The chairman of theSupreme court-appointed

Environment Pollution(Prevention and Control)Authority (EPCA), Bhure Lal,has tossed up an alarming sug-gestion to deal with the appre-hension that air pollution thenational Capital could furtherworsen. Ban plying of all pri-vate vehicles!

Bhure Lal’s remark has sentshock waves. If his suggestionis implemented at any stage, itcould lead to a complete shut-down of Delhi as people arelargely depended on their ownvehicles for commuting. Delhihas more vehicles as comparedto Mumbai, Kolkata, Chennaiand Bangaluru combined.

Emerging from theSupreme Court, Bhure Lal onTuesday said that the GradedAction Response Plan (GRAP)will be implemented fromNovember 1, and if air pollu-tion continued to worsen, pri-vate vehicles will be stopped inDelhi.

The GRAP is an emer-gency plan designed to takeurgent remedial action whenair quality deteriorates.

“Let us hope Delhi air pol-lution situation doesn’t deteri-orate or else will have to stopplying of private vehicles, onlypublic transport will be used,”

Bhure Lal added. Detailed pro-visions of the rule, if applied,have not been made known yet.

Reacting to Bhure Lal’sstatement, majority of peoplesaid that there will be a com-plete shutdown in Delhi if theGovernment stops using pri-vate vehicles. “The exchequerwill incur hundreds of croresloss in even one day of shut-down,” they said.

Interestingly, public trans-port system of the Capital iscrippled due to ongoing strikeby DTC bus drivers and con-ductors and shortage of buses.The city needs 11,000 buses -it has only 5,429 buses. Of the464 routes in Delhi, buses don’trun on five while on 75 routes,only one bus operates. Nearlyhalf (230) routes have one tofive buses operating. The situ-

ation is as dire in the clusterservices, managed by the DelhiIntegrated Multi-Modal TransitSystem (DIMTS) as 40 of its147 routes are served by justone to five buses each.Together, they take more tripsthan the Delhi Metro.

Approximately seven lakhvehicles are being registered ina year in Delhi and the law doesnot prescribe any limit for

purchase of motor vehicles inthe name of any person. Totalnumber of registered vehiclesin Delhi has crossed over 1.45crore. Between April 1, 2017,and March 31, 2018, as manyas 7,20,519 vehicles were reg-istered in Delhi. Of these,4,76,691 are two-wheelers. Asper data, total 6,61,494 vehicleswere registered in 2015 and6,93,159 vehicles in 2016.

The Supreme Court-appointed EPCA had informedthe apex court on Monday thatcommercial vehicles like trucksand taxis were the major sourceof pollution in the nationalCapital and that there was aneed to control their operation.“Out of all the vehicles, heavycommercial ones like trucksand other commercial vehiclessuch as taxis are the major pol-luting source, with very highcarbon monoxide and nitrogenoxide emissions,” it said.

“There is a western dis-turbance approaching Delhiand the combination ofincreased moisture makes itlikely that the air quality willdip significantly. This meansthat there is an urgent need totake action against existingfactors leading to air pollution,”said officials adding the pol-lutants at lower levels are notable to disperse due to the lightwinds and smog can be easilyseen.

Maoists ambushed a three-member DD crew, killing cam-eraman Achyuta Nanda Sahu,and two policemen —Constable Mangal Ram andAssistant Sub-Inspector RudraPratap Singh — who were partof the team escorting thenational broadcaster journalistsin Dantewada on Tuesday.

CBI Deputy SP AK Bassi, theformer probe officer in the

alleged corruption case againstSpecial Director RakeshAsthana, has claimed that hewas being subjected to intim-idation and veiled threats bythe present InvestigatingOfficer and made a “scapegoatand victimised” for discharginghis duties of filing the FIR per-taining to corruption caseagainst Asthana.

Bassi moved the SupremeCourt on Tuesday against histransfer to Andaman andNicobar Islands. In his plea,Bassi alleged that his transferon October 24 is “mala fide andderails a sensitive probe” and

added that allegations againstAsthana are “grave”.

A Bench of CJI RanjanGogoi and Justices UU Lalitand KM Joseph said, “Thecourt will look into urgent list-ing of the plea” after advocateSunil Fernandes sought listingof the petition on November 2.

“Bassi bears a reasonableapprehension that he and his

team members and seniorofficers would be implicated inthe same,” the plea said.

“The manner of transfershowed vindictivenessbecause the fact that the nameof Asthana and Joint DirectorSai Manohar were croppingup in the false statement ofSana. The applicant herein isbeing subjected to intimida-tion and veiled threats by thepresent Investigating Officer,”it said.

Delhi is facing “healthemergency” as air pollu-

tion plunged to “severe” onTuesday. In an advisory, theCentre-run System of AirQuality Forecasting AndResearch (SAFAR) askedDelhiites not to rely on dustmasks for protection.

The overall Air QualityIndex (AQI) was 442 for PM10 and 240 for PM 2.5 inDelhi. Dwarka recorded“abnormally high” level withAQI 1,078 micro cubic per

gram on Delhi PollutionControl Committee (DPCC)air quality index.

An AQI between 0 and50 is considered “good”, 51and 100 “satisfactory”, 101and 200 “moderate”, 201 and300 “poor”, 301 and 400 “verypoor”, and 401 and 500“severe”.

Amid growing rift between the RBI and the ModiGovernment, Finance Minister Arun Jaitley on Tuesday

flayed the Central bank’s indiscriminate lending between 2008and 2014 that, he said, led to the present bad loan or NPAcrisis in the banking industry.

The remarks by Jaitley came days after RBI DeputyGovernor Viral V Acharya warned that underminingautonomy and independence of RBI could be “potentiallycatastrophic”. Backing Acharya, the RBI employees associ-ation on Monday said “undermining the Central bank is arecipe for disaster” and the Government must stop nibblingat its autonomy.

“You see (between) 2008 and 2014, after the global eco-nomic crisis, to keep the economy artificially going, bankswere told to open your doors and lend indiscriminately,”Jaitley said at India Leadership Summit organised by the US-India Strategic Partnership Forum.

“The Central bank looked the other way, there was indis-criminate lending,” he said. “I am surprised that at that timethe Government looked the other way, the banks looked theother way. I don’t know what the Central bank was doing(because) it was the regulator of these. They kept pushingthe truth under the carpet.”

Even as the ongoing road-ways employees’ unions

strike entered its 15th day onTuesday, sources said that thegovernment is likely to engagein fresh round of talks with theroadways employees to endthe deadlock,

A government spokesper-son has however claimed thatwork in various HaryanaGovernment departmentsremained normal on Tuesday.As many as 1.22 lakh employ-ees marked their attendanceusing the biometric systems,the spokesman said.

The State Government had

directed its employees to marktheir attendance twice onTuesday to ensure few personstook part in the strike.

