue. More out of schools camps should be done more especially for identified youth by BISA and BAA development committees to ready athletes for COSSASA and championships. BISA camps for two weeks COSSASA alone is not enough to produce athletes who can compete well and give us COSSASA championship.

CHALLENGES

2016 was another busy year for basketball, from the league games up to COSSASA games. The sport is improving as every year we see new schools coming for the national finals. The schools do not only participate but compete. The North Central is proving to be doing well in the development of basketball. Boipelego JSS dominated again as they won gold for girls and silver for boys. On the other hand Maruapula School continues to dominate the boys basketball as both the senior and junior boys teams scooped gold.

The games were a success. Maruapula School and St Joseph’s College emerged champions for boys and girls respectively.

Gaone Gabobofane (St JOSEPH’S) and Kaelo Tibe (MARUAPULA) were voted the most valuable players (MVP) for the girls and boys respectively.

2016 BISA BASKETBALL JUNIOR FINALS - GABORONE

Boipelego proved again to be the power house of basketball. The school won the girls’ championships while Maruapula captured the boys’ category.

Maduo Maakgadiatla (Boipelego) and Daniel Nsingo (Maruapula) were voted the Most Valuable Players (MVP) for the girls and boys respectively.

OFFICIALS

Botswana Basketball Association helped with 6 officials while the rest of the officials came from BISA. They were all disciplined and quite helpful in the control of the students. Just like last year, a number teachers, mostly from the South Central zone volunteered to officiate without claiming from their schools. These include Ms Boitumelo Bante - Maoka JSS, Mr Batho Mokalake - GSS, Ms Tshegofatso Wale - Moselewapula JSS, Ms Rita Machibe - Motswasele JSS, Mr Sechaba Sechaba - Maikano JSS, Ms Moreeng - Mogoditshane SSS and Mr Kenosi - Molefi SSS. Mr Ketlwaelo Rahube from Botswana Basketball Association also volunteered to be the commissioner for the games. He did a magnificent job.

SELECTIONS, CAMP AND COSSSASA GAMES

The selections were carried out during the national finals. 15 players for each team were called for the first camp in Orapa where the final team was selected.

COSSASA CAMP

The first camp was at Orapa and 30 players (15 boys and 15 girls) attended the camp where the final 24 (12 boys and 12 girls) was selected for the final camp in Mmadinare and consequently represent the country at the COSSASA games we hosted.

COSSASA GAMES

The games were held in Gaborone, Botswana. The teams gave their best in the competition, but could all mange bronze. Zimbabwe won gold for both boys and girls.

The coaches were Mr Tsholofelo Kenosi- Naledi Senior School, Mr Malathela Molebatsi - Tashata Junior School for boys and Mr Olebile Kepaletswe- Boipelego Junior School, Ms Kamogelo Khutsafalo - Mokobeng Junior School who coached the girls.

GIANTS OF AFRICA CAMP

Botswana Basketball Association together with, Botswana National Sports Commission and Ministry Of Youth, Sports and Culture in partnership with the Mpule Foundation hosted a three day camp for 50 under 18 boys in Gaborone from 27 to 30 August 2016; a youth development and empowerment initiative to promote basketball in Botswana and celebrate 50 years of independence. Majority of the participants were students from all over the country. 10 of the boys who were part of the COSSASA team took part in the camp. 5 teacher coaches were also part of the camp to learn from the international coaches who were in charge of the camp. This will go a long way in ensuring that basketball continues to grow in the country.

CHALLENGES

• Sponsorship is still a challenge. Not easy to find one, therefore players are not motivated enough.

• Most schools do not attend preparatory meetings and miss important information shared at these meetings.

WAY FORWARD

• There must be a training camp during the first term vacation to give the Cossasa team enough practice.

In 2016, BISA boxing age categories were reviewed from three to four age categories. This development came up in an effort to comply with the international boxing body, AIBA Technical Rules and regulations. The BISA boxing competitions are run in two phases; the Zonals and the National finals. Since competitions are age based, athletes from junior and senior schools can compete against each other. The weight categories were also reviewed by the BISA boxing technical team, in an effort to address the high numbers of athletes.

WAY FORWARD

1. The Technical team needs to come up with more ways to complete bouts at zonal level.2. This will greatly reduce the workload on medics, technical officials and will probably reduce the long working hours.3. Coaching clinics (for coaches) combined with training camps (for students) to be held in the different zones, to educate

school coaches and officials especially on coaching and officiating. 4. Continue to partner with Botswana Boxing Association (BoBA) in order to improve the standard of boxing in schools.

CHALLENGES

1. With some zones having to finalise their competitions during national finals, the nationals took four days instead of the initial planned three days.

