Theworldtodayisdealingwithcomplexpolitical,social,economicandenvironmental issues and with the rising threat to security; thedevelopment dynamics are rapidly evolving. This report comes at acrucial time when the need for the global population to developeffective strategies to deal with these changes is immense but theprogressbeingmadeisnotkeepingpace.
With the two crucial deadlines of finalizing the SustainableDevelopmentGoalsandtheclimatechangeagreementfastapproachingtheworldisyettocometoaconsensusonthekeyconcernsoffinance,technology transfer etc. resulting in the feeling of disillusionment
beginningtosetin.
Civil Society has been actively pushing for the nations to ensure transparency, accountability,inclusiveness,equityandjusticeatvariousfora.Buttherecentdevelopmentshavereducedthespaceforthe civil society tomake its voices heard. This does not boast well for inclusiveness in the futuredevelopmentsthatwillfocusoninternalizationoftheglobalaccordsatthenationallevel.
India's position within the South Asian region as well as at the global level is gaining increasingrecognition.Butsadlytheinvolveddiscussionsaremostlyfocusedontheeconomicandpoliticalaspectswithverylowimportancebeinggiventoenvironmentalandsocialaspects.Withthemajorityofthecountry'spopulationstilldependentonagriculturethegovernmentisyettotake measurestowardsbuildinganeffectivecopingmechanism.Thechangingclimateisincreasingthewoesoftheagriculturedependentpeople,alreadyposingahugethreatonthefoodsecurity,livelihoodandtheveryexistenceofnotjustthefarmersbutthewholecountryatlargewithitsramificationsonthesocialsphere.Womenarefacingtheaddedburdenoftheworseningenvironmentandincreasingsecurityconcerns.Thelackofsensitivitywithinthegovernmentmechanismisexacerbatingtheirsorrowsandfear.
Inthelightofthedevelopmentstakingplaceatthenationalandgloballevelandthechangingcontextatthegrassroots,CECOEDECONhascontinueditseffortswhileevolvingitsstrategies,takingaholisticviewtowardsdevelopment,usingitsgrassrootsimplementationexperiencesasthebaseforadvocacyandengagementsatthestatenational,regionalandinternationallevels.
Its dynamic approach has helped the organization in making its efforts recognized. The year alsowitnessedincreasingpresenceoftheinstitutionsandCBOswithdeeperreachwithinthecommunityaswellasthedecisionmakingforumsatthelocalandstatelevels.Ourwomenpartnersreachingnewhighsin their economic and political empowerment has given the organization's cause a new sense ofmotivationandspirit.Theorganization'sfoodandnutritionprogramhasalsogrownfromstrengthtostrengthinthelastyear.

The year was also held immense significance on the climate change front.CECOEDECON successfully designed activities ranging from awareness generation, communitymobilization,capacitybuildingandsensitizationofstakeholders,rallies,advocacyefforts,aswellasnetworkingtoengageeffectivelyonalltheimportantissuesatthelocal,state,nationalandinternationallevel.

duringthenetwork'sGeneralCouncilMeetingheldon3 September2014inHongKong.APRNisanetworkofleadingresearchNGOsintheAsia-Pacific,activeinpromotingexchange,coordinationandcapacitybuildingsupportinresearch.CECOEDECONhasalongstandingassociationwiththenetworkandthisrecognitionasaBoardofConvenoristheresultoforganization'sconsistentworkonsustainabledevelopmentandclimatechangeissues.

rdUN Secretary General Ban KiMoon organized a special high-level event on climate change on 23 September, 2014. Mr. Sharad Joshi, SecretaryCECOEDECON was selected as one of the 38 CSOobservers from a poolmore than 500 nominationsfromacrosstheworldandwastheonlyattendeefromIndia.Theselectionprocedurewashighlycompetitiveanddemocraticbasedonvotingandseveralroundsofscreening. This invitation stands as a testimony toCECOEDECON'seffortstobringoutrelevantissuesatvarious UN discussions on climate change andsustainable development. DemandCharterfortheParliamentaryElections
Takingtheorganizationseffortstowardssensitizingthepoliticalleaderstowardstheconcernsofthepeople and making them accountable towards the same,CECOEDECON held 9 regional meetings and a state levelmeetingonpeople'smanifestoinRajasthantoinfluencetheelectionmanifestoesofthevariouspoliticalpartiestoensurethattheyreflecttheconcernsandneedsofthepeopleatthegrassroots; before the parliamentary elections. ThedemandsraisedbythepeoplewereconsolidatedintheformofthefinaldraftofthePeople'sManifestoforparliamentaryelections. Save the Children supported this process bypublishingthedocument.
FiveHundredcopiesofpeople'smanifestowerepublished,which were then submitted to the candidates of political
parties,includingMaheshJoshi(Jaipur,Congress),Mr.RamcharanBohra(Jaipur,BJP),Mr.Jaunpuria(Tonk,BJP),Dr.VirendraSing(Jaipur,AAP)etc.

