EADI - the European Association of Development Research and Trai-ning Institutes - is a European-wide network of institutes, researchersand students of various disciplines in the field of development studies.EADI offers facilities for the international exchange of knowledge andexperiences in the professional field. The association was founded in1975 and is an independent and non-profit making international non-governmental organisation. Its Secretariat is based in Bonn, Germany.

EADI's objectives are:• To generate and stimulate exchange of information among

European scientists and researchers concerned withdevelopment issues,

• To promote interdisciplinary studies on specific themes,• To develop contacts with researchers from other regions of

the world.

Members take part in thematic working groups which organise conferences,seminars, research projects and publish their results in the EADI BookSeries and the EADI Newsletter. Twice yearly, EADI publishes its academicjournal, the EJDR - The European Journal of Development Research. Itsmost prominent activity is a General Conference devoted to a topicaltheme every three years. EADI is part of ICCDA - Interregional CoordinatingCommittee of Development Associations and an active partner of CIC -Centre for International Cooperation Bonn.

L' EADI - Association européenne des instituts de recherche et deformation en matière de développement est le réseau européend'instituts, de chercheurs, et d'étudiants venant de disciplines variéesspécialisés dans le domaine des études du développement. L'EADIfacilite l'échange international de connaissances et d'expériencesau niveau professionnel. L'association a été fondée en 1975 ; elleest une organisation non-gouvernementale indépendante sansbut lucratif. Son secrétariat est situé à Bonn en Allemagne.

Les buts de l'EADI sont :• de produire et de stimuler l'échange d'information parmi les

scientifiques et chercheurs européens concernés par lesquestions du développement,

• de promouvoir des études interdisciplinaires sur des thèmesspécifiques,

• de développer les contacts avec les chercheurs d'autrescontinents.

Les membres participent à des Groupes de travail thématiquesqui organisent des conférences, des séminaires et des projets derecherche ; leurs résultats sont publiés dans les EADI Book Serieset dans la Lettre d'information de l'EADI. Deux fois par an, l'EADIpublie un journal pour les universitaires et les chercheurs intituléEJDR - The European Journal of Development Research. L'activitémajeure de l'EADI est la Conférence générale organisée tous lestrois ans sur un thème particulier. L'EADI fait partie de l'ICCDA, leComité de coordination interrégional des associations dudéveloppement, et elle est un partenaire actif du CIC, le Centrepour la coopération internationale avec siège à Bonn.

L'EADI est une association pleine de vitalité, ce rapport le prouve.

Une preuve parmi d'autres : cette rencontre lors de laquelle de nombreuxdirecteurs d'instituts membres ont demandé à l'Association d'assumer denouvelles responsabilités. Puisqu'elle est la principale association professionnelleen Europe, nos membres sont obligés de se repositionner dans le contexte “post-Bologne ” (pour la formation) ainsi que dans le monde de plus en plusconcurrentiel de l'édition mondiale (pour la recherche). Dans les deux cas,les directeurs ont insisté sur le fait que le statut d'une matière interdisciplinairetelle que la nôtre était loin d'être acquis. De nouveaux programmes de masterfleurissent partout en Europe, mais valent-ils quelque chose ? Comment pouvons

nous maintenir la qualité et décider des indicateurs dequalité dans la formation en études du développement ?Comment pouvons nous promouvoir des réseaux de cours,afin que l'offre soit la meilleure possible pour les étudiantseuropéens et autres ? Comment sauvegarder la qualité àune époque où les budgets du développement sont réduitset l'accès pour les étudiants extra-européens de plus enplus difficile ? Ce sont là certaines des questions poséespar les directeurs concernant le domaine de la formation.Mais la même urgence est ressentie en matière derecherche. Comment faire homologuer nos masters derecherche ou nos programmes doctoraux selon des critèresnationaux qui deviennent de plus en mono-disciplinaires,notamment en économie ? Comment aider nos plus jeunes

collègues lorsqu’ils souhaitent publier dans des revues européennes san connaîtrele statut de ces revues? L’EADI a relevé le défi en créant de commissionsspontanées d’experts dont le but est de trouver des réponses à ces questions.L'EADI, c'est bien sûr beaucoup plus que cela, comme le prouve notre étroitecoopération avec la Society for International Development. A la suite du succèsde notre Conférence Générale sur l'élargissement de l'UE, nous avons étudiéla question de la stimulation des nouveaux pays membres lors de la formulationde leurs politiques de coopération internationale pour le développement.Résultat : une conférence très suivie à Vienne - de nombreux parlementaireset délégations gouvernementales officielles sont venus. Les recommandationsfinales seront publiées lors d'une autre conférence commune, qui se tiendraà La Haye en septembre 2004. Notre prochaine Conférence Générale approche :préparez-vous et venez à Bonn en septembre 2005. Les groupes de travailformeront la base de la conférence, et des fonds ont été mis de côté pourleur permettre de se réunir. Notre Journal EJDR sera présenté sous sa nouvelleforme à cette occasion : il sera trimestriel, avec un nouveau comité de rédactionet l'ambition de devenir un journal de niveau “ A ”. La Conférence nouspermettra également de faire connaître les progrès dans le domaine de l'accèsvirtuel à l'information, grâce à ELAND et d'autres systèmes d'information.

L'EADI est donc pleine de vitalité - merci de nous soutenir vivement en tantque membre.

EADI shows vigour, witness this report.