To mount pressure on agi-tating employees to end theirstrike, Haryana State TransportDepartment has decided that

salary for the period of thestrike and unauthorizedabsence of Haryana Roadwaysemployees from October 16 todate will not be released till fur-ther orders. However, salary billwould be prepared and sub-mitted accordingly, the

spokesman said.It will be the personal

responsibility of concernedGeneral Manager andAccounts Officer to ascertainthe compliance of the orders,he added.

The state Congress presi-dent Pritam Singh has

The Executive Committee(EC) of the National

Mission for Clean Gangaapproved 12 projects worth �929 crore under the NamamiGange programme in its 16thmeeting held recently. One ofthe projects approved is undercorporate social responsibilitycategory for funding Ghat andcrematoria work at Badrinathand Gangotri in Uttarakhand.

According to informationprovided by official sources, theIndorama Charitable Trust isfunding the Ghat and crema-toria work at Badrinath andGangotri in Uttarakhand at acost of �26.33 crore. The con-struction of Ghats and crema-

toria under the Namami Gangeprogramme is expected to becompleted by March 2019.

Atwin-city brand audit con-ducted by a think tank has

exposed the blatant anomaliesin implementation of the lawwhen it comes to disposal ofplastic waste in the State. Theaudit found the empty plasticpacks of prominent foodbrands to be among the majorcontributors to non-biodegrad-able garbage in the cities ofHaridwar and Rishikesh.

According to the rules, theproducers, importers and

brand owners are liable underextended producers responsi-bility to help in waste collectionbut this is not being done in theState.

Dehradun-based thinktank Gati Foundation recentlyundertook twin city brandaudit in Rishikesh andHaridwar.

The audit was based on thelegal principle of extended pro-ducer responsibility enumer-ated under the Solid Waste(Management and Handling)Rules 2016 and Plastic Waste(Management and Handling)Rules 2016, said the founda-tion’s Anoop Nautiyal.

It now plans to initiate anextended producers responsi-bility (EPR) campaign againstthese companies based on thelegal rules and other provisionsmentioned in the laws.Enhancing corporate respon-sibility in the Indian HimalayanRegion and strengthening theframework of EPR to tackle thegrowing problem of plasticpollution are the main objec-tives behind this initiative, saidNautiyal.

According to the PlasticWaste Management Rules,2016, the producers shall workout modalities for waste col-lection system based on EPRand involving State UrbanDevelopment department,either individually or collec-tively, through their own dis-tribution channel or throughthe local body concerned.Primary responsibility for col-lection of used multi-layered

plastic sachet/pouches/pack-aging is of producers, importersand brand owners who intro-

In support of their severalpending demands, the

employees owing affiliation tothe secretariat associationstaged a sit-in outside theAbdul Kalam building of thesecretariat from 11 am to 1 pmon Tuesday. The protest wassupported by the associationsof the review officers, person-al secretaries, secretariat secu-rity and drivers association.

The president of the asso-ciation, Deepak Joshi said thatthe association had staged athree-hour agitation of October9, the day on which the ChiefSecretary had sent the addi-tional chief secretary Personnel,Radha Raturi for talks with theassociation. “In the delibera-tion, an understanding wasreached that in view of theinvestors’ summit and visit ofthe Finance Commission, theassociation would suspend itsagitation.

Dengue is still looming overUttarakhand despite the

gradual dip in the mercury.On Tuesday, 12 new cases ofthe disease have been reported,which takes the total numberof the afflicted in the State to563.

On the day, the districthealth authority of Haridwarreported 10 new cases of thedisease after their samples werefound positive for the EnzymeLinked Immuno Sorbent Assay( ELISA) test. Tuesday said it has found 5,000bags of paddy procured atcheaper rates from Bihar, in araid conducted at a rice mill inKhanna.

The chief vigilance officerof the department RakeshKumar Singla said two trucks,carrying 4,100 bags of paddyfrom Bihar, were found and thecontents of the third truckwere offloaded in the millpremises. Following an enquiry,the truck drivers gave the state-ment that they had brought

paddy from Muzaffarpur inBihar.

Aam Aadmi Party (AAP) inPunjab, it seems, is taking

one step ahead to move back-wards. Even as the two fac-tions of the party initiatedtalks to resolve the internalstrife, the AAP’s state leader-ship once again enraged itsrebel by announcing thenames of its five candidates for2019 Lok Sabha elections onTuesday.

The move has not only“surprised” the rebel faction ofparty’s eight MLAs, led bySukhpal Singh Khaira, but also

“upset” them as the decisioncame at a time when the effortwas on to untangle the issuesbetween the two warring fac-tions within AAP’s Punjabunit.

��'��(��)�)��Chandigarh: In a first, Aam AadmiParty on Tuesday announced thenames of its five candidates, out of total13, for the upcoming Lok Sabha elec-tions to be held sometime in 2019,retaining two of its sitting MPs.

With the aim to give aboost to the capabilities of

the Navy, the Defence Ministryhere on Tuesday signed a con-tract worth �2,435.15 crorewith the public sector GardenReach Shipbuilders andEngineers(GRSE),Kolkata formanufacturing of four surveyvessels after the companyemerged successful bidder inthe competitive bidding.

The first ship will be deliv-ered within 36 months andremaining within an interval of

six months for each vessel. Theproject completion time is 54months from date of signing thecontract. With this prestigiouscontract, GRSE's Order Book ason date stands at �22,604 crore.The GRSE is currently handlinga major project to make threeStealth Frigates for Indian Navyunder P-17A Project.

These survey vessels(Large) shall be 110 metre longwith deep displacement of 3,300tonnes and complement of 231and capable of full-scale coastaland deep-water hydrographicsurvey of ports and harbours,

approaches and determinationof navigational channels androutes. In addition, the vesselsshall undertake surveys of mar-itime limits up to ExclusiveEconomic Zone(EEZ) andextended continental shelf.These shall be deployed for col-lection of oceanographic andgeophysical data for defenceapplications. In their secondaryrole, these shall be capable ofperforming limited search andrescue, limited ocean researchand operate as hospital ship andcasualty holding ships, ministryofficials said.

New Delhi: The SupremeCourt on Tuesday reserved itsorder on contempt proceed-ings initiated against DelhiBJP chief and MP ManojTiwari for allegedly breakingseal of an illegal premiseswhich was sealed by the civicagency here.

A bench comprisingJustices Madan B Lokur, SAbdul Nazeer and DeepakGupta concluded the argu-ments in the case by counselsfor Tiwari and the monitoringcommittee for sealing.

Senior advocate VikasSingh appearing for Tiwariclaimed that the monitoring

committee wanted "to terrorisethe people of Delhi" by carry-ing out sealing drive in unau-thorised colonies that are actu-ally protected under the law.

However, the counselappearing for the monitoringcommittee countered theclaims of Singh saying that thepanel doesn't need "publicity"and its members were onlyperforming their job asentrusted to them by the apexcourt.

The apex court had onSeptember 19 issued contemptnotice against Tiwari.

On October 12 it askedTiwari, who was present in the

court, to place on record the noobjection certificate (NOC)from his erstwhile counsel.