CECOEDECON,aspartoftheBeyondCopenhagenCollective(BCPH),activelyparticipatedintheUNFCCCClimate Change Conference, COP20 in Lima,

ThemoderatorAjayJhasaidthatwomenfarmershavehugecontributioninagricultureandfoodsecurityandeconomyofthecountriesespeciallyinSouthAsia,AfricaandLatinAmerica.Womenhaveshownleadership inenhancingadaptivecapacityofagriculture throughapproacheswhichareecologicallysustainableandlessdependentonexternalinputs;however,theyfaceanumberofchallengesincludingthatofclimatechangeandpolicydesign,lackofaccessandownershipbeingoneofthemostimportantamong them.Manu Shrivastava fromCECOEDECONprovided case studies fromRajasthan India onexperiments to enhance agro-ecology and improved water management and micro-climatemanagement,andlossanddamageinagricultureduetodisasters.Duringtheconference,thebooktitled“EnvironmentandClimateChangeandIndianVision;FromCrisistoSolution,”wasalsoreleased.ThebookisthetransliterationofthespeechdeliveredbyeminentthinkerMr.SureshSoniinthenational

ADVOCACYEFFORTS
FollowupofGMcampaign
ThecampaignagainstGMOsinitiatedbyKisanSewaSamitiinRajasthanwiththesupportofbothnational
and state level partner organizations has become a strongmovement in Rajasthan. After receiving
informationthroughnationallevelpartnersthattheGeneticEngineeringApprovalCommittee(GEAC)has
approvedfieldtrialsofGMcropsinMaharashtra,membersofKSSmettheAgricultureMinistertoremind
himofhisassuranceofnotallowingGMfieldtrialsinRajasthan.TheAgricultureMinister,Governmentof
Rajasthan promisedthemthatheisnotgoingtoallowfieldtrialsofGMcropsinRajasthan,following
whichhehasalsoannouncedhisstandonGMfieldtrialsonvariouspublicplatforms.

HavingregularcommunicationwiththeAgricultureMinisterandsensitizingmediaonthisissuehavehelpedingainingafirmstandfromtheministerontheissue,whichisabigsuccessofKSSanditspartnerorganizationswhoareinvolvedinthismovement.
SecuringtheRighttoEducation
TheRajasthanStateGovernmenthasdecidedtomergeseveralpublicschoolsduetoreasonsincludinglowlevelsofenrolment,populationdensityetc.KSSandVDCmonitoredtheaffectsthesameandbasedontheirobservationssubmittedamemorandumtotheEducationministertoreopensomeoftheschoolsthathadbeenmerged;whichhadresultedindropoutofchildrenduetodistance,securityandotherissues;toensurethatthechildrenarenotdeprivedofeducation.Asaresultofthis16schoolshavebeenreopenedbythegovernment.SchoolsofSangrampura,BerakiDhani,JivaliandBhanakpuravillagesinNiwaiblockofTonkdistrictaresomeoftheexamples.
INCREASINGPOLITICALEMPOWERMENT
ThisyearGramPanchayatlevelelectionswereheldinRajasthan.Duetotheirincreasedunderstandingandcapacities;manymembersoftheCBOscontentedinthesame.SeveralofthemwereelectedbythecommunityasWardPanch,Sarpanch,andCRinPanchayatiRajElection2015.Thisisaclearevidenceofthelevelofsupportthesecommunityleadershavebeenabletogarnerduetotheireffortstowardsthedevelopmentofthecommunity.

Intheyear2014-15CECOEDECONmadestrongstridesinbuildingonitsnetworkingeffortsdirectedtowardsitsaimofensuringtheestablishmentofstrongmicro-macrolinkagesfordevelopmentofthepoor.Thisyeartheorganization'srepresentativesactivelyengagedwithvariousregionalandgloballevelplatforms on an array of subjects including climate change, sustainable development, post-2015development agenda and development financing. These engagements include all the importantprocessesfacilitatedbytheUNGA,UNECOSOC,UNFCCC,UNESCAP,CIDSEandotherregionalandglobalbodies.Someoftheimportantengagementsaredetailedbelow:
SideeventduringtheHLPF2,
CECOEDECON,PAIRVI,BeyondCopenhagenandIBONInternationalorganizedasideeventaimedatnddiscussingtheengagementmechanismoftheMajorGroups(MGs)intheHLPFon2 July,2014.The
speakersdiscussedthatbeingahybridbodysituatedundertheauspicesoftheUNGAandtheECOSOCimposesalotofrestrictionsinthefunctioningoftheHLPFasfarasitsinteractionswiththeMGsareconcerned.Participantsexpressedtheirconcernsregardingthehurdlesposedbythecurrentstructureandmechanism of theHLPF resulting in a lot of restrictions to the participation ofMGs and theircontributioninshapingtheagenda,governanceoftheSDGsandreviewetc.