One of the indicators of this vigour is a meeting where many directorsof member institutes asked the association to take on some extraresponsibilities. Being the prime professional association in Europe, ourmembers need to reposition themselves in the post-Bologna landscape(for training) and in the increasingly competitive world of global publishing(for research). In both cases the directors made it clear that the status ofan interdisciplinary field like ours is by no means a given. New Mastersprogrammes are mushrooming all over Europe, but are they any good?How can we maintain quality and set the indicators for quality indevelopment studies training? How can wepromote networks of courses, so the very best isoffered to European students and students fromelsewhere? How do we maintain quality at a timewhen development budgets are being cut andaccess for non-European students is becomingincreasingly difficult? These are some of thequestions the directors came up with regardingtraining.But the same urgency was felt regarding research.How do we get our research master's or doctoralprogrammes accepted under national criteriawhich are tending to become increasingly mono-disciplinary, especially in the field of economics?How can we give our junior colleagues some guidance if they wish topublish in European journals, yet do not know the status of these journals?EADI has taken up the challenge and established two ad-hoc committeesof experts to find answers to these questions.There is much more to EADI, of course, witness the close collaborationwith the Society for International Development (SID). As a follow-up toour successful General Conference on the topic of EU enlargement, theissue of how to stimulate the accession countries in shaping their inter-national development co-operation policies has been studied. A well-visited conference in Vienna was the result - many parliamentarians andofficial government delegations were present. Final recommendationswill be made at another joint conference, to be held in The Hague (Sep-tember 2004). Our next General Conference is coming up: please preparefor it and be in Bonn in September 2005. EADI Working groups will bethe basis for the conference and resources have been set aside for themto meet. Our Journal will be presented there in its new shape: it will bea quarterly, with a new Editorial Board and the ambition to grow into an“A” class journal. The conference will also allow us to show progress inthe field of virtual access to information, as provided through EL@NDand other information systems.

So EADI shows vigour - please support us vigorously as a member.

2003 was an exciting year in many ways: It was the year after our 10thGeneral Conference of EADI in Ljubljana, and the follow-up activitieswere one of our main tasks. The conference gave us the opportunity tostrengthen working relations with researchers and research institutesand other networks all over Europe. This resulted in many interestingevents and projects.

We have put our efforts into enhancing the value of being a member ofEADI by putting the “quality first!” label on our activities, especially forthe EADI Working groups, who contributed in many ways to the activitiesof the association. But given the changes in the landscape of developmentresearch institutes and new requirements, we have to strengthen ourefforts to build networks and create new alliances. The starting pointwas a meeting of heads of institutes on the occasion of the GeneralConference in 2002 to identify needs and first steps towards closercollaboration. This initial meeting led to another highlight of 2003: themeeting of directors of EADI member institutions, which took place inPavia in September. We want to express our thanks to the local host, theCentre for Co-operation and Development Studies (CICOPS) and to

everybody involved in organising this event. The report was publishedin the EADI Newsletter.In 2003, the first International EADI Summer School took place in Gen-eva, dealing with the topic of “New Perspectives on Development andHumanitarian Aid: The European Response”. This first summer schoolwas organised in order to strengthen the training aspect in the associationand brought together young researchers. Building on the success of thefirst summer school, a second has been planned for 2004. A report isavailable on the EADI website. Two EADI seminars were organised in2003 in conjunction with the meetings of our Executive Committee,one in Lisbon on post-war suburban development in Luanda and Ma-puto, and the other one in Belgrade on “Reinventing Development”.These seminars are an excellent opportunity to highlight research findingsand to discuss them with an international audience. In 2003, some existingrelations were intensified as well as new relations established. EADI workedin close collaboration with SID Europe and co-organised a conferencein Vienna (November 2003) for parliamentarians from accession countries.Furthermore, EADI and SID formalised a collaboration with regard toactivities in the “European Development Co-operation to 2010”

2003 a été une année passionnante à bien des égards : c'était l'annéesuivant notre 10ème Conférence Générale de l'EADI à Ljubljana, et lesactivités de suivi ont été nos principales tâches. La Conférence nous apermis de renforcer nos relations de travail avec les chercheurs et lesinstituts de recherche ainsi que d'autres réseaux dans toute l'Europe.Ceci a produit de nombreux évènements et projets intéressants.

Nous nous sommes efforcés d'augmenter la valeur du statut de membrede l'EADI en plaçant nos activités sous le thème “ la qualité avant tout ! ”,en particulier pour les Groupes de travail de l'EADI, qui ont beaucoupcontribué aux activités de l'Association. Mais suite aux changements quiont eu lieu dans le paysage des instituts de recherche sur le développementet aux nouvelles règlementations, nous devons renforcer nos effortspour construire des réseaux et créer de nouvelles alliances. Le point dedépart a été une rencontre des directeurs d'instituts à l'occasion de laConférence Générale en 2002 pour identifier les besoins et les premièresétapes vers une collaboration renforcée. Cette première rencontre amené à un autre point fort de l'année 2003, la rencontre des directeursd'instituts membres de l'EADI à Pavie en septembre. Nous souhaitonsexprimer ici nos sincères remerciements à nos hôtes du Centre pour laCoopération et les Etudes de développement (CICOPS) ainsi qu'à tousceux qui ont participé à la réussite de cet évènement. Le rapport a été

publié dans la Lettre d'information de l'EADI.En 2003, La première Ecole d'été internationale de l'EADI s'est tenue àGenève sur le thème “ Nouvelles perspectives pour le développementet l'aide humanitaire : la réponse européenne ”. Cette première Ecoled'été avait pour objectif de renforcer l'aspect formation au sein del'Association, et elle a permis de réunir de jeunes chercheurs. Suite ausuccès de cette première Ecole d'été, une deuxième est prévue pour2004. Un rapport est disponible sur le site internet de l'EADI. Deuxséminaires de l'EADI ont été organisés en 2003 conjointement avec lesrencontres du Comité Executif, l'un à Lisbonne sur le développementdes banlieues après la guerre à Luanda et Maputo, l'autre à Belgradeintitulé “ Réinventer le développement ”. Ces séminaires sont une excellenteoccasion de mettre en valeur les résultats de recherches et d'en débattreavec un public international.L'année 2003 a également vu certaines relations existantes se renforceret de nouvelles relations s'établir. L'EADI a travaillé en étroite collaborationavec SID Europe et coorganisé une conférence à Vienne (en novembre2003) pour des parlementaires venant de nouveaux pays membres.L' EADI et SID ont également formalisé leur coopération concernant lesactivités au sein du programme “ Coopération au développement del'Europe à l'horizon 2010 ” (EDC2010). Cette initiative, lancée par l'EADIsous la direction de nos deux instituts membres ODI et ECDPM, a été