2. Many bouts spilling into the night and the times for most bouts had to be cut.

3. Most coaches still not conversant with the competition technical rules.

4. Despite the challenges, there was improvement in the standard of boxing at BISA level.

COPA COCA COLA TRAINING CAMP

12 boys were selected for the Copa Coca Cola Training camp which was held at High Performance Centre,Pretoria,South Africa. The trip was sponsored by COCA COLA. The training camp was held at High Performance Centre, RSA.

CHALLENGES

We had challenges with the logistics of running of our Junior National Finals. We did not have enough manpower to run our games. We had four officials manning each ground. In reality we needed five officials per ground. Going forward we need five officials per ground to allow rest in between the games by officials. We still do not have sponsorship for the Senior Secondary National Finals. Efforts are being made to secure the sponsorship for future competitions.

SPONSORS

COCA COLA sponsor the Under-15 and Under-17 Categories. Teams qualifying for the Zonal Finals are given a full branded by Coca Cola. BISA sponsors the Senior Secondary Schools National Finals with medals.

The Annual Karate eliminations for both Senior Schools and Junior Schools were conducted on the 18th – 19th June 2016 as per BISA Calendar of events. The eliminations were well attended as usual.

RECOMMENDATIONS

BISA Executive committee to adhere to the Budget made at Zonal level.

Provide officials with meals throughout the tournament

Basic equipment of karate like Tatami, scales and corner flags must be bought for Zones.

Increase the time for the competitions to three (3) days.

Pay officials and other services before going for National Finals.

Generally, the eliminations were successful as reported by the Zonal Coordinators.I would like to thank the Zonal Organizers, Coordinators and officials for the job well done in ensuring that the events were successful. The appreciation is also extended to non - teacher officials for their continued commitment and spirit of volunteerism in officiating BISA Karate competitions. The results were compiled and forwarded to the National Organizer well on time hence easy pairing of teams and individuals at the National Finals.

BISA Karate National Finals were held in Gaborone at Gaborone Senior Secondary School on the 4th - 6th July 2016. All zones attended the championships. Each member of the technical committee had the responsibility as indicated below:

WAYFORWARD

• To liaise with BOKA and BOKA affiliates to train teacher in the areas of coaching, refereeing and table management.• To organizer coaching clinics for karate coordinators/teachers at schools.• To strengthen the relationship between BOKA and BISA. • To encourage zone coordinators to conduct pre tournaments training with their athletes in their respective zones. • Encourage athletes to attend tournaments for various Karate federations in the country in order to get exposure to karate

tournaments.• To continue looking for sponsorship.

2016 ACTIVITIES

CLINICS

There was a technical training for both umpires and match bench officials on the 7th-9th May 2016. The training was conducted by BISA and World cup netball operations. 18 umpires and 26 Technical Officials attended the training.

The objective of this training was to equip umpires with the new rules of the game. The match bench officials were trained on the new scoring system, time keeping, match statistics, match protocols and international standards of running the netball games.

There was also training of national team coaches by International Netball Federation in March 2016.

LEAGUE GAMES

The games were conducted very well by the four coordinators in their different regions. All the 4 regions adopted the new system of scoring from the start of their league games.

NATIONALS FINALS

The games were conducted in Gaborone at BONA Courts from 11th-18th July for junior schools and Senior Schools. The games were run smoothly by experienced Technical Team from BONA and BISA. Technical officials (MATCH BENCH OFFICIALS) were observed by the netball world cup head of technical and her committee members .The umpires were observed by high ranking technical officials.

The games were sponsored by BISA with medals and trophies for the champions. Individual awards were also given as a way of motivating players. The individual awards were small trophies donated by Marvin sports for Junior schools and Mrs Onkemetse Mpudi for senior schools.

COSSASA SELECTIONS AND CAMPS

The selections were carried out during league games and during national finals. Selected players were called for the preliminary camp in Orapa from the 22nd - 28th July. The final camp was in Mmadinare Senior from the 14th-20th August.

COSSASA GAMES

The games were hosted by Botswana from the 22nd -28th August 2016. Our netball team managed to scoop a silver medal from the competitions. The participating countries were: Zimbabwe, Botswana, Namibia and Lesotho.

CHALLENGES

• Shortage of skilled personnel in the field of coaching netball especially at centres of excellence

The Zonal Finals competitions were held in Lobatse, Mahalapye, Gaborone and Francistown respectively. The coordinators did a splendid job as they were able to conduct the competitions successfully besides some challenges encountered. The major problems encountered at other three zones except South Central were limited facilities (courts) which sometimes impact negatively on the running of zonal competitions.