AsiaPacificForumonSustainableDevelopment,
AjayJharepresentedtheBCPHfraternityandCECOEDECONintheAsiaPacificForumonSustainableth stDevelopment organized by the UNESCAP from 19 to 21 May in Pattaya and hosted by the Royal
ThailandGovernment,andalsointheCSOForumimmediatelyprecedingit.TheAPFSDwasthefirstHigh
LevelPolitical Forum (HLPF) at the regional level.The forumemphasized regionalpriorities in the
sustainable development processes. The CSOs proposed a Regional CSOs Engagement Mechanism
(RCEM),which the UNESCAP agreed to consider. All themajor groupswere given ample space for
participationandinterventions,whichwasappreciatedbythestakeholders.
TheCSOsalsoheldvariousmeetingwiththeCo-Chairs,EDoftheUNESCAP,EDoftheUNDESAandhigh
officialsoftheUNEPandalsohelddiscussionwithdelegationsofmanycountriesincludingIndia.Later,
BCPHalsoprovidedafeedbackandcommentsontheChairsSummary.
UNESCAPRegionalConsultationonAccountabilityforPost-2015DevelopmentAgenda,
The Consultation organized on was attended by over 150th th5 and 6 August, 2014 in Bangkok
participants,includingexpertsandrepresentativesofGovernments,majorgroupsandotherstakeholder
organizations and entities within the United Nations system. BCPH members participated in the
consultation and also got the opportunity to speak in various roles. In its intervention during the
Ministerialdialogue,BCPHrepresentativehighlightedhow“bilateralandmulti-lateraltradeagreements
havemadesmallandmediumholderfarmers,whopractisesustenanceagriculture,morevulnerableand
marginalizedthemfurtherandhowexistingaccountabilitymechanismshavefailedtodeliverjustice.
Therefore,theseagreementsmustembracethethreepillarsofsustainabilityandreflectandrespectthe
RIGHT to foodand livelihood security.Globalpartnership in thenewdevelopment agendamustbe
participatoryandinclusivetotheverycore."
ThedelegationwasalsoinvitedtoaprivateconversationofCSOswithMs.AminaJ.Mohamad(Special
AdvisortoSecretaryGeneral)whereshepleadedandsoughtsupportfromCSOs.

People'sSAARC;apeople's forumof civil societyorganizations, socialactivists,networks, coalitions
workingonvariousdevelopmentalissuesinSouthAsiaregion;wasorganizedparalleltothe18thSAARCst thSummitinKathmandufrom21 to24 November,2014,withthesloganofPeople'sMovementsUniting
SouthAsiaforDemocracy,SocialJusticeandPeace.Variousorganizationsincludingtradeunions,peasant
associations, human right organizations, social activists, campaigners and women's association
participatedatPSAARC.
BCCPHorganizedthreesideeventsduringthePSAARCondisasterandloss,energytransitionandthe
positioningofagricultureintheclimatechangeandsustainabledevelopmentdebates;withfocusonthe
SouthAsiaregion.Issuesliketherisingtemperature,climatevariability,vulnerabilityoftheSouthAsian
region,especiallytotheloweststrataofthepopulationtothechangingclimateandthehugerisksofloss;
shiftingtowardsalternativesourcesofenergywhileensuringtheinclusionofthelocalpeople;relevance
of adaptation overmitigation from the regional perspective; policy level gaps and challengeswere
discussed.

thThe 59 session of the Commission on the Status ofWomen(CSW59),popularlyknownasBeijing20+,wasconvenedbyUNWOMENfortheglobal20-yearreviewof the implementation of theBeijingDeclaration and
th thPlatformforAction(BPfA)from9 to20 March,2015,inNewYork.
A de legat ion o f e ight representat ives f romCECOEDECON participated in the event. WhilepreparingforCSW59,CECOEDECONheldconsultationswith women organizations and various otherstakeholders. A state level discussion was held withcommunity members and major stakeholders likegovernments , vo luntary agenc ies , researchorganizations, private sector, community basedorganizations and funding agencies. Based on thesediscussions CECOEDECON published a report on theevolutioninthestatusofwomeninthelast20yearsinthestateofRajasthan,whichwasthendisseminatedtothecivilsocietyrepresentatives,mediaandcountrylevelrepresentativesattendingCSW59.
ThedelegationalsoactivelyparticipatedinvarioussideeventsbeingorganizedbytheUNandotherinternationalandnationalagenciesandinthelivelydiscussionsthatfollowedstatingexperiencesofthewomeninCECOEDECON'sworkingareasandtheempowermentstories.