During the hearing,Tiwari's counsel had said thatthe premises in Gokalpurishould not have been sealed bythe authorities.

In his reply filed in thecourt earlier, Tiwari had saidthat he had broken the seal ofthe premises as a "symbolicprotest" against the illegalaction of officials of the EastDelhi Municipal Corporation(EDMC) and was willing toaccept the role of 'sealing offi-cer' as suggested by the apexcourt. PTI

Acting CBI Director MNageswara Rao on

Tuesday denied media reportsclaiming irregularities in theinvestments made by his wifein a private company. He saiddue intimations were given tothe competent authority at thetime of transactions.

In a signed statement, Rao,a 1986-batch IPS officer ofOdisha cadre, said all the trans-actions and investments madeby him or his wife, MannemSandhya, have been given tothe competent authority, andeverything has been mentionedin his annual property returns.

In his statement, Rao gavea chronological order of eventsleading to the loan sought by hiswife and subsequent transfer byher in the account of the privatefirm. Rao said his wife had onSeptember 10, 2010 borrowed�25 lakh from AngelaMercantiles Pvt Ltd, Kolkata, acompany which belonged to"our longtime friend PraveenAgarwal for purchase of animmoveable property inGuntur, Andhra Pradesh”.

Giving details, Rao said theproperty was purchased by herwith her cousin Dr K RatnaBabu, who is a well knownorthopedic surgeon in Gunturon September 18, 2010.

"On September 17, 2011,my wife sold sold 5.12 acres ofher einherited agriculturalproperty for an amount of�30.72 lakh. Again on Octobe19, 2011, she sold 6.05 acres ofher inherited agricultural prop-erty for an amount of �27.90lakh. Thus she received a total

amount of �58.62 lakh as saleproceeds of 11.17 acres of herinherited agricultural propertyduring 2011. This along with�1.38 lakh from personal sav-ings i.e. a total of �60 lakh wassent to Ms Angela Mercantile inthe year 2011, which afterdeducting the loan amountre-tained the balance �35-lakhsinvestment," Rao said.

Kushwaha on Tuesday hinted that he maycontinue to sail with the NationalDemocratic Alliance (NDA) by saying hewas “ready to sacrifice” but not before rais-ing the question of exclusion of his partyfrom the Nitish Kumar-led Governmentin Bihar.

"Partnership should be equal in prof-it as well as loss," he said. While BJP andRam Vilas Paswan's LJP had joinedKumar's Government, the RLSP had not.

His talks with Yadav were "good andcordial", he said, adding that he hadexpressed his sentiments to the BJP leader,who is BJP's in-charge for Bihar.

If needed he will meet Shah and alsoPrime Minister Modi to clinch arespectable deal for his party, he said.Sources said the BJP has offered two seatsto Kushwaha, whose party contested threeseats in 2014 and won them all.

New Delhi: A Delhi court onTuesday remanded CBI DSPDevender Kumar and middle-man Manoj Prasad, arrested inconnection with bribery alle-gations involving the agency’sSpecial Director RakeshAsthana, to 14-day judicial cus-tody.

A special CBI court sentthem to jail after the probeagency said that they were notrequired for further custodialinterrogation.

Both the accused were pro-duced before special CBI JudgeSantosh Snehi Mann who willhear the bail application ofKumar on Wednesday.

During the hearing, Kumar,who was produced after theexpiry of his seven-day custo-dial interrogation, told thecourt that the agency was tam-pering with and fabricatingevidence in case against him.

He submitted that a case oftheft and extortion should belodged against CBI officialsprobing case.

Kumar told the court thathis eight mobile phones, aniPad and his son's laptop wereseized but the CBI's "seizurememo (a mandatory list of allthe seized items)" only showsone mobile phone.

"The very foundation ofthis case is based on lies andfabrication and falsification ofthe evidence. They retained

certain articles taken from mebut did not show it in theseizure memo.

"They (CBI) are misusingtheir powers and misleadingeven this court. They are tem-pering with the evidence. Theyshould be booked for theft andextortion," said advocate RahulTyagi, appearing for Kumar.

Replying to Kumar's appli-cation seeking release of seizedgoods, the investigating officer(IO) of the case, Satish Dagar,told the court that he recentlytook over the probe andobserved that though theseizure memo mentions aboutonly one mobile phone, therewere other items as well whichwere lying with the TAFSUbranch of the CBI for the pur-pose of retrieving the data.

The data of all the seizedarticles requires to be analyzedafter retrieval to ascertain anyrelevance to the present case,the IO said.

The court also asked theCBI to file its reply to Kumar'sbail application which will beheard on Wednesday.

Having failed to stitch upalliances in Chhattisgarh,

Madhya Pradesh andRajasthan, the Congress is seri-ously considering entering intopartnerships in another pollbound State, Telangana, underthe banner of Maha Katumbi(grand alliance).

Senior party leaders haveevaluated that having poll part-ners in the State is beneficial asthe party which once enjoyeda strong foothold in this south-ern State has witnessed its basegetting eroded post the bifur-cation. The grand old party islikely to contest in 90 out of the119 Assembly constituenciesleaving the remaining 29 seatsto partners like TDP, TelanganaJana Samithi (TJS) and the Leftparties. TDP till a few monthsago was an NDA ally at theCentre.

All four alliance partnershave met to finalise the modal-ities of seat sharing. Accordingto sources, the TDP has beenoffered 15 seats, the TelanganaJana Samiti (TJS) led by ProfKodandaram nine and the CPIfive. Leaders of all these partieshave, however, refused tocomment saying that somedetails are yet to be discussedbefore giving out details on seatsharing.

Polls to the 119-memberTelangana Assembly will beheld on December 7. Presently,the ruling TRS has 81 seats fol-lowed by Congress at 17,AIMM 7 and TDP 3. The Karnataka Governmenthas submitted a proposal to

the Centre seeking a relief pack-age of �2,434 crore against thekharif crop damage in drought-hit 24 districts in the State.

In a meeting with UnionHome Minister Rajnath Singh,both revenue Minister R VDeshpande and N HShivashankar Reddy also urgedthe Centre for early release of�722 crore for flood-hit areas ofthe State.

They also tried toimpressed upon the Centre forapproving an ordinance to

implement a debt relief billpassed by the state cabinet forprotecting farmers from privatelenders. "We have declared 100taluks in 24 districts as droughtaffected. About 47 per cent ofthe kharif sown area of 74.6lakh hectares has been affecteddue to drought," Deshpandetold reporters after the meeting.

The state has estimated�16,662 crore as damage to thekharif agriculture and horti-cultural crops this year and hassought a relief of �2,434 crorefrom the National DisasterResponse Fund (NDRF), hesaid. Northern and south inte-rior parts of Karnataka are

reeling under severe droughtand the deficient rains andprolonged dry spell has result-ed in to enormous crop loss.