COSSASA GAMES

The Tennis U17 team competed for the third time in COSSASA games that were hosted by Botswana at Notwane Tennis Courts from 24th to 26th August 2016. Only three countries participated in the competition and those were Botswana, Zimbabwe and Namibia. The Tournament was a team event and our boys’ team did exceptionally well and scooped gold medal and the girls team scooped silver medal.

CHALLENGES

• Schools rugby is growing and there are fewer facilities to be used.

• Cost of medical standby and hiring of fields is high resulting in a short season.

• Fewer teacher match officials which forces Union to send refs all over the country at a cost.

• Uncertainty surrounding BISA competitions due to overtime issues. It makes it difficult to ask donations.

• Poor administration of rugby in some areas which impacts negatively on BRU internal processes.

• Low turnout by countries at COSSASA games.

RECOMMENDATIONS

• BRU to sign memorandum of understanding with BISA. • Empower teachers with coaching and officiating skills. • Induct Zonal Coordinators on BRU/ Stakeholder internal

processes. • Host at least two tournaments and invite schools from

outside. • BRU to strengthen women participation in rugby through

WRDO. • BRU must create a clear pathway for 7s rugby development

among school going children. • BRU to elevate COSSASA 7s rugby to Rugby Africa in a

quest to increase number of teams at the games. • BRU must identify, prepare U17 team very early before

hand.

due to lack of transport and overtime issues. • Lack of knowledgeable personnel especially in the area

of umpiring which forced us to engage umpires from Botswana Table Tennis Association.

WAY FORWARD

• Arrange coaching, umpiring and tournament organisation courses for teachers to address the problems of failure to adhere to the rules of the game by both coaches and players.

• Encourage coaches to research more on the rules and laws of the game.

• Encourage schools within close range to each other to form clubs and subscribe to BTTA so that they can take part in tournaments organised by BTTA to improve players knowledge and skills of the game.

• Encourage schools to buy proper attire for their players. • The Ministry should address the issues of transport and

overtime to avoid a situation of some schools failing to take part in some games.

• BISA to forge a close relation with BTTA so that they can help us on the technical aspects of the game.

• Source sponsorship that will help financially to organise coaching clinics for teachers.

ACTIVITIES IN 2016

This year we had planned for the coaching and refereeing clinics which did not take place because of the reasons beyond us. We successfully held a referee’s course for 29 teachers who officiated at our National Finals this year. All the participants were awarded certificates.

COSSASA CAMP

The first selection was done in Orapa from the 20th July - 27th July 2016 where we had 20 athletes for the boys team and the same number for the girls team. These were the pools from which we were to select the finals teams to COSSASA.

The second camp was in Mmadinare Senior Secondary School from the 15th - 20th August 2016 where we had 24 players selected from the first camp. On the 21st we moved to Gaborone for the competition which was scheduled to start from 24th - 26th August 2016. All players who were selected did turn up except one girl from Moshupa Senior Secondary School.

COSSASA GAMES

The games started on the 24th August - 26th August 2016 in Gaborone. This time there were very few countries that took part in games.

Our teams did well during the COSSASA games where our boys got silver and girls got gold medals.

The Great North held its maiden Sports Excellence Awards as a way of motivating and encouraging outstanding performance for our athletes and coaches. The awards which were held at Maun Lodge were a success last year 2015, and this year 2016, the event was held in Francistown at Adansonia Hotel.

The resounding successes at National finals comes as a result of well organized zonal finals and hosting Sport Excellence Awards, as a way of motivating and encouraging athletes and coaches to work harder. In the year 2014, we snatched a sponsorship deal from Line Feed Company that ran for Three years. This year 2016, Kay n Lets Film Production (Pty) Ltd, a Francistown based company, came on board to partner with THE GREAT NORTH to stage the annual event, “Sport Excellence Awards”.

2016 ATHLETICS COMPETITIONS

The zonal championships were held in Serowe from 31-04-2016 to 01-05-16.The zone was fortunate to be sponsored by three good Samaritans from the zone with three trophies. The trophies were for “Best Performing School’ award, ‘Best Performing Subzone’ as well as ‘The Most Outstanding Athlete’ of the competition.

Serowe subzone scooped the award for the Best Subzone; Mmadinare went away with the Best School award whereas a student from the same school was crowned the most outstanding athlete of the tournament.The 2016 BISA National Athletics Finals were held in Francistown from the 15-17 April 2016. Though the zone managed to scoop position two at the competition, it was very evident that we were struggling to match other zones. This is attributed to the sad state of affairs in the Central Region on matters relating to overtime payments for teachers. Despite all these hardships, some schools still managed to post incredible top notch performances , to name just a few; Mokobeng JSS, Mmadinare S.S.S and Matshekge S.S.S.

The 2016 championships were hosted by Namibia at Swakopmund. Three officials from the zone were chosen as part of the technical team, namely: Mr.Ennetse for Triple jump, Mr.Malatlha for discus and Ms.Tadubana for hurdles.