NATIONAL AND LOCAL COLLABORATIONS
CECOEDECON'sapproachofcateringtotheneedsofthemostmarginalized/excludedandvulnerable
communitiesrequiresstrongpartnershipandnetworkingatthelocal,stateandnationallevelincluding
alltheconcernedstakeholderstoensureeffectiveadvocacyonissuethataffectthelivesofthepartner
communities. Additionally, the collaborative efforts are also focused on building a collective
understandingongloballevelissuesincludingclimatechange,sustainabledevelopment,tradeetc.which
havemanifestationsonthelivesofthelocalcommunities.Theengagementsaredirectedtowardsarange
ofissuesfrompolicyformulationandrevisionatthenationalandstatelevel,totheimplementationof
schemesatthelocallevel.Someofthemajorinterventionsfortheyear2014-15atthenationalandlocal
levelinclude:
Readingbeyondtherhetoric;electionmanifestosofpoliticalparties,
thThemeetingwasco-organizedbyBCPH,PAIRVI,CECOEDECON,SADEDandBKVJon9 April,2014,in
Delhi. The discussions dwelt in details of position of various rights and governance issues in the
ManifestosoftheCongress,BJP,CPM,SPetc.ThespeakersincludedKBSaxena(CSD),DunuRoy(Hazards
Centre), Ritu Priya (JNU), Aseem Srivastava (economist), Paul Diwakar and Abhay Xaxa (NCDHR),
Prakash(KachraKamgarUnion),GopaKumar(TWN),andSoumyaDutta(BJVJ).Itwasattendedbymore
than40activistsandorganizations.Thediscussionhighlightedthatmajorparties(CongressandtheBJP)
donothavemuchdifferenceasfarasthedominantdevelopmentparadigmwasconcerned,bothfocused
oneconomicgrowththroughincreasedforeigninvestmentandlowpriorityforrightsofthepeople(viz.
land,agriandfoodsec,environmentandhabitat,wateretc.).
Meetingonpost2015intheUNDP,
rdBeyondCopenhagenwasinvitedtoparticipateinabriefmeetingorganisedbytheUNDPon23 May,
2014inDelhi.AllUNagenciesandmanyCSOsparticipatedinthemeetinganddiscussedthecurrentstate
ofplayandadvocacyavenuesinthefuture.AjayJha,emphasizedtheneedtofollowtheHLPF,whichwill
bethehomefortheSDGsandalsounderlinedthatinviewoffactthatHLPFisauniquemechanismhaving
no clear modalities for Major Groups
participation,itwasallthemoreimportant
tointerveneintheHLPF.

ThediscussionsfocusedonwhattheParisAgreementmayhold,itscomponents,andthegapsandissues
thatwillhavetobeaddressedtomakeitafairandbalancedtreaty;recentdevelopmentsinnegotiations
suchastheGreenClimateFund(GCF)boardmeetings,IPCCfifthAssessmentReportandtherecentADP
session;declarationtextoftheIntendedNationallyDeterminedContributions(INDCs)themajorlikely
outcomeoftheLimaCOP;andoperationalizationoftheinstitutionalframeworkassociatedwiththe
UNFCCCprocess.
Concernsoverthepreferenceofpoliticalaspirationsoverscientific findingswerealsoraisedbythe
participants.
Esther Guy-Meakin, representative from New Zealand High Commission, stated New Zealand also
believesthattargetsareamustforalegallybindingagreement.RepresentativesfromtheMissionsof
NetherlandsandMexico,andtheEmbassyofPolandwerepresentasobservers.Seniorrepresentativesof
theMinistryofEnvironmentandForests,andtheMinistryofFinance,GovernmentofIndia,alsocleared
India'spositioninthenegotiations,particularlyonequityandclimatefinance.
WorkshopsonClimateChangeandAgriculture
CECOEDECONalongwithpartnerorganizationsorganizedthreeworkshopstitled“ClimateChangeand
agriculture” in Indore (MadhyaPradesh),Nagpur (Maharashtra), and Jaipur (Rajasthan) during the
monthofFebruaryandMarch,2015.Theparticipantsincludedarangeofstakeholderslikefarmers,
agricultureexperts,scientists,farmerleadersandpolicyexperts.