(EDC2010) programme. This initiative, launched by EADI under theleadership of our two member institutes the Overseas DevelopmentInstitute (ODI) and the European Centre for Development Policy Mana-gement (ECDPM), was one of the core activities of the association in2003. The core idea is to stimulate national-level debates, organised byEADI member institutes with other partners, and to feed these resultsinto a Europe-wide debate on the future of European development co-operation. The ODI kicked off this debate with a series of eight meetingsin London over the course of last year and more events in other countriesare planned for 2004. Results have been published on a dedicated websitewhich was installed by our key-partner EUFORIC. In this same context,EADI co-operated with BOND and the British Council in a seminar on“Europe in the World: The Future of Development in EU External Relations”and held consultations with CONCORD, the newly formed Europeanumbrella organisation of development NGDO's (Brussels, May 2003).

The efficient delivery and further development of services to the association,its leadership and members were one of the main tasks of the EADISecretariat in 2003. The meetings of the Executive Committee in Lisbon(May 2003) and Belgrade (November 2003) as well as the publicationof the EADI Newsletter and e-newsletter, the relaunch of EADI's website

can be listed among those core activities that required our full attentionover the past year.

We also have to gratefully acknowledge the support from our hostinstitutions here in Bonn under the co-ordinating and stimulating leadershipof our EADI Vice-President Dr Jürgen Wiemann of DIE/GDI. The financialsupport from the German government, through the BMZ, the state ofNorth Rhine-Westphalia and the federal city of Bonn, have greatly facilitatedthe work of EADI in Bonn. In addition, NORAD, Norway, has remaineda loyal supporter of our association by enabling us to continue distributingour prime publication, the European Journal of Development Research(EJDR) to partner institutes, students and researchers in the South throughthe member associations of the Inter-Regional Co-ordinating Council ofDevelopment Associations (ICCDA). Last but not least, we have to thankall the sponsors who made our various activities possible. Nevertheless,our efforts to identify new sources of funding for our core activities willbe a top priority in the coming year.

L'idée de baseest de stimuler des débats au niveau national, organisés par les institutsmembres de l'EADI avec d'autres partenaires, et d'en contribuer lesrésultats à un débat au niveau européen sur le futur de la coopérationeuropéenne pour le développement. L'Overseas Development Institu-te a ouvert le débat par une série de huit rencontres à Londres au coursde l'année dernière, et d'autres évènements sont prévus dans d'autrespays en 2004. Les résultats sont publiés sur un site internet spécial, misen place par notre partenaire-clé EUFORIC. Dans le même contexte,l'EADI a coopéré avec BOND et le British Council pour un séminaire sur“ l'Europe dans le monde : l'avenir du développement dans les relationsextérieures de l'UE ” et tenu des consultations avec CONCORD, la nouvelleorganisation européenne commune des ONG dans le domaine dudéveloppement (Bruxelles, mai 2003).

Le bon fonctionnement et l'expansion des services en faveur del'Association, de sa direction et de ses membres, ont été parmi les tâchesles plus importantes de l'année 2003 pour le Secrétariat de l'EADI. Lesrencontres du Comité Exécutif à Lisbonne (en mai 2003) et Belgrade(en novembre 2003) ainsi que la publication de la Lettre d'informationde l' EADI et de la Lettre électronique, l'inauguration du site internetrénové de l'EADI sont à citer parmi ces activités essentielles qui ont

nécessité toute notre attention durant l'année passée. Il nous faut égalementmentionner avec gratitude le soutien accordé par nos institutions hôtesici à Bonn sous la direction coordinatrice et stimulante du Vice-présidentde l'EADI, le Dr. Jürgen Wiemann de DIE/GDI. L'aide financière accordéepar le gouvernement allemand par le biais du Ministère fédéral de lacoopération (BMZ), par le Land de Rhénanie-du-Nord-Westphalie et laVille fédérale de Bonn, ont grandement facilité le travail de l'EADI àBonn. The Executive Committee meeting in May focused on the progress reportof the Secretariat given by the Executive Secretary. The 2002 final accountswith the Auditor's Report were accepted and the 2003 budget was approved.The actions of the Secretariat were collectively approved. It was decidedto have the 11th General Conference 2005 in Bonn. Given the fact thatthe support of the German Federal Ministry and the Land North Rhine-Westphalia will end in 2005, the Executive Committee reaffirmed itsintention to keep the Secretariat in Bonn and negotiations with the Germandonors will be started in order to guarantee the financing of the EADISecretariat.

The Executive Committee meeting in November dealt with the progressreport of the Secretariat, including a report on current projects like EDC2010,a website progress report, a report of the meeting of directors of EADImember institutes and the 2003 accounts and 2004 budget. Follow-updecisions to the directors' meeting were taken and the preparationsincluding a draft title for the 11th General Conference to be hosted bythe German Development Institute in Bonn were further discussed. TheEADI vision paper, presented for the first time at the 2002 General Assemblyby Louk de la Rive Box was discussed in detail. As a result, a new missionstatement for the association was approved. Detailed proposals for thefuture management and governance of the association were made. Partsof a work programme for EADI were presented.

This EADI seminar was held on 2 May 2003 at the Centre of Africa andDevelopment Research (CeSA), in co-operation with the Centro de EstudosAficanos (CEA/ISCTE).