Meanwhile, the state hasreleased Rs 100 crore under theState Disaster Response Fund(SDRF) and Rs 50 lakh has beengiven to each drought-hit taluk,he added. The State has takensteps to improve supply ofdrinking water, fodder and jobsunder MGNREG scheme.With regard to central reliefsought for the flood hit areas,the Minister said a central teamhas already visited the affectedareas and has submitted areport.

New Delhi: The Supreme Court on Tuesdaymodified its order which had fixed 8 pm to 10pm as slot for bursting firecrackers on Diwaliand other festivals, saying that authorities inStates are at liberty to change the timings butthe duration will not exceed two hours a day.

The apex court also said that its directionson "green crackers" was meant only for Delhi-NCR.

The court was hearing a plea by Tamil Nadugovernment which sought its nod for burstingof crackers on Diwali morning in accordancewith the religious practices in the state.

One of the advocates also said that in unionterritory of Puducherry, bursting of firecrack-ers on Diwali was done in the morning.

"We are going to change the timings," thebench said.

New Delhi: The SupremeCourt on Monday quashed theCentre’s decision to appointAir Marshal Rajvir Singh asDirector General of MedicalServices (Army) and asked itto appoint Lt GeneralManomoy Ganguly to thepost.

A bench of Justices AKSikri and Ashok Bhushan saidthe case pertaining to Lt GenGanguly has had a “chequeredhistory" as he had to initiallyfight for the promotion andthen for the post of DGMS(Army).

"As a result, we allow thiswrit petition (of Ganguly) andquash orders dated August10, 2018 (to appoint RajvirSingh) and issue mandamus

directing the respondents(Centre and others) to appointpetitioner (Ganguly) as DGMS(Army)," the bench said.

The bench reproduced thefindings of the Armed ForcesTribunal which had said,"There has been some attempt(though we are not suggestingas to whether it was deliberateor bona fide) in denying therespondent his claim for pro-motion to the rank of Lt.General."

The bench also said itsverdict had asked the DefenceMinister to consider the pleaof Ganguly seeking appoint-ment as DGMS (Army)"objectively" and "dispassion-ately".

"We may point out at the

outset that case of the petitioner(Ganguly) is that in spite ofjudgment of August 01, 2018passed by this court ..., the mat-ter has not been examined dis-passionately and objectivelykeeping in view the law laiddown therein as well as the spir-it behind the said judgment,"said Justice Sikri, who wrote 39-page verdict for the bench.

According to the petition-er, the government and otherauthorities are finding one orthe other excuse to deny him thepost of DGMS (Army), it said.

Though many politicalcommentators in Tamil

Nadu speak about a secretalliance between the rulingAIADMK and the BJP, state-ments by some of the seniorleaders have put a questionmark on the ties betweenthese two entities.

the Sabarimala issue, accusingthem of launching a "war"against women and mother-hood.

CPI national secretary DRaja slammed BJP chief AmitShah's statement threatening to"pull down" the LDF govern-ment led by Pinarayi Vijayanover the issue.

The State alsoanticipates a foddershortage in the comingdays, with a total live-stock of 75.31 lakh cat-tle and 114.35 lakhfodder dependent ani-mals living in the 100drought-affected sub-districts of the State,and has distributed8.11 lakh fodder seedkits to overcome theshortage, Deshpande's

The Disaster ManagementDepartment of Arunachal

Pradesh on Tuesday issued aflash flood warning in theState following information ofa landslide taking place alongthe Yarlung Zangbo river inChina that flows into India.

The river is known as Siangin Arunachal Pradesh andBrahmaputra in Assam.

The department has askedthe people living in and aroundthe Siang river to prepare for aflash flood-like situation, as thelandslide at Yarlung Zangbo isexpected to influence the waterlevel of the rivers downstream.

In view of the situation, theDisaster ManagementDepartment of the hill State haswarned the people against ven-turing into the Siang river forfishing or swimming. Thedepartment has also asked every-one to maintain a strict vigil.

The Central WaterCommission (CWC), whichkeeps a vigil on the water levelof these rivers, has already con-firmed that the water level ofSiang recorded a drop at Tutingaround 11.00 pm on Monday.

In case of such a landslide,the water level goes down as itblocks the flow of river, trigger-ing fears of sudden gushing ofthe blocked water once the pathis clear. "The UpperBrahmaputra Division of theCWC has received a letter fromChinese authorities about alandslide occurring in YarlungZangbo on Monday," said asenior CWC officer, adding thewater level in the river might risedue to the landslide. The CWC,however, said that at presentthere is nothing to panic about.

Yarlung Zangbo, whichoriginates in the glaciers ofTibbet, flows through China toIndia before merging into theBay of Bengal in Bangladesh.

Earlier this month also therewere reports of some landslide inthe river which had blocked theflow of the river, leading tospeculation that there might beflash flood-like situation inArunachal Pradesh and Assam.

More than ten years after amassive explosion

claimed six lives and left 101others injured at Malegaon innorth Maharashtra, a specialcourt here on Tuesday framedcharges against Lt Col PrasadShrikant Purohit, Sadhvi PragyaSingh Thakur and five otheraccused under the UnlawfulActivities Prevention Act(UAPA) and various other sec-tions of the IPC for their allegedinvolvement in the 2008 blasts.

Judge Vinod Padalkar, whopresides over the specialNational Investigation Agency(NIA), framed the chargesagainst Lt Col Purohit, SadhviPragya and five others and otheraccused persons in theSeptember 29, 2008 Malegaonblasts case.

With the framing ofcharges against the sevenaccused, the decks have nowbeen cleared for the start of theMalegaon blasts case. The trialwill begin on November 2.

The seven key accused,including Lt Col Purohit andSadhvi Pragya, will now betried under sections 16 (com-mitting a terror Act) and 18(criminal conspiracy) of theUnlawful Activities Prevention

Act (UAPA), and sections120(b) (punishment of crimi-nal conspiracy), 302 (murder),307 (attempt to murder) and326 (intentionally causingharm to others) of the IPC.They were framed chargesunder the ExplosivesSubstances Act.

If convicted under thesesections, the maximum pun-ishment can be life imprison-ment or death.

Apart from Lt Col Purohitand Sadhvi Pragya, the otheraccused who will now face thetrial are: Sudhakar Dwivedi,Major (retd.) Ramesh Upadhyay,Sameer Kulkarni, SudhakarChaturvedi and Ajay Rahirkar.

As the Judge read out thecharges to the accused indi-vidually, all the accused deniedthe charges against them.

Reading out the chargesagainst the accused, the Judgesaid: "The Abhinav Bharat(organisation) was formed witha common objective to spreadterrorism and (for this purpose)a bomb with RDX was plantedin a motorcycle in Malegaon thatkilled six persons and injured 101others," the judge said.

The Judge said the accusedcame together, hatched a con-spiracy and committed a terror-ist act by way of the bomb blast.

Earlier this month, the NIA

court had rejected the pleas ofthe accused challenging theinvoking of UAPA against them.However, Lt Col Purohit, a for-mer military intelligence official,has challenged the special court'sverdict in the Bombay HighCourt. The matter will come upfor hearing on November 21.