Theobjectiveofworkshopswasto:
· Surfaceanddiscusstheissueofclimatechange,itschallenges,thepossibleadaptationresponses
andexpectationsintermsofpolicies.
· Developawayforwardbyidentifyingthechallengesofclimatechangeandpossibleadaption
measuresinagriculturebyexchangeofpracticesamongstadvicesfromtheexperts.
Thefocuswasontherestorationoforganicformationsandgreentechnologiesaswellassuccessful
traditionalclimatechangeadaptationpractices.Thediscussionsincludedsubjectslikethedeclinein
floraandfauna,shiftingrainfallpatterns,climatevariability,farmingpracticesandcroppingpatterns.
The participants were particularly concerned about the affects of climate change on livelihood,
agriculture,health,diseases,pestsandweeds,livestock;andthegovernment'sroleandstakeholder's
expectationsfromthepolicymakers.
The workshop helped in creating a bridge between agricultural practitioners and agricultural
researchersandacademicinstitutionswhichwillhelpinfuturecollaborations.
ConsultationonNationalizingSustainableDevelopmentGoals,
TheconsultationorganizedbyChhattisgarhKrishakBiradariincollaborationwithBCPH,Oxfamandst ndDepartment of Irrigation, Government of Chhattisgarh, on 21 and 22 February, 2015 in Raipur,
witnessedtheparticipationofministersoftheChhattisgarhstategovernment,morethan200farmers,
electedrepresentativesofthelocalbodies,scientistsandotherstakeholders.
TheConsultationdiscussedtheSDGsproposaloftheOpenWorkingGroupandfounditlackingonthe
ambitionfrontwithseriousconcernsoverthelackofemphasisonimportantgrassrootslevelissuesand
humanrights.TheConsultationalsoreflectedontheorientationofdevelopmentinthecountryandthe
state. Lackofdecentralizedplanning and roleofpeople in theplanning, unabateddegradationand
exploitationofthenaturalresources,inadequatesupporttofarmersandagriculture,lackofdignityin
agriculture,feminizationofagricultureetc.werevoicedasthemainconcerns.
ConsultationwithParliamentariansandPolicymakersonClimateChangeandtheSDGs,
thInaConsultationorganizedbyBCPHwithMembersofParliamenton11 March,2015inDelhi,civil
societyurgedthemtohavestrongandprincipledpositionsintheclimatechangeandSDGsnegotiations
being finalised in 2015. The importance of shared understanding and partnership among the
stakeholders in facing impacts of climate change and moving towards a low carbon development
pathway,andforensuringeffectiverepresentationofthevoicesofthepoorandexcludedcommunities
washighlightedinthediscussions.
SharadJoshi,CECOEDECONsaidthatweneedtoengagewiththepolicymakersacrosspoliticalspectrum
oncriticalissueswithoutanypreconceivednotionsandwemustmakesurethatwepresentacollective
positioninacoordinatedmannerratherthanworkinginisolatedspaces.

CECOEDECON'Sinterventionstoaddresstheunfulfilledandignoredneedsofitspartnercommunitiesaredesignedunder five interdependentoverarching themesnamelyBasicRights,Economic Justice,LivelihoodSecurity,InstitutionalDevelopmentandCivilSocietyBuilding.Abriefnarrationofactivitiesundertakenunderthesethematicareasisgivenbelow;
BASICRIGHTS
CECOEDECON'sbasicrightsprogramfocusesonenhancingaccesstorights-basedentitlementsofthosewho aremost vulnerable, excluded anddiscriminated. The focus under the program includes childdevelopment,gendermainstreaming,andaccesstobetterhealth.Interventionsrangefromawarenessgeneration on schemes and policies, communitymobilization rallies, sensitization and orientation ofofficialsatdifferentlevelsontheconcernsofthepeopleandtheirrights,researchandadvocacy.
Objectives:EnhancecapacitiesandskillsofCBOsatvillageandblockleveltoincreasetheirroleinawarenessbuilding.Interactwith localbodies for localagendasetting.PolicyAnalysis,policyorientedadvocacyforimprovingefficiency,and monitoring implementation at the grassroots level.Although the approach is multi stakeholder oriented;womenandadolescentgirlsarekeystakeholdersundertheprogram.
Someofthekeyoutcomesoftheyearareasfollows:
· 310childrenwereenrolled inschools throughenrolmentdrives inShahabadandNiwaiBlocksduring enrolment drives. In Phagi 90% children of Bagharia and Bhil communities, which arenomadiccommunities,wereenrolledinschools.
· 65MalnourishedchildrenweresenttoMalnutritionTreatmentCentrethroughtheeffortsofCBOsKSSandothervillagelevelinstitutionsaremoreawareabouttheissuesofviolenceagainstwomenandrelatedservicesandarebecomingresponsible towards the issueand their role.Theyhavestartedadoptingproperstrategytoaddresstheissuesandtakinginitiativetoresolvethecaseswiththesupportoflocalgovernance,castePanchayat,CECOEDECON,blockanddistrictadministrationand StateWomen Commission. They are alsomaking efforts towards enhancing the dignity ofwomen.
· 4000womenwere supported in getting their bankaccounts opened and subsequently linked with theBhamashahschemeofthegovernment.
· BlockAdministrationisprovidingsupporttocontinueforthecontinuationofSAARTHKSchoolinShahabadwhere 30 girls are currently completing a bridgecourse.
ECONOMICJUSTICE
Theeconomicjusticeprogramcatalyzespeople'sparticipationindecisionmakingtoensureequitablebenefitsharingandassertionofhumanrightsinthedevelopmentprocess.IssuescoveredinthisthemeareFairTrade,ClimateChange,GMOsandBiodiversity.Activitiesincludeawarenessdrives,campaignson emerging concerns, communitymeetings, research, andpolicy advocacy. Theprogram is closelylinkedwithLivelihoodSecuritybecausemarketsandeconomicpoliciesdirectlyimpactrurallivelihoods.
AwidowAnganwadiWorker of village Gopalpura, Phagiwas facingdomesticviolenceatthehandsofherfather-in-law.WiththesupportandbackingoftheCBOssheconfrontedherfather-in-lawandwarnedhim to changehis attitude or shewill file a complaint at the policestation. Finally he agreed to give her property rights and stoppedharassingher.BasedontheexperiencesofdealingwiththecaseCBOshaveformedacommitteetosupportothersuchfemalesofthevillagetotakequickaction.