Research on problems of accelerated urbanisation and urban povertyand their interaction is one of the most pressing concerns of our times,because 90% of population growth in developing countries will takeplace in cities and towns. Over the next two decades, developing countries

will become far more urban than rural. An inter-disciplinary researchproject at CesA and CEA/ISCTE in Lisbon examined the cases of Luandaand Maputo, where massive post-war suburban growth has provokedmany political and economic changes and has led to a rapid increase inurban poverty. Most Luandans, for example, live in informal, self-constructedsettlements without any basic infrastructure and services. With the statebudget devoted mainly to the war effort, little formal urban developmenthas been attempted until recently. How families cope, which forms ofself-organisation have arisen and how families survive economically wereissues discussed and presented in this EADI seminar. Pendant des décennies la Yougoslavie était considérée comme un leaderen matière de développement. Elle réunissait des praticiens et desscientifiques de ce que l'on appelait alors le premier, second et tiersmonde. Elle a très tôt établi des instituts de recherches consacrés à cettequestion. L'institut hôte de ce séminaire, l'Institute of Economic Sciences(IEN), basé à Belgrade, en est un exemple : il a été établi tout juste unan après la signature du Traité de Rome, en 1958. Mais 45 ans plus tard,les choses ont considérablement changé à Belgrade. La pauvreté augmenteet les liens avec l'ancien tiers monde se raréfient. Il faut réinventer ledéveloppement. L'EADI et IEN ont donc organisé une conférence à cesujet, qui a rassemblé des professionnels des sciences sociales tant deSerbie que de toute l'Europe. La conclusion générale pourrait être quel'époque des classiques solutions toutes faites en matière dedéveloppement est révolue. Il faut tester de nouvelles solutions, tellesque la coopération (sous)-régionale pour l'innovation dans le secteurprivé. An example is the host institute of the seminar,the Belgrade-based Institute of Economic Sciences (IEN), establishedjust a year after the signing of the Rome Treaty, in 1958. But 45 years on,things have changed dramatically in Belgrade. Poverty is on the rise andlinks with the former Third World are becoming even scarcer. Developmentneeds to be reinvented. EADI and IEN therefore organised a conferenceon the topic, bringing together social scientists form Serbia and from allover Europe. The general conclusion could be that time has run out forclassic development prescriptions. Novel arrangements need to be tested,like (sub)regional co-operation allowing for private-sector innovation.This will require public intervention, allowing such innovations to beturned into motors of growth. The first EADI International Summer School, hosted by the GraduateInstitute of Development Studies (IUED), was held from 29 September- 4 October 2003 in Geneva, Switzerland. The general topic of ”NewPerspectives on Development and Humanitarian Aid: The EuropeanResponse“ attracted a very diverse range of M.A. and Ph.D. studentscurrently in Europe. It also brought together distinguished members ofthe European development community, both academics and practitioners.The summer school assessed from a comparative European perspectivecurrent approaches to humanitarian aid and development co-operation,as well as the transition and contradiction between the two. The formatof the summer school permitted a very enriching interdisciplinary exchangebetween (and among) participants and speakers. Contributions were

Il a aussirassemblé d'éminents membres du monde européen du développement,scientifiques et praticiens. L'Ecole d'été analysait d'un point de vuecomparatif européen les approches actuelles à l'aide humanitaire et à lacoopération pour le développement, ainsi que la transition et lacontradiction entre les deux. Le format de l'Ecole d'été a permis unéchange interdisciplinaire très enrichissant entre les participants et lesintervenants, tant à l'intérieur des groupes qu'entre ceux-ci. The 10th General Conference had offered the opportunity for an ad hocmeeting of directors of EADI member institutes. That meeting focussedon the role of the institutions and their directors within the associationand generated the idea for a Europe-wide approach to bridging researchand policy through a joint programme on the future of Europe'sdevelopment co-operation. It was agreed that these meetings were tobe held on a regular basis in order to carry forward the co-operation ofinstitutes and improve knowledge management and exchange betweenorganisations. Therefore a follow-up meeting of directors of EADI memberinstitutes was organised in September 2003.

This directors' meeting in Pavia was an important event for EADI with alarge number of participants - 39 in total - from all over Europe. Besidesstimulating discussions, the results were a commitment by EADI memberinstitutions to bring the project “European Development Co-operationto 2010” forward and to contribute to project activities. Furthermore, itwas decided to take two more initiatives within EADI: to actively embarkon the process of establishing common grading of development studyjournals, and, in the wake of the Bologna Declaration, to concentrate onaccreditation standards for development study and education programmes.These three proposals were submitted to the EADI Executive Committeeand are to be followed up in 2004. At the very least it was agreed to

Challenges for theEuropean Development Agenda”.

La 10ème Conférence Générale a permis de tenir une réunion spontanéedes directeurs d'instituts membres de l'EADI. Cette rencontre avait pourprincipal sujet le rôle des institutions et de leurs directeurs au sein del'Association et a produit l'idée d'une approche pan-européenne pourréunir recherche et politique par un programme commun sur l'avenirde la coopération européenne pour le développement. Il a été décidéde tenir ces rencontres régulièrement pour approfondir la coopérationentre les instituts, améliorer la gestion du savoir ainsi que l'échangeentre les organisations. Une rencontre de suivi entre les directeurs d'institutsmembres de l'EADI a donc eu lieu en septembre 2003.

Cette réunion des directeurs à Pavie a été un évènement importantpour l'EADI avec de nombreux participants - 39 en tout - venant detoute l'Europe. Outre des débats stimulants, il en est résulté un engagementde la part des institutions membres de l'EADI de promouvoir le projet“ Coopération au développement de l'Europe à l'horizon 2010 ” (EDC2010)et de contribuer aux activités des projets. De plus, deux autres initiativesont été décidées au sein de l'EADI : d'activer le processus dedéveloppement d'un système de notation commun pour les revuesd'études du développement, et, dans le cadre de la Déclaration de Bologne,de se concentrer sur les standards d'accréditation pour les programmesd'études et d'enseignement sur le développement. Ces trois propositionsont été soumises au Comité exécutif de l'EADI et seront poursuivies en2004. Il a aussi été décidé de tenir des réunions régulières selon la

formule de Pavie. Les directeurs se sont rencontrés épisodiquementdepuis leur première réunion à Bellagio au début des années 1990. Iln'y avait cependant pas de cadre institutionnel. La formule de Pavie aconvaincu parce qu'elle combine stimulation intellectuelle et questionspratiques à résoudre par des actions collectives.