On Monday, a HC divisionbench comprising justice SSShinde and justice AS Gadkarideclined to provide any relief toLt Col Purohit.

It may be recalled that onDecember 27, 2017, a SpecialNIA court had dropped chargesunder the stringent MaharashtraControl of Organised Crime Act(MCOCA) against SadhviPragya Singh Thakur, Lt ColPrasad Purohit and five otherkey accused in the much-dis-cussed case.

However, AdditionalSessions Judge SD Tekale hadrejected the applications of keyaccused Lt Col Purhit, SadhviPragya, Sameer Kulkarni,Ramesh Upadhyay andSudhakar Dwivedi for dis-charge from the case.

Sadhvi Pragya and Lt ColPurohit were among the 11persons charge-sheeted by theATS on January 20, 2009, inconnection with 2008Malegaon blasts.

History has often proved that everycrisis would find its own man.India had its crisis man in SardarPatel in the aftermath of ourcountry’s Independence, when a

great crisis was staring at the still-to-be-bornIndia. Rulers of about 600 principalities werenursing their own ambitions of becoming inde-pendent leaders. Some of them were even think-ing of associating themselves with the new-bornneighbouring country. Nizam of Hyderabad,right in the centre of our country, was oneamong them. Such a crisis needed a man witha mind of steel and a great vision. We wereindeed fortunate to have found one in SardarPatel.

To understand the significance of SardarPatel’s vision and his contribution to the uni-fication of our country, one only needs to imag-ine a situation in Hyderabad, which had toyed

with the idea of joining Pakistan, not being apart of India. But for this great son of our coun-try, Sardar Vallabhbhai Patel, it is indeed dif-ficult to visualise India of today. One geograph-ical entity of today’s India is legacy of SardarPatel. But has our country done justice to hiscontributions and legacy?

Do our history books and school curricu-lum present a fair and balanced account of suchlegacies? Why we were forced to be so dishon-est to the great vision and contribution of SardarPatel? Should we not give a fair and balancedaccount of the modern history of our countryand its lead actors to the post-Independencegenerations?

This is the objective of our Government’sdecision to observe Sardar Patel’s birth anniver-sary as ‘Rashtriya Ekta Diwas’. This is notintended to belittle other legacies and contri-butions of other leaders. Pure and simple, ourintention is just to do justice to the words anddeeds of Sardar Patel.

Sardar Vallabhbhai Patel was born onOctober 31, 1875 in Gujarat. He was born intoa farmer’s family. In the due course, he passedhis matriculation examination and after someyears, he passed the Law examination. He prac-ticed as a lawyer at Godhra. He carried on aroaring legal practice. As he was ambitious, hewent to England and became a barister-at-law.

In 1923, he became the leader of Bardoli

Satyagraha. Since then, he came to be calledSardar Patel. His elder brother, Mr VithalbhaiPatel, was the President of the Indian LegislativeAssembly. He was jailed several times in con-nection with the freedom movement. He wasthe right-hand man of Mahatma Gandhi andhis most trusted lieutenant. It was Patel whomaintained discipline in the Congress ranks. In1936, the Congress at the General Election wonthe majority of seats in seven provinces ofBritish India.

Sardar Patel was the most important mem-ber of the Central Parliamentary Board. Hebecame free India’s first Deputy Prime Minister,Pandit Jawaharlal Nehru being the first PrimeMinister. He was in charge of the HomeDepartment and administered law and order.

Future historians will marvel at his organ-ising capacity and superhuman ability. The inte-gration of about 560 Princely States and the elim-ination of the autocratic rule of the Maharajasand Nawabs will ever stand out as his unique andgreatest achievement. He did it without blood-shed and in a short span of two years. Was thisnot a miracle? To him, rightly goes the credit ofcompletely changing the map of India.

He was essentially a man of action. He wasIndia’s man of destiny. He was the Iron man ofIndia. He was the brightest luminary on thehome front. He was a walking volcano with firesraging in his heart. He was not a man to be

ignored or trifled with. Defeat, he never knew;weakness he never felt, and indiscipline he nevertolerated. He was a pillar of fire and enthusi-asm, but as a practical statesman, he was alsocalm and unfathomable. He never hesitated totake a decisive step. He combined quickness ofdecision with resourcefulness.

He was the greatest administrator andstatesman that India ever produced. His deathon December 15, 1950, left India poorer. in hisdeath, free India suffered a loss in political lead-ership that it found difficult to manage. Croresof our countrymen, including myself, stillbelieve today that Sardar Patel had been the firstPrime Minister of our country, the course ofevents would have been totally different. We asa nation need to correct this distortion. OurPrime Minister Narendra Modi made it clearthat we need to look beyond politics, to buildan India that lives up to its potential.

Without the creation of the India of today,we would have had no voice in the global orderof things. That is why we need to commemo-rate the legacy and memory of Sardar Patel, andthat is what we are doing today.

Sardar Patel symbolised a decisive leader-ship. In the past and in recent times, we havepaid heavily for the indecisiveness of leaders,in whose hands our destinies have been placed.Today’s India needs another Sardar, who canthink with clarity and act firmly. We are for-

tunate to have another leader with such traitsin Narendra Modi.

Located alongside the Narmada River inGujarat, the world’s tallest ‘Statue of Unity’ thatis being unveiled today is a real tribute to theIronman of India. Nearly 30 metres taller thanthe current record holder — the Spring TempleBuddha in China — and almost double theheight of the Statue of Liberty, the statue of unityis “a symbol of India rising”, as rightly point-ed by our Prime Minister.

Besides unifying the country, Sardar Patelhad also laid the foundations of all-India ser-vices as a permanent executive and a vehicle ofbuilding modern India. On this day, we needto resolve to contribute to the making of a newIndia inspired by the spirit of unification madepossible by Sardar Patel.

Whatever had happened had happened andit is time for every countryman to strive for theunity, integrity, safety and security of our coun-try, inspired by the spirit and vision of SardarPatel. We do have some issues relating to exter-nal and internal security of our country. I amconfident, unitedly, we can overcome these chal-lenges under the leadership of our PrimeMinister. Let us remember Sardar Patel, when-ever we are confronted with a challenge. Thatshall enable us to meet it with resolve.

Commission (CVC) has suggested thatno official in key posts can stay beyonda fixed period. In other words, the CVCis of the opinion that officials shouldbe rotated frequently.

It is said that familiarity breeds con-tempt. If an officer continues in a samepost for a long period, it can sounddeath-knell for the organisation. Justbecause an officer is found to be work-ing very diligently, it should not becounted as a qualification for his con-tinuation in the same job. Because byusing this as a leverage, he can causeproblems.

A fixed period of two years is good

enough for any officer to prove hisworth either way. Irrespective ofwhether it is good or bad, he must benecessarily shifted to save the organi-sation. Besides, a strict vigil must bekept so as to ensure that the official doesnot go awry even during the fixed peri-od. Close monitoring of the function-ing of the organisation and its officials,coupled with a fixed tenure alone canbring down the irregularities.