BALL SPORTS COMPETITIONS

The junior schools play offs were hosted by Selibe Phikwe whereas Mahalapye hosted the senior schools.

BISA BALL SPORTS NATIONAL FINALS

The National Finals were hosted by South Central in Gaborone. Some of our schools gave a very good account of themselves at the competitions. Special mention to the following;Boipelego JSS - Basketball, Mookane JSS, Radisele JSS and Ramokgonami JSS - Football, Mokgalo JSS and Gosemama JSS - Volleyball , Meepong JSS and Mowana JSS - RugbyMokobeng JSS and Mosikari JSS - Badminton, Selebi Phikwe

COSSASA TOURNAMENT The tournament was hosted by Botswana in Gaborone. Countries that took part included Lesotho, Namibia and Zimbabwe. The zone was well represented with athletes, 6 coaches and 10 officials.

• Overtime payment issues continue to hamper growth and progress in the zone.

The year 2016 was no different from the previous year (2015) with schools facing the same problems encountered last year. Schools had run out of funds for feeding, transport as well as overtime payments for teachers. It was very difficult for schools to prepare under such discouraging conditions. This unfortunate situation led to some schools missing out in first term activities.

It is in order to appreciate schools like Morama JSS, Ntebogang JSS, Mmanaana JSS and Mathiba JSS for bringing some teams to the national finals. This time around new faces surfaced at the competition like of Boiteko JSS and others. The Zone performed badly this year getting position 4. At Senior School level, the Zone did very well as we got position 2 and it was clear that they prepared more than their counterparts at the junior schools. We had 16 athletes selected for COSSASA ball games held in Botswana in the 5 ball codes of COSSASA. Let me congratulate all Senior Schools especially Moshupa S.S.S, Lobatse S.S.S, Goodhope S.S.S and Seepapitso S.S.S for bringing medals home.

ATHLETICS

It was a blessing to have Athletics after a year without any sporting activity. All the levels of the competition were held i.e. sub zonal right up to national finals. Our Zonal finals were held in Lobatse Sports Complex. The BISA National finals were staged in Francistown Stadium the second week of term 2. It was thrilling to see the level of competition as we were neck- and -neck with The Great North.

I must mention that indeed we still need to work extra hard as we managed to get position 3 after putting a sterling performance right from day 1 of competition. The Zone is proud of those schools that fought so hard to bring something home. At the National finals we had 16 athletes out of the 54 selected for COSSASA Athletic Championships that were held in Swakopmund, Namibia in May. Special thanks to all the Schools that made the Zone proud by fighting to the bitter end and ensuring that the zone competed meaningfully especially the likes of Goodhope S.S.S, Lotlamoreng JSS, Tlhomo JSS, Bathoen JSS, Seepapitso S.S.S and Matsha College just to mention but a few.

BALLSPORTS

I need to make mention that things were not easy for us to start off ball sports as letters were written to block the games. There was a lot of skepticism as to whether the games would start. Thanks to Ms. Khumo Phori, Seepapitso S.S.S School head who intervened and the games started. The main problem was lack of funds to mobilise transport for schools and overtime.

All the levels of the competition were held with our Zonal finals for the first time staged in Jwaneng. All went well with preliminary stages as teams proceeded to the National finals in Gaborone.The Junior Schools found it so tough as far as securing medals was concerned. Most of the schools at the national finals came home empty handed. It is the nature of the game and this proves that much work needs to be done in preparing for national championships.

Today, South Central enjoys an admirable reputation countrywide for its prudent good governance and sensible management of events. Past successes notwithstanding, South Central currently faces the challenge of overtime and shortage of funds, which has resulted in a sharp decline in participation by skilled personnel.

ATHLETICS

As usual, the zonal athletics competitions were hosted by Kweneng Sub-Zone at Molepolole Sports Complex. South Central staged a very tough competition against the other zones even though we obtained position 4 in 2016 BISA Athletics National Finals that were hosted by North Zone at Francistown stadium. South Central zone had a 2 day camp at Molepolole sports complex prior to the National finals.

I would like to commend all the Senior Teacher I Sports, coaches, trainers, team managers and athletes for their splendid work.

BALL SPORTS

The South Central Zone ball sports competition for both Junior Schools and Senior Schools went quiet well; the whole lot was well thought-out in terms of the logistics. The dynamic of

the competitions was because of the solidarity that officials and coaches had. This was for the reason that there was a meeting that was held preceding the competition of which the officials and coaches were seasoned on the subject of how the competition will be run and what systems of play will be implemented for the different codes and moreover some play rules and regulations were discussed to curtail away misunderstandings.