Le succès de la réunion de Pavie est dû en grande partie à l'excellenteorganisation du professeur Gianni Vaggi du Centre pour la coopérationet les études du développement (CICOPS) de l'université de Pavie, ainsiqu'à la générosité du Recteur du Colegio Santa Caterina, Madame leprofesseur Maria Pia Sacchi, qui a mis à disposition ce site magnifiquedans le centre et la vieille ville de Pavie.

An institutional framework, however, has beenlacking. The Pavia formula was appreciated because it combined intellectualstimulation with practical issues to be solved through collective action.

The Pavia meeting was a success not least because the host, ProfessorGianni Vaggi from the Centre for International Co-operation andDevelopment (CICOPS) at the University of Pavia had made excellentarrangements for the meeting, and the Rector of the Colegio Santa Caterina,Professor Maria Pia Sacchi offered the beautiful location in the centre ofthe old town of Pavia.

Le nouveau sous-comité sur les groupes de travail est chargé par leComité exécutif de s'assurer que les critères de qualité des groupes detravail de l'EADI soient maintenus et respectés. Master européen en coopération européenne pour le développementCette idée d'une activité commune entre plusieurs instituts membresde l'EADI est une initiative pour laquelle le Groupe de travail a obtenuun financement SOCRATES pour le développement de cursus. Ce projetreprésente la première expression d'un désir formulé par plusieurs institutsde coopérer pour créer un Master spécialisé, qui ne concurrencerait pasdes programmes existant dans les instituts membres de l'EADI, maisqui bénéficierait de l'avantage comparatif d'une pluralité d'instituts,notamment dans les petits pays membres de l'EADI : la Finlande, l'Italie,l'Ecosse, les Pays-Bas, le Portugal, la Suisse, l'Irlande et la Norvège. Plusieursréunions ont eu lieu en 2003 concernant ce projet. La phase de conceptiondu Master européen devrait s'achever durant l'année universitaire2003-4.

La principale activité du Groupe de travail a été l'organisation d'un ateliersur “ la sexualité, le genre et le développement : un défi féministe lancéà la politique et à la recherche ” accueilli par l'Institute for Social Studies,

Un livre issu d'activités précédentes du groupe a égalementété publié.

The EADI Working Groups are the constituent units of the associationin which the intellectual activities of EADI are conducted between theperiodic general conferences. They play an important part in the workof the conference itself. The groups focus on thematic or functionalareas. Each working group is composed of researchers or professionalsdrawn from several EADI member countries. The results of the workinggroups are published in EADI publications.

The newly established Sub-Committee on Working Groups is tasked bythe Executive Committee to ensure that the quality criteria of EADI WorkingGroups are maintained and respected. Furthermore, quality performancein the working groups is supported practically and financially. Henceworking groups are assessed and where possible actively supported. Tothis end, guidelines for working groups offer the necessary frame ofreference and define the common understanding.

European Masters in European Development Co-operationThis idea for collaborative activity between a series of EADI memberinstitutes is an initiative for which the working group has successfullysought SOCRATES support for curriculum development. This project isthe first expression of the desire expressed by several institutes to co-operate in offering a specialist Masters which does not compete withexisting provisions in EADI institutes, but which now draws on thecomparative advantage of a number of institutes, primarily in some ofthe smaller countries of the EADI constituency, namely Finland, Italy,Scotland, The Netherlands, Portugal, Switzerland, Ireland and Norway.In 2003, a series of meetings related to this project were held. It is expectedthat the development phase of the European Masters will be completedin the academic year 2003-4.

Series of EADI Summer SchoolsThere was a series of meetings on developing the EADI summer school

concept in collaboration with the conveners of the Working Group onGender. The 2nd International Summer School was arranged for 2004(29 August - 8 September) in The Netherlands, and the 3rd Internatio-nal Summer School is planned for Prague, the Czech Republic, in Sep-tember 2005. Besides all these activities the working group continuedto develop a database on training opportunities with the help of theEADI Secretariat, which is available on the EADI website.

The group organised a workshop entitled “Whither Bolivia?Democratisation, Decentralisation and Civil Society Participation” on 23November 2003 at IUED, Geneva. The main activity of the working group was to organise a workshop on“Sexuality, Gender and Development: A Feminist Challenge to Policyand Research” which was hosted by the Institute for Social Studies, TheHague, The Netherlands, from 20-22 March 2003. The topic is linked tothe working group's programme for the coming three years, namely ofstudying the concept of gender and its conceptualisation within diffe-rent countries. A number of the papers were considered for a specialissue of Development. The working group members were actively involved

in organising the 1st EADI International Summer School, and will bepreparing the 2nd EADI Summer School.

The working Group re-established itself in 2002 and its first activity wasto organise three working group sessions at the 10th General Conferenceof EADI. In 2003, Tim Shaw (Institute for Commonwealth Studies) joinedas a second and Liisa Laakso (University of Helsinki) as a third convener.It is envisaged that a greater emphasis on the regional and internationalaspects of governance will complement the working group's previousfocus on issues of national and local governance.

The group organised a workshop on “Working in (Clusters of) SmallEnterprises: Job Quality and Labour Conditions in a Globalising World”,which took place in January 2003. A book resulting fromearlier activities of the working group was published.

The working group held it 28th meeting over two days in Dublin. Thetitle of the event was “Content, Knowledge and Know-How in Practice:The Reality of Information Management in International Co-operation”.