Generations ahead wouldfind it difficult to believehow the British hadplanned a partition ofIndia into three entities

— India, Pakistan and Princestan.The third entity was mooted byWinston Churchill, who never rec-onciled to the idea of independentIndia. Creating three nations, he visu-alised, would sustain considerableBritish influence even after India’sindependence was grudgingly grant-ed. The tricky situation was left to behandled by Vallabhbhai Patel.

This has been conciselydescribed by historian RNP Singhin his latest volume, ‘Sardar Patel,Unifier of Modern India’: “ThoughSardar was then a helpless witness,he commented later, “nobody couldhave been so innocent or ignorantas to presume that overnight smallrulers could be converted intoTheir Majesties”. That positionwould have been full of dangerouspossibilities and potentialities. In itsMay 16, 1946, statement, theMission virtually put a seal on theprincely States sovereign status bydeclaring, “Paramountcy can nei-ther be retained by the BritishCrown nor transferred to the newGovernment.” The machinationsand manipulations of the Britishand their cronies in undividedIndia created a situation in whichit was impossible to create a unifiednation. It could have led to India’sdismemberment into numerousprincipalities and nationalities!

The Memorandum on State’sTreaties and Paramountcy, issued onMay 22, 1946, led to the interpre-tation by several princely States thatafter the departure of the British,they could negotiate with India orPakistan on ‘equal terms’ on theirfuture relationship with the ‘outsideworld’. Several of the Princes, led byNawab of Bhopal, began prepara-tions for their own strategic liber-ties. Nawab Hamidullah Khan ofBhopal considered it infra dig to bein a situation to negotiate with theGovernment of India. He was inclose touch with the Nizam ofHyderabad. He quit his position asthe Chancellor of the Chamber of

Princes and declared himself freeand independent. After theInstrument of accession wasdevised, major States, like Bhopal,Junagadh, Hyderabad, Jodhpur andMysore did not initially show muchkeenness to put their signatures onit. It is indeed a very interestingchapter of modern Indian history asto how, Sardar Patel, ably assisted byVP Menon, could devise a compre-hensive strategy that brought all thePrinces within the fold of an inte-grated Indian Union.

The Nawab of Bhopal wished tobecome the successor GovernorGeneral of Pakistan after Jinnah.Junagadh declared its accession toPakistan. Hyderabad found natur-al kinship with Pakistan. There werealso other Princes who could feelthe pulse of their people, could readthe trends of the times and knewthat accession to the Indian Unionwas the best possible alternativeavailable to them.

Sardar Patel gave them due dig-nity and assured to look after theirinterests even after accession to theIndian Union. It was liked byMaharajas of Baroda, Bikaner,Patiala, and others. This group didnot ignore the sacrifices people hadmade as Indians during the free-dom struggle. They would settle fornothing lesser than popular elect-ed Governments in a truly demo-cratic setup. It was indeed a stupen-dous task to bring together 565States within the fold of the IndianUnion, and rein in the ambitiousand deviant Nawabs and Nijams.That such an unprecedented acces-sion to the Indian Union could beachieved, poses the obvious query:Who could do it, and how was themiracle achieved? Yes, India need-ed an Ironman of determination,unprecedented courage andunmatched commitment to themotherland. The Sardar of Bardoli,the leader of the farmers of Khedain Gujarat, fitted perfectly well inthe mould. India was fortunate tohave entrusted the task of unitingIndia to Sardar Vallabhbhai Patel.

To visualise the persona of theSardar during his last five years, asingle instance would suffice. OnOctober 26, 1947, Pakistan attackedthe Kashmir Valley. Claimed as theKabaili invasion, it was the handi-work of the Pakistan Army, it gotthe full assistance of the Muslim sol-diers of Maharajah Hari Singhwho deserted their posts to join theenemy forces after killing theirCommanding Officer Lt Col Narain

Singh. While the State was beingoverrun by invaders from Pakistanand internal saboteurs, JawaharlalNehru dithered to send the IndianArmy on account of inadequaciesof formalities.

Description of a top-level meet-ing held on October 26, 1947, saysit all: “Lord Mountbatten exhibit-ed studied diffidence. Pandit Ji(Nehru) presented a picture ofacute anxiety and concern. Sardarlistened but did not utter a word. Hewas a picture of calm equipoise. Hissilence was a strange contrast to apicture of defeatism and helpless-ness that otherwise pervaded in themeeting. Suddenly Sardar moved inhis seat and immediately after hisgruff and resolute voice attractedeverybody: “Look here Generals,Kashmir must be defended at allcosts and come what may, resourcesor no resources…This must, mustand must be done. Do whatever youlike but do it.” Even after theKashmir issue is, hopefully, resolvedin the future, the query would sur-vive: What if Sardar Patel had han-dled the Kashmir’s accession also?

Integrating all the princelyStates was a unique unprecedented

historical challenge before a newlyindependent India that was reelingunder the debilitating impact ofPartition, sweeping poverty, illiter-acy and communal dissensions.Only an exceptionally astute personcould take the gauntlet and plungehimself to the task of creating aunited India out of the chaos inher-ited. The rustic looking farmer fromKheda changed the direction of his-tory and rest is the saga for gener-ations ahead to marvel at his unpar-alleled achievements.

It is no secret that during thefirst couple of decades, after inde-pendence, Sardar Patel’s contribu-tions were somehow not given thepride of place in the narratives offreedom struggle; though the gen-eration, that had participated in theindependence movement, adoredand admired him intensely. Somerecent studies focus on the contri-butions of Sardar, revealinginstances, anecdotes and facts thatare not only interesting but also ofimmense value for the students ofstatecraft.

Problems posed by the rulers ofseveral States, particularly Bhopal,Junagadh and Hyderabad, were

unique and each one needed aunique strategy, in accordance withlocal needs and requirements. Thecomplexity of the entire situationcan be visualised. It was really toughto handle one of the biggest prob-lem of migration of population thattoo under severe religious ani-mosities created by vested interests.The declaration accession toPakistan by Junagadh, or uncon-trolled ambitions of Nawab ofBhopal, or the ballooning aspira-tions of the Nizam of Hyderabad,supported through persistentmachinations indulged in by Jinnahneeded an extraordinary analyticalbrain and a discerning mind to keepa tight grip on the situation.

Some of this can be visualisedfrom what VP Menon wrote:“Jinnah signed a blank sheet ofpaper and gave it to MaharajaHanwant Singh of Jodhpur alongwith his fountain pen, saying youcan fill in your conditions.” It alsoindicates how tough the task beforeSardar Patel was. In the case ofHyderabad, he knew Mountbattenwas talking of “settlement”, andnothing was coming out of it! Hefirmly declared: “The terms and

talks which Lord Mountbatten havegone with him. Now the settlementwith Nizam will have to be on linesof other settlements with the States.No help from outside, on which heseems to rest pathetic hopes, wouldavail him.”