FairTrade:
Objectives: GenerateawarenessamongpeopleandCBOs to raise their voices to claimeconomic justice.FacilitatepolicyleveldialogueontradenegotiationsatvariouslevelssothattheconcernedstakeholdersareawareoftherigidclausesofWTOandFTAsandrelateddevelopmentswhichaffectthelivesoftheagriculturedependentpopulationespeciallythesmallholderfarmers.Outcomesareasfollows:
· Theresearchstudiesundertakentounderstandthevulnerabilitiesthefarmersareexposedtoduetotheconstrainingstructuralfactors,whicharefurtherexasperatedbythechanginganderraticclimaticconditions.
· KSS/MmembersmobilizedonFDIandtradeagreementsontheagriculturesector.
ClimateChange:
Objectives: Generate awareness among community members on climate change and related issues.Lobby/advocacyeffortsforimplementationofclimatechangeactionsatlocal,nationalandinternationallevels.Climatechangeisnolongerjustanenvironmentalissue;itisanissueofjusticebecauseimpactsaredisproportionatelyimpactingthepoorandmarginalizedwhocontributedtheleasttotheproblem.
· Schoolchildrenmobilizedtoinfluencehouseholdlevelpracticesthataffectsourclimateandnaturalresources.
· “Go Green Campaign”- the mass awareness campaign inurban schools and tree plantation drives mobilized andmotivatedover800students.Similaractivitiesweredoneinruralareas.
· Increased understanding and capacities of partnercommunities,partnerorganizationsandCBOsaboutglobalnegotiations,micro-macrolinkages,policydevelopmentsinIndia,StateActionPlanonClimateChange,etc.
GeneticallyModifiedOrganismsandBiodiversity:
Objectives:BuildcapacitiesandawarenessofPRImembersoneffectsofGMOsandlossofBiodiversityonlifeandlivelihoodofcommunities.Laxregulation,opentrialsandabsenceoflabellingofGMOsarethreatstofoodsovereignty,righttolivelihoodandrighttoinformation.Advocateforproperregulatorymechanisms.Outcomesareasfollows:
· Increased understanding of VDCs, Youth, KSS/M, Media, Farmers' Club, and Chaupals onBiodiversity&GMOsandimpactofGMOsonagriculture,livelihoodsecurity,andseedsovereignty.
● Empoweredcommunities,capableofraisingvoicesandnegotiating,againstGMfieldtrials,GMseedsontheirfarmingland.