La coopération au développement de l'Union européenne a connud'importants changements ces quinze dernières années. Ce processusest toujours en cours, nombre de ses principaux bénéfices étant encoreréservés à l'avenir. Mais il n'y a pas assez de discussion en Europe surl'avenir de la coopération européenne pour le développement. Lesspécialistes discutent entre eux des détails de l'Accord de Cotonou, dela concentration de l'aide de l'UE/CE et bilatérale sur la pauvreté, de labudgétisation du Fonds européen pour le développement, de l'effet del'élargissement, du rapport entre aide et politique étrangère, ou bien del'aspect développement dans la Convention sur l'Avenir de l'Europe.Même ici, le programme est souvent à court terme et trop peu coordonné.En dehors des communautés scientifiques, pendant ce temps, c'est lesilence. Il est essentiel d'arriver à un débat pan-européen efficace etbien orchestré entre tous les acteurs concernés sur l'avenir de la coopérationeuropéenne pour le développement, sans oublier que les processusdécisionnels sont multipolaires : il faut créer des communautés politiquesau-delà des frontières nationales. De plus, la recherche tant scientifiquequ'active doit alimenter la pensée politique, la conception des

European development co-operation has undergone significant changesover the last 15 years. The change process is still underway, with manyof its main benefits still to be achieved. But there is too little debate inEurope about the future of European development co-operation. Specialistcommunities debate the specifics of the Cotonou Convention, the povertyfocus of EU/EC and bilateral aid, budgetisation of the EuropeanDevelopment Fund, the impact of enlargement, the interface betweenaid and foreign policy, or the development content of the Conventionon the Future of Europe. Even here, the agenda is often short term andinsufficiently co-ordinated. Outside the specialist community, there islargely silence.

An effective and carefully orchestrated multi-stakeholder debate aboutthe future of European development co-operation needs to be conductedacross Europe, bearing in mind the fact that decision-making processesare multipolar: policy communities that cross national boundaries needto be created. In addition, academic and action research has to feed intopolicy thinking, design of aid programming and implementation. That is

why a Europe-wide programme on the future of European developmentpolicy and practice was conceptualised by directors of EADI memberinstitutes at their meeting in Ljubljana, September 2002. The project isintended to provide a vehicle for the dissemination of research findingsand debate, a forum in which the perspectives of different actors can beshared and developed. The work programme consists of selected researchinputs, a series of co-ordinated meetings and seminars in different countries,backed up by briefing papers.

To set the tone and provide a framework for this programme, a workingpaper entitled “EU Development Co-operation to 2010” (Authors: Si-mon Maxwell, Paul Engel et al.) was first published in 2003. In addition,a series of briefing papers identifies the main issues in the debate aboutthe future challenges and shape of Europe's development co-operationover the coming decade(s).

les principales questions du débat sur les futurs défis et contours de lacoopération européenne pour le développement durant les dix prochainesannées.

At the heart of the project is a shared website, installed by Europe'sForum on International Co-operation (EUFORIC). It contains relevantbackground papers, useful links to further quality checked resourcesand lists forthcoming events (for details see: www.edc2010.net). Contentmanagement for the initial period is being done by the EADI Secretariat.The website will be further developed to become a central working toolfor different partners in this joint partnership programme, with SID Europe,EUFORIC and EADI being the core group of networks. This is contingenton external project funding. A project proposal was submitted in July2003 to the EU/EC, DG Development and DG Europe Aid Co-ordinationOffice seeking EC funding for a three-year programme. This ratherambitious programme is led by the ECDPM, Maastricht, and the ODI,London. The co-ordination is done by the EADI Secretariat in Bonn.

The first initiatives in 2002/2003 were to put together a strong networkof committed collaborators within EADI. All EADI members were informedabout the project and invited to join this initiative and to support it with

their own activities. The project was also thoroughly discussed at thedirectors' meeting of EADI member institutes held in Pavia (September2003). More than 26 of our member institutes have already expressedan interest in joining the project and their willingness to launch, encourageor actively participate in national debates. As a result, national eventsfeed into the debate. The ODI, London, held a pilot meeting series called“European Development Co-operation to 2010: What Scenarios for theFuture” from June to November 2003 in the UK. The Italian contributionto the debate was discussed at a workshop at CeSPI in Rome (December2003). In Sweden, the project was presented to an audience of NGOson the occasion of a workshop organised by the Forum Syd (SwedishNGO Centre for Development Co-operation).

In collaboration with EADI, SID Europe organised a high-level conferencefor parliamentarians from EU accession countries in Vienna, Austria (No-vember 2003). A follow-up conference with SID Europe has been scheduledfor September 2004 in The Hague.

Within the framework of the EU enlargement process, EADI assisted invarious networking and capacity building endeavours. A specific TaskForce on Enlargement and Development called upon EADI to suggestpartner institutes, provide consultancy, explain EADI's work and alsopresent papers at different workshops in Bratislava, Budapest and Bonn .

Les premières initiatives en 2002/2003 avaient pour objectif de réunirun bon réseau de collaborateurs engagés au sein de l'EADI. Tous lesmembres de l'EADI ont été informés du projet et invités à rejoindrecette initiative ainsi qu'à la soutenir par leurs propres activités. Le projeta également été discuté en détail lors de la réunion des directeurs d'institutsmembres de l'EADI à Pavie (septembre 2003). Plus de 26 de nos institutsmembres ont déjà déclaré vouloir rejoindre le projet et être disposés àlancer, encourager ou participer activement à des débats au niveau na-tional. En conséquence, les évènements nationaux alimentent le débat.L'Overseas Development Institute (ODI) de Londres a tenu une sériede rencontres pilotes intitulées “ Coopération européenne pour ledéveloppement à l'horizon 2010 : quels scénarios pour l'avenir ” entrejuin et novembre 2003 en Grande-Bretagne. La contribution italienneau débat a été discutée lors d'un atelier au CeSPI à Rome (décembre2003). En Suède, le projet a été présenté à un public composé dereprésentants d'ONG à l'occasion d'un atelier organisé par Forum Syd(Confédération des ONG suédoises pour la coopération audéveloppement). En collaboration avec l'EADI, SID Europe a organiséune conférence de haut niveau pour des parlementaires provenant desnouveaux pays adhérents à l'UE, à Vienne, en Autriche (novembre 2003).Une deuxième conférence avec SID Europe est prévue pour septembre2004 à La Haye.

