This year’s Spotlight on Business will be held Tuesday, Feb. 7, 2017, at the Dothan Civic Center from 3-7 p.m. This trade show allows members to showcase their products and services to fellow Dothan Area Chamber of Commerce members, as well as the general public.

This is your opportunity to reach over 1,500 potential customers.

Booths will go on sale Tuesday, Oct. 25, 2016, at 8:30 a.m. at the Chamber. A registration table will be in the Chamber lobby for reservations one day only. We will not accept any reservations before then. If you are not able to register that day, please mail or fax your registration to the Chamber on or after the Oct. 25.

The cost for each booth is $350 (+$25 for electricity if desired). Exhibit spaces are available on a first-come basis and payment is required with your reservation. You will be able to choose your booth location at the time of registration.

From Your Chamber PresidentAn Economic Update

Dear Valued Chamber Members and Grow Dothan Investors,It has been a very positive time for the Dothan Metro Area with growth

and investment in 2015-2016. As DACC members and Grow Dothan investors, your support and assistance in helping us grow and develop our southeast Alabama economy is very much appreciated, and we are grateful for the support we have to help keep our community moving forward.

The partnership with the City of Dothan, Houston County and area private investors are the keys to our success. We are truly blessed with the collaboration of our City and County leaders to continue to grow and develop regional partnerships with Dale, Geneva and Henry counties that spur and facilitate development which help all of us. While these four counties are highlighted, our focus also goes across state lines as we continue to work collaboratively in the tri-state area. Excitement still remains with the Florida-Alabama MegaSite (www.floridaalabamamegasite.com) effort in Jackson County, Florida that will spur major investment in our region. We are fully committed to this effort with our friends in Florida as this project could truly be a game changer for our region.

As we continue our focus on three key initiatives: (1) existing industry support and expansion, (2) community development, and (3) recruitment of new industry, we have had a very active past 24 months with some strong successes. Our team has worked diligently to secure over $300 million of investment and 1,300 jobs to the area. These projects are reflected in the following new investments and expansions: Wayne Farms, LLC - Dothan, Wayne Farms, LLC – Dale County/Ozark Feed Mill, Commercial Jet, Glasstream Powerboats, Conagra/Tree House Foods, Next Level Apparel, Red Star/Lesaffre Yeast Co., Michelin North America, CAE’s investment at the Dothan Regional Airport, Eastern Technologies, KFH Industries Inc., Townsend Building Supply Co., Ag Spray, Nyride, LLC, Folklore Brewing and Meadery’s upcoming expansion.

All of these projects and investments are a tribute to the collaboration of our elected leadership, state and utility allies, and local support. Our partnership with the Alabama Department of Commerce/AIDT, along with our local city, county and state leadership, all have led to the good things that are happening in the Wiregrass. In addition, we thank our area leaders and state representatives for their constant support in growing the Wiregrass, and we will continue to work hard to maximize every economic opportunity.

Specifically, we also continue to focus on key infrastructure improvements by working with the Dothan-Houston County Airport Authority to put resources together to make major general aviation improvements. Key allies to grow this major asset include the FAA and the Wiregrass Foundation. Additionally, through the support of Gov. Robert Bentley, our state, legislative delegation, and partnerships with Houston and Dale counties, $900,000 has been secured to address drainage improvements in the northwest quadrant of the airport. This investment is key to ensuring growth and opportunity in the aviation economy.

What does all this growth mean to our area? Two years ago the Dothan Metro Area hovered around 7.4 percent unemployment rate with about 58,000 individuals working in our market. Today we stand at 5.6 percent with about 59,000 people working. In addition, there are close to 1,000 unfulfilled jobs in our market.

As we close out this Chamber year, many thanks to each of you for your continued support and a special thanks to DACC Chairman Forrest Register and Grow Dothan Chairman Mark Saliba for their time and leadership to our organization. Economic development is a team effort, and we are here to help keep “meeting the challenge” and “shaping the future.”

The Dothan Area Young Professionals is hosting a Human Foosball Tailgate Saturday, Oct. 29, at 2 p.m. at Waddlington Park on North Foster Street. The event is being presented by Dothan Real Estate Team and it is going to be as great as you are imagining.

DAYP is constructing two giant foosball arenas, and YOU can be the foosball man. Teams will have six people, and the tournament will be double elimination until there’s a champion.