LIVELIHOODSECURITY
As part of this theme multi-faceted approaches aimed atsustainable livelihood generation opportunities for its partnercommunitiesinnotjusttheonfarmsectorbutalsotheoff-farmandnon-farmareas,havebeenimplementedbyCECOEDECON.Inordertodiversifythesourcesoflivelihood;theorganizationhasundertakenstrategicinterventionstosecurethelivelihoodsofitstargetgroup.Theaimistomitigaterisksassociatedwiththeon-farmsector,whilealsohelpinginimprovingtheabilityofsmalllandholderstomeettheirinterrelatedconcernsoffoodsecurity,nutrition,healthandeconomicsecurity.Thefocusisonincreasing

MicrofinanceandFinancialInclusion
CECOEDECON'smicrofinanceprogramstartedin1996toaddressthelackofaccesstocreditthewomenface;duetotheirlowsocialstatus,lackofcontroloverresourcesetc.Toimprovethissituation,throughstrengtheningofwomen'seconomicstanding,CECOEDECONpromotedmicro-enterprisedevelopment,and encouragedmicrofinance.This was done through organization of women into Self Help Groups,enhancing their capacities and facilitating saving among them by opening group accounts in banks.Eventually,thelargebaseofSHGscalledforahigherleveloforganizationandsystematicmanagementwhichledtotheformationofCooperatives.Currently6MultipurposeCooperativeSocietiesarefunctionalthatensurefinancialinclusion,livelihoodsustainabilityandaccesstocredittothepartnercommunity.Thepiechartsbelowshowdistributionof4Cooperativesbasedonnumberofmembers,SHGs.Bargraphindicatesasignificantincreaseinthetotalportfolioofthecooperativesoverthelastyear.
The practice of kitchen gardening has helped inincreasingmy income by Rs. 1000 everymonth.Consumptionofthevegetableshasalsoresultedinimprovednutritionformyfamily.

MicrofinanceInitiativein4districts&Women'sSHG(WSHG)inBarmerdistrict
NationalBankforAgricultureandRuralDevelopment(NABARD)hassupportedaprojectforpromoting
andestablishingcreditlinkagesofSelfHelpGroups(SHGs)in4districtsofRajasthannamelyJaipur,Tonk,
BaranandNagaur.Theorganizationhasformed250SHGsinJaipur,235inTonk,250inBaran,200in
Nagaurand2174SHGsinBarmer.ThisyeartheorganizationfocuseditseffortsonsupportingSHGsand
providing them opportunity of being productive. SHG federations are now playing amajor role in
empoweringruralwomen.

FinancialInclusionandLiteracyTraining
TheprojectimplementedinBarmerandNagaurdistrictsaimstobuildawarenessandskillsamongtargetcommunitiesaboutfinancialdecisionsi.e.investment,saving,borrowing,etc.foreconomicsecurity.Thisyearatotalof200trainingswereconducted100ineachdistrictbenefitting15618participants.Afterparticipatinginthetrainingsthewomenbecamecapableoftakingfinancialdecisions,openingbankaccounts, and have enhanced knowledge of financial services. The women are now approachinggovernmentdepartmentsandareabletoclaimthebenefitofgovernmentprogramsandschemes.
20AwarenessCamps,roadshows,streetplay,puppetshow,andBankersMeetwereheldin100un-bankedvillagesofShahabadandKishanganjblocks.
INSTITUTIONALDEVELOPMENT
CECOEDECONstronglybelieves that sustainabilitycannotbeachievedwithout the local communitytaking ownership of the initiative. Thus, in addition to directly implementing programmes,CECOEDECONisalsocommittedtostrengtheningexistinginstitutionsandfosteringnewones,whicharecriticalandrelevanttotheneedsofthedevelopmentsector.Thestrengtheningofsuchinstitutionsinareasofcapacitybuildingandorganisationaldevelopment,sothattheyareempoweredandself-reliantliesat thecoreof the institutionaldevelopmentprogram.CECOEDECONhascarefullynurturedandstrengtheneditsApexInstitutionandCBOs,startingwiththeVillageDevelopmentCommittees(VDCs)that federate intoKisanSewaSamiti (KSS) andKisanSewaSamitiMahasangh (KSSM)atblockanddistrict level, respectively and the SHGs/Cooperatives and federations of the elected womenrepresentatives. Awareness camps, public contacts, chaupalmeetings, orientation, and trainings onemergingissueswithCBOsandPRIsaredonetoestablishlinkages, lendsupport,empower,identifyissuesandsolvethem.
Objectives: Social Mobilization and Rights Education, Capacity Enhancement of CBOs, PRIs, YouthFederation and Bal Panchayats, and SHGs/Cooperatives through exposure programs and refreshertrainings&LobbyingandAdvocacyforPolicyReforms.Issuesinfocus:climatechange,biodiversity,MSP,landrights,GMO,PDS,BPLrationcard,votingrights,andskillbuilding.Outcomesareasfollows:
· Enhancedawarenessofthecommunitiesregardingtheirrights.
· Thecommunitiesareindependentlyclaimingtheirrightsespeciallyinrelationtoeducation,healthandlivelihood.
· Increased capacities of the CBOs in understanding different schemes and monitoring servicedeliverymechanismsaswellastotakeactionstoremovegapsinthesame.