Irish and Danish debate on “European Development Co-operation to2010”

A one-day conference on “European Union Development Co-operationto 2010 and Beyond: Challenges for Ireland in an Enlarged Union” tookplace in Dublin on 14 April 2004. It was organised by the Centre forDevelopment Studies (CDS), University College Dublin, as part of theEDC2010 project. The conference explored, with an emphasis on theIrish role in the process, the development co-operation, trade and politicaloutcomes which will have an impact on Europe's relationships with thedeveloping world. A one-day seminar on “Tendencies in the EUDevelopment and Foreign Policies and the Impact on Danish DevelopmentAssistance and Foreign Policy: Fruitful Co-ordination or DestructiveStreamlining?” also took place on 14 April 2004, organised by theCopenhagen Business School and the Association of DevelopmentResearchers in Denmark (FAU).

Europe's Responsibility for the One World. Meeting series in Bonn,GermanyThe series of meetings, jointly organised by VENRO, CIC Bonn, DIE/GDIand the EADI Secretariat as the German contribution to the “EuropeanCo-operation to 2010” programme, started with a panel discussion entitled“Poverty Eradication - Just a Vision?" on 29 April 2004. The second meetingentitled "Development Policy of the Enlarged Europe: New Borders -New Horizons?” was scheduled for 26 May 2004. Two more meetingsare to follow in September and November. A series of several nationwide events entitled “The Netherlands in Europe- Europe in the World” has started in The Netherlands to run during theDutch presidency. SID Europe and EADI will organise a conference inThe Hague (26-28 September 2004).

In Italy, our member institute CeSPI has announced a second conference(16 June 2004, Rome): “EC Neighbourhood Policy - Wider Europe andthe Role of De-centralised Co-operation”.In France, the next EADI conference (Paris, 19 November 2004) hostedand organised by GEMDEV will be focusing on the state of the art indevelopment issues: towards a European perspective. This and moreactivities will be the French contribution to the programme.EADI member institutes in Belgium are also at the planning stage forseveral high-level conferences within the framework of the EDC2010programme.All members and interested partners are invited to join this. Débat irlandais et danois sur “ la coopération au développement del'Europe à l'horizon 2010 ” (EDC2010)

Une conférence d'un jour sur “ Coopération au développement del’Europe à l'horizon 2010 et au-delà, défis pour l'Irlande dans une Unionélargie ” s'est tenue à Dublin le 14 avril 2004. Elle était organisée par leCentre for Development Studies (CDS), University College Dublin, dansle cadre du projet EDC2010. La conférence s'est penchée, en mettantl'accent sur le rôle de l'Irlande, sur les conséquences pour la coopérationpour le développement, le commerce et la politique qui influeront surles relations de l'Europe avec le monde en développement.Un séminaire d'un jour sur “ Les tendances des politiques européennesétrangères et du développement et leur impact sur l'assistance danoiseau développement et sa politique étrangère : coordination fertile ourationalisation destructrice ? ” s'est également tenu le 14 avril 2004,organisé par la Copenhagen Business School et l' Association ofDevelopment Researchers in Denmark (FAU).

EADI has developed several publications and information systems furt-her. The EJDR published an issue with selected articles drawn from the10th General Conference and a second issue with free-standing articles.News from members was exchanged through two print issues of theEADI Newsletter (in English and French) and five issues of the e-newsletter.The EADI website, as an important interactive tool for communicationbetween members and with the wider networks of interested people,was completely redesigned and relaunched in September 2003.

The EJDR has been available online through INGENTA since early 2003.This greatly enhances the visibility of EADI as an important source ofknowledge in the development research community. A new editorialteam consisting of Andrew Mold (United Nations Economic Commissionfor Africa), Paul Hoebink (CIDIN, Nijmegen) and Claire Mainguy (GEMDEV,Paris) have taken over the editorship from Christian Lund. Morten Boasremains book review editor. First steps to renew the Editorial Boardwere taken. Our special thanks go to Christian Lund, the outgoing editor,who will be serving on the Editorial Board in the future. The EJDR willbe scaled up from two issues per year to four issues per year in 2004,which is a requirement for the inclusion in the Social Sciences Index(ISI). NORAD sponsored the subscription to member institutions of oursister organisations in ICCDA. After seven years, this funding support

came an end in 2003. Options for the future publication policy in regardto the EJDR and the EADI Book Series were discussed in the light of thefinancial constraints due to the termination of NORAD's grant and inthe light of the take over of Frank Cass Publishers by Taylor & Francis.

The EADI Book Series, also published by Frank Cass & Co, UK, is ofsimilar importance as a channel and outlet for academic research. Todate, 25 titles have been published and two more books were beingprepared in 2003: The proceedings of the 10th General Conference wereedited by Andrew Mold and a book was edited by Paul Hoebink andOlav Stokke on “Perspectives on European Development Co-operation”(forthcoming 2004).

The website, regularly updated and maintained by the Secretariat withthe help of an authoring system, the website features the latest EADInews and links to all member institutions and working groups. In 2003,the association's web presence was completely redesigned and a newcontent management system established. Major content was added, forexample a guide to training possibilities in EADI member institutes, anda newsfeed with news from member institutions. A special site was

Un des instruments de gestion les plus importants pour les organisationsmodernes travaillant en réseaux est un système de recherche de contacts,que ce soit des personnes ou des organisations. L'EADI est membre dugroupement spécialisé appelé 'Joint Contact Database System', qui estun système de tracabilité et de recherche commun à la CIDSE (à Bruxelles),à EUFORIC et ECDPM (à Maastricht), à IICD (à La Haye), au Centre duDéveloppement de l'OCDE à Paris et à l'EADI elle même. Les usagersde la banque de données se rencontrent régulièrement afin d'améliorerle système et d'introduire de nouveaux éléments au système.

Tous ces partenaires font usage du système en ligne OneSiteEurope.Mettant l'accent surtout sur les secteurs d'intérêt, la compétence thématiqueet tout autre type d'information essentiel pour améliorer substantiellementle travail de réseautique, la base de données est un outil de travail importantpour faciliter les contacts entre chercheurs et soutenir les Groupes detravail de l'EADI en permettant aux chercheurs ayant le même secteurd'intérêt de se rencontrer. Les annuaires importants d'instituts membressont disponibles sur le site de l'EADI. Un autre résultat appréciable decette base de données commune est l'Annuaire des organisations travaillantdans le développement, disponible lui aussi sur notre site. Un moteurde recherche y est à la disposition du grand public.