The Hyderabad issue went tothe security council — razakars wereindulging in arson, looting andcommunal killings, Pakistan wasnot sitting quiet. But Sardar Patelremained unruffled and eventual-ly won universal praise and admi-ration in this case as well. He hadhis issues with the Prime Minister,too. When Sardar Patel wanted afirm and definite action, he was con-cerned because of vacillations on thepart of Nehru. His steely resolvehelped him get his way thorougheventually in spite of numerousimpediments. Patel’s letter to Nehruon China appears so precise to com-prehend the mischievous and nefar-ious designs that this neighbour ofIndia has nourished all along.

The letter Sardar Patel wrote toPandit Nehru on November 7,1950, highlights his incisive analyt-ical vision of the developing inter-national scenario, particularly on itsborders, and how India needs toprepare itself for every eventuality.In the letter, he clearly indicated toPandit Nehru that “even though weregard ourselves as friends of China,the Chinese do not regard us astheir friends. With the Communistmentality of ‘whoever is not withthem being against them’, this is asignificant pointer, of which wehave to take due note.”

Unfortunately, this warning wasignored, and the consequences arenow well-known. Sardar Patel rich-ly deserves his due place in the sagaof Indian Independence and integra-tion. It is not easy to pay tribute tothe Sardar of Bardoli. LordMountbatten’s words make oneattempt, in touching words he wrote:“By far the most important achieve-ment of the present Government isthe unification of the States into thedominion of India. Had you failedin this, the results would have beendisastrous...Nothing so added tothe prestige of the presentGovernment than the brilliant pol-icy you have followed with theStates.” The Statue of Unity beinginaugurated on October 31, 2018, isone welcome step in the right direc-tion. Much more must follow.

The world is in a state of shock due tothe events that unfolded in Sri Lanka.President Maithripala Sirisena appoint-

ed his predecessor Mahinda Rajapaksa as thenew Prime Minister after sacking formerPrime Minister Ranil Wickremesinghe lastFriday, thereby ending a Constitutional cri-sis. The New York Times described the after-math of the situation as: “The country’s polit-ical system has fallen apart in a matter of days,threatening to upend its emergence fromdecades of civil war.”

It is surprising why New Delhi is sim-ply saying that it is “closely watching” thedevelopments; while the United States, theEuropean Union and others have observedthat political parties over there must followthe Constitution. Interestingly, Tamil Nadu,which is just 28 miles as the crow flies fromSri Lanka, has commented on the recentdevelopments. Indulging in domestic poli-tics, Dravida Munnetra Kazhagam (DMK)chief MK Stalin promptly blamed the ModiGovernment for not taking care of the inter-ests of the Sri Lankan Tamils. With no tallleader in the State, like Jayalalithaa orKarunanidhi, Stalin has taken the lead in crit-icising the Centre.

Though the ruling All India AnnaDravida Munnetra Kazhagam (AIADMK)has not said anything so far, competitionamong the Dravidian parties on India’s SriLanka policy is always ripe. Insiders say thatthe Bharatiya Janata Party (BJP) is bargain-ing with the DMK for a possible post-pollalliance in return for early Assembly elections(due in 2020), which Stalin wants. The DMKsupremo is raising his price by using the SriLankan issue.

Tamil Nadu should understand that SriLanka is changing. The issue is no longerbetween the Sinhalese and the Tamils.While the Tamils in the northern part ofLanka are still recovering from the havoc,there is no leader to take up the Tamil causeas things have changed now. The LiberationTigers of Tamil Eelam (LTTE) is on a decline.

There are no other major leaders despiterumours about the LTTE regrouping. Withinthe Sri Lankan Tamil political parties, thereis a lack of unity of approach towards a rec-onciliation.

The Tamil National Alliance (TNA) isconsidered moderate; whereas Sri Lanka’sNorthern Province Chief Minister CVVigneswaran, (who formed a new outfit, theTamil People Alliance, some time ago) hasdrifted away from the TNA. Interestingly,Rajapaksa has gone ahead to make analliance with the Tamils, projecting Muslimsas their common enemy. Even when he metPrime Minister Narendra Modi last monthin New Delhi, he found Muslims as the com-mon ground.

How did Sri Lankan affairs reach such animpasse? It is no longer a secret that relationsbetween Wickremesinghe and Sirisena havenot been good. Their parties have been tra-ditional rivals and they came together in 2015for the sake of power. The President was alsocritical of investigations into human rightsviolations during Sri Lanka’s long civil war thatended in 2009. It reached a pitch recentlywhen Wickremesinghe defeated Sirisena —inspired no-confidence motion against him.

The coup was planned in complete secre-cy. Prior to that, Wickremesinghe’s visit toIndia from October 18 to 20 was to reassure

New Delhi that it remains as an importanttrade and development partner for SriLanka, despite turbulent internal politics. Itis not known whether Wickremesingheknew about the possible coup and whetherhe discussed it with Modi.

There has been no clarity on whySirisena and Rajapakse did not choose theconstitutional path to removeWickremsinghe. Obviously, the meetingbetween Sirisena and Rajapaksa earlier thismonth might have paved the way for the coupwhen Rajapaksa convinced the President thatthey should not fight among themselves andsuggested a power-sharing scheme, by whichhe has been appointed as the Prime Minister.

Wickremesinghe had dug in his heelsand insisted that he remained the PrimeMinister and would prove his majority inParliament. Technically, he is right that afterArticle 46 (2) of the 19th Amendment in2015, the Prime Minister can only go out ofoffice by death, resignation, by ceasing to bea member of Parliament, or if theGovernment as a whole has lost the confi-dence of Parliament.

Sirisena has cleverly prorogued theParliament until November 16, perhaps togive enough time to Rajapaksa to poach onother parties as he has only 95 votes whileWickremesinghe has 106 votes.Wickremesinghe may have to struggle tokeep his flock together. The Rajapaksacamp claims that 21 members of the UnitedNational Party (UNP) are ready to defect.Meanwhile, Rauff Hakeem, the leader of theSri Lanka Muslim Congress, said that hisparty would firmly back Wickremesinghe.Two other constituent party leaders fromminority Tamil and Muslim parties have alsosaid that they will support Wickremesinghe.So, the number game is on.

The Sri Lankan crisis may continue forsome more time. Until Rajapaksa orWickremesinghe can demonstrate that theyhave the confidence of Parliament and forcethe President to accept the will of Parliament,the crisis will not be resolved. There is a pos-sibility of the presidential and parliamentarypolls to be preponed. As for India, ultimate-ly we, have to deal with whoever wins. NewDelhi should deal with the crisis with con-fidence and think of what is best in our inter-est. We have many levers and New Delhishould make use of all of them.

The Maoist attack that left two policemen and a journalistdead in Chhattisgarh must serve as a reminder that whilestrides have been made in the fight against Red terror, thebattle is far from over. The Government has done well not toresort to a heavy-handed approach to tackle the Maoist men-ace but it must not hesitate to show the iron fist in the velvetglove when it comes to those who take up arms against thestate and use murder as a tactic to meet political aims.