If competing isn’t your thing, then come out and watch and cheer on your favorite team or join in the other activities available. In addition to the Foosball Tournament, there will be a 20 foot screen showing the Auburn and Ole Miss game, along with corn hole, giant jenga and more.

It’s Human Foosball Time!

The Dothan Education Foundation is pleased to announce that legendary college football Coach Bobby Bowden will be the featured speaker for the organization’s annual Impact on Education event Tuesday, Oct. 25, at 5:30 p.m. at the Dothan Civic Center.

Coach Bowden guided Florida State University to more than 300 victories, two national championships and 14 straight seasons of top five finishes in the country. Bowden remains heavily involved in the Fellowship of Christian Athletes. In 2014, he released his third book, The Wisdom of Faith. No matter your life circumstance, the book shows you what really matters – from the perspective of a man who has made the journey.

Impact on Education is DEF’s annual fundraising event that provides financial support as it seeks to strengthen student achievement

and motivation, improve classroom instruction and teacher morale, and build community support with the Dothan City Schools.

Wallace Community College Foundation will present its annual fundraiser, An Evening in Napa Valley, Thursday, Oct. 13, at 6 p.m. at the Dothan Civic Center. An Evening in Napa Valley will include a night of decadent cuisine with dinner music provided by members of the Wallace Sound, a jazz ensemble. will be able to begin reporting equipment, tools, machinery and other business personal property online through the Optional Personal Property Assessment link at www.oppal.alabama.gov,

The OPPAL web portal was developed by the Alabama Department of Revenue to give taxpayers an option to file their business personal property returns online. The system is free to use and is an electronic form of the standard paper returns ADV-40 and ADV-40S.

Who is required to file? Persons who conduct business in the state of Alabama or persons who own an airplane or other aircraft which is based in Alabama.

Commercial Jet is especially proud to announce the return of the Bell UH-1H Iroquois “Huey” helicopter with Army serial number 65-9643 to its home on the static display at Veterans Park in Dothan.

The paint restoration was performed in Commercial Jet’s state-of-the-art aircraft paint hangar at its facility at the Dothan Regional Airport.

“It’s been particularly gratifying to be able to give back to the community through this restoration,” stated David Sandri, Commercial Jet president. “Through this display of the Huey in Dothan, we also honor all those who are serving and have served in our military.”

Designed and first manufactured by Bell Helicopter (Texas) in the late 1950’s, this UH-1H was the fourth modification of the basic design UH-1A Iroquois series, from which Huey was derived. With more than 5,500 such units produced between 1967 and 1982, this helicopter was mostly used as a troop carrier and MedEvac, with some operated as gunships.

Commercial Jet is an FAA and EASA approved repair station that specializes in both scheduled and unscheduled heavy maintenance, line maintenance, modification services, complete airframe inspections, freighter conversions, interior modifications, avionics upgrade programs and complete

The Basic Automotive/Trucking Servicing and Repair program is a short certificate (29 credit hours) and the major units of study include:

• Automotive/Trucking Fundamentals;• Electric Fundamentals;• Automotive Engines (gasoline and diesel);• Drive Train and Axles;• Motor Vehicle/Air Conditioned;• Braking System;• Steering and Suspension; and• Workplace Skills.

Opening Doors and MindsNational Manufacturing Day

Friday, Oct. 7, will be the fifth annual Manufacturing Day, a celebration of modern manufacturing meant to inspire the next generation of manufactures. U.S. manufacturers are the most productive in the world. They come from many different sectors and make the products that enrich our daily lives.

Manufacturers in Alabama count for 17.77 percent of the total output in the state, employing 13.23 percent of the workforce. The total output from manufacturing was $34.40 billion in 2014. In addition, there were 257,800 manufacturing employees in Alabama in 2014, with an annual compensation of $60,945 in 2013.

Monthly, when the Alabama Department of Labor reports workforce, employment and unemployment numbers there are two segments of the working population that are not accounted for. The numbers reported for employment are non-agricultural employment, and it only counts wage and salary workers, not self-employed proprietors.

To collect the data on agricultural workers and proprietors takes a little longer and that data

is reported by the U.S. Bureau of Economic Analysis, on an annual basis, two years in arrears. As an example, the DOL reported average annual employment for the Dothan Metropolitan Statistical Area in 2010 was 65,232, while the Bureau of Economic Analysis reported the number of employed in 2010 as 75,704.