CIVILSOCIETYBUILDING
CivilsocietybuildinghasbeenincludedasamajorareaoffocusinCECODECON'sinterventionsinordertobuildacollectiveunderstandingonimportantdevelopmentissuesandengagemoreeffectivelywiththestategovernment.TheorganizationregularlyfacilitatestheprocessofpartneringwithotherCSOsandcampaigns.
Objectives:Establishlinkageswithdifferentstakeholders.Ensureparticipationofdifferentstakeholdersineventsrelatedtoemergingissuesandtotakeinitiativesforcapacitybuildingofpartner'sorganizations.Someimportantinitiativesareasfollows:

AfterPanchayat (basic governance structureat thegrassroots) Elections (2015) in Rajasthan;CECOEDECONandKSSjointlyorganizedadialoguewithnewlyelectedPRImembersatChaksu,Phagi,Niwai, Malpura and Shahabad block to discussvarious developmental issues and strengthenpartnershipandsynergyinthedevelopmentprocess.Morethan250PRImembersparticipatedinallfiveblocks.
CECOEDECON's representatives shed light ondevelopment scenarios both at local and nationallevelandemphasizedonthecollectiveeffortstowardsaddressingvariousissuesrelatedtoagriculture,environment, health, education, land rights, livelihood and food security. The newly elected PRImembersassuredtheKSSandCECOEDECONoftheirsupportinensuringtherightsofthevulnerablecommunitiesandgeneratingawarenessonvariousemergingissues.

Public Health Engineering Department (PHED) has empanelled CECOEDECON as an implementing
agencyforIECActivitiesunderWaterSupplyProjectsatstatelevel.Thebroaderobjectiveistofacilitate
community participation, with special focus on women, to assure sustainability of the project by
involvingcommunityinvillagelevelplanning,implementationandmanagementofwatersupply.Focus
isalsoonpromotinghealtheducationaboutsafewaterconsumptionandtorealizethepotentialfor
improvedhealth.
HRDEVELOPMENTandPME
CECOEDECONhaswellformulatedsystemsinplace.HRpolicy,Accountingmanualandadministrative
proceduresarewelldraftedandareformallyadoptedindaytodayoperations.Thesesubsystemshave
beenevolvedwiththechangeinprogrammaticapproachoftheorganizationandwiththeconsensusof
theteam.
TheHRdepartmentperiodicallyorganizesstaffmeetingsatthebranchleveltotakestockofthework
beingdoneinvariousbranchesandalsobringallthestafftogethertosharetheirexperienceswitheach
other.Coreteammeetingsareorganizedinwhichtheseniormemberssharetheirviewontheprogress,
necessary revisions and future directions of CECOEDECON. The department also organized timely
exposureandlearninginitiativestosharpenskillsandbuildcapacitiesoftheteammemberswhilealso
conductingpicnicstoimprovemotivationlevels.
Planning,MonitoringandEvaluationiscorecomponentoftheorganization'ssystems.Duringthisperiod,
PMEunitwasengagedintheregularmonitoringoftheoutputs,outcomesandimpactofallthemajor
interventionswithitsregulartoolsandmechanisms.
Specialemphasiswasgivenoncapturingtheoutcomesandimpactoftheinterventionsthroughspecific
toolSROI.Someoftheotherinitiativesundertakenweretheorganizationofmonthlymeetingsinthefive
branches,preparationandcompilationofmonthlyreports,applicationofcommunitymonitoringtools,
etc.

· ForGAINprojectaSocialReturnonInvestment(SROI)
exercisewasundertaken in Indore. Purposeof this exercise
wastoassesstheimpactofdifferentIECactivitiesdoneinthe
project. The observations reflected improvement in health
statusofthepeopleresultinginreducedopportunitycosts.
· SROIexercisewasalsoconductedinTrilokpuravillage
ofChaksublockonconstructionofAnicutwhichhashelpedinimprovingthesocio-economicconditions
withinthevillagewithspillovereffectsinthesurroundingareas.
· Due to the regular involvement in the staff meetings and other branch level meetings, the
reportingmechanismhasbeenstreamlined.Moreover,thishasbeenfoundasaneffectivetooltoimprove
theaccountabilityandtransparencyoftheimplementationofvariousschemesandfunctionaries.
CivicDrivenChangeexercisewasconductedoninSandharicolonyofShahabadBlock,wherethe
community,throughtheirowncontributions,builtawellforcommonusetosolvetheproblemof
drinkingwater,whichearlierhadtobefetchedbythewomenfromwatersourcesoutsidethevillage.
Thisexercisewaseffectiveinmotivatingthecommunityfurthertotakeeffortsandtomakethe
necessarychangestosolvetheirproblemsindependently.