The Government is examin-ing options including an

outright sale of InfrastructureLeasing & Financial ServicesLtd, a person with knowledgeof the matter said, as theGovernment tries to stemdefaults at the lender with$12.6 billion of debt.

A plan to be presented toa bankruptcy court onWednesday by the state-appointed board of the lenderincludes selling the entire staketo a financially strong investorand ensure business continuity,the person said, asking not tobe identified as the matter isprivate.

Other options includesplitting businesses accordingto verticals and disposing themoff to several buyers or inject-ing liquidity at group level toavoid an outright sale.

Meanwhile, in wake of theIL&FS crisis, efforts are under-way by the Indian govern-ment, RBI as well as SBI to tryand stabilise the system “veryquickly”, and things are likelyto return to normal in a cou-ple of weeks, SBI ChairmanRajnish Kumar said here.

Kumar said that theInfrastructure Leasing andFinancial Services (IL&FS) wasa “unique institution” operatingin the infrastructure financingand construction space.

It is an engineering, pro-curement and construction(EPC) contractor, holdingassets as well as its finances - itwas a 3-in-1, Kumar said,adding that whether it is banksor non-banking financial com-panies (NBFCs), if they are ininfrastructure financing, theyhave faced trouble in India.

“Infrastructure, particu-larly the BOT (build–oper-ate–transfer) model, has causeda lot of problem even to thebanks. We ourselves have suf-fered in the financing of infra-structure,” Kumar said duringan interactive session at the 9th‘New India Lecture' organisedat the Indian Consulate underthe aegis of Consul General

ised by the Consulate in part-nership with the US-IndiaStrategic Partnership Forum(USISPF). Responding to aquestion on IL&FS and theimpact of shadow banking onthe Indian economy, Kumarsaid since it is an NBFC, it hashad a contagion effect.

“Because of the IL&FSdefault, there is pressure onmutual funds. The corporateswho were providing liquidfunds to mutual funds havebecome very cautious. In turn,the mutual funds have becomecautious about their invest-ments,” he said.

Kumar added that in wakeof the IL&FS crisis, the SBIstepped up in a big way.

“This is how we are tryingto stabilise the system andtackle the situation. RBI hasannounced measures aroundimproving liquidity for NBFCs.The government, RBI and SBI- all of us are trying that the sys-tem stabilises very quickly.

“I believe it is a matter oftime - a couple of weeks whenthings return to normal,” hesaid. IL&FS and its subsidiarieshave defaulted on several debtrepayments recently due toliquidity crisis.

It needs an immediate cap-ital infusion of �3,000 crore andis also planning a �4,500-crorerights issue. The company asof March 2018 owed over�91,000 crore to banks andother creditors.

The country's largest lenderSBI has halved the daily

cash withdrawal limit fromATMs for certain debit-cardholders to �20,000 fromWednesday.

The withdrawal limit hasbeen curtailed on Classic andMaestro debit cards, held by alarge number of the bank cus-tomers.

However, customers withother variants of SBI debitcard can continue to enjoyhigher daily withdrawal fromATMs.

As per a senior SBI official,the average cash withdrawalfrom ATMs per card is lessthan �20,000 and the move willhelp in checking frauds andpromote digital transaction.

About a month ago, theState Bank of India (SBI) hadalerted its customers holdingClassic and Maestro debit cardsregarding reduction of cashwithdrawal limit to �20,000 aday from ATM startingOctober 31.

The SBI had put out thefollowing message on its web-site: "Daily cash withdrawallimit for Classic and Maestrodebit cards has been reducedfrom �40,000 to �20,000 perday with effect from October31.

"If you require higher daily

cash withdrawal limit, pleaseapply for a higher card variant."

SBI Managing Director PKGupta had said the reductionin withdrawal intends to pro-tect customers from fraudulentcash withdrawals from ATMsand also to spur more digitaltransactions.

"We analysed all the ATMtransactions and we found thatmost of them are less than Rs20,000 a day. In case of fraudsreported to us, we found thatin all such cases withdrawals ofRs 40,000 (the maximum) havehappened. So, this is basically

to protect the customers andsecondly, we want that moredigital transactions should hap-pen," Gupta had said.

If any customer wantshigher limit of cash withdraw-al, he or she can ask for a high-er variant card.

When asked how many

such customers/cards are to beimpacted due to this reducedlimit, he said a very large num-ber of customers fall into thiscategory.

However, the bank has lotsof customers with higher vari-ant debit card, so they are notimpacted.

India has reached out to UK-based investors to attract

international public-private-partnerships (PPP) in thecountry's oil and gas sectorwith a roadshow in London.

The Ministry of Petroleumand Natural Gas, along withthe Directorate General ofHydrocarbon (DGH), held aninteractive session on Mondaywhich attracted around 125participants.

The session was aimed atsharing the new policy andregulatory regime in India anddetails of investment opportu-nities in the field of oil and nat-ural gas exploration and pro-duction (E&P).

New Delhi: Realty firm Saha Groupe will invest about Rs 160 crore on con-struction of its new housing project in Noida on 6.25 acre land that the com-pany bought from another real estate company Logix. The company would con-struct 480 units in its new housing project ‘Eminence’ at Noida Sector 150, whichis coming up as a new residential hub in the nation capital market with pres-ence of big developers like Tata Housing, Godrej Properties, ATS and ShapoorjiPallonji. “We had bought 6.25 acre land from Logix group in Sector 150 on NoidaExpressway. We have launched our new housing project on this land parcel. Theconstruction work has started and the project will be completed in three andhalf years,” Saha Groupe Director (Marketing, Construction and Sustainability)Aunirban Saha said. He said the total built up area in this project would be about8 lakh sq ft. Saha declined to share the total cost to develop this project. Accordingto the market estimates, the construction cost alone would be around �160 crore.Saha said the company is selling apartments at around �4,500 per sq ft in thisfestive season. On funding of this project, Saha said the company has raised about�200 crore as construction finance from Edelweiss group for a portfolio of itsfour ongoing projects. Apart from this project, Saha Groupe is developing threeother housing projects — ‘Amadeus’ at Sector 143, Noida, ‘Meghdutam Encore’at Noida Extension and ‘Panchvati’ in Dehradun, comprising a total of 1,000units. The project in Noida Extension is expected to be delivered by the end ofnext year and the remaining three projects will be completed by 2021, he said.Elaborating on the new project, Saha said the project would have 3 acres of greenspaces and has been designed to meet USGBC's LEED Gold standards. prises should focus on training youth on new-age technologies like machinelearning, Internet of Things (IoT) and automation, which if used “intelligent-ly” and in an “assistive manner”, can facilitate growth for businesses. “The biggestchallenge we have is to train our youth in being prepared for IoT, machine learn-ing, deep learning, automation etc...youngsters will have to be trained if we wantto create a larger and larger number of jobs,” Murthy told PTI. Citing the exam-ple of Infosys, he said the company’s Mysore training centre has a capacity totrain 14,000 people a day. “...companies like Infosys will continue to do theirjob.