As seen in the graph at right, while the annual wage and salary employment in the MSA from 2004 to 2014 has waxed and waned, proprietor employment has steadily grown, with 2014 proprietors exceeding 2004 by 3,444. Most of the proprietorship growth was non-agricultural in nature.

AMEA And Members Kick Off 2017 Scholarship Program

Students from Dothan, Houston and Henry County high schools will participate in the annual Dothan Area College Fair Thursday, Oct. 20, from 8 a.m. to 1 p.m. in the Northview High School Smith Convocation Center.

Representatives from more than 40 colleges, universities and other entities will be on hand to answer questions, disseminate materials and help students and parents understand all the details about attending their specific institution. The fair is open to public, private and home- school students and their parents.

The Dothan Education Foundation, in partnership with the Dothan Area Chamber of Commerce and Wallace Community College, presents this college fair annually. It continues to grow every year and is recognized as one of the largest and most successful college fairs in the state.

The Alabama Association of Collegiate Registrars and Admissions Officers plan college fairs in all regions of the state each fall. During the week prior to the Dothan Area College Fair, similar events will have occurred in Pike, Crenshaw, Covington, Coffee, Dale and Geneva counties.

Will you be graduating from high school in the spring of 2017? Do you receive your electricity from a public power utility in Alabama? Then if your answer to these questions is “yes,” you could be eligible to receive a scholarship from the Alabama Municipal Electric Authority and its 11 member cities/utilities.

Starting with the 2017 program, AMEA and its members will make available 44 $2,500 scholarships (four scholarships per member city).

Since 1992, AMEA has awarded over $2 million in scholarship monies to graduating high school seniors who receive their electric service from AMEA members, including Alexander City, Dothan, Fairhope, Foley (Riviera Utilities), LaFayette, Lanett, Luverne, Opelika, Piedmont, Sylacauga and Tuskegee.

To be eligible for an AMEA scholarship, a student’s parent and/or legal guardian must receive electric service from an AMEA Member utility, and the student must attend a four-year college/university, community college, and/or vocational school within the state of Alabama.

Applications are currently available from school counselors in these member cities, or you can go online to the AMEA web site, www.amea.com, Scholarship Program. Application deadline is Monday, Feb. 13, 2017.

SmallBusinessDevelopmentThe upcoming changes to the Fair Labor Standards Act can be confusing

and overwhelming. To assist DACC members, this is the third of a three-part series on the changes to the Act that businesses need to be aware of by Attorney Pamela Hallford, Carr Allison.

Part III: Overtime Rule ChangesEffective Dec. 1, 2016

On Dec. 1, 2016, the changes to the Fair Labor Standards Act will take effect. This important deadline is only a few weeks away. Is your business ready?

In the past two installments of this series related to the Final Rule, we discussed the old regulations related to overtime, the new regulations related to overtime and the penalty for non-compliance with these regulations. In this installment, we will offer advice on methods to bring your business in compliance prior to the effective date.

Reclassify – Every business should evaluate which employees are in between the old threshold of $23,660 and the new threshold of $47,476. If an employee comes close to the new threshold, an employer has the option to raise that employee’s salary to $47,476. If that option is taken, the employee is still exempt and there are no overtime requirements.

Convert – Another option business owners have is to convert salaried employees who are between the old and new thresholds into hourly employees. If this option is utilized, careful consideration of each individual employee’s potential overtime earning must be taken. The potential for overtime earnings will likely require adjustments to the typical hourly pay structure.

Combine – If an employee earns under the exemption threshold but works a strict 9 to 5 schedule, the employer can continue to pay this individual a salary, provided that employee documents the hours worked and is paid overtime if such time is incurred. In an employment scenario with heavily regulated hours, this situation should result in no change to the employee’s pay.

Employers can also pay overtime above a salary. An employee may earn a salary for a fixed number of hours per week, which can be more than 40 hours. However, this employee is entitled to “half time” pay for the hours already included in the salary. In this circumstance, the employer is required to pay less per hours worked over time.

Adjust – To avoid having to reclassify, convert or combine employees, an employer, expending significant time and energy, can adjust work schedules, hire additional employees, spread work hours or reorganize workloads. Making these types of scheduling and assignment adjustments, an employer can avoid the financial burden the Final Rule change places on business.

No matter how your business changes to comply with the changes to the Final Rule, compliance is imperative. Compliance is not easy and the regulations are complex. As always, Carr Allison and PRemployer stand ready to assist you in your efforts to comply prior to the Dec. 1, 2016, effective date.
