of the total population (45,5 mln).

As of 1 January 2013, 88,5% of civil servants have complete higher education, 10,9% - incomplete, basic higher education.

8192 of civil servants have higher education in the field of science «Public Administration». 1694 civil servants have academic degrees

and 354 civil servants have academic ranks.

As of 1 January 2013, 72,2% of local self-government officials have complete higher education, 26,9% - incomplete, basic higher education.

2666 of local self-government officials have higher education in the field of science «Public Administration». 204 local self-government

officials have academic degrees and 39 local self-government officials have academic ranks.