One of the most important management tools in today's networkedorganisations is a system of tracking information about contacts (peopleand organisations). EADI is a co-owner of a Joint Contacts DatabaseSystem, which is shared by CIDSE, Brussels, EUFORIC and ECDPM, bothMaastricht, IICD, The Hague, the OECD Development Centre, Paris, andEADI. The users of the database meet regularly in order to improve andadd new features to the system.

All these partners use the OneSite Europe online system. Focusing stronglyon fields of interests, thematic expertise and other information which isessential for improving networking, the database is an important toolfor facilitating contacts among researchers and for supporting the workof the EADI Working Groups by bringing together researchers with thesame fields of interest. The relevant directories of EADI member institutesare available on the EADI website. Another result of the shared databaseis the Directory of Organisations Working in Development, also availableon the EADI website. A public online search facility was enabled.

EADI had the privilege of admitting a number of new members (seepage 21) to the association. While we welcome them into EADI, theExecutive Committee considers an additional membership drive to benecessary to at least stabilise, if not increase, the number of memberinstitutes, associates and individuals. A Sub-committee on Membershipwas established to deal with these challenges.

� � �

Working together requires active partnerships within the developmentcommunity from North and South, East and West. A unique platformfor this is the Inter-Regional Co-ordinating Committee of DevelopmentAssociations (ICCDA) with sister networks all over the world. There is alot of potential for joint programmes. All five have quite comparableworking group structures that could liase with those of EADI. In order tomake ICCDA activities, contact persons and programmes more visible,EADI has started to feature news from its sister organisations on itswebsite. NORAD sponsored the subscription of the EJDR to memberinstitutions of our sister organisations in ICCDA, and extended this supportuntil the end of 2003.

Over the past few years, EADI has developed good public relations.EADI is quite well known in the development community in Bonn and

is an active partner of the Centre for International Co-operation Bonn(CIC).

Among the other existing networks, EADI values its membership ofOneWorld International (London, UK), the Society for InternationalDevelopment, SID International (Rome, Italy), the International SocialScience Council (ISSC, Paris, France) and the Global Development Network(GDN/GDNet, (Washington, USA) as an appropriate way to foster pro-fessional partnerships and joint ventures.

Especially the Global Development Network and its service arm, theGDNet, offer new avenues of international co-operation, co-ordinationand exchange. GDN is structured in such a way that regional hubs covercertain continent-specific programmes. Quite a few EADI memberscollaborate with the GDN and GDNet in various concrete projects. TheExecutive Secretary of EADI regularly attends the annual meetings ofGDN and is a member of the Steering Committee of the GDNet.

In addition, EADI is an institutional member of EUFORIC in Maastricht,The Netherlands. Thomas Lawo has been elected Treasurer and continuesto represent the ordinary members of this co-operative on the Board ofEUFORIC. These networks provide various opportunities for EADI andour members.

�&#6$�� � � � G � 2 < ��� � � � � � � $ . % 2 � ��$6�� '

L'EADI a le privilège d'admettre en son sein plusieurs nouveaux membres(voir page 21). Tout en leur souhaitant la bienvenue à l'Association, leComité Exécutif estime qu'il est nécessaire de stabiliser, voire mêmed'augmenter le nombre de nos membres institutionnels, associés etindividuels. Un Sous-comité des membres a été mis en place pour sepencher sur ces défis.

Le fait de travailler ensemble suppose que l'on vive un partenariat actifavec la communauté de recherche sur le développement, qu'elle soitdu Nord, du Sud, de l'Est ou de l'Ouest. Une plate-forme unique departenariat dans ce domaine est l'ICCDA (Comité de coordination inter-régional des associations du développement) et ses associations sœurssituées dans le monde entier. Il y a ici une grande potentialité deprogrammes communs. Tous les cinq réseaux spécialisés disposent destructures de groupes de travail bien comparables qui pourraient semettre en liaison avec ceux de l'EADI. Afin de rendre les activités, lespersonnes de contact et les programmes de l'ICCDA plus visibles, l'EADIa commencé à publier sur son site des nouvelles venant de sesorganisations sœurs. Concernant les abonnements à notre magazineEJDR, NORAD a parrainé les cotisations venant des institutionsd'organisations membres de l'ICCDA, et a reconduit ce soutien jusquefin 2003.

Au cours des dernières années, l'EADI a développé de bonnes relationspubliques. L'EADI est bien connu au sein de la communauté dudéveloppement établie à Bonn, et est un partenaire actif du Centre pourla coopération internationale (CIC) dont le siège est à Bonn .

Parmi les réseaux existants, l'EADI valorise le fait d’être membre deOneWorld International (Londres, RU), de SID International (Sociétépour le développement international) (Rome, Italie), du ISSC (Conseilinternational des sciences sociales) (Paris, France) et du RDM , Réseaupour le développement mondial et GDNet (Washington, USA). Ces di-verses participations représentent un moyen fort approprié pour soutenirdes partenariats professionnels et des joint ventures.

En particulier, le RDM et sa branche de services, le GDNet, offrent denouvelles possibilités de coopération internationale, de coordination etd'échange. Le RDM est structuré de telle sorte que les 'moyeux' régionauxcouvrent certains programmes spécifiques à des continents ou régions.Seulement quelques membres de l'EADI collaborent avec le RDM et leGDNet pour divers projets concrets. Le Secrétaire exécutif participerégulièrement aux réunions annuelles du RDM et il est membre duComité directeur du GDNet.

De plus, l'EADI est un membre institutionnel d'EUFORIC, situé à Maas-tricht aux Pays-Bas. Thomas Lawo a été élu comme Trésorier et il continuede représenter les membres ordinaires de cette coopérative au sein du Conseil de direction d'EUFORIC.
