Materiel Attrition (including consumption) :: Pezmanent loss of military equipment resulting from abandonment, destruction or damage beyond répair. In the case of ammunition the tern includes loss by oonsunpiion.
Base Repair Factor; The average rate &t which items of military equipment are rendered unservice-able and in need of repair in base repair establish-ments expressed as a HJMBLT percentage of the nimber of such items IM USS in a theatre of war.
Mote: a. The Base Repair Factor has been indicated by the abbreviation aBHFm in the following tables. b* Base repair factors should not be used in MATO as the basis for an extra war reserve, but may be used in planning for the sise and capacity of base repair organizations and facilities.
c. ' ïn the case of France and other powers able to make use of peace-time factories for base repair purposes there will be a tendency to repair more in the base than would be the case with expeditionary foroe papers* 2h®is* Btese Eepair Factors, therefore» may be approximately 50 per oeat higher than those shown in bibles X -• VI.

I. The information given in this tabulation is intended primarily as a logistic planning guide in the long range esti-mation of the POL requirements of naval ships and aircraft operating under wartime conditions*

Appropriate national consumption rates for individual ships should, whenever possible, he used for estimating POL requirements» In the absence of appropriate national factors, however, and particularly when planning the logistic support of forces comprising elements of more than one nation, the data provided in this tabulation should be used, but with discretion.

The considerable differences between the characteristics of underway replenishment ships and other naval auxiliary vessels, even though their respective roles may be identical, render it impossible to assess useful average consumption figures for these vessels* national data should therefore always be used for the computation of their POL requirements*
